해양안전심판원의 인적구성의 문제점 및 개선방안 (Problems and Ways of Improving on Personal Organization of Maritime Safety Tribunal)

  • The purpose of Maritime Safety Tribunal is that experts about ship operation investigate and reveal causes of marine disasters and suggest plans to prevent recurrence in Korean Maritime Safety Tribunal which is a kind of administrative court. Despite the fact that 72% of marine disasters is fishing vessel accidents and 75% of collision accidents between vessels which most occur is related to fishing boats, it is the very serious problem that there is no any person with licenses of marine technicians for fishing vessels in judges and investigators of Korean Maritime Safety Tribunal. The operational characteristics of fishing vessels, their sizes, and shift patterns of duties in wheelhouses are completely and incommensurably different from those of merchant vessels. By the way, if the investigators and judges who just consist of merchant vessel experts investigate and judge marine accidents about fishing vessels, there could be errors in establishment of policies to investigate and reveal their causes and prevent recurrence of accidents. Especially, in case of collision accidents between fishing vessels and merchant vessels, it is thought that the marine accident interested provides causes which can be doubtful about fairness of judges. Therefore, it is thought that the ratio of judges and investigators is most desirable to compose it to be similar to the occurrence frequency of marine accidents. For this, the following solution plans are suggested. First, qualification for appointment requires first class marine technicians. But there is the only one vessel which needs the first class in fishing vessels. Therefore, it is thought that the provisory clause should be added so that the second class marine technicians can be used instead of the first class ones. Second, the marine accidents of fishing vessels reach 72% but the fact that there is no any judge and investigator with licenses of marine technicians for fishing vessels is thought to go against the purpose of establishment of Korean Maritime Safety Tribunal. Therefore, it is thought that there is, at least, one more judges and investigators in the central and local Korean Maritime Safety Tribunals. The same method should be applied to judge assistants and investigation assistants.

  • This paper investigates the construction equipment accidents by time. Construction sites are unique with many different hazardous conditions which cause accidents. According to the Occupational Safety and Health Administration (OSHA), accidents related to construction equipment are one of the most leading causes of fatal injuries in the construction industry. While there have been many studies investigating the equipment-related accidents, few research studies provided in-depth analyses about the time that accidents frequently occurred. By using the OSHA accidents data collected between 1997 and 2012, this paper analyzed the accidents data by time, equipment type including excavator, backhoe, dozer, and crane, accident cause, and injury class. The analyses revealed that the time window with most accidents was between 13:00 and 13:59. In terms of the injury class, the time windows with the highest numbers of equipment accidents were between 13:00 and 13:59 and between 11:00 and 11:59 for fatality and hospitalization, respectively. For the accident causes, equipment operator's error was the highest number of accident causes. It is expected that findings from the analyses can be used to more strategically develop management plans and guidelines to prevent accidents related to construction equipment to practitioners.

유아교육 기관에서의 안전관리와 안전교육 실태에 관한 실증적 연구 - 인천지역의 유아교육 기관을 중심으로 - (A Case Study on the Safety Management and its Education in an Infant Institution of Learning)

  • Protecting an infant from a risk of accident was an absolute responsibility and duty of parents in the past. As increase in the ratio of entering kindergartens, the demand of all day program also increases. In infancy, safety concerns are higher than other periods since infants are curious about objects and environments and that have stronger impulse of the spirit of inquiry. Since baby's functioning is poor, an ability of balance maintenance and an exercise function are not sufficiently developed. Further more, they lack a cognitive power about self-control or situation. According to Korea Consumer Agency, safety accidents in infant institution have increased in 115% as 294 cases compared with 137 cases in 2004. Major causes of infant deaths are street accidents, drowning, and deaths from a fall in order. Considering this situation, we need to prevent and deal with accidents. Therefore this thesis grasp the situation and analyze an actual condition of an safety education about teachers who work in such institutions and infants who are educated in institutions to prevent from accidents and make up pleasant environments. Then, it will suggest all efficient safety education plans for infants to them.

  • 산업현장에서 중대산업사고를 예방하기 위해서는 원천적으로 위험물질의 사용을 금지하고 안전이 확보된 대체물질을 사용하는 것이 최상의 안전을 확보하는 방법이다. 그러나 대체물질의 비효율적인 경제성과 생산기술의 부재로 인해 위험물질을 취급할 수밖에 없는 상황이라면 사고가 발생하지 않도록 예방을 철저하게 하는 것이 차선의 안전대책이라 하겠다. 이에 본 연구는 최근 연속적인 누출사고로 인해 위험성이 대두 되었음에도 산업현장에서 사용 및 취급될 수밖에 없는 HF에 대해 누출사고가 발생함과 동시에 향후에도 누출사고 가능성이 높은 HF 충진공정의 위험성 평가시 사고결과 영향분석과 비상조치계획 수립에 효율적으로 활용 할 수 있는 사고 시나리오를 발굴 및 선정하였다.

학교안전사고 예방을 위한 기초 프로그램 연구 (Study on Developing Basic Program for Preventing School Safety Accidents)

  • 본 연구에서는 초 중고등학교에서 학교안전사고와 관련된 비극적인 일이 일어나기 전에 미연에 예방하고자 하는데 그 목적 있다. 하지만 현재 실상에서 이루어지는 것은 예방이 아니라 사고 후 대처에 중점을 두고 해결해 나가고 있어 인식의 변화와 학교안전에 대한 실천 프로그램이 시급하다. 따라서 학교안전사고 예방을 위한 기초 프로그램으로 안전사고에 대한 매뉴얼 개발 보다 전문적이고 실질적인 안전교육을 위하여 교사의 학교안전교육 이수의 의무화, 학생들에게 흥미를 줄 수 있는 시청각 교육의 활용, 교사가 기술 및 지식을 습득하기 어려운 화재경보기, 전기 안전점검, 건강이상 유무판단의 검진 등의 전담 민간 기관의 활용 및 안전교육활성화, 자격제도 도입을 통한 전문가 배출을 통하여 학교안전사고를 미연에 방지 할 수 있다.

해상중량물운송시 이후적된 질적 파손에 관한 실험적 연구 (An Experimental study on the Damage to Heavy Cargoes in case of the Two Tiers Loading under Carriage bySea)

  • The Internation Maritime Organization (IMO) has required that ships other than cellular-ships which carry cargo units and other entities should be provided with a cargo securing manual. A number of serious accidents has resulted from improper stowage and insufficient securing of heavy cargo. The cargo claims caused by the accidents stated above not only reduce the number of shippers but also reduce their benefits. The following four basic safe items should be considered carefully in the carriage by sea in case of two tiers loading of heavy cargoes packed with wooden case if it is a general cargo ship. a) Safe stowing place b) Safe lashing c) Protecting crushing goods d) Adequate dunnage. All operators of cargoes must be reminded that only the proper stowge and securing of heavy cargos can prevent from the occurrence of such accidents in the future. This paper intends to analyze the unigue damage mechanism for two tiers loading of heavy cargoes on the general cargo ships encountered in the rough sea, and suggest the countermeusere to prevent the identical accidents in the future.

  • 최근 해양 레포츠와 관광의 활성화로 연안역에서의 안전사고 위험은 더욱 증가하고 있다. 그러나 연안역 안전사고를 방지하기 위한 대책이 안전사고의 증가속도에 적절하게 대응하지 못하고 있다. 연안역의 환경은 육역과 해역의 특성이 혼재된 복합 환경 조건이므로 연안역 안전사고 대책방안 수립 시에는 육역과 해역의 특성이 적절히 고려되어야 한다. 본 논문에서는 현장실태조사를 통해 연안역 안전에 대한 현 문제점을 분석하였으며 연안역 안전의 개선방향을 근거로 연안역 안전기준 정립방향을 제안하였다.

컨베이어 사고 예방을 위한 풀 코드 스위치 적용기준 개선 (Improvement of Application Criteria of Pull Code Switch for Conveyor Accident Prevention)

  • It is estimated that about 2,515 persons have been injured by conveyor for the past five years(2013 ~ 2017). Conveyors used in various industrial sites for transporting iron ore, coal, courier goods, etc., have various incidents such as a worker putting on or pulling a part of the body or work clothes on the driving part during maintenance. It is necessary for preventing similar accidents to conduct various researches. In order to propose the basis for revising laws and standards for the safety standards of the full cord switch to prevent conveyor accidents, this study compares Korea's Industrial Safety and Health Law (KISHL) with those of IEC, EN, Canada, and Australia. In addition, surveys of conveyor use plant and full cord switch domestic and foreign manufacturers was conducted. In this study, domestic and overseas related laws and technical standards compare and analyze to prevent conveyor accidents. In addition, we propose extension of safety certification for full code switch, establishment of safety inspection standard, and improvement of working method regulation through actual working condition investigation. It can be used as a basis for revising the occupational safety and health regulation and related notices, and thus contributing to enhancing the safe atmosphere of the conveyor business and improving the safety consciousness of the concerned persons.

건설업 안전관리자 업무 중요도 및 간소화 필요성 도출 연구 (A Study on the Importance and the Necessity of Simplification of Construction Safety Manager's Work)

  • 국내 건설업 재해율은 다른 업종보다 1.9배 높은 증가세를 보이고 있다. 건설사고 증가 추세는 현행 건설안전관리제도의 한계를 보여주는 것으로, 신중한 개선책을 통해 건설업 사고 예방을 위한 효과 제고가 요구된다. 본 논문은 건설업 안전사고 예방을 위해 표준안전관린업무를 도출하고 설문조사를 통해 IPA분석의 결과를 바탕으로 안전관리 업무에서의 서류간소화 및 중요도를 도출하여 건설업에서의 안전관리 효율을 증대하고자한다.
