합천댐 저수지에서의 시공간적 수온모의를 위한 매개변수 민감도 분석 (Parameter Sensitivity Analysis for Spatial and Temporal Temperature Simulation in the Hapcheon Dam Reservoir)

  • 다목적댐 저수지는 여름철에 발생하는 성층현상이 발생하고 가을철에는 성층화된 저수지의밀도 차로 인한 전도현상이 일어나게 된다. 이러한 현상은 저수지의 시공간적 수온분포의 변화에 의하여 발생하며, 이를 정확히 모의하고 예측하기 위해서는 수온에 작용하는 관련 매개변수의 작용특성을 명확히 파악할 필요가 있다. 이에 본 연구에서는 합천댐 저수지를 대상으로 횡방향 평균 2차원 저수지 수리 수질 해석모형인 CE-QUAL-W2를 적용하여 저수지내 발생하는 수온성층, 탁수의 거동 및 수질을 예측하기 위해 선행되어야 할 수온모의를 통해 합천댐 저수지에 적합한 수온 매개변수 산정에 대한 연구를 진행하였다. 특히 모델에서 합천댐 수온모의와 관련된 매개변수 중 바람차폐계수(WSC), 복사열계수(BETA), 빛소멸계수(EXH2O), 바닥 열교환계수(CBHE)의 민감도 분석을 수행하였다. 첫 번째로, 민감도가 높은 기간을 확인한 결과 WSC, BETA, EXH2O는 공통적으로 4~9월, CBHE는 8~11월로 나타났다. 두 번째로, 매개변수가 영향을 미치는 수심대를 확인한 결과 BETA는 0~9m, EXH2O는 8~14m 구간으로, 수표면과 가까운 표층과 수온약층, CBHE는 바닥에서부터 12m 구간으로 심층구간에서 영향이 나타났다. 마지막으로 연단위 혹은 각월에서의 최적매개변수를 적용한 결과 WSC와 CBHE 매개변수는 모의온도의 편차가 그다지 크지 않았으나, BETA와 EXH2O의 경우 연단위와 월단위 최적매개변수 적용 시 모의수온편차가 각각 월평균 $0.20^{\circ}C$$0.51^{\circ}C$로 다소 큰 값을 보이고 있으며, 특히 수온이 최대로 상승하는 5~8월 중에는 $0.4^{\circ}C$$1.09^{\circ}C$의 편차를 보여 월단위 매개변수사용의 필요성이 뚜렷이 확인되었다. 이는 현재 저수지수질모형의 검보정에서 입력요구조건에 따라 혹은 관행적으로 사용되고 있는 연단위 매개변수의 사용에 있어서 월단위로의 개선이 필요한 부분으로 사료된다.

불리(不利)한 환경(環境)의 학령전(學齡前) 아동(兒童)을 위한 보상교육(補償敎育)에 관(關)한 연구(硏究) - 미국(美國) 및 일본(日本)의 보상교육(補償敎育)·프로그램을 중심(中心)으로 - (A Study on the Compensatory Education for the Disadvantaged Children in Preschool Age (Focussed on the Programs of Compensatory Education in the U.S.A. and Japan))

  • This study is aimed at investigating the compensatory education which was already implemented or is being implemented in the U.S.A. and Japan; and at studying the types of programs and their characteristics; and at sounding out the possibilities of the application of such programs in family and social conditions is Korea. In order to achieve the above mentioned objectives, the established items for the study are as follows: (1) Various types of early children's education (2) Programs of compensatory education for the disadvantaged Children (3) Head Start Program, Early Training Project and Montessori School (4) Integrated Preschool Programs (5) Day-Care Center for employed mothers We investigated the various compensatory education programs for the preschool children who are in economically, socially, culturally disadvantaged conditions. Head Start Programs were federally supported programs for preschool children and opened as summer programs in 1965 for the first time. The purpose of Head Start has been to give preschool children the kinds of experiences they need in preparation for school. The Head Start children were found to be significantly better prepared for school than the normal children. However, after six to eight months, their initial advantages had virtually. disappeared and then the simple problem with Head Start and other such programs was that little long-term good could be evidenced unless the high quality educational environment was maintained. Therefore, to solve this problem, three other programs were funded as part of the overall Head Start. These three programs are the Parent-Child Center, Home Start, and the Child and Family Resources Program. The Early Training Project for disadvantaged children was implemented by Klaus and Gray of Peabody College in 1962. The program was a field research study concerned with the development and testing over time of procedures for improving the educability of young children from low income homes. Its major concern was to study whether it was possible to offset the progressive retardation observed in the public schooling careers of children, living in deprived circumstances. Children, who were trained through the Early Training Project were superior to control groups in the test of IQ and vocabulary as well as linguistic abilities, and preparation for reading. This project showed the possibilities which could prevent preschool children from being disadvantaged socially, culturally and mentally. In 1907, Montessori School was established by Maria Montessori in Italy and her school program has been introduced at present to several countries in the world as one compensatory educations. She first began her experimental methods with retarded children, followed by disadvantaged children from the tenements of Rome. The Montessori approach futures a prepared environment and carefully designed, self-correcting materials. The Montessori curriculum presents tastes that feature sequence, order, and regularity, in addition to those that develop motor and sensory skills. She was interested in children's intellectual development and in developing good work habits. One of the latest developed programs for disadvantaged children is "Integrated Preschool Program" which has successfully integrated handicapped and nonhandicapped children. Several studies have showed that handicapped children in integrated school environments are accepted by and interact with their nonhandicapped peers. In fact, this program provides a number of potential, and perhaps opportunities for nonhandicapped children to serve as valuable resources in fostering the development of their handicapped peers. Next we turn to Japanese programs which are divided into two different types. One is Day-Care Center which was established by Child Welfare Law and the other is kindergarten organized by School Education Law. The kindergarten opened in 1876 and it has been part of school systems since 1947 by the implementation of education law, and the Day-Care Center which started in 1890 for the employed mothers. was changed into Day-Nursery by the enactment of child welfare law in 1947. The laws and operational regulations for the Day-Nursery were set up and were put in effect by the establishment standard acts of children welfare facilities, and the Day-Nursery has been operated in various types by the increasing demand, chiefly because of the socio-economical changes of family structures in both urban and suburban areas. Nursery education for physically and mentally disadvantaged children is for those who are blind, deaf and dumb, mentally retarded; physically disadvantaged by accidents or diseases. Montessori education in Japan was started in 1968 and many research groups for studying Montessori were organized. In 1977, Montessori remedial education society was also organized in which they started a number of studies; a study for developing materials; in-service training for the remedial education; and seminars and lectures, etc It is strongly suggested that we study the early educations that are being implemented in Japan and a variety of compensatory educations that were already implemented in the U.S.A. and modify them for the organization of our own model and properly accommodate them to our social needs.

미국 항공안전데이터 프로그램의 비공개 특권과 제재 면제에 관한 연구 (Privilege and Immunity of Information and Data from Aviation Safety Program in Unites States)

  • 미국에서 자기비판적 분석의 법리에 의한 특권과 면제 이미 항공분야에서도 도입되고 있으나 일관성이 결여되어 있다. FDRs 프로그램은 FAA 또는 항공사에 의한 제제로 부터 공식적으로 보호되지는 아니한다. CVRs 프로그램의 경우 FAA는 집행조치를 위하여 그 데이터를 이용할 수 없으며 공개와 민사소송에서의 개시를 제한하고 있다. 따라서, CVRs은 FDR보다 높은 보호를 받고 있다. ASRS는 최초의 비자동적(non-self-disclosure) 보고시스템이며, 사고 또는 범죄에 관한 정보이외에는 FAA가 집행조치를 취할 수 없다. 다만, 비처벌 요건으로 규정하고 있는 "inadvertent and not deliberate)의 해석을 둘러싸고 FAA, NTSB 및 법원은 일관된 해석 기준이 없는 것으로 보이며, 데이터의 항공사의 징계조치에의 이용, 소송 당사자 또는 대중매체에의 공개 문제를 명확하게 다루고 있지 않다. 1990년대초 ASAP을 시범적으로 개시하였으며 FAA 집행조치 및 회사 징계조치로부터의 면제를 규정하고 있다. FOQA 프로그램은 1995년 시범프로그램을 통하여 최초로 시행되었으며 FAA 집행조치로 부터 면제되지만, 회사의 징계조치로부터의 면제에 대해서는 아무런 규정이 없다. 이러한 점은 ASAP와는 대비된다 할 수 있으며 노조협약에 의하여 FOQA 데이터에 근거한 회사의 징계조치를 배제시킬 수 있을 것이다. ASAP 및 FOQA의 데이터는 모두 2003년 FAA Order 8000.81에 의하여 공개되지 아니한다. 현재, ICAO의 움직임을 보더라도 국제사회에는 항공안전데이터를 보고한 자에 대한 보호의 강화에 대한 컨센서스가 형성되고 있으며 많은 국가들이 관련법을 시행하고 있다. 우리나라의 경우 현재, 항공법 제49조에 의하여 항공안전관리시스템을 도입하도록 되어 있다. 단계적으로 ASAP 또는 QOQA 등과 같은 프로그램의 입법화가 필요하다고 본다. 이와 더불어 미국에서와 같이 집행조치와 징계조치의 면제 규정 및 비공개 특권에 관하여 보다 구체적인 기준을 정하여 입법화하는 것도 필요할 것이다.

대류식 순환장치의 저수지수체 유동특성 및 수질영향 (Study on Effect of Convection Current Aeration System on Mixing Characteristics and Water Quality of Reservoir)

  • 용담댐 저수지에 설치된 대류식 순환장치에 대한 현장 조사 결과에 의하면 수평방향의 직접영향권은 성층 강도에 큰 영향 없이 반지름 $7{\sim}10m$에 이르는 것으로 조사 되었으며 수직방향으로는 성층강도에 따라 또는 가동기간에 따라 조금씩 달라지는 것으로 나타났다. 즉 가동시간이 길어짐에 따라 하층에서 올라온 수온이 낮은 수체는 보다 깊게 먼 곳까지 이동하는 것으로 나타났으나 성층을 깨지는 못하는 것으로 나타났다. 2008년 현장에서 실측 조사한 결과와 CFD모사 결과에 의하면 이런 조건에서 한 달을 가동하면 하층에서 올라온 수체가 대류식 장치 주변으로 수심 8 m, 지름 120 m의 수층을 이루게 되며 50일을 가동하면 수심 10 m, 지름 130m의 수층을 이루는 것으로 평가되었다. 대류식 순환장치가 설치된 지역에 대한 CFD모사를 하기 전에 이 지역의 흐름특성을 평가하였다. 대상 지역의 흐름은 연중 크게 3가지로 구분되었으며 각각의 경우 유량은 다르지만 저수지 수체의 흐름 속도는 모두 $0.05{\sim}1.5cm\;sec^{-1}$로 나타나 CFD모사시에 저수지 흐름을 고려하지 않아도 될 것으로 평가되었다. CFD를 이용한 수체거동 모사결과 순환장치로부터 3m지점에서의 유속은 $0.25m\;sec^{-1}$를 나타냈고, 5m지점에서는 $0.2m\;sec^{-1}$를 나타냈다. 현장 실측 결과와 비교시 유속은 모사 결과가 조금 크게 산정되는 것으로 나타났으나 향후 보다 많은 자료를 확보하여 비교해 보아야 할 것으로 판단되었다. 반면 영향범위는 반경방향으로 10 m지점까지는 직접영향을 받고, 그 보다 먼 지점은 간접영향권임을 나타내고 있어 이는 모사결과와 실측치 간에 일치하는 것으로 나타났다. 수면에서의 온도분포는 순환장치로부터 분출된 저온의 물이 반지름 약 10 m지점까지는 수온변화에 영향을 미치는 직접영향권인 것을 알 수 있다. 이상과 같이 모사 결과는 현장에서 실측한 것과 유사한 결과를 나타내므로 결과의 신뢰성이 높은 것으로 판단되었다.

하수처리장 바이오가스 플랜트의 가스엔진 최적 운영 방안 (Optimal Operation of Gas Engine for Biogas Plant in Sewage Treatment Plant)

  • 한국지역난방공사에서 난지 물재생센터의 하수처리 설비로 부터 발생하는 $45,300m^3$/일의 바이오가스를 연료로 1,500 kW, 2대 규모의 엔진 발전기를 운영하고 있다. 그러나 바이오가스 발전 플랜트의 실제 운영 경험이 미미하고, 축적된 기술 및 노하우 부족으로 가스엔진의 잦은 고장과 정지로 많은 경제적 손실이 발생하고 있다. 따라서 이 발전 플랜트의 안정적인 운영을 위한 기술적 근본 대책 마련이 필요한 실정이다. 본 연구에서는 난지 물재생센터의 하수처리장에서 발생하는 바이오가스를 이용한 가스엔진 플랜트의 일련의 공정상의 문제점을 확인하고, 각 단계별 문제점을 최소화 하여 실제 운전의 최적화 방안을 마련하였다. 먼저 고장 정지의 주요 원인인 발생가스의 정제를 위해 현재 사용 중인 활성탄에 대한 성분분석 및 흡착실험을 통해 활성탄의 흡착능력 품질 기준 마련을 위한 여건을 조성하였다. 또한, 불순물을 최소화하기 위한 활성탄의 교체주기의 기준수립, 황화수소 측정주기 강화, 활성탄 국산화, 설비개선 등 바이오플랜트 운영기준 강화 및 개선방안을 적용하여 실제운전에 적용하였다. 그 결과 가스엔진 1호기는 530%, 2호기는 250%의 정상운전 가동시간이 증가되는 운영실적을 보였다. 또한 통풍구의 설비개선을 통해 작업공정을 줄이고, 정상 운전시간과 가동률을 높일 수 있었다. 경제적으로도 77,000천원/년의 매출증대 효과를 나타냈다, 이와 같이 운영기준의 강화 및 개선방안을 적용하여, 바이오가스 플랜트의 고장 정지를 줄이고 가동률을 높여, 안정적인 운영을 하는 것이 현실적인 바이오가스 플랜트의 최적 운영방안으로 판단된다.

국외 재난원인조사기구의 운영 현황 및 기능분석 (Analysis of the Operation Status and Function based on the Overseas Accident Investigation Agency)

  • 연구목적: 본 연구에서는 국외 선진 조사기구의 운영현황을 조사하고 착안점 도출을 통해 우리나라 조사기구가 나아가야 할 방향을 고찰하고자 한다. 연구방법: 미국, 일본, 스웨덴 등 선진 조사기구의 설립배경, 조직구성, 주요업무 및 기능, 사고조사 절차 등 조직 운영 현황과 기능을 조사하였다. 연구결과: 첫째 모든 조사기구들의 설립 목적과 기능은 유사 재난·사고의 재발방지를 위함이며, 원인조사, 법·제도·정책 등의 개선권고, 권고사항에 대한 이행점검 등을 주요업무로 하고 있다. 둘째, 중립적 입장에서 공정한 조사가 가능하도록 부처 소속이 아닌 대통령 직속의 독립기구로 운영하고 있다. 셋째, 조사결과의 전문성을 인정받을 수 있는 권위를 보유하고 있다. 즉, 전문성 축적이 가능한 상시 전문인력 확보를 통한 상설조직으로 운영하고 있으며, 심층조사와 수준높은 권고안 마련을 통해 조사결과에 대한 권위를 확보하고 있다. 결론: 국외 재난조사 기구는 국가적 요구와 사회적 재난 갈등을 해소하기 위해, 원인조사의 공정성, 정확성과 전문성을 강화함과 동시에 독립성을 확보하고, 대규모 재난시 국가 차원의 신속한 사고조사 운영실태를 총괄·조정하기 위하여 조직의 위상을 확보하고 있다. 유사재난·사고의 악순환이 반복되는 것을 방지하기 위해서 우리나라는 부처별로 분산된 조사 기능을 효율적으로 연계할 필요가 있다. 또한, 다수부처와 관련된 재난·사고 발생 시 국가차원에서 총괄·조정 및 컨트롤타워를 구성·운영할 수 있도록 제도적인 개선이 필요하다.

공공성 확보측면에서 민간공원특례사업 운영특성분석 - "부산광역시를 사례로" - (The Private-Initiated Park Development Project in Terms of Securing Publicity Operation Characteristics Analysis - Busan Metropolitan City as a Case -)

  • 본 연구는 민간공원특례사업 추진단계에서 전국 최초로 민간 참여형 -협의체를 도입하고, 시행과정에서 제도의 유연한 적용과 구별된 정책적 요소 등을 도입한 부산광역시를 대상으로 사업추진의 과정을 살펴보고 운영특성 및 성과 등을 분석하고자 하였다. 분석결과 첫째, 사업방식에 있어 혼합방식을 도입하여 우선협상자를 선정하였는데, 이는 타 지자체에서 볼 수 없는 독자적 사업방식으로 공공재의 민간개발에 따른 공정성과 투명성을 확보하기 위한 새로운 시도로 평가될 수 있다. 둘째, 공원별 특성을 고려한 가이드라인과 비공원시설의 입지, 면적, 최고높이 등 세부지침 등을 명시하여 지역 정체성을 살린 합리적 개발계획 수립의 준거와 평가기준의 토대를 마련하였다. 셋째, 사업과정에 있어서 민관협의체인 권한위임형 라운드테이블을 통해 투명성을 확보하여, 특혜의혹과 같은 분쟁 등의 발생을 최소화하였다. 넷째, 기부채납되는 공원시설의 품질향상과 설계 적정성 확보를 위하여 실시계획인가 이후 총괄계획가 도입 및 건설사업관리(설계단계) 용역을 수행토록 하여 지역 내 명품공원의 효율적 구현과 특화를 도모하였다. 그 결과 부산광역시는 일몰로부터 5개 공원, 2.25km2의 공원면적 보전과 토지보상 및 공원조성비 7,400억원 절감을 통해 효율적인 사업진행을 하였으며, 무엇보다 민간이 주도하고 기관이 지원하는 새로운 운영형식 도입으로 새롭게 시행된 민간공원특례사업의 공공성 강화를 제시하였다. 다만 이러한 제도적용과 검증절차 등으로 인하여 사업기간이 장기화되고, 민간사업자의 재정적 부담과 함께 공원서비스가 지연되고 있어 기간 단축을 위한 관련 특례법 제정과 사업방식의 개선 등이 보완되어야 할 것으로 보인다.

학원의 에듀테크특성과 유·무형적서비스가 학부모의 재수강의도에 미치는 영향: 라포형성행동의 조절효과 (The Impact of Edu-Tech and Tangible and Intangible Services of Private Institutes on parents' Intention for Re-Enrollment: The Moderating Effect of Rapport-Building Behavior)

  • 본 연구는 에듀테크특성과 유·무형의 교육서비스가 학원의 경영성과와 직접적 관련이 있는 재수강의도에 미치는 영향에 관한 연구이다. 연구 결과를 근거로 학원의 재수강의도와 경영성과 향상 방안 제시를 목적으로 연구하였다. 사교육은 공교육의 한계를 보완하며 지속적으로 성장하며, 학부모의 의존도를 높여가고 있다. 본 연구는 정보통신기술의 발달과 함께 교육현장에서 활용도를 높여가고 있는 에듀테크특성과 무형적서비스 및 유형적서비스 요인들이 재수강의도에 영향을 미칠 것이라는 가설과 각 요인들이 재수강의도에 영향을 미치는데 있어 학부모와의 라포형성행동이 조절효과가 있을 것이라는 가설을 검증하였다. 가설 검증결과, 에듀테크특성 중 콘텐츠와 무형적서비스인 신뢰성과 공감성 그리고 유형적서비스인 유형성과 지불접근성이 재수강의도에 긍정적인 영향을 주는 것으로 나타났다. 학원의 교육서비스와 재수강의도 사이에서 라포형성행동이 조절효과를 나타낼 것이라는 가설은 무형적서비스의 공감성과 유형적서비스의 유형성 두 가지 요인이 채택되었다. 가설 검증 결과를 바탕으로 본 연구에서는 학원의 경영성과 향상을 위한 세 가지 방안을 제시하였다. 첫째, 에듀테크특성의 개선과 관리 차원에서 에듀테크의 도입 및 콘텐츠의 최신화와 운영의 안정성 확보를 제안하였다. 둘째, 무형적서비스의 개선과 관리 차원에서 강사의 자질과 역량 향상을 위한 채용관리와 공신력 있는 기관을 통한 지속적 교육으로 전문성 유지 그리고 교육 프로그램의 질적 수준 향상을 바탕으로 한 학생 수준별 교육을 제안하였다. 셋째, 유형적서비스의 개선과 관리 차원에서 적절한 수강료 책정과 온라인, 모바일, 카드, 계좌이체 등 장소와 시간에 구애함 없는 다양한 수강료 납부 방법의 마련과 학습에 집중할 수 있는 인테리어와 편의시설 구비를 제안하였다. 또한 라포형성행동의 조절효과를 고려하여 유형성의 개선과 관리에 있어 비용을 수반하는 개선이나 관리도 필요하지만 라포형성을 통해 유형성의 수준이 높다고 느끼게 하는 것도 중요함을 주장하였다. 또한 정보통신기술 기반의 에듀테크의 중요성이 증가하고 있는 만큼 LLM 기반의 AI기술, AR·VR을 적용한 메타버스 환경구축 등 혁신적 기술을 도입하고자 하는 벤처정신을 갖춘 학원에 대한 정부의 기술지원, 벤처인증제도 지원과 같은 다양한 지원책이 필요하다. 본 연구가 교육현장에서 개선하고 관리하여야 할 항목과 방법을 구체적으로 제시함으로써 학원의 경영성과 개선에 도움이 될 것이라 기대한다.

통일 한국의 적정 군사력에 관한 연구 - 분쟁 시나리오와 상대적 균형전략을 중심으로 - (A Study on Appropriate Military Strength of Unified Korea (Focused on relative balance strategy and conflict scenario))

  • To prepare for the complicated international relationship regarding Korean Peninsula after reunification, this thesis started off with the awareness that Unified Korea should build its international posture and national security at an early stage by determining its appropriate military strength for independent defense and military strategies that Unified Korea should aim. The main theme of this thesis is 'The research on appropriate military strength of the Unified Korean military'. To derive appropriate military strength of Unified Korea, this research focuses on conflict scenario and relative balance strategy based on potential threats posed by neighboring countries, and this is the part that differentiates this research from other researches. First of all, the main objective of the research is to decide appropriate military strength for Unified Korea to secure defense sufficiency. For this, this research will decide efficient military strategy that Unified Korea should aim. Than by presuming the most possible military conflict scenario, this research will judge the most appropriate military strength for Unified Korea to overcome the dispute. Second, after deciding appropriate military strength, this research will suggest how to operate presumed military strength in each armed force. The result of this thesis is as in the following. First, Unified Korea should aim 'relative balance strategy'. 'Relative balance strategy' is a military strategy which Unified Korea can independently secure defense sufficiency by maintaining relative balance when conflicts occur between neighboring countries. This strategy deters conflicts in advance by relative balance of power in certain time and place. Even if conflict occurs inevitably, this strategy secures initiative. Second, when analyzing neighboring countries interest and strategic environment after unification, the possibility of all-out war will be low in the Korean Peninsula because no other nation wants the Korean Peninsula to be subordinated to one single country. Therefore appropriate military strength of the Unified Korean military would be enough when Unified Korea can achieve relative balance in regional war or limited war. Third, Northeast Asia is a region where economic power and military strength is concentrated. Despite increasing mutual cooperation in the region, conflicts and competition to expand each countries influence is inherent. Japan is constantly enhancing their military strength as they aim for normal statehood. China is modernizing their military strength as they aspire to become global central nation. Russia is also enhancing their military strength in order to hold on to their past glory of Soviet Union as a world power. As a result, both in quality and quantity, the gap between military strength of Unified Korea and each neighboring countries is enlarged at an alarming rate. Especially in the field of air-sea power, arms race is occurring between each nation. Therefore Unified Korea should be equipped with appropriate military strength in order to achieve relative balance with each threats posed by neighboring countries. Fourth, the most possible conflicts between Unified Korea and neighboring countries could be summarized into four, which are Dokdo territorial dispute with Japan, Leodo jurisdictional dispute with China, territorial dispute concerning northern part of the Korea Peninsula with China and disputes regarding marine resources and sea routes with Russia. Based on those conflict scenarios, appropriate military strength for Unified Korea is as in the following. When conflict occurs with Japan regarding Dokdo, Japan is expected to put JMSDF Escort Flotilla 3, one out of four of its Japan Maritime Self-Defense Force Escort Fleet, which is based in Maizuru and JMSDF Maizuru District. To counterbalance this military strength, Unified Korea needs one task fleet, comprised with three task flotilla. In case of jurisdictional conflict with China concerning Leodo, China is expected to dispatch its North Sea fleet, one out of three of its naval fleet, which is in charge of the Yellow Sea. To response to this military action, Unified Korea needs one task fleet, comprised with three task flotilla. In case of territorial dispute concerning northern part of the Korean Peninsula with China, it is estimated that out of seven Military Region troops, China will dispatch two Military Region troops, including three Army Groups from Shenyang Military Region, where it faces boarder with the Korean Peninsula. To handle with this military strength, Unified Korea needs six corps size ground force strength, including three corps of ground forces, two operational reserve corps(maneuver corps), and one strategic reserve corps(maneuver corps). When conflict occurs with Russia regarding marine resources and sea routes, Russia is expected to send a warfare group of a size that includes two destroyers, which is part of the Pacific Fleet. In order to balance this strength, Unified Korea naval power requires one warfare group including two destroyers. Fifth, management direction for the Unified Korean military is as in the following. Regarding the ground force management, it would be most efficient to deploy troops in the border area with china for regional and counter-amphibious defense. For the defense except the border line with china, the most efficient form of force management would be maintaining strategic reserve corps. The naval force should achieve relative balance with neighboring countries when there is maritime dispute and build 'task fleet' which can independently handle long-range maritime mission. Of the three 'task fleet', one task fleet should be deployed at Jeju base to prepare for Dokdo territorial dispute and Leodo jurisdictional dispute. Also in case of regional conflict with china, one task fleet should be positioned at Yellow Sea and for regional conflict with Japan and Russia, one task fleet should be deployed at East Sea. Realistically, Unified Korea cannot possess an air force equal to neither Japan nor China in quantity. Therefore, although Unified Korea's air force might be inferior in quantity, they should possess the systematic level which Japan or China has. For this Unified Korea should build air base in island areas like Jeju Island or Ullenong Island to increase combat radius. Also to block off infiltration of enemy attack plane, air force needs to build and manage air bases near coastal areas. For landing operation forces, Marine Corps should be managed in the size of two divisions. For island defense force, which is in charge of Jeju Island, Ulleung Island, Dokdo Island and five northwestern boarder island defenses, it should be in the size of one brigade. Also for standing international peace keeping operation, it requires one brigade. Therefore Marine Corps should be organized into three divisions. The result of the research yields a few policy implications when building appropriate military strength for Unified Korea. First, Unified Korea requires lower number of ground troops compared to that of current ROK(Republic of Korea) force. Second, air-sea forces should be drastically reinforced. Third, appropriate military strength of the Unified Korean military should be based on current ROK military system. Forth, building appropriate military strength for Unified Korea should start from today, not after reunification. Because of this, South Korea should build a military power that can simultaneously prepare for current North Korea's provocations and future threats from neighboring countries after reunification. The core of this research is to decide appropriate military strength for Unified Korea to realize relative balance that will ensure defense sufficiency from neighboring countries threats. In other words, this research should precisely be aware of threats posed by neighboring countries and decide minimum level of military strength that could realize relative balance in conflict situation. Moreover this research will show the path for building appropriate military strength in each armed force.

병원 간호행정 개선을 위한 연구 (A Study for Improvement of Nursing Service Administration)

  • Much has teed changed in the field of hospital administration in the It wake of the rapid development of sciences, techniques ana systematic hospital management. However, we still have a long way to go in organization, in the quality of hospital employees and hospital equipment and facilities, and in financial support in order to achieve proper hospital management. The above factors greatly effect the ability of hospitals to fulfill their obligation in patient care and nursing services. The purpose of this study is to determine the optimal methods of standardization and quality nursing so as to improve present nursing services through investigations and analyses of various problems concerning nursing administration. This study has been undertaken during the six month period from October 1971 to March 1972. The 41 comprehensive hospitals have been selected iron amongst the 139 in the whole country. These have been categorized according-to the specific purposes of their establishment, such as 7 university hospitals, 18 national or public hospitals, 12 religious hospitals and 4 enterprise ones. The following conclusions have been acquired thus far from information obtained through interviews with nursing directors who are in charge of the nursing administration in each hospital, and further investigations concerning the purposes of establishment, the organization, personnel arrangements, working conditions, practices of service, and budgets of the nursing service department. 1. The nursing administration along with its activities in this country has been uncritical1y adopted from that of the developed countries. It is necessary for us to re-establish a new medical and nursing system which is adequate for our social environments through continuous study and research. 2. The survey shows that the 7 university hospitals were chiefly concerned with education, medical care and research; the 18 national or public hospitals with medical care, public health and charity work; the 2 religious hospitals with medical care, charity and missionary works; and the 4 enterprise hospitals with public health, medical care and charity works. In general, the main purposes of the hospitals were those of charity organizations in the pursuit of medical care, education and public benefits. 3. The survey shows that in general hospital facilities rate 64 per cent and medical care 60 per-cent against a 100 per cent optimum basis in accordance with the medical treatment law and approved criteria for training hospitals. In these respects, university hospitals have achieved the highest standards, followed by religious ones, enterprise ones, and national or public ones in that order. 4. The ages of nursing directors range from 30 to 50. The level of education achieved by most of the directors is that of graduation from a nursing technical high school and a three year nursing junior college; a very few have graduated from college or have taken graduate courses. 5. As for the career tenure of nurses in the hospitals: one-third of the nurses, or 38 per cent, have worked less than one year; those in the category of one year to two represent 24 pet cent. This means that a total of 62 per cent of the career nurses have been practicing their profession for less than two years. Career nurses with over 5 years experience number only 16 per cent: therefore the efficiency of nursing services has been rated very low. 6. As for the standard of education of the nurses: 62 per cent of them have taken a three year course of nursing in junior colleges, and 22 per cent in nursing technical high schools. College graduate nurses come up to only 15 per cent; and those with graduate course only 0.4 per cent. This indicates that most of the nurses are front nursing technical high schools and three year nursing junior colleges. Accordingly, it is advisable that nursing services be divided according to their functions, such as professional, technical nurses and nurse's aides. 7. The survey also shows that the purpose of nursing service administration in the hospitals has been regulated in writing in 74 per cent of the hospitals and not regulated in writing in 26 per cent of the hospitals. The general purposes of nursing are as follows: patient care, assistance in medical care and education. The main purpose of these nursing services is to establish proper operational and personnel management which focus on in-service education. 8. The nursing service departments belong to the medical departments in almost 60 per cent of the hospitals. Even though the nursing service department is formally separated, about 24 per cent of the hospitals regard it as a functional unit in the medical department. Only 5 per cent of the hospitals keep the department as a separate one. To the contrary, approximately 12 per cent of the hospitals have not established a nursing service department at all but surbodinate it to the other department. In this respect, it is required that a new hospital organization be made to acknowledge the independent function of the nursing department. In 76 per cent of the hospitals they have advisory committees under the nursing department, such as a dormitory self·regulating committee, an in-service education committee and a nursing procedure and policy committee. 9. Personnel arrangement and working conditions of nurses 1) The ratio of nurses to patients is as follows: In university hospitals, 1 to 2.9 for hospitalized patients and 1 to 4.0 for out-patients; in religious hospitals, 1 to 2.3 for hospitalized patients and 1 to 5.4 for out-patients. Grouped together this indicates that one nurse covers 2.2 hospitalized patients and 4.3 out-patients on a daily basis. The current medical treatment law stipulates that one nurse should care for 2.5 hospitalized patients or 30.0 out-patients. Therefore the statistics indicate that nursing services are being peformed with an insufficient number of nurses to cover out-patients. The current law concerns the minimum number of nurses and disregards the required number of nurses for operation rooms, recovery rooms, delivery rooms, new-born baby rooms, central supply rooms and emergency rooms. Accordingly, tile medical treatment law has been requested to be amended. 2) The ratio of doctors to nurses: In university hospitals, the ratio is 1 to 1.1; in national of public hospitals, 1 to 0.8; in religious hospitals 1 to 0.5; and in private hospitals 1 to 0.7. The average ratio is 1 to 0.8; generally the ideal ratio is 3 to 1. Since the number of doctors working in hospitals has been recently increasing, the nursing services have consequently teen overloaded, sacrificing the services to the patients. 3) The ratio of nurses to clerical staff is 1 to 0.4. However, the ideal ratio is 5 to 1, that is, 1 to 0.2. This means that clerical personnel far outnumber the nursing staff. 4) The ratio of nurses to nurse's-aides; The average 2.5 to 1 indicates that most of the nursing service are delegated to nurse's-aides owing to the shortage of registered nurses. This is the main cause of the deterioration in the quality of nursing services. It is a real problem in the guest for better nursing services that certain hospitals employ a disproportionate number of nurse's-aides in order to meet financial requirements. 5) As for the working conditions, most of hospitals employ a three-shift day with 8 hours of duty each. However, certain hospitals still use two shifts a day. 6) As for the working environment, most of the hospitals lack welfare and hygienic facilities. 7) The salary basis is the highest in the private university hospitals, with enterprise hospitals next and religious hospitals and national or public ones lowest. 8) Method of employment is made through paper screening, and further that the appointment of nurses is conditional upon the favorable opinion of the nursing directors. 9) The unemployment ratio for one year in 1971 averaged 29 per cent. The reasons for unemployment indicate that the highest is because of marriage up to 40 per cent, and next is because of overseas employment. This high unemployment ratio further causes the deterioration of efficiency in nursing services and supplementary activities. The hospital authorities concerned should take this matter into a jeep consideration in order to reduce unemployment. 10) The importance of in-service education is well recognized and established. 1% has been noted that on the-job nurses. training has been most active, with nursing directors taking charge of the orientation programs of newly employed nurses. However, it is most necessary that a comprehensive study be made of instructors, contents and methods of education with a separate section for in-service education. 10. Nursing services'activities 1) Division of services and job descriptions are urgently required. 81 per rent of the hospitals keep written regulations of services in accordance with nursing service manuals. 19 per cent of the hospitals do not keep written regulations. Most of hospitals delegate to the nursing directors or certain supervisors the power of stipulating service regulations. In 21 per cent of the total hospitals they have policy committees, standardization committees and advisory committees to proceed with the stipulation of regulations. 2) Approximately 81 per cent of the hospitals have service channels in which directors, supervisors, head nurses and staff nurses perform their appropriate services according to the service plans and make up the service reports. In approximately 19 per cent of the hospitals the staff perform their nursing services without utilizing the above channels. 3) In the performance of nursing services, a ward manual is considered the most important one to be utilized in about 32 percent of hospitals. 25 per cent of hospitals indicate they use a kardex; 17 per cent use ward-rounding, and others take advantage of work sheets or coordination with other departments through conferences. 4) In about 78 per cent of hospitals they have records which indicate the status of personnel, and in 22 per cent they have not. 5) It has been advised that morale among nurses may be increased, ensuring more efficient services, by their being able to exchange opinions and views with each other. 6) The satisfactory performance of nursing services rely on the following factors to the degree indicated: approximately 32 per cent to the systematic nursing activities and services; 27 per cent to the head nurses ability for nursing diagnosis; 22 per cent to an effective supervisory system; 16 per cent to the hospital facilities and proper supply, and 3 per cent to effective in·service education. This means that nurses, supervisors, head nurses and directors play the most important roles in the performance of nursing services. 11. About 87 per cent of the hospitals do not have separate budgets for their nursing departments, and only 13 per cent of the hospitals have separate budgets. It is recommended that the planning and execution of the nursing administration be delegated to the pertinent administrators in order to bring about improved proved performances and activities in nursing services.
