학술지는 학술 정보의 핵심매체로서, 개방과 공유를 지향하는 대표적인 비영리성 저작물이다. 우리나라에서도 최근 들어 학술지의 오픈 액세스 운동에 대한 관심이 증가하고 있다. 그러나 저작권 문제가 학술지 논문의 오픈 액세스와 아카이빙에 큰 걸림돌로 작용하고 있다. 국내 학술지 논문의 저작권 분쟁 사례를 검토하였고, 한국학술진흥재단의 등재 학술지 906종을 대상으로 학술지 논문의 저작권 귀속 현황을 총체적으로 실증 분석하였다. 그 분석 결과를 토대로 하여 국내 학술지 논문의 오픈 액세스와 아카이빙 활성화를 위한 저작권 대응방안을 구체적으로 제시하였다.

현재의 학술 커뮤니케이션 위기는 잡지의 위기가 아니라 정보 유통상의 광범위한 위기이다. 그것은 STM 학술지의 구독비용이 대학도서관의 예산 증가율을 상회함에 따라 학술 및 연구자료의 접근력이 축소되거나 상실되는 것을 의미한다. 그래서 오픈 액세스 잡지(OAJ), 저자 셀프 아카이빙(ASA), 학술기관 레포지터리(AIR)를 전략적 수단으로 하는 오픈 액세스가 대안으로 등장하였다. 이에 본 연구는 오픈 액세스의 최근 동향을 개관하고, OA 전략에 내재된 장애요소와 다양한 현안인 학술정보의 공공재 논쟁, 무료접근의 신화와 한계, 저자의 비용지불 모델, 저작권 귀속문제 등을 분석한다.

지난 세기 후반부터 학술지의 지나친 상업화 전략은 학술정보의 원활한 유통에 상당한 부담을 주어 왔다. 그래서 영미를 중심으로 오픈 액세스 운동을 비롯한 다양한 전략적 대안이 제시되고 있으나, 저작권문제가 최대의 부담요소로 작용하고 있다. 이에 본 연구는 국내 학술정보의 요체에 해당하는 학회지를 중심으로 저작권 귀속현황을 분석한 다음에 3가지의 대안, 즉 저작권을 학회에 양도하는 방안, 저자가 저작권을 소유하는 방안, 저자와 학회가 저작권을 공유하는 방안의 장 단점을 분석하고 바람직한 개선방안을 제시하였다.

전자출판이 확대되면서 학술커뮤니케이션의 근복적인 개혁이 논의되고 있다. 학술잡지의 가격인상으로 정보수급의 불균형에 직면한 미국의 대학도서관은 이 문제의 핵심이 상업출판사에 의한 지적 소유권의 점유에 있다고 인식하였다. 본 논문은 미국의 대학도서관, 대학행정가, 교수, 학회 등이 현재 상업 출판사가 장악하고 있는 학술잡지 출판의 문제점을 어떻게 인식하고 있으며 학술커뮤니케이션을 개선하기 위하여 어떤 노력을 하고 있는가를 분석하고 향후의 가능성과 그 영향을 고찰하였다.

The overall purposes of this study are to identify actions taken to counter predatory publishing practices as well as to propose an ICT-based model to detect such practices. The need to raise quantitative performance metrics to support career goals has created immense pressure on researchers to publish in the literature as frequently as possible. This "publish or perish" syndrome appears to be fueling a rise in scholarly journals and conferences that provide quicker and easier routes to publication. However, such avenues sometimes involve questionable academic practices with important ethical ramifications. One notable example is the proliferation of predatory publishing, including predatory journals and fake conferences. The widening impact of such activities is beginning to prompt academic societies, publishers, and institutions to take measures. This paper discusses the issues on predatory publishing practices, and some of the actions taken by various stakeholders to address these practices. In order to build a transparent and sustainable scholarly publishing ecosystem, this study highlights multi-dimensional and specific solutions, including reforms to research ethics codes, research management rules, and legal protection from exploitative practices. This paper proposes an ICT-based cooperative model for monitoring of predatory publishers as a potential solution to create a sustainable and transparent infrastructure for a scholarly publication system guarding against misconduct in publishing practices.

Institutional repositories are essential research infrastructures for research-based universities. A properly dimensioned institutional repository has the potential to increase research impact and enhance the visibility of an institution through its scholarly outputs. The aim of the study reported in this paper was to design and develop a web-based digital repository for scholarly communications using NM-AIST as a case study. The system was developed using open source software. Findings obtained from system validation tests show that the system is a viable solution to the major challenges encountered in the management and sharing of scholarly information at the institution.

전자학술정보의 활용이 급속히 증가하고 대규모 이용로그 정보의 처리가 가능해지면서 전자학술정보의 이용에 대한 분석이 다양한 각도에서 이루어지고 있다. 그러나 각 출판사에서 각기 다른 형태와 방법으로 생성한 이용통계를 표준 포맷으로 통합 수집하여 국가 차원의 이용량 정보를 제공하는 통합 플랫폼은 없다. 따라서 본 논문에서는 국내 520여 기관의 전자학술정보 이용통계를 통합 수집하고, 이용통계 데이터 표준 프로토콜인 SUSHI(Standardized Usage Statistics Harvesting Initiative)에 기반하여 유통할 수 있는 플랫폼 모델을 제안한다.

This paper explores the opportunities for scholarly publishing as part of the educational activities of the system of extracurricular research and experimental education, UNESCO Category 2 Centre, "Junior Academy of Sciences of Ukraine" (hereinafter referred to as the JASU), using Open Journal Systems (hereinafter referred to as OJS) publishing platform. The purpose of the study was to identify and select a publishing model and substantiate the procedures for the launch of an OJS-based open-access student scholarly e-journal with a view of improving scholarly communication between gifted children from Ukraine and other countries.
