A Study on Developing the Educational Program for the Emergency Response with a Railroad Fire Accident (철도화재사고 비상대응 교육프로그램 개발에 관한 연구)

  • In January, 2005, "railroad security law" was presented, preparing the systematic equipment that allows several railroad operators to consider the railroad security issue, and each of railroad operative institutions accepted such situation that construct the integral railroad security system, resulting in constructing the emergent system coping with the railroad fire accident through the relevant study business to improve the railroad security efficiency against fire. This study tried to present the studying direction on developing the emergent educational program coping with the railroad fire accident, which is distributed to the spot, about the railroad worker for improving the railroad security efficiency against fire through the education of systematic and efficient emergent countermeasure procedure of emergent system against the railroad fire accident.

The Classification of Railroad Accident Types and Its Standardization (철도사고유형분류 및 표준화 방안)

  • This paper suggests to reclassify railroad accident types and to standardize them as the standardized code for the railroad safety management system. The existing railroad accident types in both domestic and foreign cases have been carefully analyzed in the beginning. Based on the case studies, the new railroad accident types are classified into 9 classes which are not overlapped one another and 9 classes have been subdivided into 40 different accident patterns. All these patterns are linked with 9 different accident objects and 6 accident locations. Therefore, this study suggested the combination of 4 distinct code factors: accident class, accident pattern, accident object, and accident location to standardize them. In addition, inter-operation between the proposed codes and the existing accident types is suggested. This code will play a major role in the railroad safety management system composed of accident prevention, accident preparedness, accident response, and accident recovery.

Development of Accident Scenario Models for the Risk Assessment of Railway Casualty Accidents (철도 사상사고 위험도 평가를 위한 사고 시나리오 모델 개발에 관한 연구)

  • The objective of this study is to develop accident scenario models for the risk assessment of railway casualty accidents. To develop these scenario models, hazardous events and hazardous factors were identified by gathering various accident reports and information. Then, the accident scenario models were built up. Each accident scenario model consists of an occurrence scenario model and a progress scenario model. The occurrence scenario refers to the occurrence process of the event before the hazardous event. The progress scenario means the progress process of the event after the hazardous event. To manage a large amount of accident/incident data and scenarios, a railway accident analysis information system was developed using railway accident scenario models. To test the feasibility of the developed scenario models, more than 800 domestic railway casualty accidents that occurred in 2004 and 2005 were investigated and quantitative and qualitative analyses were performed using the developed information system.

  • This study tried to propose plan to prevent human error of railroad driver among human error of railroad worker which takes great share in railroad accident. For this, in order to maintain correlation between the accident actually occurred after the opening of high-speed railroad and experience of accident that did not happened, survey on respondent was analyzed by conducting survey on KTX captain who is working in driving work of high-speed railroad, and instruction management team manager who manages KTX captain and captain. This thesis classified the factors by human factor, job factor, environment factor, organization factor, and established human error management model by comparing and analyzing how each factors have spatial interrelations with a railroad accident. The purpose of this study is to contribute to make safe railroad, and reliable railroad by preventing human error accident by minimizing human error of high-speed railroad drivers, and improving driving workers to cope accurately and fast with irregularities through various institutional improvement, improvement of driving facilities, improvement of operating room environment, and improvement of education system.

Development of Risk-Appearance Frequency Evaluation Model for Railway Level-Crossing Accidents (철도건널목 사고 위험도-발생빈도 평가모델 개발)

  • In this study, a risk-appearance frequency evaluation model for railway level-crossing accidents is developed with the frequency estimation based on the accident history. It follows the worldwide common safety management approach and reflects the operation conditions and accident properties of the domestic railway system. The risk appearance frequency evaluation process contains a development of accident scenarios by defining the system configurations and functions, and a frequency estimation of hazardous events based on the accident history. The developed model is verified with the accident history during 5 years('03-'07) for 3 hazardous events: 'Being trapped in level crossing(Hl)', 'Crossing during warning signal(H2)' and 'Breaking through/detouring the barrier(H3)'. This risk appearance frequency evaluation model will be combined with a consequence evaluation model so as to offer full risk assessment for the railway accident. The accident risk assessment will contribute to improving the safety management of the railway system.

  • The level crossing collision accident which comprises more than 90 percent of all level crossing accidents is one of the most serious safety problems. There is a critical need for providing safe strategy and is focusing on the level crossing information rather than measures at a grade crossing. This study is intended to develop technology for accident prevention and damage reduction based on accident cases analysis result and improvement direction to complement shortcomings of safety equipment of conventional level crossing and to establish safety of travelers(train, motor vehicle, person).

Analysis of the Characteristic of Railroad(level-crossing) Accident Frequency (철도 건널목 사고의 발생빈도 특성분석 연구)

  • Railroad traffic accident consists of train accident, level-crossing accident, traffic death and injury accident caused by train or vehicle, and it is showing a continuous downward trend over a long period of time. As a result of the frequency comparison of train accidents and level-crossing accidents using the railway accident statistics data of Railway Industry Information Center, the share of train accident is over 90% in the 1990s and 80% in the 2000s more than the one of level-crossing accidents. In this study, we investigated time series characteristic and short-term prediction of railroad crossing, as well as seasonal characteristic. The analysis data has been accumulated over the past 20 years by using the frequency data of level-crossing accident, and was used as a frequency data per month and year. As a result of the analysis, the frequency of accident has the characteristics of the seasonal occurrence, and it doesn't show the significant decreasing trend in a short-term.

  • Recently, railroad's preference greatly increased as the environment-friendly means of transportation as the importance in the aspects of environment and energy efficiency. So the government established the Korea Rail Network Authority which takes full charge of railroad construction in 20047 for regular railroad construction to combine major key points in the whole country with each other to be one city region by connecting them to each other to be within the commute time range of a hour and thirty minutes. And it has arranged large-scale railroad construction by establishing plans to build the 1st and 2nd national railroad networks as the national project and investing about 100 trillion won in it from 2006 to 2020. As large-scale railroad construction is promoted as the national project like this, there has been a string of safety accidents in it due to the large and complex construction project. As the government strengthened the safety accident prevention plans, safety accidents have tended to decrease in 2011. However, accidents of construction machinery have found to increase. Therefore, this study tried to investigate accident cases of the Korea Rail Network Authority for the recent 5 years and analyze accidents of construction machinery to prevent them in railroad construction sites and suggest accident prevention plans due to it by conducting, investigating, and analyzing the survey of its operators and superintendents of the construction sites and drawing the problems.

IT TRIED TO ANALYZE THE DAMAGE SIZE AGAINST A TRAIN COLLISION/DERAILED ACCIDENT WITH DANGEROUS QUOTIENT.
