Analysis of Death Accidents of Hazardous and Dangerous Works defined in Regulation for Employment Restriction and Special Education for Safety and Health (유해·위험작업의 취업제한에 관한 규칙 및 특별안전보건교육 대상작업의 사망재해 분석에 관한 연구)

  • With the changes of industrial structure, contents and types in hazardous and dangerous works have been changed considerably. However, the hazardous and dangerous works by defined "Regulation for the hazardous and dangerous work employment restriction" and "Special education for safety and health"have not been amended over twenty years. This study aimed to identify the recent trends of the works by analyzing the death accidents cases from 2004 to 2013 and to present the management methods about future hazardous and dangerous works. The results showed that amount of 1,972 cases among 11,513 death accidents were equivalent to the works presented by "Regulation for the hazardous and dangerous work employment restriction". The amount of death accidents in 'Work of using construction equipment following construction machinery management act' was biggest among the death accidents cases and that of 'Work of handling pressure vessels following high-pressure gas safety control act' didn't show up. For the works in "Special education for safety and health"amount of 1,650 death accidents cases were equivalent. The amount of death accidents in 'Work involving a crane with a capacity of 1 ton or more or work which is carried out with a crane or hoist with a capacity of less than 1 ton in a workplace having at least 5 such machines' presented by "Special education for safety and health"was biggest. Also, death accidents case didn't occurred in three works presented by "Special education for safety and health". It was analyzed that works with low death accidents cases should be needed to study thoroughly the whole disaster research involving nonfatal accidents.   • BACKGROUND: The present study is an exploratory research to establish national biosafety regulation systems through a survey on the recognition of safety regulation systems for the living modified organism(LMO). METHODS AND RESULTS: We have conducted a survey on an awareness of LMO safety regulation systems in scientific working groups. The data of 235 respondents were analyzed using various statistical methods. As a result, 72.8% of the respondents were male; 27.2% were female, and 43.4% of them work in the university. A total of 33.2% of the respondents majored in general biology, and their most common job position was the laboratory safety manager. The difference of an awareness on LMO law and regulatory system was not statistically significant by either work places or job positions. CONCLUSION: For the rapid settlement and the efficient implementation of LMO safety management policy, we conclude that it is required to reduce the gap between the recognition and fulfillment of safety management. Furthermore, the mutual exchanges of information among researchers are needed with the settlement of the safety management system and the harmony of policy with improvement of the absurd regulations. The ongoing and specialized training, inspections, and the strengthening of public relations are also required along with the efforts to improve the absurd regulations.

  • The enterprise are facing potential SHE(safety, health and environment) of major industrial accidents to cause casualties or a financial loss and increasing social responsibility. So, SHE management system has to be voluntarily accomplished rather than passively with regard to SHE regulation. In this study, KW_SHE(Kwangwoon Safety, Health and Environment) management model is developed which materialize self-regulation SHE management system of individual work-place by the research and analysis of many domestic enterprise. This KW_SHE management model is intend to assess work-product vs. management expenses investment and critically evaluated for studying its benefits and limitations.

  • Eventually so as to realize the construction safety, 1 found out the cause of accident and specificities of the construction industry. This study presented to several situations and problems on construction safety. As a result of this study, the below matters must be improved for more effective the construction safety management system. 1. It need to introduce the total construction safety management system. Because there is not effectiveness in the current safety management to the first on the construction field. a. We must consider the safety in the whole parts of the process of the construction and constructors of each part must devide responsibility of the construction safety as a CDM(The Construction Designed Management) used in UK. b. It is desirable to proceed control of safety in the whole parts of the construction to introduce the total safety coordinator that can consult the matters of safety as a law accepted in EU. c. Like management of the construction safety in USA, direction of the construction safety must be made to work exactly by code or manual. d. To improve the organization of the construction safety on the construction field unefficient, it must be introduced safety supervisor, safety coordinator or institutionalization of safety consultant. 2. The law of the construction safety not only have wasteful element but also decrease efficiency by overlapping of regulation, The Ministry of Labour and The Ministry of Construction & Transportation, So laws related with safety must be instituted. a. To realize total safety management, The Ministry of Labour must legislate the basic law about safety management in whole field. b. To legislate the construction safety under one law, and improve efficiency of the overlapping of regulation and the similar law by The Ministry of Construction & Transportation. c. It must be made the law of construction safety that can proper to change of situation in construction. d. The standard of safety must be instituted belong to international level and improved by year. e. We must improve irrational regulation to realize activity of safety self regulating for progress competition in construction industry

  • In the past, measures for the reduction of industrial accidents has led the safety and health policy of construction sites by the guidance, supervision and the regulation according to 「Occupation Safety and Health Act」 handled by Ministry of Employment and Labor (MOEL). Nowadays companies realize that due to the factors such as diversification of employment types, outsourcing of hazardous work, new construction method and complicated types of construction, etc., there is a limit on safety management for construction sites as far as it is passively led by the governmental safety management policy and regulation. In this study, in order to practice the autonomous safety management escaping from the government-led safety management, improvement plans are proposed and applied by analyzing the basic cause of the all kinds of fall accidents that could possibly occur in the apartment construction sites and by verifying the hazardous factors and risks by fields.

  • The regulation for industrial accident rate level assessment of construction companies was introduced to the construction industry in the Republic of Korea since 1993 and has brought positive outcome on industrial accidents reduction at construction work sites. There were considerable decrease of industrial accident ratio and enforcing of contrators' safety organizations from the beginning of the regulation for industrial accident rate level assessment. In spite of these positive outcomes, there were some negative effects such as contractors' shrinking accident reports to keep good accident ratios since these figures had a great impact on pre-qualification stage of bidding when general contractors were competing for new construction projects. In addition, Comprehensive evaluation bid system, which replaces the lowest price bid system is applied to government-ordered construction projects since 2016. Comprehensive evaluation bid system includes construction company's accident rate as one of the evaluation items and carries out with the industrial accident rate level assessment of construction companies at the same time. The regulations of two systems have been called for improvement to unify these different procedures and standards which have led business stakeholders to confusion for several years. This study aims to devote on lessening shrinking accident reports and to reduce the waste of business stakeholders through changing the regulation for industrial accident rate level assessment.

  • The law(construction standard specification, construction, standard-work regulation, Industry safety standard related regulation) related to the installation of scaffolding being used commonly on the construction site is regulated that the gap of ledger is within 1.5m and first ledger is within 2m. The gap of ledger here is essential for the stability of scaffolding structure. But it is determined that it is possible for the gap of ledger is applied by explaining safety handrail as ledger, because of the fact that in current, on the construction site, safety handrail is installed with the material of scaffolding ledger as a steel tube pipe. On this study, it is aimed to guarantee the safety by analyzing the ledger of scaffolding practically and prevent the accident of manager and laborer through the actualization.

A Comparative Study on the Regulation of Explosive Noise in Demolition Work at Home and abroad (국내외 철거작업시 발파소음 규제에 대한 비교 연구)

  • Purpose: The core problem of this study is that there are no specific noise regulation standards for domestic blasting work. Currently, the domestic blasting work noise regulation standard has not been established separately, and the noise regulation standard of 80 decibels is corrected by 10 decibels to 70 decibels, which is the daily living noise standard. In contrast, many foreign countries have separate noise regulation standards specifically tailored to blasting work. Accordingly, it is intended to present international reasonable blasting noise standards by comparing domestic and foreign blasting work noise regulation standards. Mmethod: This study can be inferred as a comparative analysis of domestic and foreign noise regulation standards. Data on the current noise regulation standards during domestic blasting and noise regulation standards during blasting operations in the United States, the United Kingdom, Australia, Japan, and China are collected and analyzed. Results: According to the study, the noise regulation value during blasting work at domestic construction sites was not separately established, so it was not properly tailored to the specific and characteristics of blasting noise. In the case of overseas, a realistic noise regulation value was established so that a safer, more efficient and eco-friendly blasting method could be applied to the noise regulation value uniformly during blasting work. Conclusion: In this study, it is hoped that noise regulations will be established during reasonable blasting work, as shown in domestic and international comparative studies, and will be widely adopted without interfering with the introduction of efficient, economical, and eco-friendly blasting methods by complying well with blasting safety standards.

  • In this paper, we propose a method to investigate the safety consciousness of a analyst incident response. This study conducted a statistical survey on 154 analysts who hired as expert in environment monitoring organizations in South Korea. The results of the analyses showed that respondents had good awareness on the equipment incident response and complied with laboratory safety regulations very well. Secondly, respondents were aware of the importance in the order of equipment incident response, an analytical laboratory incident response, and the cause of a chemical substance associated incident in an analytical laboratory in regarding the regulation compliance for creating a safe laboratory environment and the securement of laboratory safety. Therefore, (it was identified that) it would be necessary to create a safe environment and integrate a safety management system.
