The risk assessment under the Occupational Safety and Health Act was implemented in 2013, but since it is not mandatory, companies are operating it as a formality. Although legal obligations have been strengthened, such as the recent comprehensive revision of the Occupational Safety and Health Act and the enforcement of the Act on Punishment for Serious Accidents, the death rate has remained stagnant. Even if a risk assessment plan is properly established in order for employers to prevent industrial accidents through necessary measures, it is necessary to involve relevant workers so that they can understand and implement the contents of the risk assessment. In this regard, this study proposed applying efficient worker participation measures through on-site surveys to activate the participation of vulnerable workers in risk assessments. Objectives: The successful implementation of the Port Safety Special Act is a very important matter. Now that one year has passed since its introduction, this study aims to review the achievements so far and identify future tasks. Methods: The provisions of the Special Act on Port Safety were analyzed and the latest literature related to port safety management was reviewed. In addition, an in-depth interview was conducted with a business owner. Results: The achievements over the past year are as follows. As business operators took greater responsibility for safety management, blind spots in safety were resolved to an extent. Specialized training for the port unloading industry was provided, and a safety management system was established for unloading docks. In addition, the Ministry of Oceans and Fisheries was able to intervene in the prevention of safety accidents at ports through the deployment of port safety inspectors. In 2022, the port industry accident frequency and death rate declined compared to the previous year. Conclusions: The "Port Safety Special Act" has become relatively well established in the port industry over the past year. However, since the Serious Disaster Punishment Act was implemented in January of the same year, there is a limit on determining what is necessarily the effect of the Special Act. Future tasks include unifying contracts centered on cargo handling companies, supporting safety management costs, increasing the number of port safety inspectors, producing reliable port disaster statistics, and cooperating between the Ministry of Oceans and Fisheries and the Ministry of Employment and Labor.
A comprehensive safety management system will be required in accordance with the implementation of the Major Disaster Punishment Act for close-up safety management of construction sites. Safety management level evaluation management requires a comprehensive relationship between safety management under the Construction Technology Promotion Act and health and health management system under the Industrial Safety and Health Act. Purpose: Safety under the Serious Accidents Punishment Act. The ultimate goal is to study the comprehensive analysis and relationship of health management and to improve the safety evaluation level of health and health management. Methods: The feasibility of the questionnaire was confirmed through the second Delphi analysis of construction site experts and safety managers, and the regression coefficient and path analysis of potential variants in safety management, safety management, health management and safety inspection were confirmed. Result and Conclusion: In the structural model, the regression coefficient (89%) from safety management, health system, and safety management to safety inspection execution and lambda values of appropriate observation variables were confirmed. In the path analysis, the total effect (.809) was confirmed by mediating health hygiene in the relationship between health plan establishment adequacy and post-inspection management, and the path coefficient (.82) of temporary structure safety was confirmed.
This study examined the certification effects of safety and health management system (SHMS) on the establishment level of SHMS and accident statistics in construction industry. This study obtained the establishment level of SHMS for 106 construction companies surveyed from our previous study. In addition, three major accident statistics (mortality rate, accidental mortality rate, and injury rate) for the companies were collected from the database in Korean Occupational Safety and Health Agency. The statistical analysis results revealed that the establishment level for SHMS certified companies was significantly higher than those for uncertified or certification preparing companies. Furthermore, SHMS certified companies showed significantly smaller accident statistics compared to uncertified or certification preparing companies. The results of this study support the positive effects of SHMS on reducing major industrial accidents in construction companies.
Social interest in occupational safety and health is increasing due to ESG management and the implementation of the Serious Accidents Punishment Act. This study examines the current status of occupational accidents, which is the safety level of energy companies, and the impact of occupational accidents on the management performance (sales per capita, operating profit per capita, operating margin per capita) of energy companies over the period of 2015 to 2021 was empirically analyzed. As a result of the analysis, the level of occupational accidents in the 157 energy companies to be analyzed was lower than the occupational injury accident rate in Korea, but the disease rate was high.As a result of analyzing the impact of occupational accidents on management performance, it is estimated that an increase in the occupational accident rate reduces per capita sales, per capita operating profit, and gross margin rate.Through this study, the vulnerability of energy companies to occupational accidents was confirmed, and the direct and indirect costs of occupational accidents quantified the negative impact on management performance.Referring to the results of this study, energy companies should strengthen their efforts to prevent occupational accidents by increasing investment in safety and health to protect the lives of valuable workers and create sustainable business performance.

Recently, the government is trying to change the paradigm of occupational safety by enforcing the entire revision of the Industrial Safety and Health Act and the Punishment of Serious Accidents Act with the goal of reducing the occupational accident and death rate by half. In particular, small-scale workplaces with less than 50 employees or less than 100 million won have difficulties in establishing a safety and health management system due to lack of safety and health management competency and lack of will of business owners. Therefore, this study attempted to identify problems and suggest improvement measures through an expert survey on the overall business area of the small business safety and health technology support project, which is one of the government's policies.

Recently, interest in industrial accidents such as the Industrial Safety and Health Act and the Serious Accident Punishment Act is increasing, and the demand for safety managers for safety management of workers in research institutes and industrial fields of various fields is increasing. For worker safety management, CCTVs are being installed in factories and workplaces, and workers are monitored to enhance safety management. In this paper, we intend to design a dangerous situation assessment system by constructing data using CCTV in such a workplace and modeling it in JSON format. The data modeling was produced by referring to the data set construction guide for artificial intelligence learning and the quality management guideline of the Korea National Information Society(NIA). Through this system, we want to check what kind of risk management exists in the workplace by risk situation scenario and use it to build a more systematic system.

Since the Act on Punishment of Serious Accident has been implemented, the role of construction companies in safety and health and the responsibility of CEO are strengthened. However, serious accidents still occur. Due to population decline and young people's reluctance into the construction industry, the ratio of elderly workers and foreign workers is increasing at construction sites. In this study, a survey was conducted to identify differences in the perception of importance of smart safety technology among vulnerable groups such as foreign workers, elderly workers, and workers with health conditions. Vulnerable workers recognize the importance of smart technology in the fields of foreign language support, risk warning, and body wear monitoring, and the conclusion was drawn that smart technology should be expanded for vulnerable groups in the future.

Recently, the increase of international trade volume is leading to risk exposure and safety accidents in the port terminal industry. In addition, as Serious Disaster Punishment Act came into effect on January, 2021, various guidelines and laws to protect safety and life in port terminals are being enacted. However, despite these efforts, medium-to-large safety accidents in the port terminal industry have occurred. According to the Korea Occupational Safety and Health Agency, from 2016 to 2019, the number of casualties in the port handling industry increased by 4.2%. To build some effective follow-up management of port accidents and preparation of related safety laws/systems, a risk analysis in consideration of causes and damage of accidents should be conducted. Therefore, in this study, major risk factors and preventive measures were derived by conducting risk assessment based on 1,039 cases of port terminal accidents collected by the Korea Occupational Safety and Health Agency for five years. Priorities for preventive measures were then determined through IPA analysis, Borich needs analysis, and The Locus For Focus analysis.
