Conflict in public construction projects has increased for the last decades. It not only entails enormous social and economic costs but also makes stakeholders suffer from unnecessary expense and time waste. This study defines the the conflict index for public construction projects based on news data, and calculates conflict index for representative past and current public construction projects that has been deepened conflicts at the national level. The result indicates that the major conflict issue of the 2nd Jeju Airport Project are the environment and location whereas that of the Gaduk New Airport Project are the safety, location and necessity. This approach is expected to enable construction project managers to manage conflicts quantitatively based on comparing with past cases.

The conflict is gradually increasing and becoming more serious in Korea. Especially, there are many conflict among stakeholders in public construction projects and its economic, social effects are enormous. This negatively affects the performance of construction projects, such as schedule delay and increasing construction costs. Complaints are often extended to public conflicts so that complaints have to be considered for conflict management. However, complaints and conflicts were distinguished and have been studied differently in previous studies. In this research, the literature that analyzed complaints and conflict factors was reviewed, and the complaint that included the conflict factors were categorized and derived.

국내에서 발생하는 공공갈등은 증가 추세이며, 갈등으로 인한 직·간접 피해가 크기 때문에 이를 줄이고자 다양한 연구가 진행되고 있다. 그러나, 기존 연구들은 갈등자체에 보다 중점을 두고 있어 갈등으로 인한 건설사업에 대한 영향에 대한 연구는 미흡한 실정이다. 또한, 대부분의 공공갈등은 대형 SOC 사업과정에서 발생하기에, 프로젝트 특성을 고려한 갈등연구가 필요하다. 따라서 본 연구에서는 프로젝트 특성과 공공갈등 특성 간 영향 관계의 중요도를 파악하였다. 문헌고찰과 전문가 자문을 통해 프로젝트와 공공갈등의 대표 특성을 4개씩 선정하였고, 두 집답의 특성 간 영향 관계 중요도를 Fuzzy AHP를 이용하여 분석하였다. 그 결과, 프로젝트 특성 중 SOC 건설사업 유형이 전반적 갈등특성에 가장 큰 영향을 미쳤다. 갈등특성 중 특히 갈등요인과 갈등단계가 건설사업 유형과의 영향 관계 중요도가 높게 나왔다. 본 연구결과를 통해, 프로젝트 특성에 따라 달라지는 갈등의 특성들을 고려한 갈등관리방안 수립할 수 있을 것으로 기대된다.

공공 건설사업에서 발생하는 갈등은 공사비 증가, 공기 지연뿐만 아니라 사회적 비용의 낭비를 초래하며 성공적이지 못한 사업으로 이어진다. 따라서 갈등의 유형을 진단하여 선행사례를 통해 적절한 해결방안을 모색하는 것이 중요하다. 본 연구에서는 국내외 많은 문헌들을 고찰하여 갈등의 원인이 되는 갈등 요인을 도출하고 평가할 수 있도록 평가 기준을 수립하여 갈등을 유형화하였다. 30개의 사례에 대해 갈등 요인을 평가를 받고 군집분석을 통해 유사한 사례들을 군집화 하였다. 3개의 군집으로 구성되었으며, 각 군집의 특성에 따라 사례를 분석하여 '유해성 및 님비 시설물 갈등 군집', '환경 및 공해 갈등 군집', '핌피 및 소형 갈등'이라고 명명하였다. 추후 공공 건설사업에서 갈등 발생 시 본 유형화 기준에 따라 갈등을 평가하고 어떤 유형의 갈등인지 파악한 후 해당 군집의 선행 사례를 통한 효과적인 선행사례를 모색하여 빠르고 효과적인 갈등 해결에 도움이 되고자 한다.

최근 갈등의 관리가 주요한 과제로 떠오르고 있다. 그 중 공공정책의 추진에 따라 발생하는 공공갈등은 사회적으로 부정적 효과를 가져올 수 있기 때문에 갈등을 효과적으로 잘 관리하는 것은 매우 중요하다. 이에 본 연구는 항만 관련 공공갈등의 특성을 면밀히 살펴봄으로써 항만과 관계된 공공정책의 원활한 추진을 위한 기반을 마련하고자 하였다. 본 연구는 항만 분야에서 발생한 갈등사례를 다양한 채널을 통해 수집하고 유형화를 실시하여 항만 관련 갈등의 특성을 보다 면밀히 살펴보고자 하였다는 점에서 의의를 지닌다. 본 연구의 결과를 요약하면 다음과 같다. 첫째, 본 연구는 주체별, 생애주기별, 쟁점별 특성을 고려하여 항만 관련 공공갈등을 유형화하였으며, 이를 통해 항만을 둘러싼 갈등은 다양한 쟁점을 지니고 있음을 확인하였다. 둘째, 지금까지 발생한 항만 관련 공공갈등은 강제력이 높은 방식으로 종결된 사례가 많다. 다만, 갈등 유형에 따라 합의로 종결되는 사례가 많은 경우도 있으므로 갈등발생시 조속한 종결유도를 위한 판단이 필요하다. 셋째, 항만 관련 공공갈등의 관리를 위해 사전예방, 사후대응의 이원적 체계를 마련할 필요가 있다.

Without exception, diverse LULU(Locally Unwanted Land Use) facilities have been under the location conflict, especially between the public government units and local residents. In spite of repeated trials-and-errors, literally, the location conflict has shown no sign of improvement over time in Korea. As practical means to tackle these issues, this study focuses on divulging explicit and implicit relationships among key factors derived from the location conflict on the LULU facilities. Here, major research variables cover residents' agreement, residents' perception, compensation expectation, and public opinion. As the location conflict on the LULU facilities could be strengthened or resolved by the dynamic feedback system, it applies basic tools geared toward causal loop diagramming. After repeated experiments, the study highlights the fact that the residents' perception, compensation expectation, and public opinion, individually and collectively, exert significant impact on the residents' agreement ratio.

Conflicts in public construction projects become more serious and complex so that they have a negative effect on performance of projecets. Conflicts in public construction projects are defined as expanding in complaints. This study analyzes the relationship structure and effect on performance between complaints and conflicts. First of all, 219 survey data collected from industry experts were used to derive complaints arising from the project and to understand the characteristics of each complaint. In the case of environmental damages, rather than environmental damage during construction, harmful substances or effects that can occur in completed facilities cause complaints from local residents, and opposition from environmental groups has a great effect on time and cost increase. As for safety damage, civil complaints related to prevention and countermeasures for safety accidents occur frequently, and additional construction affects cost increases. Through this study, it is possible to understand the serious complaints that are prone to conflict in public construction projects, their frequency, and the performance of the project.

The purpose of this study is to investigate the causes of conflict that arise from public pedestrian passages installed in apartment complexes through a survey of residents' perceptions and to investigate the effects on the satisfaction with and necessity of the public pedestrian passage. This has significance as a preliminary research into determining solutions to conflict related to public pedestrian passages that are open spaces, accessible 24 hours a day to pedestrians including people who live outside of the apartment complex. The result of the residents' perception survey showed that there is conflict due to the public pedestrian passage. The main problem was the noise-related variables. While management and safety variables were also perceived as problems, privacy and ownership infringement variables were not. These problems were reduced to four factors through a factor analysis: unfavorable incidents, environment management, ownership infringement, and safety crimes. Analyzing the effects of the above factors on the satisfaction with the apartment complex, satisfaction with the public pedestrian passage and the necessity of the public pedestrian passage, demonstrated that the unfavorable incidents factor influenced all the variables. The safety crimes factor, which is an extended concept of the unfavorable incidents, affected both the satisfaction and necessity of the public pedestrian passage. The ownership infringement factor was found to affect the satisfaction of the public pedestrian passage only, and the environment management factor did not affect all the variables. In planning and managing public pedestrian passages, avoiding incidents and crimes should be considered as a priority to increase the satisfaction of residents and solve conflicts.

항만분야에서 발생하는 공공갈등은 추가적인 사회적 비용 유발과 함께 항만 인프라 적기 공급을 지연시켜 지역산업 및 국가 경쟁력에 부정적 영향을 미칠 수 있다. 점차 항만분야의 갈등관리 중요성이 커지고 있음에도 불구하고 아직까지 체계적인 갈등관리방안은 부재한 상황이다. 이에 본 연구에서는 현재 항만분야 갈등관리체계의 한계점을 고찰하고 항만분야 정책 담당자, 갈등관리 전문가지방청 및 항만공사의 개발·계획 담당자, 해양수산부 갈등관리 종합시책 관련 담당자, 갈등관리 전문가 및 업계전문가를 대상으로 델파이 조사를 수행하여 항만분야에서 발생하는 갈등을 진단할 수 있는 기준, 갈등발생원인, 사전적 관리방안과 사후적 해소방안을 도출했다. 델파이 조사 결과, 갈등 발생의 가장 큰 원인은 '이해관계자 의견수렴 및 협의, 소통 수단 부재'로 나타났다. 사전적 갈등관리방안은 '구체적 사안 결정 전, 지역 의견 수렴과 발전방향을 논의하기 위한 공론화 절차 진행'이, 사후적 갈등해소방안으로는 '갈등원인 조사, 대안 마련 과정에 현지 주민 및 객관적 인사 등을 포함시켜 신뢰성을 확보하는 것'이 가장 중요한 것으로 도출되었다. 나아가 본 연구에서는 도출된 결과를 바탕으로 항만개발사업 단계별 갈등관리기법을 제시했으며 이는 현재까지 국무조정실의 「공공기관 갈등관리 매뉴얼(2016)」에는 포함되어 있지 않은 항만분야를 반영하는데 유용한 참고자료로 활용될 수 있을 것으로 생각된다.

이 연구의 목적은 효율적인 갈등관리를 위한 기초 자료의 제공과 향후 행정학 분야에서의 갈등 연구 방향을 조망하는 것이다. 이를 위하여 현재까지 진행된 갈등에 대한 연구들을 체계적으로 분석하여 연구경향을 알아보고자 하였다. 이에, 행정학 분야에서의 갈등에 대하여 연구경향분석을 실시하였다. 연구결과에 따른 주요 내용은 다음과 같다. 첫째, 게재연도에 비례하여 연구논문의 게재 편수가 증가하는 것으로 나타났다. 둘째, 갈등연구 분야의 연구자들이 한정되어 있어 연구논문의 저자가 1인인 단독연구가 71.2%를 차지하고 있다. 셋째, 연구비를 지원받지 못한 논문이 연구논문 중에서 73.1%를 차지하고 있다. 넷째, 갈등에 관한 연구방법으로 실증분석과 사례분석이 80.8%로 나타났다. 다섯째, 갈등연구의 목적이 대안 및 개선방안 제시와 현황 및 실태 분석이 91.3%로 나타났다. 여섯째, 연구논문의 내용과 관련하여 갈등분야는 행정/법 제도 및 시설입지 분야가 50.0%, 갈등수준은 조직간 갈등이 80.8%, 갈등주체는 정부간과 정부와 주민간 등이 76.0%, 갈등관계는 지방자치단체와 관련하여 64.5% 등으로 나타났다.
