A Study on the Analysis of Korea Marine Accidents and the Countermeasures (국내 해양사고 사고 분석과 대책방안에 관한 연구)

  • As the increase in maritime traffic and leisure, the marine accident risk has increased in the domestic coast. In this study, the environment and the cause of domestic marine accidents from 1990 to 2009 have been investigated and analyzed by using the statistics issues of Korean Maritime Safety Tribunal. Based on the analysis of most domestic marine accidents sum as Engine damage, Collision, Capsizing of small vessels, we propose how to use mobile telecommunication terminals for preventing marine accidents and the best countermeasures.

  • The necessity of improving manning standards in the Ship Officer's Act has recently been strongly advocated by the fisheries industry. The fisheries industry maintained the position of the relaxation of current manning standards. However, the Labor unions, Marine Officers Association, and Radio Officers' Association persisted to strengthen the standards or to keep the current standards. This paper studies the appropriateness of current manning standards and processes its improvement scheme to secure the safe operation of vessels.

  • A PHE (Process Heat Exchanger) in a nuclear hydrogen system is a key component required to transfer heat energy of $950^{\circ}C$ generated in a VHTR (Very High Temperature Reactor) to a chemical reaction that yields a large quantity of hydrogen. Korea Atomic Energy Research Institute has established a small-scale gas loop for the performance test on VHTR components and recently has manufactured a medium-scale PHE prototype made of Hastelloy-X. A performance test on the PHE prototype is scheduled in the gas loop. In this study, high-temperature structural analysis modeling, and macroscopic thermal and structural analysis of the medium-scale PHE prototype by imposing the established displacement boundary constraints in the previous research were carried out under the gas loop test condition. The results obtained in this study will be compared with performance test results.

  • This study is aimed to design the mechanical gascyclone precipitator with an outstanding collection efficiency as one of ways to reduce exhaust gas of small-scale vessels. It estimated fine particles generated from diesel engines which has become one of the biggest environmental issues currently. Specifically, it quantitatively analyzed the flowing process from the cyclone gas exit; a duct via part to the collecting part of Cylindrical lower using DPIV (Digital Particle Image Velocimetry). Since the gas inlet height part became wider the previous theoretical dimensions, internal fluid characteristics of cyclone where the speed of internal swirl had been slow were investigated by temporary streamline of fine particles at $14-20{\mu}m$. The results showed that collecting efficiency was three times higher than the conical type utilized previously. In addition, this study supplemented imprecision problems from the previous theoretical equation and CFD interpretation with an experimental method. It also provided a basic data to design the cyclone precipitator by size of diesel engines for vessels.

A Case of Necrotizing Meningoencephalitis in a Shih-Tzu Dog (시츄견의 괴사성 뇌막뇌염 증례 보고)

  • Necrotizing meningoencephalitis (NME) is a unique idiopathic nonsuppurative inflammatory disease of central nervous system in small-sized breed dogs. A 9-year-old intact male Shih-Tzu dog with anorexia, vomiting, salivation and intermittent seizures was submitted to the Jeju National University for diagnosis. Grossly, there were no obvious lesions in the brain, except dilatation of most blood vessels in meninges. Histopathologically, brain revealed severe multifocal nonsuppurative inflammation in perivascular area of meninges and cerebral cortex. Some areas of cerebral parenchyma were replaced with lots of macrophages contained periodic acid-Schiff positive materials. Many new-formed blood vessels were observed around the necrotic regions using Gomori reticulum stain. Immunohistochemistry and reverse transcription-polymerase chain reaction were negative for toxoplasmosis and canine distemper virus. Based on the gross, histopathologic features and antigen detection methods, this case was diagnosed as NME. Here we reported the NME in relatively uncommon breed, Shih-Tzu dog, than other small breed dogs.

An Analysis of Future Ship Operation System under the e-navigation Environment

  • It is clearly understood that e-navigation is beneficial to prevent collision and grounding of ships. The purpose of this study is to define and present a future ship operation system under the e-navigation environment in order to provide clear direction for the design of Korean e-navigation system. The future ship operation system consists of shipboard navigational system, shore supporting system and maritime communication system. To achieve the objectives of this study, the ship operation system was discussed separately into SOLAS ships and non-SOLAS ships in this study. In SOLAS ships, mariners become a system manager, choosing system presets, interpreting system output, and monitoring vessel response. In small ships and fishing vessels, mariners may enjoy their navigation by using the automatic tracking of ship's position on the portable electronic chart display. The improved bridge design, integrated and harmonized navigational system and single window reporting will reduce significantly the administrative and physical workload of mariners. Mariners can concentrate their attention more on navigational duty under the e-navigation environment. To build an effective Korean e-navigation system, the essential navigational functions and e-navigation services for small ships and fishing vessels must be identified and developed taking into account user needs.

A Comparative Study of the Methods to Assess Occupational Noise Exposures of Fish Harvesters

  • Background: Noise-induced hearing loss is a well-known occupational disease that affects many fish harvesters from many fisheries worldwide, whose risk factor is prolonged exposure to hazardous noise levels. To date, academic research activities and regulatory bodies have not provided any comparative analysis among the existing methods to assess noise exposure levels of fish harvesters. This paper provides a comparison of four relevant assessment methods of noise exposure, examining the results of a measurement campaign performed onboard small fishing vessels from Newfoundland and Labrador. Methods: We traveled onboard 11 vessels engaged in multiple fisheries from Newfoundland and Labrador and performed extensive noise exposure surveys using the simplified International Maritime Organization method, the full-day measurement method, and the two methods provided by ISO 9612:2009, the task-based method and job-based method (JBM). Results: The results showed that the four methods yield similar values when the noise components are dominated by the engine and auxiliaries (steady-state sources); when noise components are dominated by the fishing gear, task-based method and the simplified International Maritime Organization method estimates are less accurate than JBM, using full-day measurements as baseline. Conclusion: The JBM better assesses noise exposure in small-scale fisheries, where noise exposure has significant variance and uncertainties on the exposure levels are higher.

Basic research on small ship test bed design for equipment demonstration (기자재 실증을 위한 소형선박 테스트베드 설계에 대한 기초연구)

  • The sea-communication fishing equipment installed on small vessels such as offshore fishing vessels is highly dependent on foreign products due to its high dependence on foreign products. From the perspective of domestication, the development of localization at the overseas level is underway, and we intend to demonstrate it by creating a dedicated testbed in order to secure track records. In this paper, we wanted to derive the testbed shape and design method through basic research for the design of the testbed.
