Review of the principle of election - Focusing on the Estonia e-voting case (선거의 원칙에 대한 재고찰 - 에스토니아 전자투표 사례를 중심으로)

  • The March 2022 presidential election held at the peak of the COVID-19 pandemic drew flak for undermining the principle of universal suffrage by failing to guarantee properly the voting rights of confirmed and quarantined persons. Guaranteeing their voting rights requires thinking about e-voting that can fundamentally overcome the temporal and spatial limitations of current paper voting polling stations. The question is how to deal with the increased possibility of contradicting or violating the principles of equality and direct and secret suffrage due to the expansion of universal suffrage. In order to obtain implications for this, we looked at the case of Estonia, which has been holding 11 national elections without any problems since the introduction of e-voting in 2005. Estonia was successfully building trust in the system, government, and society through the institutionalization and routinization of the overall socio-technical system of e-voting, along with political and constitutional agreements on the principles of elections. Therefore, we should not only consider the possibility of e-voting in terms of technological development and level but also discuss the establishment of trust by mediating conflicts between election principles from a normative point of view to reach a social consensus.

  • This study attempts to explain phenomenologically the shadow work that occurs among Kwangju·Jeonnam business support counselors as video consultation increases due to the counseling management systems used in business consulting for SMEs and digital transformation since COVID-19. Since digital shadow work is widespread, it has been considered basic and mandatory work, not recognized as shadow work itself, assuming that it is continuously used for a long time. We found that, in the case of the newly expanded video consulting systems, most of the users complain of burden and inconvenience and tend to choose face-to-face despite the time and cost savings associated with the former. These study results practically suggest that, in order to implement such digital systems successfully, a well-prepared system, an elaborate way of reducing the burden and inconvenience, and an adaptation period are considered critical as they can minimize the shadow work of users.

  • Traffic safety policies have been established and carried out every five years according to the Traffic Safety Act. In addition to policies that are planned and carried out in the long run, there are also policies established to prevent the recurrence of various social issues and accidents. Citizens' participation in administrative affairs has recently seized the spotlight, and has become an efficient means of realizing administrative democracy. Based on big data analysis, this study aims to present how the "Kim Min-sik Case," which recently brought to the fore a social issue of strengthening laws on child school zones, has realized administrative democracy and contributed to legislation due to the emergence of the online platform called "national petition." Policy changes according to the cycle of issues are divided according to time series classification and what contents are devised in each section through text mining analysis. In this regard, the results of this study are expected to provide useful theoretical and practical implications for researchers and policymakers by presenting policy implications that it is important to prepare practical and realistic alternatives in solving policy problems.

  • To achieve a data-driven policy decision-making system, the Ministry of Strategy and Finance has formed a marketing team and is actively building upon it. This system, currently under construction, will enable data-driven financial tasks beyond simple financial administration. The U.S. has already enacted The Foundations for Evidence-Based Policymaking Act in the process of similar pursuits. Since last year, the data-driven system administrative law has been enacted in Korea, and a legal framework has been established for data-driven administrative work. The next-generation budget accounting system to fulfill its role as a data-driven system needs public policy support to operate. Innovation and transformation are needed in various areas such as data management, legal system, and installation of related systems. Accordingly, it is very timely to analyze the financial systems and policies of advanced countries such as the U.S. and U.K., which already have established and operates such a financial system. By benchmarking and applying existing financial information systems to the next-generation budget accounting system, a better system will result. In this study, major developed countries, including the U.S., U.K., France, and Canada were benchmarked and analyzed in terms of the main elements of data governance: public policy, systems, legal framework, promotion system, and service level. It was discovered that the role and direction of the national fiscal policy system that the people favor should be able to respond quickly to the recent difficult economic crisis environment such as the digital transformation trend and COVID-19.

  • The digital divide issue is re-emerging in step with the rapid progress of digital transformation. Recently, the discussion of the digital divide is expanding to the point that the difference in digital access and use competency deepens economic and social inequality and discrimination. Notably, the phenomenon of the exclusion and alienation of the elderly from society is a serious matter to be addressed. Accordingly, this research was conducted to provide practical help in minimizing the digital divide through its understanding among the elderly. To this end, both the accomplished capital accumulated and experienced in the course of life and their attitudes toward technology in relation to digital competence capital by the elderly were examined in three dimensions. This analysis was conducted using the results of the '2020 The Report on the Digital Divide'. The target group of the analysis comprised 653 seniors aged 65 and above. As a result of the analysis, digital competence capital among the elderly was affected by both various types of accomplished capital such as educational, income, social, and emotional capital and digital device use attitude. Based on this, this study proposed measures to bridge the digital divide among the elderly.

Analysis on Predictive Factors of Digital Accessibility Level of Middle-old Age Group: Focused on Gender Difference (중고령자의 디지털정보접근수준 예측요인 분석 : 성별차이를 중심으로)

  • Digital accessibility of the middle-aged and elderly has been increasing at a faster pace than other groups such as the handicapped and adolescents. However, studies related to the digital accessibility of middle and older adults are scarce. In order to examine variables affecting accessibility to digital information of the middle-aged and elderly people, this study researches the impacts of sociodemographic, physical and mental health and social activity variables on the accessibility of digital information. We analyzed data of 1,661 people between the ages of 55 and 84 from the 2018 Status Survey on Digital Divide conducted by the National Information Society Agency. The hierarchical multiple regression analysis shows the higher education, economic, and life satisfaction levels are, the higher digital accessibility levels of both male and female are. The result of the analysis also shows that the aged male has a higher accessibility level when he does not live alone; meanwhile, the aged female has higher digital capability as her age is lower, which describes that there are differences between gender. We expect the result of this study to be used as an important reference to understand factors related to digital accessibility level and active intervention for improving digital accessibility of the middle-aged and elderly male and female.

Influence of Smartphone usage Types and Excessive Expectation for Smartphone on Adolescents' Smartphone Overdependence (스마트폰 사용유형과 스마트폰에 대한 과도한 기대가 청소년의 스마트폰 과의존에 미치는 영향)

  • This study examined the effects of smartphone usage types and excessive expectation for smartphone on adolescents' smartphone overdependence. It utilized the data of 3,454 adolescents (1,758 males and 1,696 females), aged between 13 and 19 from a smartphone overdependence survey of the National Information Society Agency. As a result of the hierarchical multiple regression analysis, age and household income had a negative effect on smartphone overdependence. Weekly smartphone usage time positively affected the serious consequences (sub-factor of smartphone overdependence). Among the different types of smartphone usage, information seeking, SNS, gaming, and the excessive expectation for smartphones had positive impact on smartphone overdependence. Smartphone usage for leisure seeking did not affect smartphone overdependence, but it negatively influenced serious consequences. Messenger use did not affect smartphone overdependence, but the use had a positive effect on salience, and a negative effect on serious consequences. The results of this study suggest that it is necessary to identify the types of smartphone use as well as the usage time to understand the smartphone dependence of adolescents. In addition, it seems necessary to recognize and correct the irrational excessive expectation for smartphone in order to prevent dependence and implement effective interventions.

A Study on the Factors that Influence Adult Cyberbullying - focusing on the mediation effect on the attitude to cyberbullying (성인의 사이버폭력 가해 경험에 대한 영향 요인 연구 - 사이버폭력에 대한 태도의 매개효과를 중심으로)

  • This study aimed to identify the causes of adult cyberbullying, an issue which arouses little academic interest despite its seriousness and its harmful consequences, in order to provide basic data for the formulation of reasonable measures for preventing and reducing adult cyberbullying. To that end, the author of the study analyzed the results of the government-led Cyber Violence Survey conducted in 2019. First, the online survey panel owned by the research company selected a sample of 1,500 adult men and women in their 20s to 50s in proportion to reflect the composition of the local population. The survey was conducted online, with male subjects and female subjects accounting for 51.5% and 48.7% of the respondents, respectively. The result of the analysis shows that the respondents' attitude towards cyberbullying was fully mediaed according to such factors as gender, age, family relations, relationship with colleagues, Internet usage time, and contact with illegal content. In addition, partial mediation was observed with regard to online delinquency colleague numbers and cyberbullying victimization. As a result, the respondents' attitude towards cyberbullying was found to be the most important factor affecting adult cyberbullying. Based on these results, this study suggests that the formation of a non-conservative attitude towards cyberbullying should be considered to be more important than any other factors when preparing programs aimed at preventing cyberbullying.

The Moderation Effect of Social Support on the Relationship between the Level of Digital Information Usage and Life Satisfaction of People with Disabilities (장애인의 디지털정보화 활용 수준이 삶의 만족도에 미치는 영향: 사회적 지지의 조절효과 분석)

  • Recently, Korean society has emphasized the level of digital information usage in each individual's life due to the advent of the intelligent information society and the great digital transformation. The purpose of this study is to examine how the level of digital information usage of people with disabilities affects their satisfaction with life and whether social support moderates the relationship between the level of digital information usage and life satisfaction. This study analyzed the data of 2,200 people with disabilities taken from the 2020 Survey on the Digital Divide conducted by the National Information Society Agency. The results of the analysis suggest that people with disabilities have a higher degree of satisfaction when they are employed and have a higher than average monthly income and higher levels of digital information usage and social support. In addition, the results show that social support played a negative moderator role between the level of digital information usage and life satisfaction. This shows that life satisfaction can increase when the disabled frequently use digital devices and technologies in their daily lives without relying on social support, and suggested the need for intervention in policies and practice sites.

A Study on the Improvement of the Legal System for the Promotion of Opening and Utilization of Open Government Data - Focusing on cases of refusal to provide - (공공데이터의 개방·활용 촉진을 위한 법제도 개선방안 연구 - 공공데이터 제공거부 사례를 중심으로 -)

  • There are criticisms that, despite the proactive government policy on open government data (hereinafter "open data"), certain highly demanded data remains restricted due to legal constraints. In this study, we aim to analyze the factors that limit the opening and utilization of open data, focusing on cases wherein requests for open data provision have been denied. We will explore possible approaches that are in harmony with the Open Data Law while examining the constitutional value of open data, considering the foundational Open Data Charter that underpins the government's data policy. We will also examine cases wherein requests for data provision have been denied for institutional reasons, with nearly half of these cases involving open data that includes personal information. It is necessary to explore the potential for improvement in these cases. Furthermore, considering the recent amendment to the Personal Information Protection Act, which allows for the processing of pseudonymous information without the consent of the data subject for limited purposes, it is an opportune time to consider the need for amending the Open Data Law to facilitate broader access and utilization of open data for the nation. Lastly, we will propose institutional improvement directions aligned with the opening and utilization of open data by examining the constraints of and need for improvement in the selected target laws.
