Reliability evaluation methodologies of the multipath MIN system are reviewed and critically compared. Some guidelines are proposed to select efficient evaluation method for the system designers to use. Considering the switch failure and repair characteristics of the MIN system, three types of Markov models are proposed for the MIN system availability models. These models can be used for the MIN performance analysis. The performance of the MIN system are supposed to vary according to the failure state of the system.

Researches about an evaluation system for military officers have been studied because it is one of the most important elements for managing units and improving combat power. This paper proposes an evaluation system that enhance justice of evaluation, accomplish a distintion among evaluating elements and improve synergy effects between higher level officers and lower level officers. The evaluation system in this study not only suggests evaluating items and methods but also determines the final evaluation ranking among the evaluated that have their own evaluation criteria, items and duties using the median rank method used in statistics.

The management of existing concrete bridges has become a major social concern in many developed countries due to the large number of bridges exhibiting signs of significant deterioration. This problem has increased the demand for effective maintenance and renewal planning. In order to implement an appropriate management procedure for a structure, a wide array of corrective strategies must be evaluated with respect to not only the condition state of each defect but also safety, economy and sustainability. This paper describes a new performance evaluation system for existing concrete bridges. The system evaluates performance based on load carrying capability and durability from the results of a visual inspection and specification data, and describes the necessity of maintenance. It categorizes all girders and slabs as either unsafe, severe deterioration, moderate deterioration, mild deterioration, or safe. The technique employs an expert system with an appropriate knowledge base in the evaluation. A characteristic feature of the system is the use of neural networks to evaluate the performance and facilitate refinement of the knowledge base. The neural network proposed in the present study has the capability to prevent an inference process and knowledge base from becoming a black box. It is very important that the system is capable of detailing how the performance is calculated since the road network represents a huge investment. The effectiveness of the neural network and machine learning method is verified by comparing diagnostic results by bridge experts.

Ministry of Land, Transportation and Maritime Affairs has implemented Construction CALS project for improving informationization level of construction industry and for making construction production system efficient. Although an importance of evaluation on level and performance of construction informationziation projects has been emerged, Construction CALS hasn't been evaluated so far. In this study, the performance indicators of construction CALS as the most important base in creating a performance management system were deduced. For this aim, this study reviewed the former researches on system construction for managing performance, analyzed current status of Construction CALS, arranged the relationship between upper strategies and ISP, developed pools of performance indicators, and this study followed IT BSC methodology. As a result, this study developed performance indicators of Construction CALS through four strategies such as globalization and activation of Construction CALS standards, research & development for reaching to international level in construction informationization technology, stabilization of system operation and distribution by publicizing Construction CALS and improving its functions, and policy implementation for managing and coordinating Construction CALS projects. These indicators will be applied to build a system of performance management.

정보화 분야는 상대적으로 투자 성과를 가시화하기 제한되는 특성을 가진 바, 정보화 추진 성과에 대한 보다 정량적이고 체계적인 검증 노력이 요구된다. 이에 정부에서는 정보화평가 제도를 지속적으로 확대하고 강화시켜왔으며, 국방부에서도 이러한 정부 기조에 맞추어 정보화평가 제도를 발전시켜왔다. 이러한 배경 하에 2011년 제정된 국방정보화법에서는 정책평가 제도를 통하여 국방정보화정책에 대한 시행 여부를 점검하고 그 성과를 관리하도록 명시하고 있다. 하지만 국방정보화 정책평가는 법제화 직후 한 차례 시범평가 실시 이후 시행되지 못하고 있어 제도의 정상적 운영과 더불어, 평가제도 개선 노력이 필요한 상태이다. 이에 본 연구에서는 국방정보화 정책평가 제도의 안착과 지속적인 발전을 위하여 '14~'28 국방정보화기본계획서상의 31개 정책에 대한 평가를 실시하였다. 이를 위해 국방정보화평가 수행을 위한 평가 제도를 개선하여 제반여건을 정비하였고, 현재 부재한 정책별 성과목표와 지표를 수립할 수 있도록 지원도구를 개발하였다. 그리고 평가단을 구성하여 정책별 평가를 수행하고, 정책평가 수행과정에서의 문제점과 시사점을 분석함으로써 국방정보화 정책평가제도의 실효성 제고를 위한 정책제언을 제시하였다. 본 연구의 정책평가 수행과정과 제시한 정책제언은 국방정보화 분야 뿐 아니라 공공분야 정보화 추진 정책에 대한 성과 관리 측면에서 유의미한 사례연구가 될 것으로 판단된다.

연구목적: 본 연구의 목적은 사업연속성경영시스템(BCMS) 7개 하위 구성요인이 재난 관리 성과와 재난현장 대응에 미치는 영향을 분석하는 것이다. 연구방법: 선행연구를 통해 가설을 설정하고 통신사업기관 종사자 대상으로 설문조사를 시행한 후 총 327부의 자료를 수집하여 통계적 분석을 통해 가설을 검증하였다. 연구결과: 첫째 사업연속성경영시스템(BCMS)의 리더십, 기획, 지원, 운영, 성과평가는 재난 관리성과에 정(+)의 방향으로 영향을 미치는 것으로 나타났다. 둘째 사업연속성경영시스템의 리더십, 기획, 지원, 운영, 성과평가, 개선은 재난현장 대응에 정의(+)의 방향으로 영향을 미치는 것으로 나타났다. 결론: 사업연속성경영시스템은 재난관리 성과와 재난현장 대응에 전반적으로 유의한 영향을 미치는 것으로 확인되었다. 기업의 재난관리성과와 재난현장 대응력을 높이기 위해서는 사업연속성경영시스템(BCMS)의 구축과 운영이 필요하다.

본 연구는 조달청의 종합성과관리시스템에 대한 사례를 제시하는 것이다. 조달청은 최초 구축한 성과관리시스템의 개선 및 보완 작업을 통해 2006년 초에 BSC 시스템을 구축하였으며, 그 결과 미션과 비전과 전략과제로부터 도출된 CSF와 KPI의 활용을 통해 부서와 개인에 대한 성과측정과 평가를 자동적으로 연계할 수 있게 되었다. 이는 공무원도 기업처럼 성과에 따른 보상을 함으로써 더욱 향상된 고객서비스를 제공하고, 평가 결과를 통하여 인사, 보수 등에 있어서 인센티브와 디스인센티브를 적절히 활용하여 경쟁과 성과보상의 조직으로 확고한 자리를 잡고자 하는 데 기여하였다. 또한BSC 구축은 부서중심의 개인평가체계의 강화, 다양한 평가체계에 대한 통합구성 및 실적주기별 목표관리에 의한 달성률 모니터링 체계의 구축을 가능하게 하였다. 이와 같은 조달청에 대한 사례 제시는 향후 다른 공공조직의 BSC 구축에 대한 방향을 제시할 것이며, 성과관리시스템 구축 방안과 성공요인에 시사점을 줄 수 있을 것으로 기대된다.

본 논문에서는 산학협력 지원사업의 성과를 체계적이고 통합적으로 관리하는 위한 통합 프로젝트 관리 시스템(iPMS : Integrated Project Management System)을 설계하고 구현한다. 본 논문에서 구현된 iPMS 시스템은 수행된 과제에 대한 결과 및 현황에 대하여 손쉽고 다양한 형태로 검색하는 기능 및 보고서 출력 기능을 제공하고, 산학협력 지원사업에 대한 성능 평가 및 사후 관리의 방법을 제공해 준다. iPMS는 부산-울산 산학협의회를 통하여 운영 중이며, 산학연 과제 관리에 대하여 효과적으로 사용될 것으로 사료된다.

공동주택의 비중이 점차 확대되고, 고층화되는 추세에 따라 공동주택 유지관리의 중요성이 강조되고 있다. 이러한 필요성에 의해 최근 기존 건축물의 종합성능 평가모델이 개발되었으나, 업무의 분석이 미흡한 한계가 있다 따라서 본 연구는 공동주택 유지관리 성능평가의 기반이 되는 유지관리 업무를 분석하여 성능평가 대상항목 도출을 목적으로 한다. 유지관리 성능평가 후보항목은 기존문헌과 업무체계를 분석하여 도출하였고, 학계 전문가 및 주택관리사를 대상으로 설문을 실시하여 성능평가의 용이성, 체계성을 보완하였다. 최종적으로 결정된 성능평가 대상항목은 운영적 유지관리 성능평가 항목 14개와 기술적 유지관리 성능평가 항목 15개 항목이다.

국가연구개발사업의 성과관리정책을 효율적으로 추진하기 위해서는 정책추진의 제도적 기반이 되는 관련 법령의 체계적인 정비와 함께, 정책의 효과적인 시행을 위한 실제적인 운영체계가 적절히 수립되고 집행되어야 한다. 본 논문은 그동안 국가연구개발 성과관리제도에 대한 법제적 측면에서의 분석과 검토가 미흡하다는 점에 착안하여, 국가연구개발 성과관리법제의 발전과정을 살펴보고, 현행 법령이 가지고 있는 미비점을 검토하여 그 개선방안을 제시함을 목표로 하고 있다. 현행 국가연구개발 성과관리제도는 국가과학기술정책의 기본방향을 규정한 "과학기술기본법"과 국가연구개발사업의 성과관리에 관한 세부적인 정책추진의 기본원칙과 방법을 규정한 "국가연구개발사업 등의 성과평가 및 성과관리에 관한 법률"에 따라 운영되고 있으나, 구체적인 사항은 "국가연구개발사업의 관리 등에 관한 규정"에 의하여 규율되는 법체계로 운영되고 있다. 그런데 현행 국가연구개발 성과관리제도는 그 제도운영법령, 성과관리 대상과 범위, 성과관리의 방법 및 내용에 있어서 발전적 개선이 필요한 것으로 평가된다. 즉, 관련 법령간의 정합성을 제고하고, 성과관리의 대상과 범위를 국가연구개발사업의 성과 전반으로 확대하며, 국가연구개발사업의 목표와 방향을 고려한 합리적인 성과관리가 될 수 있도록 그 내용과 방법을 개선하는 것이 필요하다.
