A Study on Population Capacity in Jeju by Contingent Valuation Method (조건부가치추정법을 활용한 제주지역 해외수용력 연구)

  • The increase in national income, the expansion of transportation network, the increase in leisure time, and the influx of foreign tourists in the era of internationalization, the influx of the outside population of Jeju region increased rapidly until 2020. However, the corona 19 (Covid-19) incident that began in January 2020 has hit the entire industry, and the tourism industry in Jeju has also been greatly damaged. However, in the second half of 2020, with some calming of the Corona 19 situation and difficult to leave overseas, the number of visitors to Jeju Island is increasing again as Koreans choose Jeju Island as their domestic tourism. This study analyzed the capacity of Jeju's external population based on the Contingent Valuation Method, and based on this, attempted to suggest policy recommendations for Jeju. The size of accommodations such as the density of visitors, toilets, and rest areas were excluded from consideration, and the level of securing the parking lot already exceeded the capacity, and the rate of securing the parking lot was 93.4%. In the case of accommodation, the total number of available rooms is 88,691, even if one guest per room is assumed, which is 32,372,215 per year, which is sufficient in terms of visitor capacity. To analyze the aspects of psychological capacity, this study analyzed whether the residents are feeling psychological discomfort through three methods of road congestion, garbage disposal, and sewage treatment through Contingent Valuation Method. However, the inconvenience caused by the increase of visitors and the effect of continuous population influx is working in combination, and it has the limitation that the effects of these independent factors cannot be specifically separated. As a result of the study, discomfort has already been recognized in terms of psychological capacity among the factors of capacity, and it was estimated that a cost of about 45 billion won per year was incurred as a result of deriving psychological costs through Contingent Valuation Method. In the future, a policy review is needed to resolve or maintain the perception of this discomfort through continuous management. Accordingly, it is necessary to recognize that the increase of visitors leads to the psychological discomfort of the residents, and to seek a policy alternative that can simultaneously increase the number of visitors and the comfort of the residence.

An Analysis of Decision Factor about the Necessary for Governmental Support of non-Residential Han-ok (비주거 한옥의 제도적 지원 필요성을 결정하는 가치요인 분석)

  • Nowadays numbers of non-residential Korean traditional house (Han-ok) like Caf$\acute{e}$ and restaurants within the cultural property preservation area. So the purpose of this study is suggesting the necessity of governmental support about non-residential Han-ok. The research started to analyze influential factors toward them and estimate the value of non-residential Han-ok. After then it investigated what kind of value factors are important when it is agreed to the necessity of governmental support using logistic regression. According to the result, there are main 7 factors; possibilities to use Han-ok with poor residential environment, the unique appearance of Han-ok, possibilities to offer social and welfare service within local community, value to develop tourism on Han-ok, utilization of commercial area, historical deficiency and easy to access Han-ok for tourists and overseas which are an effect on decision making to sustain non-residential Han-ok.

  • The domestic food service industry has established its industrial basis since the overseas brands were introduced and international events were held in Korea. It also has showed a prominent growth rate as consumers began to show more interests in leisure and quality of working life(QWL) At this, the employees, constituting Points of contacts with consumers of the food service industry, have emerged as a Primarily critical concern in order for the food service industry, which can affect people in various ways, to adopt our own food culture and develop its business quality. In the food service industry, as a relatively labour-intensive industry, the manpower service is considered very important. Whether the industry succeeds or not depends on the role of employees as the quality of service of employees can decide the quality of the industry itself. In spite of the importance of employees in the food service industry, not many researches have been Performed on the personnel management of the industry, as Koreans traditionally have hold a prejudiced view on the food service industry and it is only a short time since the food business began to be considered as an industry. This thesis aims at research on the factors affecting job satisfaction of the employees by dealing with the importance and characteristics of the role of employees of the food service industry and theoretical background of the job satisfaction. The presumable factors affecting the job satisfaction are divided into several groups ; characteristics of organization, working condition, human relationship, psychological factors, and its reputation in the labour market. Hypotheses and models, where those factors affect the employees, are formed. Statistical methods such as correlation analysis and multiple regression are used in order to verify those hypotheses. Alternatives to improve job satisfaction of employees are suggested based on the analysis. It is expected that there will be more active researches on employees of the food service industry, as this thesis has selected employees of the food service industry as its subjects while subjects of similar researches have been mainly hotel employees so far.

  • The cruise industry is a future-oriented convergence industry based on tourism and shipping, and has attracted great attention not only in the global market but also in Korea. The rapid growth of Asian cruise population, especially in China, has had a considerable impact on both the global market as well as the Korean market. With the recent THAAD problem, the need for diversification of the market has been raised as the entry of cruise tourists from China has been greatly reduced. It is also time for a more systematic and comprehensive development strategy ahead of the opening of the new cruise terminal. This study draws out the problems based on the interviews with experts such as prefectures, travel agencies, and related organizations, as well as analyzing literature on domestic and overseas government plans, policy reports, and research data. Then, the SWOT analysis is used to develop the development strategy and explore the policy support direction. The research scope can be extended to sustainable development model through wider linkage of mid to long term strategy and policy.

  • Introduction of motion capture system to the field of digital entertainment paved the way to accelerate the development of 3D character animation all the more. Motion capture system has been developed of the level that it can capture the fierce motions of character particularly in the digital game image and improve the dynamic characteristics by capturing the movement of human muscle or express the human's true emotion by capturing wrinkles and expression on face. Such an extension of realistic expression enables them to be used increasingly in movie, TV, advertisement, music video, etc centering around the game industry in the field of digital entertainment. The fact is, however, that many difficulties are held in the image production process compared with the competing countries such as USA and Japan, owing to inferiorities in technical expertise and capital in the image production process using the local motion capture, insufficient professional human resources of motion capture and small size of local motion capture image market. Hence, this study intends to suggest the plan to improve the technical problems in terms of integrated motion capture system, motion capture professional human resources and motion capture in-house program development in the production process of digital entertainment image using the motion capture system by surveying local and overseas examples of image production.

A Weight Analysis for Measuring the Management Performance of Strategic Business Units of Large Construction Companies (대형건설기업의 경영성과 측정을 위한 전략사업본부 비중분석)

  • The business environment that affects the management performance can be characterized by each Strategic Business Unit (SBU) since construction companies win overseas contracts due to the fairly good construction situations while experience a decline in the local housing market. Environmental changes can alter the strategic importance of the SBU when measuring the management performance. However, large construction companies apply BSC (Balanced Score Card) for collective calculation to determine the management performance, making it difficult to reflect the strategic importance of SBU. This method may create a distorted image of management performance that fails to take environmental changes into consideration, and as such it needs to be improved. Yet, there are no studies on the weight of each SBU considering environmental changes. Thus, the current study intends to analyze the weight of SBU for company-wide measurement of the performance of large construction companies. In addition, a model for analysis of SBU importance is proposed to respond to the constantly changing environmental situations and to modify the weight. For analysis of SBU weight, a questionnaire was conducted with 23 experts and hands-on workers, and the questionnaire result was quantitatively analyzed by applying the FD-AHP method. It is expected that the result will enable a model to be proposed to calculate the weight per division in a manner that reflects environmental changes and minimizes strategic distortion when measuring the management performance of large construction companies.

Estimation of Volatility among the Stock Markets in ASIA using MRS-GARCH model (MRS-GARCH를 이용한 아시아 주식시장 간의 변동성 추정)

  • The purpose of this study is to examine whether or not the volatility of the 1997~1998 Asian crisis still affects the monthly stock returns of Korea, Japan, Singapore, Hong Kong and China from 1980 to 2018. This study investigated whether the volatility has already fallen to pre-crisis levels. To illustrate the possible structural changes in the unconditioned variance due to the Asian financial crisis, we use the MRS-GARCH model, which is a regime switching model. The main results of this study were as follows: First, the stock return of each country was weak in the high volatility regime except Japan resulted by the Asian financial crisis from 1997 to 1998 until March 2018, and the Asian stock market has not yet calmed down except for the global financial crisis period of 2007 and 2008. Second, the conditional volatility has been significantly and persistently decreased and eliminated after the Asian financial crisis. Thus, we could be judged that the Asian stock market was not fully recovered(stable) due to the Asian crisis including the capital liberalization high inflation, worsening current account deficit, overseas low interest rates and expansion of credit growth in 1997 and 1998, but the Asian stock market was largely settled down, except for the 2007 and 2008 in Global financial crises. Considering the similarity between the Asian stock markets and the similar correlation of the regime switching, it may be worthwhile to analyze the MRS-GARCH model.

The analysis for attributes of OUV of the capital of Shilla Kingdom (세계유산 신라왕경의 탁월한 보편적 가치 속성 분석)

  • According to the "Special Act on the Restoration and Maintenance of the Core Relics of the Shilla Kingdom" enacted in 2019, the Shilla Kingdom refers to the capital of Shilla and Unified Shilla period, and refers to Gyeongju, where the king lived, and the nearby area. Shilla Wanggyeong is a heritage registered on the UNESCO World Heritage List in 2000 under the name of Gyeongju Historic Site and belongs to Wolseong District, Hwangnyongsa District, and Daeneungwon District among the five districts registered as Gyeongju Historic Site. Unlike the Namsan and Sanseong districts, the Shilla Kingdom is a heritage consisting mostly of archaeological sites without physical substance. Gyeongju City sought to promote local tourism while providing more direct experiences to visitors by restoring the heritage that constitutes the Shilla Kingdom. Starting with the restoration of Woljeonggyo Bridge in 2005, the Shilla Wanggyeong restoration project began in earnest. Gyeongju City tried to restore the building site on the west side of Donggung Palace and Wolji after Woljeonggyo Bridge, but it was canceled due to opposition from the UNESCO World Heritage Committee. The World Heritage Committee opposed the restoration and recommended a heritage impact assessment for similar projects in the future. During the miscarriage impact assessment procedure, there is an OUV attribute analysis process of the heritage to be evaluated. This study intends to preemptively derive OUV attributes for the Silla Kingdom through literature and overseas case analysis. In the case of literature research, domestic and foreign research data related to the UNESCO World Heritage Convention and World Heritage Management were examined, and in overseas cases, the architectural works of Krakow Historical District, Stonehenge and Abbury Geoseok Ruins in England, and Le Corbusier were analyzed. Through this, the outstanding universal value attributes of the Silla Kingdom were derived. This study is expected to be used as a reference in the process of restoration projects of other heritage constituting the Shilla Kingdom or construction plans in nearby areas in the future and serve as an indicator to improve the management system of the Shilla Kingdom more efficiently from the perspective of world heritage.

The Legal Study of Prohibited Items on Aeroplane for the Aircraft Safety and Security (항공안전보장.질서유지를 위한 항공기반입금지 물품 관리.감독에 관한 입법적 개선방안)

  • While the numbers of overseas travelers has been increased rapidly each year, the numbers of passengers in the aircraft also has continued to be increased gradually. In the mist of these increasing numbers, such accidents as threatening an aircraft safety like riot, aircraft hijacking and terrorism have happened constantly. In these circumstances, South Korean government has prescribed "Aviation on Security Act" in accordance with the Convention on International Civil Aviation and other international agreements. This act aims to prevent illegal activities and illegal items on the aircraft to ensure the safety and security of civil aviation. However, this act is not sufficiently regulating all the illegal crimes and illegal items on the flight. For the worse, there is a lack of effective supervisory capacity. Likewise, the inherent problems of the current laws relating to the prevention of the illegal items on the aircraft are appearing on the surface continually. Above all, illegal items on the aircraft are directly connected to the issue of aviation safety and security as well as a safe utilization of the flight service. Thus, when there occurs a serious accident on board, it surely would be led to a huge economic loss not mentioning the loss of lives following the accident. Therefore safety of the flight passengers cannot be guaranteed without ensuring the safety of aircraft facilities and good supervisory mechanism of illegal items on the aircraft. Accordingly, establishing a safe operation order tends to influence economy and tourism of a country in no small measure. Therefore, it is an urgent issue to settle down a reasonable and adequate supervisory regulations regarding the prevention of the illegal items on the aircraft. Consequently, in this article, I studied on a reasonal and effective mechanism to control the prevention of the illegal items and illegal acts on the aircraft in order to ensure a safety and security of civil aircraft.

Situations and Challenges of ODA for Sustainability of Asian Cultural Heritage (아시아 문화유산의 지속가능성을 위한 ODA 현황과 과제)

  • Various opinions and discussions have been actively in progress which are connected with cultural heritage since 'Sustainable Development Goals, SDGs' was announced by UN Sustainable Development Summit 2015 as Post-2015 Development Agenda. Apart from SDGs, conservation of cultural heritage itself stands on the basis of sustainability that originality, characteristic, diversity of cultural heritage should be permanently preserved. From that point of view, it is necessary to understand practical ODA for cultural heritage, far from theoretical approaches and policies. This paper is intended to look into the domestic and overseas situation related to ODA of Asian cultural heritage and the mentioned problems, future plans and challenges. First, the background and concepts about ODA were described and then ODA projects which have been carried out by Japan and China as typical ODA countries for Southeast Asia were introduced. ODA of cultural heritage in Korea has relatively recently started for restoration work for historic sites of Laos and Cambodia and its scale and performance do not come to much yet. Therefore, to develop ODA of cultural heritage, there are suggestions as in the followings. First, it is necessary to have a long-term master plan of ODA projects for sustainability of cultural heritage. Second, based on the view from the long-term perspective, the selection and focus for ODA partner countries should be considered, avoiding short-term projects aiming at a number of countries. Not widespread existing projects by other countries, but the model of Korean ODA for cultural heritage only Korea can conduct should be prepared. The next thing is connection with sustainability, and ultimately the conservation of cultural heritage should result in benefit to the natives by giving an impetus to economy as well as fostering tourism of local areas. To accomplish that connection, educational training and building capacity are suggested as the most suitable alternatives. Cultural heritage of each country reflects its indigenous originality and characteristics, therefore, the restoration work should be conducted by people in each country as the best way. From this point of view, ACPCS held by National Research Institute of Cultural Heritage will take a role of a specialized training program in Korean way. Lastly, establishment of a control tower for ODA in Korea is necessary. JCIC(Japan Consortium for International Cooperation in Cultural Heritage), which was set up in Japan for sharing information, establishment of cooperation system and prevention of overlapped projects will be an example we can take into consideration.
