밭농업 기계화 지원정책 개선을 위한 한·일 정책 비교 연구 (A Comparative Study on the Policy of Korea and Japan for Improving Upland Farming Mechanization)

  • This is a comparative study on the policy of Korea and Japan for improving upland farming mechanization. Purpose of the study is to set a policy direction of improving efficiency of farm management by using agricultural machinery. Research topic is the agricultural mechanization policy at the national level. The research attempts to classify mechanization policies into framework plan, R&D, rent and lease program, upland farm promotion policies. Major features of the comparative analysis are followed. First, there is a similarity between policies of Korea and Japan in terms of the aim of framework plan and other policies settings. However, Japanese policies focus more on the joint management of farming than Korean policies. Japanese policies take an entire system covering from farm to market into account. Second, Japanese policies have much attention to the agricultural organizations such as corporate, cooperatives that are eligible for using agricultural machinery. This is different from Korean policy. Thus, upland farming mechanization policy needs to set priority, and to have systemic approach. Also, upland farming mechanization policy has to be facilitated in accordance with producer organizations and their marketing strategies.

일본 농업기계화 정책에 대한 고찰 (A Review of Japanese Agricultural Mechanization Policy)

  • In the path of agricultural development, agricultural mechanization has played some decisive roles such as protecting natural disaster, substitution of labor shortage in agricultural production and so on. In making our country's agricultural mechanization plan, Japanese agricultural mechanization policy has been frequently referred to but it's very hard to find informative data for systematic analysis of the mechanization policy. In this paper it was tried to analyze the resent trend in Japanese agricultural mechanization policy and it's performance with many materials published in Japan. As the results, four things are recommended to be considered in making Korean agricultural mechanization policy. First, faster enlargement of agricultural machinery size in Korea might be very harmful to drop down agricultural production cost. Second, diverse utilization methods of agricultural machniery should be introduced. Third, a marketing of the used agricultural machinery must be activated to reduce agricultural production cost. Lastly, the joint R & D for developing low price agricultural machniery is necessary for small markets.

LISREL모형을 활용한 임업기계화 사업의 평가 (Evaluation of the Forestry Mechanization Project Using LISREL Model)

  • 본 연구는 임업기계화 사업을 추진함에 있어서 임업기계화 사업에 미치는 영향요인을 분석하고, 이들 요인이 사업의 결과 및 효과에 어느 정도 영향을 미치는지 그 관계를 분석하여 향후 임업기계화 사업의 성공적인 집행을 위한 유용한 정책 자료를 제공하고자 수행되었다. 연구방법은 이들 요인들 상호간의 구조관계를 공변량구조모형인 LISREL을 활용하여 분석하였으며, 자료 수집은 임업기계화 사업을 추진 운영하고 있는 사업담당자를 대상으로 설문조사를 실시하였다. 임업기계화 사업성과와 정책만족도, 교육훈련에 관한 응답결과는 보통으로 나타났으며, 정책의 일관성과 법률 및 제도 정비와 임업기계의 보급은 보통보다 낮은 것으로 나타났다. 향후 임업기계화 정책 추진에서 법률 및 제도 정비를 통한 일관성 있는 정책과 임업기계의 보급률을 높이는 정책을 추진할 필요가 있는 것으로 나타났다. 또한 임업기계화 사업에서 정책기반, 임업기계보급과 교육훈련 모두 정책성과에 정(+)의 영향을 미치는 것으로 나타났으며, 정책성과는 정책만족도에 정(+)의 영향을 미치는 것으로 나타났다. 따라서 향후 임업기계화 정책사업을 성공적으로 추진하고 정착시키기 위해서는 임업기계화 정책기반 조성도 중요하지만 더욱 많은 임업기계의 보급 및 오퍼레이터의 교육 훈련이 필요하다는 것을 알 수 있었다.

소나무재선충 피해목의 수집 및 활용에 대한 현황 분석 (An Analysis on the Situation of Collection and Utilization of the Trees Damaged by Pine Wilt Disease)

  • This study is conducted to get current state of data collection and utilization of the trees damaged by pine wilt disease, and to efficiently collect and utilize of the trees damaged by the pine wilt disease and abandoned fumigation-treated trees at forecasts. The method to control pine wilt disease damaged area is mostly fumigation treatment system, and there is no collection and utilization of damaged trees because of absence of efficient collection system, lack of collection cost, and absence of policy, etc. A survey is conducted that asked about the satisfaction degree for the trees damaged by pine wilt disease collection and use divided into 6 topics. It was positively recognized that the need and problem of the trees damaged by pine wilt disease, and results and satisfaction of forestry mechanization while it was mostly negatively recognized that the policy satisfaction for prevention and collection, satisfaction of collection and use, collection and forestry mechanization, and satisfaction of foundation equipment for forestry mechanization, etc. As a result of path analysis, it is necessary to promote a high-tech forestry mechanization to improve satisfaction level of results and satisfaction of forestry mechanization for the trees damaged by pine wilt disease collection and utilization, it is also need to make an effort in various ways for improve satisfaction level of satisfaction of collection and utilization.

목재생산 및 공급에서 임업기계화의 현황 분석 (An Analysis on the Situation of Forestry Mechanization in the Production and Supply of Timber)

  • 목재 생산 및 공급의 활성화를 위한 목재생산작업에서의 현황 및 문제점과 임업기계화사업의 현황 및 효과 등에 대한 설문조사를 실시하였다. 국산목재 생산 및 공급 활성화를 위해서는 임업기계화 사업의 추진, 정책 및 제도 개선, 임도망 확충, 작업원 양성, 목재생산 및 공급체계 개선, 임업기계 보급, 삼림작업시스템 구축, 교육 훈련 등이 필요하였다. 또한, 목재생산 및 공급의 활성화를 위한 정책은 정책목표의 재구축, 정책의 일관성, 법률 및 제도 정비 등이 더욱 필요하였다. 임업기계화 사업의 성과 및 효과를 높이기 위해서는 임업기계화 정책이 더욱 추진되고, 임업기계 장비의 보급과 더불어 교육 및 훈련과 강사능력 배양, 교재개발, 현장 기술지도 등이 시급한 정책이었다. 목재수요자의 선호도를 높이기 위해서는 전목집재를 통해 장재를 생산 공급하고, 국산재 이용도를 높이기 위해서는 낮은 가격과 생산목재의 길이와 직경 등에서 우량재의 생산 공급이 필요하였다.

우리나라 농업기계화에 관한 조사연구 (A Investigation and Study on the Farm Mechanization in Korea)

  • 1. The historical development of the agriculture in Korea is observed and the future of Korean agriculture is suggested with present situation in order to recommend a direction of policy in agricultural mechanization. 2. A factor analysis of agricultural mechanization The needs of agricultural mechanization in the view of both national need and the armer's desire under the present situation are analyzed with data from the various sources. The researcher found that the agricultural mechanization is badly needed to develop prospective Korean agriculture to future. 3. The direction of agricultural mechanization. It can be said that the position of agriculture in the national economy plays a very important role. This importance should not be ignored by the Politicians in their process of developing long range economy plan. The agricultural mechanization for the modernized Korean agriculture should be directed to increase the most effective results with minimize the least sacrifice. The merry tiller is recommended to the main agricultural machinery in Korea in order to meet its small farming operation un-its(or farm size). Tractor is recommended in the plain area for the crop cultivation. The cooperative cultivation for rice and the upland crops will be developed in the plain area. Tractor, therefore, is recommended for the main agricultural machinery in these areas. Either tractor or merry tiller is recommended to the orchard area by its operating size of the orchard. The researcher also disoussed about the development of animal husbandry on the farm with increasing the farm size in order to develop meadow and pasture nuder the consideration of both the improvement of food consumption and the comprehensive development of national resources. 4. Relationship between the Performance of various agricultural machinery and the economic scale. Because of the agricultural machinery needs an expensive fixed expense(fixed cost) the total expense Per ha of the fixed expense and the operation expense should less than the traditional expense Per Dan Bo with in creased corpgiclds Per Dan Bo. Since the anual fixed expense of the agricultural machinery is figured out by the durability the more the farm size the less fixed expense of machinery is required. The formula of this principle is as follows; fixed expense for Dan Bo=Fixed expense of agricultural machinery farm size(or farming scale) The breaking-even point is the balance point between the expense of the using agricultural machinery and the traditional farming expenses. Labor cost of the Dan Bo is increasing when the management scale increases by the tradititional farming while the machanized management decrease the management cost Per Dan Bo. The reseracher found that the distribution of agricultural machinery will be the adeventeous after the year of 1981 by the result of frguring out the breaking-even point. 5. The Investigate and the conclusion. The purpose of this study is found out the direction of agricultural machanization and the breaking-even point of various agricultural machinery, there for is found out effective of the using various agricultural machinery for Collection cutter, Binder, Footing thresser, Semi-power thresser, Power thresser, Combine, Power rice-Trans-Planter, etc.

An Analysis on the Factors Affecting Rice Production Efficiency in Myanmar

  • The objective of this study is to obtain a better understanding of the current rice production condition in Myanmar through efficiency analysis, especially, to examine the impact of farm mechanization on Myanmar rice production efficiency. For representation of efficiency and the determinants, this paper uses both the data envelopment analysis (DEA) and the stochastic frontier approach (SFA) with variable returns to scale on Myanmar rice production. The efficiency of the rice production was estimated and subsequently the determinants factors were investigated based on the estimated efficiency level of these sample farmers. The empirical evidence finds that farm mechanical tools significantly improve the Myanmar rice production efficiency.

임업노동력 현황 및 양성방안 분석 (An Analysis of the Situation and Training Plan of Forestry Labor)

  • 본 연구는 임업노동력 현황과 양성방안을 분석하여 향후 임업노동력의 확보 및 임업기계화의 활성화 등을 위한 정책방안의 기초자료를 제공할 목적으로 수행하였다. 산림작업 종별 총 고용인원과 인건비는 매년 조금씩 증가하고 있는 추세이나 벌채 총 고용인력은 오히려 감소하고 있으며, 전문 기계화작업단 구성과 오퍼레이터의 양성이 필요하겠다. 현재 임업현장의 중심적인 활동을 펴고 있는 영림단의 수와 단원수가 해매다 늘어나고 있고 연간 작업일수와 소득도 늘어나고 있는 실정이다. 그러나 기능인영림단의 월평균 작업일수가 15일로 연간 작업일수가 180일에 불과하였다. 우리나라의 연간 총 숲가꾸기 사업량을 중심으로 기능인영림단 및 단원수를 산출한 결과, 약 349개의 기능인영림단이 필요하고 이에 따른 기능인영림단 1개당 단원수를 12명으로 적용했을 경우, 전체 기능인영림단의 단원수는 약 4,185명이 필요하다는 것을 알 수 있었다. 또한 우리나라의 연간 목재 생산량을 중심으로 타워야더형 임목수확작업시스템을 적용하여 적정 기계화영림단 및 단원수를 산출한 결과, 250개의 기계화영림단이 필요하고 기계화영림단당 단원수를 5명으로 적용했을 경우, 전체 기계화영림단의 단원수는 1,250명이 필요하다는 것을 알 수 있었다.

For aggravation of company environment, automation, mechanization and FMS are required, to reduce quality cost in this situation, we present the following two alternatives. (1) We solidify the PL policy by process improvement. (2) We set up sensor equipment for defective detection in its early stage.

배수개선사업(排水改善事業)의 경제적효과분석(經濟的效果分析) (A Study on Economic Impacts of Drainage Projects)

  • This study is aimed at identifying the economic effects of drainage improvement projects. The total area of poor drainage is equivalent to 170,000ha, 13% of the total area of paddy field in Korea. The development of poor drained paddy is an urgent problem considering the low rate of self-sufficiency of food grain and the limitation of farmer's income increase. Rapid development of Korean economy has brought labor shoriage in rural farming sector. Accordingly farm mechanization is an important agricultural policy to hike labor productivity and to save production costs of rice farming. The expected economic benefits of the drainage improvement project are derived from increasing land productivity, expanding double cropped area and farming the farm mechanization base in paddy fields. The economic and financial rate of return of the project are considered very important decision making criteria for project implementation by resource allocation. Therefore this study covered benefit and cost analysis of the sampled area, the estimated financial rate of returns in $Buy{\check{o}}$ and Jinsung are represented 15% and 51% respectively and the economic rate of returns in both project area are also showing 1% and 26% respectively. The rate of return of the projects has showed an outstanding variance according to the locational and natural characteristics of the project area. As showing the above economic rate of return, $Buy{\check{o}}$ is very low Jinsung is very high. But the financial rate of return of both projects are considered comparatively high. Cosequently, the drainage improvement projects should be promoted from the view point of farm income increase to make narrow the income gap between rural and urban incomes and farm mechanization to solve labor shortage in the rural area.
