Analysis of Policy Streams and Policy Narratives for Paradigm Change in Service Development Policy in Korea (서비스발전정책의 정책흐름 및 정책담화 분석과 서비스 패러다임으로의 변화)

  • Despite that Korea has tried 50 years of service development policies, the result has been unsatisfactory. Borrowing the policy stream model of policy change and narrative policy framework one tried to explain the weaknesses of the policy process for the service development policies. Before 2000 lacking knowledge resulted in poor policy narratives while after 2000 despite sufficient knowledge base and well articulated narratives policy window would not open. Adversarial politics under conservative party caused the window to be closed. One suggests that paradigm shift in value and world view treats is necessary to overcome the policy failures in service development policy. According these analyses one expects a new initiative of policy narrative construction.

A Framework of the Convergent Service Development Process in the Public Sector : The Smart Transportation Card Service of Seoul City and the Call for Collaboration Case in Singapore (공공분야 융합 서비스 개발 Framework에 대한 연구 : 서울시 스마트교통카드 서비스와 싱가포르 CFC 사례를 중심으로)

  • Due to the development of information technology, Convergence and Creative Economy became hot issues. For example, products become more intelligent and services are likely to be connected and integrated around core services or provided as bundle solution. Meanwhile products and services are integrated in the context of mutual supplementation, which leads to Servitization of Products and Productization of Services in many industries. Previous studies have addressed Convergence with different terms and definitions such as Convergent, Multicategory Multifunctional Product, Clouding Service, Bundle and so on from one perspective such as consumers, suppliers or technology according to a wide range of academic approaches. Thus, this study attempted to suggest the most typical convergence products released in the convergence environment and categorize those products. Furthermore, this study has pointed out the problems in the New Product Development Framework discussed in the studies on marketing by taking the situation of the public sector into account and then suggested "New Service Development Framework in the Public Sector" that are different from traditional e-Gov. approach basically and will enable the government to create public information service and provide them to enterprises or citizens. It also emphasized the importance of Business Conceptualization Stage in the framework; argued that there is a necessity of an integrative study from the perspective of technology on the basis of the approach from the perspective of marketing and Policy such as a study of consumer behaviors, design and marketing channel and Policy Integration for the development and dissipation; and furthermore suggested the cases-the development/Diffusion of Transportation Card Service in Seoul and CFC (Call for Collaboration) in Singapore-in order to verify the framework. There is a need to supplement New Service Development Framework so it is able to reflect the distinct characteristics of the public sector from the academic perspective and be used as practical guidelines for SI (System Integration) business to shift into IT Service business. Last but not the least, this study has suggested the limitations and the directions for the future studies.

Effects of Cognitive Age on Perceived Service Quality, Satisfaction, and Repurchase Intentions across the Elderly's Lifestyle Types in Apparel Stores (주관적 연령이 의류점포의 서비스품질 지각, 만족 및 재구매의도에 미치는 영향 - 실버소비자들의 라이프스타일 유형을 중심으로 -)

  • The purpose of this study was to investigate the effects of cognitive age on service quality, consumer satisfaction, and repurchase intentions across the elderly's lifestyle types in the apparel store. Data were obtained from 853 women in the 50's and 60's living in Busan, and were analyzed by factor analysis, Cronbach's alpha, cluster analysis, one-way ANOVA, Duncan test, and path analysis using SPSS WIN 12.0 and LISREL 8.53. The results showed that the lifestyle of elderly consumers was classified into three factors, such as Active self-fidelitist, Economy family-oriented, and Passive-stagnant. Service qualities perceived by the elderly in apparel stores were composed of Personal Service, Facilities Service, Product Service, and Policy Service. Generally, the younger cognized their ages most of the elderly were the more importantly perceived store service quality, the greater satisfied with apparel store services, and the more intended to repurchase apparels at a store. However, economic family-oriented elderlys were the younger cognized their ages, the less satisfied with the apparel service. Additionally, personal and policy services of the apparel store were important variables for elderlys' satisfaction with store services. The findings provide potential explanations and managerial implications for the elderly market.

Effect of Professional Competence of Public Institutions on Service Quality: Focused on Housing Welfare Service (공공서비스 조직의 서비스역량이 서비스품질에 미치는 영향관계 연구 : 주거복지서비스를 중심으로)

  • As the public sector has been facing many challenges arising from the global economy and experiencing major changes, public services are redefined and various modes to improve their quality are applied to the customer service area. This research addresses whether and to what degree the professional competence of public institutions affect the customer service, in particular the quality and delivery of housing welfare services. With the institutional competences consisting of three elements - customer centric culture of service delivery, information sharing, and service delivery channels, this study utilizes a questionnaire survey, and the collected data are analyzed by using the inferential statistics. The findings show that customer centric culture of service delivery and information sharing have positive impacts on the quality of housing welfare services while service delivery channels don't have any influence on it. The research results imply that the institutional competence in the public sector is critical in the quality and delivery of the housing welfare services.

  • The flow of global digitalization is leading to the emergence of a decentralized system environment based on blockchain or distributed ledger technology in the fields of economy, identity authentication, and logistics. Accordingly, a requirement that public services be searchable from several decentralized maritime service registries (MSRs) has been derived in terms of the discoverability of e-navigation services. This study describes a decentralized MSR environment composed of the MSR ledger and multiple local MSRs, and it has implemented a service search system that can search global e-navigation services in the environment through a web browser. This system is a decentralized application that dynamically generates service attributes, geometry information, and free text queries, and that provides users with relevant MSR and service access information from search results that are registered in the MSR ledger. In this study, we tested the established decentralized MSR environment and the system that performs service search within that environment, and we discussed its advantages and limitations.

  • This Grand Sorae Bridge was built in order to lead to balanced reigoonal development by linking the 2nd Seoul - Inchon Highway to WestCiast Highway and it will contribute to develop the economy of the region and traffic of its vicinities by helping ease traffic in and around Inchon. It extends 470 meter across Sorae port by using 10 continuous steel box griders under benoto(all casing) system considering ultra soft ground condition of the site.

Measurement of the Internet Banking Customer Satisfaction using Structured Equation Model

  • This study has conducted to measure the internet banking customer satisfaction using structured equation model. Data was collected by e-mail system. Among survey panel who had experience of using Hanwha-Bank internet banking service, final samples were 2,848 respondents. The results showed that usage convenience and economy factor was most correlated with customer satisfaction. And we found that word-of-mouth behavior was affected customer satisfaction.

A Study of Industrial Significance on International Arbitration (국제중재의 산업별 유의성 연구)

  • The purpose of this paper is to consider key issues and to categorize international arbitrations on industrial significance. Thus this study focused on synthesizing industrial significance, retaining international competitiveness, and securing national implications of international arbitration as a legal service trade system. To obtain these goals, the liberalization of international arbitration proxy service, invitation of international arbitration board regional offices such as PCA to AAA-ICDR, and drawing of international mediation institutions to invigorate the legal service market should be exerted. To revitalize the international arbitration, it would be renounced the control rights of economy-related disputes with internationalism while policies should be improved to enhance the execution of arbitration agreements and awards. It is emphasized the necessities of the process through the institutional mediation agency to resolve more court mediation and international dispute cases, and to handle international arbitration cases after training professional legal experience through cooperation with international arbitration boards such as LCIA, ICC, AAA, and PCA. Ultimately, to revitalize the international arbitration, the industrial significance of arbitration should be analyzed and the critical industrial influence of arbitration such as in the semiconductor, petrochemistry, and ICT sectors should be expanded to gain the competitiveness of the global legal service market with the assistance of institutional complementary measures.

A Study on the Status and Problem Concerning Overseas Shopping Service (중국의 해외구매대행 현황과 문제점에 관한 연구)

  • With the steady growth of our nation's economy, the purchase power of our domestic citizens has continuously enhanced. In recent years, online overseas shopping has rapidly warmed up, increasing number of Chinese people have started to purchase overseas products via internet. According to China's current legislation, the imported goods are divided into goods and items based on "profitability standard", and regulated by different rules of clearance supervision and import duties. Goods can't pass through custom and pay duties in the form of items, and the import duties burden of goods is generally much heavier than that of items. Goods of entrusted overseas shopping pass through custom and pay duties in the form of items, but goods of profitable purchasing are goods, not items. Therefore, the profitable-purchasing behavior is smuggling. Although goods of unprofitable purchasing are items, unprofitable-purchasing behavior may also constitute smuggling. The author concludes that causes of smuggling crime are: huge market demand for overseas goods, lack of customs supervision, law blank of petty foreign trade, and public's misconception of entrusted overseas purchasing are the major factors. The author proposes the corresponding preventive measures against the crime, such as to establish an one-stop service system in online Shopping Mall, to modify the Passengers' Baggage Declaration Form, to establish a relatively simplified clearance system of small cargo, to establish a relatively reasonable import duties of petty trade.

  • Since the beginning of the 21st century, the power source for the growth of our country is shifting from the 'knowledge and information'-centered business to the culture-based business attaching importance to 'creativity'. In the era of creative culture-based economy, the core resources on which the national competitive power depends can be thought to be 'cultural contents'. The current ubiquitous project, which is being promoted in our country, is characteristically placing much emphasis on building-up of the RFID-centered infrastructure so that it is poorly acknowledged by common people to whom its service is actually provided. In this study, the approach to promotion of the cultural service, to which an easy access is available as a result of combining the ubiquitous-based technology with 'cultural contents', is discussed in the 4 aspects.
