In spite of the interest related to the entrepreneurship, the problems related to the creation of companies by the public civils servant still remain unanswered and not unanimously identified. In fact, a central question arises in this respect: "which are the factors which encourage the public civils servant to launch out in the creation of their own company?" or "how can one explain the entrepreneurial intention of the public civils servant?". For this end, and after having reviewed the principal subjacent factors of the entrepreneurial intention as well as the central assumptions of our research task, we will devote the second part to the empirical validation of the explanatory factors of the entrepreneurial intention in the specific case of the Indian public civils servant while proposing some recommendations on the matter.
The limitation and scarcity of broadcasting waves provide important rationale behind the idea of public ownership of broadcasting waves which can facilitate communications among people with diverse backgrounds and values in the society. Independence of broadcasting industry from the regulatory organization is imperative for the broadcasting industry to serve the public interest that has been historically defined by each county. For the Korean broadcasting industry, history of modern Korea taught us that the broadcasting regulatory organizations such as Korea Communications Commission(KCC) should be kept from any political influence for the industry to best serve the public. Recent controversies on the role of the CEO of KBS and the appointment of the CEO of YTN by the president of the country provide evidence that the independence of broadcasting in Korean society is a critical topic. This study examined the corporate structures of broadcasting industry and the political independence of the industry in relation to the changes in the concept of public interest and the role of broadcasting. It is critically important to investigate the political independence of broadcasting in Korea because the core argument of independence of broadcasting which is about the freedom of expression protected by the constitution is still contested in the country. For the purpose of collecting diverse perspectives on broadcasting, survey method was adopted in this study. Three groups Abstracts 697 of participants were recruited: reporters, experts in the field, and regular citizens. The result indicated that the independence of broadcasting was in the process of deterioration. Also, the participants of the study understood that it was impossible for the broadcasting to serve the public interest when the broadcasting was not free from the influence of regulatory institutions such as KCC.
An exhibition administrator, one who works in the exhibition space of museums and exhibition halls, has carried on various tasks in order to improve the exhibition standard and viewer's satisfaction. Although exhibition administrators have a variety of direct perceptions regarding an exhibition in the actual on-site space, a study on their consciousness was absent. Thus, this study was to comprehend the awareness of how the consciousness of exhibition administrators, who directly understand the various matters regarding the exhibition on-site, was structured and to investigate the difference between the consciousness of exhibition viewers and designers. For the study, Q-Methodology, which can scientifically manage the consciousness such as awareness and the acquired attitudes through individual experiences from a specific group, was applied. The classification of 33 Q-methodology research questions was carried out with 18 exhibition administrators, who are working at either national or public museums and exhibition halls in Korea, and the Principal Component Analysis (PCA) using the QUANL PC program was performed. The results of the analysis provided the following 4 types: 'viewer attraction and exhibition method oriented', 'exhibition standard oriented', 'public relations oriented' and 'the public and government's interest oriented'. Each type showed significant characteristics. Additionally, n showed that 'exhibition standard oriented' was the common type after comparing the type of consciousness among the 3 groups of people, such as an exhibition administrator, an exhibition designer, and a viewer. It indicated that the types of 'public relations oriented' and 'the public and government's interest oriented' from the consciousness category for the exhibition administrator were the most independent type, not being found in any of the other groups. And the Significant correlation between the exhibition viewers and designers was identified after examining the Pearson's correlation among the 3 groups.
Blockchain technology prevents tampering of central authorities that manage voting process, enhancing trust in the vote results. This technology enables citizens to participate more directly in the areas where delegation was inevitable due to the difficulties in polling fair and trustworthy public opinions. There are many projects around the world proposing to implement voting system for public decision making using blockchain technology. The blockchain voting system is expected to work as a transparent and fair channel for polling public opinions, which will transform the public decision-making process and governance. Korean National Pension Service (NPS) recently introduced stewardship code to better represent the interest of beneficiaries. However, because of the mistrust in governance of NPS, introduction of stewardship code is facing criticism for potential misuse of their voting rights against the interest of beneficiaries and for government's interference with corporate management. This study proposes a voting system applying blockchain technology for polling the opinions of National Pension Fund's beneficiaries to support public decision-making, and discusses social and institutional conditions for implementation of the proposed system.

The debate surrounding advertising effectiveness is not to be overstated as a major source of advertising research. However, there is still a lack of discussion on the model for measuring the effects of government and public service advertising. This study focuses on this point and develops an index model that can evaluate government advertising. For this purpose, we conducted a survey of 800 respondents in 7 major cities. Based on the creativity evaluation factors (originality, clarity, and appropriateness) of government advertising and the evaluation factors (interest, avoidance, and relevance) of policy contents, a causal model that affects the cognition, attitude, and behavioral responses of the audience was set up. As a result of analysis, originality, clarity, interest, and relevance except for appropriateness and avoidance were meaningful variables for creating government advertising effect such as policy understanding, audience attitude, word of mouth intention of policy. In addition, policy understanding and audience attitude were the main mediating variable influencing the word of mouth intention of policy. Based on research results, this paper discussed the direction for creating effective government and public service advertising in the future.
This study is to review the attitude of consumers on the crisis response strategy (defensive vs. receptive) that the company implements in crisis situations. Also, the interaction between the crisis response strategy that the company implements and the crisis type of companies (corporate ability vs corporate social responsibility) was discussed. In addition, the interaction between the messages (abstract vs. concrete) of public interest associated marketing implemented prior to crisis situations and the crisis response strategy implemented after crisis situations was discussed. And these results were reviewed to see if the same result can come out after controlling the involvement on consumer's public interest associated marketing as a covariate. The main results of this study are as follows. First, regarding the crisis response strategy, in the company's crisis response strategy, the receptive attitude was more favorable for the consumer's attitude than the defensive attitude. Second, it was seen that there is a significant interaction between the crisis response strategy of companies and the crisis type of companies. Third, it was seen that the crisis response strategy of companies has a significant interaction with the message type of public interest associated marketing. Lastly, the involvement showed a significant effect as a covariate and the interaction between the crisis response strategy of companies, the crisis type of company and the message type of public interest associated marketing can be confirmed even after controlling the involvement. In the conclusion of the study, the direction on implications, limitations and future.
Objectives : To gather information about the factors which influence the interest and intention of admission into charging nursing hones for the elderly(CNH), as these homes represent an important method for resolving the problems related to the rapid population aging occurring in Korea. Methods : A face-to-face interview survey was carried out with 320(men 159, women 165) patients over 60 years old who were admitted at 2 university hospitals and 5 general hospitals in the Busan area between December 1998 and March 1999. Data were analyzed through t-test, ANOVA, correlation and multiple regression analysis. Results : The mean age and years of education of the study population was 67.0 and 7.7 years, and the types of chronic degenerative disease included musculoskeletal disorders(20.1%), cerebrovascular disease(17.1%), and diabetes(14.3%). The major forms of household living arrangement prior to admission were elderly alone(22.6%), and elderly couple(33.5%), while about half of them(55.5%) didn't want to live with their children id the future. Almost half were paying medication fees by themselves(46.6%). The level of actual intention of admission$(3.07{\pm}1.39)$ into a CNH was lower than that of interest$(3.22{\pm}1.33)$(p<0.01). Multiple analysis revealed that the intention of admission increased with decreasing number of future supportive persons$(\beta=-0.107)$, lower level of activity in daily life$(\beta=-0.447)$, and longer years of education$(\beta=-0.447)$ with 32.7% of $R^2$. As for the factors which determined the admission into a CNH, the fee and facilities were considered to be most important, and professional nursing and physician's care were the most desired services. In nomenclature, they preferred 'elderly hospital' or 'elderly health center' to CNH. Conclusions : Interest in CNH is increasing recently, but existing studies about patient experiences in CHN are still limited. This study may form a basis for future examinations of the needs and uses for CNH. Active financial support and public information are considered by the authors to be important factors for the induction of welfare services for the elderly, though CNH.
With the development of the domestic character industry, the interest in public characters has also been increased as like the characters of industrial contents. The public character is a non-commercial character implicitly expressing the symbolism shared or directed by members of the specific region, organization, organization, organization, or event. It has been distinguished from commercial design, aiming the profit for a specific person or group, and it has been given the role coincided with the purpose of public design, pursuing social value such as citizens' happiness, happiness in the subject and object, aiming value and role of design. In this paper, we have tried to study the expression of identity of public character by substituting the site-specificity. The site-specificity is referring the art of the time that focuses on the region in contemporary art, a work in which the meaning is created by a specific region and situation. Currently, as a main role of public character is representing the region or the institution, its identity and value can be judged by the community it belongs. Through this, it is intended to study the social meaning of the character in the region as a public design.

Jirisan National Park was designated on December 29, 1967 as the first national park in Korea and that caused continuous conflicts between the violation of the right to hold property in this area due to several regulations following the designation and the nature preservation for the value of heritage for descendants. Thus, the objective of this study is to find a proposal for making decision based on the rationality that is able to solve these conflicts. To achieve the objective of this study, this study applies a game theory that supports a reasonable decision making process for solving these conflicts between interest groups around Jirisan National Park in which the component of this game consists of Jirisan National Park, residents, and interest groups. The Nash equilibrium obtained by the analysis of the strategy of interest groups for the use and preservation of forests and its rewards from the strategy as an nonecooperative game showed a behavior that chases their own benefits and causes lots of troubles. However, in the case of the results obtained from a cooperative game based on the strategy that includes some public interests accepted by interest groups and its rewards, it represented an aspect that solves conflicts through achieving a strategical set, which shows a win-win outcome even though the results of this cooperative game may present less rewards than that of the Nash equilibrium. Whereas, if there exists the public interests accepted by interest groups and truth for protecting such public interests, it is considered that it becomes a way that solves present structural troubles in the National Parks in Korea due to the fact that there exist uncertainties caused by the human rationality.
Even though advocates of TQM emphasize the role of TQM more than before, the interest of the public at large have decreased in recent years. In order to explain the perceptual gap between the advocates and general public, three questions were considered: 1) Is TQM a dying fad\ulcorner 2) Does TQM focus on a particular facet of management\ulcorner 3) Does TQM pursue incremental improvement, while reengineering pursue breakthrough innovation\ulcorner It is also discussed how can we extend the horizon of TQM so as to integrate new management theories into the framework of TQM.
