The purpose of this study was to describe the current status of dual-earner families in Seoul. The specific aims of this study were to examine the dynamics of marital relationship, parent-child relationship and old mother-daughter/daughter in law relationship in the same family. The sample consised of 265 dual-earner families was selected based on wives' jobs, primarily non-professional. The information was gathered from working couples and their school-aged children. The findings of this study were as follows: 1. Sex role attitude of husbands was more traditional than their wives. Therefore, housework sharing of husbands was very low and wives' perception of inequity was high. Wives' marital satisfaction was affected by the wives' perception of inequity, joint leisure activity, sexual satisfaction, and wives' job satisfaction. Husbands' marital satisfaction was affected by sexual satisfaction, perceived difficulties and problems of the husbands caused by wives' employment, and the degree of their housework participation. 2. The emotional uneasiness of children during mothers' absence was reported. The communication about mothers' job was helpful to gain children's understanding toward mothers' job. Mothers suffered from guilty feeling of neglecting their children in spite of their good performance of mothering role. 3. The employed daughters/daughters in law perceived high rewards and low cost in relationships with their mothers/mothers in law. The perceived quality of daughter-mother relationship was higher with low cost and high rewards than that of daughter in law/mother in law. Finally practical and policy implications were suggested.
Equity-focused public health policy has solid theoretical and practical basis, in addition to ethical one. In the Republic of Korea (hereafter Korea), however, equity in health has not had a high priority in policy goals, regardless of policy areas and particular actors or approaches. Equitable health has been only a minor concern in most public health issues and their decision-making. Generic public health policies are needed to reduce inequity in health, but the importance of a firm basis for sound policy-making cannot be overemphasized. Health equity should be 'mainstreamed' in all public health policies. Potential approaches include intersectoral collaboration, health impact assessment, and 'Health in All Policies.' Public policy agendas for equitable health cannot be formulated without measurement and recognition of the problem. Korea is still suffering from the lack of reliable information on the current status of health inequity, resulting in a relatively weak awareness of the problem among both the general public and policy-makers. More information is needed to increase recognition and awareness that will increase intervention and actions. The absence of decision-making and actions should not be justified even by the lack of information on determinants and pathways of health inequities. Generic plausible solutions can often work in the real world according to political and social commitment. I have discussed several aspects of public health policy from the perspective of health equity, focusing on current status and plausible explanation. Policy process, agenda setting in particular, is highlighted and theories and concepts are presented along with analysis and description of current situation.

The purpose of this study is to investigate the environmental equity of the accessibility to public transportation services in the city of Daegu. The 2005 census data as well as bus stop and subway station datasets were integrated for building the GIS database. Public transportation service areas were then identified by a coverage method. Mann Whitney U test was used for statistically comparing the socioeconomic characteristics over different levels of access to the public transportation services. Both Dong-gu, Suseong-gu, Dalseo-gu, and Buk-gu located outside of the city had worse accessibility than others while Jung-gu, Seo-gu, and Nam-gu had better accessibility than others. There appeared no environmental inequity pattern in terms of the percentages of men, women, and teenagers over the city of Daegu whereas there existed some environmental inequity pattern in terms of the percentages of people above the age of 65 and people below poverty line. This environmental inequity pattern would be caused by some factors. Firstly, the lower income class has tended to reside in the declined or blighted areas far away from public transportation facilities since this class can not afford to pay expensive rents and land prices around the main roads with higher accessibility. Many old people belonging to the lower income class also reside in the declined or blighted areas. Secondly, there has been no law to locate bus stops and subway stations considering residents' socioeconomic characteristics and the spatial distribution of public transportation facilities has been not managed systematically by the city government. This research would shed insight on building the public transportation policy to locate bus stops and subway stations and to select the routes of buses and subways considering the spatial distribution of residents' socioeconomic characteristics.

This study aims to investigate the environmental equity of the accessibility to urban neighborhood parks in the city of Daegu. The spatial distribution of urban neighborhood parks was explored by spatial statistics and the spatial accessibility to them was then evaluated by both minimum distance and coverage approaches. Descriptive and inferential statistics such as proximity ratio, Mann Whitney U test, and logistic regression were used for comparing the socioeconomic characteristics over different accessibilities to the neighborhood parks and then testing the distributional inequity hypothesis. The results from the minimum distance method indicated that Dalseo-gu had the best accessibility to the neighborhood parks while Dong-gu had the worst accessibility. It was apparent with the coverage method that Dalseo-gu had the best accessibility whereas Dong-gu and Nam-gu had the worst accessibility to the neighborhood parks at 500m and 1,000m buffer distances. There existed the spatial pattern of environmental inequity in old towns with respect to population density and the percentage of people under the age of 18. The spatial pattern of environmental inequity in new towns was explored on the basis of the percentage of people over the age of 65, the percentage of people below the poverty level, and the percentage of free of charge rental housing. These results were closely related to the development process of urban parks in Daegu stimulated by the quantitative urban park policy, urban development process, and residential location pattern such as permanent rental housing and free of charge rental housing. This study further extends the existing research topics of environmental justice related to the distributional inequity of environmental disamenities and hazards by focusing on environmental amenities such as urban neighborhood parks. The results from this study can be used in making the decisions for urban park management and setting up urban park policy with considering the social geography of Daegu.

Many students with disabilities at the university face difficulties in educational inequity, cultural isolation, information illiteracy, and discrimination in the broad range of campus activities. The biggest barrier is the lack or difficulty of access to knowledge and information needed for learning. Libraries, therefore, must not discriminate against students with disabilities and should ensure equal access to and use of information resources and services. This paper analyzed the satisfaction and requirements on facility and space services, direct and indirect services, total library service of students with disabilities based on the results of the survey and interview. This paper suggested ways to improve service satisfaction of students with disabilities in a university library.
Officially assessed land price has been the index of South Korea since 1989 throughout different sectors of tax and welfare. Officially assessed land price is used as a tax valuation for the tax on property holdings, and the equity of such is the most important factor in the fair taxation for the people of South Korea. On this wise, this research analyzed and verified the horizontal and vertical inequity of officially assessed land price in Seoul by using the real transaction data between 2016 and 2018. In fact, Seoul's assessment ratio for the entire three-year period was 60.64% and it showed to increase each year. Horizontal equity was found to be most favorable in 2017, and the horizontal equity of each borough of Seoul appeared to improve each year. Vertical inequity was found to have reverse inequality in most boroughs of Seoul, however, some parts of Gangnam districts such as Gangnam-gu, Seocho-gu, and Gangdong-gu presented progressive inequality. Such example showed the need for improvement in terms of balance by each borough. The use of quantile regression demonstrated reverse inequality in most quantile, but, the differences in the value of the coefficient by each quantile showed the need for improvement of officially assessed land price with the equity of each quantile. Through the equity verification of officially assessed land price, it was analyzed that the lack of equity was found by year, by borough, and by use district. In order to redeem the lack of equity, the government must systematically supplement the real-estate disclosure system by initiating ratio studies to verify horizontal and vertical equity.

The bibliometric analysis is widely used for understanding research domains, trends, and knowledge structures in a particular field. The analysis has majorly been used in the field of information science, and it is currently applied to other academic fields. This paper describes the analysis of academic literatures for classifying research domains and for suggesting empty research areas in the telecommunications policy. The application software is developed for retrieving Thomson Reuters' Web of Knowledge (WoK) data via web services. It also used for conducting text mining analysis from contents and citations of publications. We used three text mining techniques: the Keyword Extraction Algorithm (KEA) analysis, the co-occurrence analysis, and the citation analysis. Also, R software is used for visualizing the term frequencies and the co-occurrence network among publications. We found that policies related to social communication services, the distribution of telecommunications infrastructures, and more practical and data-driven analysis researches are conducted in a recent decade. The citation analysis results presented that the publications are generally received citations, but most of them did not receive high citations in the telecommunications policy. However, although recent publications did not receive high citations, the productivity of papers in terms of citations was increased in recent ten years compared to the researches before 2004. Also, the distribution methods of infrastructures, and the inequity and gap appeared as topics in important references. We proposed the necessity of new research domains since the analysis results implies that the decrease of political approaches for technical problems is an issue in past researches. Also, insufficient researches on policies for new technologies exist in the field of telecommunications. This research is significant in regard to the first bibliometric analysis with abstracts and citation data in telecommunications as well as the development of software which has functions of web services and text mining techniques. Further research will be conducted with Big Data techniques and more text mining techniques.

The purpose of this study is to redefine the concept and scope of universal service and to develop universal service policy of South Korea for Korean reunification. The basic assumption of this study is that well developed universal service may contribute to the eventual reunification by ensuring equal access to information resources for the two peoples. The theoretical foundation of this study includes social capital and diffusion of innovations theory. This study uses policy analysis as both data collection and data analysis, more specifically qualitative policy analysis with triangulation for improving credibility. Data for the analysis were collected through legislation, other policy documents, and major agreements between North and South Korea related to informatization and unification. This study, identified the major characteristics of universal service and explored the current universal service in South Korea by analyzing major poicy instruments of South Korea. In addition, this study presented a great possibility of cooperating in telecommunication policy and telecommunication infrastructure. Consequently, this study proposed policy recommendations in five areas: 1) redefining the scope of universal service, 2) developing a unified telecommunication infrastructure, 3) developing policy instruments, 4) restructuring government organizations, and 5) creating a participatory universal service model for Korean reunification.

This study attempted to analyze the environmental equity of fine dust(PM10) in Daegu using MGWR(Multi-scale Geographically Weighted Regression) and KT(Korea Telecom Corporation) sensor data. Existing national monitoring network data for measuring fine dust are collected at a small number of ground-based stations that are sparsely distributed in a large area. To complement these drawbacks, KT sensor data with a large number of IoT(Internet of Things) stations densely distributed were used in this study. The MGWR model was used to deal with spatial heterogeneity and multi-scale contextual effects in the spatial relationships between fine dust concentration and socioeconomic variables. Results indicate that there existed an environmental inequity by land value and foreigner ratio in the spatial distribution of fine dust in Daegu metropolitan city. Also, the MGWR model showed better the explanatory power than Ordinary Least Square(OLS) and Geographically Weighted Regression(GWR) models in explaining the spatial relationships between the concentration of fine dust and socioeconomic variables. This study demonstrated the potential of KT sensor data as a supplement to the existing national monitoring network data for measuring fine dust.
Under the market economy of capitalism, several limitations reveal the inequity and redistribution problem of wealth, inefficiency of over-manufacturing and over-consumption, pollution of the natural environment, and the constraint of human liberty and dignity. The new challenge of symbiotic relationships that encourage individual corporations coincides with the need to practice social responsibility and share values to overcome these limitations. Social economy and the social enterprises that simultaneously pursue the making of corporate private profits and the realization of social values have been suggested and disseminated as alternative social value creators. Furthermore, the concept of a sharing economy, which refers to the sharing of things rather than owning them, is growing traction as a new paradigm of capitalism. However, these efforts of social enterprises have fallen short against the conflicts between private profit and social values. This study deals with the case of a start-up social corporation, "Purun Bike Sharing Inc.," which is based on a regional sharing economy business model about bike rental services that use Information and Communication Technology (ICT). This corporation pursues harmonic management to achieve a balance between private profit and social value. Its corporate mission is to achieve sharing, coexistence, and contribution for public welfare. This mission is a possible idea for use in the local community network as a core key for sustainable social enterprises. The model can also be an alternative approach to overcome the structural friction in the social corporation. This study considers the case of Purun Bike Sharing as a sustainable way to practice a sharing economy business model based on a regional cooperation network, which can be combined with social value, and to apply ICT to a sharing economy system. It also examines the definition and current state of social enterprises and the sharing economy, and the cases of the sharing economy business model for the review of prior research.
