The Consultation about Energy Use Plan is prescribed by the Energy Use Rationalization Act. In order to reset Examination Criteria for Energy Use Plan, consultation case analysis from 2001 to 2010 were carried out and National Energy Master Plan was reviewed. This study proposes that Examination Criteria for Energy Use Plan be should divided into Urban & Tourism complex development project and Industrial complex development project for the prevention of civil complain. Also predicts that effect of energy savings calculated by Reset Examination Criteria on $1^{ST}$ energy demand BAU at 2030 is 2.2%, effect of new & renewable energy utilization at 2030 is 3% and the rate of $CO_2$ reduction to greenhouse gas emission BAU at 2020 is 1.1%.

This study concerns the demand for Korean textile products in the USA, Japan, EU from 1997 to 2000. The conclusion from this study is that demand for Korean textile products in the USA, Japan, and the EU will steadily decline through to the year 2000. And with this conclusions, in order to rejuvenate the textile industry, we have to consolidate the system of production and proceed with the rationalization of management departments in the industry and the reduction of costs and develop new products. Also, the global policy strategy of the textile industry should be strongly promoted on order to make the textile industry a strong industry in the 21 century.

The purpose of the present study is to investigate, from the viewpoint of labor science, the effect of labor saving by crawler-type truck, which has been used for the rationalization of transportation labor in the citrus orchard on steep slops, and to find out how effectively to utilize the crawler-type truck. In order to attain the purpose mentioned above, portable heart rate memory for measuring physical response of laborer was taken, and the experiment was carried out in the citrus orchard on steep slopes in Japan.

In 1999, Six Sigma was introduced into Korea and after that it had general influence on company-wide management system. Quality Circles apply the various quality problem solving techniques such as QC 7 Tool, New QC 7 Tool, and statistical methods to rationalization, improvement in the shop floor. This paper empirically investigates the effects of Six Sigma on Quality Circles by analyzing the difference of problem solving technique's use. The number of teams employed in this study is 342, which participate in National Quality Circles Contest from 1997 to 2002 in Korea.

Recently Factory Saemaul Undong is stagnant and spirits of Self-helf, Diligence, Cooperation goes off the public in general our society. This study aims at suggesting a concepturla model of personnel elitism, and at evaluating the model based on a shipping company case. Specifically, it asks whether the company has met the conditions nessary for the attainment of personnel litism prescribed by the conceptural model. In order to evalutate the model, questionnaire and interview methods were adopted. The area of survey includes the quality of personnel , the efficiency level of work processes. and the level of work load. This study concludes that the rationalization of work processes and training and development of personnel are necessary for a company to realize personnel elitism.

Port e-Transformation would employ new technologies such as CRM, SCM, ERP to all the port facilities and improve the efficiency of management for ports. In this paper, firstly, we analyze classification organization of Port e-Transformation technology. Secondly, understand the current situation on each component of Port e-Transformation. Thirdly, present tasks for each component of it. Finally, propose problems and its solving methods for these tasks. However, rationalization of management for internal structure occurred during process of Port e-Transformation and new adjustment of laws related to port are not included in this paper.
