Hydrogen is getting more attention owing to the seriousness of air pollution and dependance on oil import, UNCCC(United Nations Convention on Climate Change) for reducing the emission of $CO_2$. This fact is not confined in a certain country but global recognition and several countries initiated R&D competition for commercializing the hydrogen fuel cell vehicle. Within 20${\sim}$30 years cost effective hydrogen production can be possible using fossil fuels because so much research is carried out up to now. But it is so far to produce the most of the hydrogen using renewable resources considering the present status of R&D and cost effectiveness. Several automobile companies planed for mass production of hydrogen vehicle by 2010 but changed or canceled the plan owing to the difficulty of R&D and the low status of infrastructure penetration. This paper surveyed the hydrogen energy policy, R&D program and commercialization strategy of advanced country, international agency, automobile and energy company to analyze the global status of R&D and policy. And the survey of R&D program is focused on the part of hydrogen production, storage, delivery and fuel cell.
The battery capacity of electric/hybrid vehicle is much larger than present automobile. For that reason, the connector of Green Car should be designed to transmit the high-electric voltage. In addition, the electromagnetic wave should be shielded to protect communication and signal circuits. In this study, shielding performance of the connector was analyzed through electromagnetic shield analysis, and a connector of Green Car was designed using thermoelectrical analysis, which is capable of transmitting the high-electric power. In the design of connector structure, the improved stability and workability was considered.
This Paper considers the heading and depth control problem for an underactuated AUV (Autonomous Underwater Vehicle) HW200. The HW200 is a torpedo-type AUV that is developed from Hanwha corporation R&D Center for military operation such as MCM (Mine Counter Measures). The HW200 controls horizontal and vertical motion with two stern plane and two rudder plane. It is well known that fine control of an AUV motion is not easy because of model uncertainties, highly nonlinear and coupled motions. To overcome those kind of uncertainties, a number of control methods have been presented. In this paper, the motion controllers of the HW200 are designed using PD controller design method based on the linear and perturbed model of the typical 6-DOF equations of an AUV, and confirmed the effectiveness of the controller through simulations and field test.
Currently, the investment on Research and Development(R&D) for defense core technology is continuously increasing to maintain advanced country's R&D level. In accordance with this trend, the national defense R&D investment management system is being more strengthening, and importance of performance evaluation is being emphasized more and more. However, the existing indicators of performance evaluation for defense core technology R&D is limited in efficient management because of the qualitative evaluation items and subjective allocation of points. In this paper, we developed a novel indicator for defense core technology R&D performance evaluation through domestic and foreign related literature and inquiry, brainstorming, and analysis techniques by Stepwise Multiple linear Regression(SMR) and Analytic Hierarchy Process(AHP). And we verified effectiveness of proposed indicators of performance evaluation by comparing with the existing evaluation indicators. Our proposed indicators for performance evaluation will create superiority performance on defense R&D fields.
The purpose of this paper is to construct a CIDEAR (Cross Impact Data Envelopment Analysis Assurance Region) model which evaluates proposed R&D projects considering cross impacts among them and selects them to utilize R&D resources effectively as well as to maximize effectiveness of investments. Hence it is possible to evaluate and select R&D projects more accurately than any other models.
벤처기업은 기존 기업의 틈새 영역에서 도전정신을 기반으로 경제성장과 일자리 창출의 중요한 역할을 하고 있기에 정부는 지속적으로 연구개발(R&D) 예산을 확대하고 있는 상황이다. 특히 대기업과 중견기업 등에 비하여 자원과 역량이 부족한 벤처기업은 이를 보완하기 위해 정부에 대한 의존이 높은 상황에서 정부 R&D 지원 정책에 대한 신뢰가 중요한 역할을 할 것으로 판단된다. 이에 본 연구에서는 벤처기업의 정부 R&D 지원 정책에 대한 신뢰에 따라 혁신성과에 미치는 영향에 대해 분석하였으며 실증분석 결과는 다음과 같다. 첫째, 벤처기업에 대한 정부 R&D 투자는 혁신성과에 긍정적인 영향을 미치는 것으로 나타났다. 특히, 제조업과 기술 수준이 높은 고기술과 중고기술 그룹에서 유의하였으며 비제조업 및 저기술 중저기술 그룹에서는 유의하지 않은 것으로 분석되었다. 둘째, 정부 R&D 지원 정책에 대한 신뢰가 높을수록 정부 R&D 투자에 따른 벤처기업의 혁신성과 역시 높은 것으로 나타났다. 기술 수준별 분석에서도 고기술 및 중고기술 그룹과 제조업 분야에서 정부 R&D 지원 정책에 대한 신뢰의 조절효과를 확인하였다. 셋째, 정부 R&D 지원 단계별 신뢰에서는 사전, 중간, 사후 평가에 대한 모든 단계에서 조절효과를 확인하였다. 이는 정부 R&D 투자 정책의 효과성 제고를 위해서는 R&D 지원 단계 전반에 걸쳐 정책에 대한 신뢰를 제공할 수 있도록 노력하는 것이 중요하다는 것을 실증적으로 분석하였다. 본 연구를 통해 벤처기업의 기술 수준 및 제조업 여부에 따라 정부 R&D 지원 방식의 차별성이 필요하며 특히 기술수준이 낮은 그룹과 비제조업을 대상 정부 지원은 기업 눈높이에 맞는 지원 방식의 도입으로 정부 R&D 지원 정책에 대한 신뢰를 제공하는 것이 중요하다. 정부는 R&D 예산을 배정하고 관리 감독의 역할보다 벤처기업 성장에 밑거름이 되는 조력자로써 공정하고 투명한 의사결정이 전제된 정책집행 되도록 노력해야 할 것이다.
본 연구는 에너지기술개발사업의 과제 기획 결과 자료를 활용하여 정부의 기술개발사업의 과제 기획 과정에서 산업분석이 지원 대상 기술 개발 과제 선정에 미치는 영향과 의미를 알아보고, 효과적인 산업분석 방안을 제안하였다. 실증 분석 결과, 기획 과제 선정에서는 R&D 효율성과 R&D 지원 필요성이 감안되고 있는 것으로 분석되어 기획 과제의 선정 과정에서 산업의 요구를 상당히 반영되고 있었다. 그러나 Supply Chain 공백 정도나 Supply Chain 완성 기여도, 그리고 대외수지 개선 기여도는 과제선정에 잘 반영되지 못하였다. 즉, 지속적인 대외 교역 수지 개선과 에너지 산업의 수입 의존적 발전의 개선 필요성이 높음에도 불구하고 기획 과제의 선정 과정에서는 해당 기획 과제가 소속된 Supply Chain의 완성 상태에 대한 고려와 수입 대체 및 수출 산업화에 대한 고려가 부족하였다. 따라서 정부 기술개발사업에서는 R&D 지원이 보다 효율화될 수 있도록 보다 세밀한 산업 분석을 통해 산업의 R&D 수요를 정확히 파악하고 그 R&D 수요를 잘 충족시킬 수 있도록 기술 개발 기획이 이루어질 필요가 있으며, 더욱 체계화된 Supply chain 분석과 활용이 필요한 것으로 나타났다.
본 연구는 2000년부터 2010년까지 한국거래소의 유가증권시장과 코스닥시장에 상장된 기업을 대상으로 기업의 재무적 특성변수가 R&D 투자와 기업가치간의 관계에 미치는 영향을 실증분석 하였으며, 주요한 분석결과는 다음과 같다. 기업규모는 R&D 투자와 기업가치간의 관계에 양(+)의 영향을 미친다. 이는 R&D 투자는 중소기업보다 대기업의 기업가치에 더 큰 영향을 미침을 의미한다. 기업의 잉여현금흐름은 R&D 투자와 기업가치간의 관계에 음(-)의 영향을 미친다. 이는 잉여현금흐름이 높은 기업은 순현재가치(NPV)가 음(-)인 투자안에 여유자금을 투자할 과잉투자위험이 존재한다는 Jensen(1986)의 이론을 지지한다. 기업의 시장점유율은 R&D 투자와 기업가치간의 관계에 양(+)의 영향을 미친다. 시장점유율과 R&D 투자는 상호보완적으로 작용하므로, 시장점유율이 높은 기업은 R&D 투자도 증가하여 시장가치가 증가한다. 기업의 외부금융 의존도는 R&D 투자와 기업가치간의 관계에 음(-)의 영향을 미친다. R&D 투자는 비대칭정보로 인한 역선택비용을 크게 발생시키므로, 외부금융에 의존하기보다 내부금융을 사용하는 것이 더 유리할 수 있다. 그리고 기업의 노동집약도와 자본집약도는 각각 R&D 투자와 기업가치간의 관계에 음(-)의 영향을 미치는데, 전자는 노동집약도가 높은 기업일수록 종업원들 간에 초과수익률이 희석될 가능성이 높기 때문이고, 후자는 자본집약도가 높은 기업일수록 재무적 제약에 직면할 가능성이 높기 때문이다. 결론적으로, 본 연구에서 설정한 기업의 재무적 특성변수 중에서, 기업규모와 시장점유율은 R&D 투자와 기업가치간의 관계에 양(+)의 영향을 미치지만, 잉여현금흐름, 외부금융의존도, 노동집약도 및 자본집약도는 음(-)의 영향을 미친다. 따라서 기업 경영자들은 이러한 재무적 특성변수들이 R&D 투자와 기업가치간의 관계에 미치는 영향을 올바르게 이해하여 R&D 투자를 결정함으로써 기업가치를 증가시킬 수 있다.
