  • In this paper, we design and implement the iMPS(Integrated Project Management system). The iMPS is used in the performance evaluation which establishes the systematic management of support for Industry-Academy-Research Cooperation. The implemented iPMS mainly contain functions. First, the search function produces a report for result on the status of numerous projects and allows administrators to track project status in a excel file format. Second, the management function produces a performance evaluation, monitoring. Applying the iPMS to management of Busan-Ulsan Association of industry-academy cooperation, its usefulness is from the results of web service.

  • This paper analyzes the factors affecting the relationship characteristics of firms and public research institutes, in-addition to analyzing the effect of relationship characteristics with the industry-public research institute cooperation. We selected factors influencing relationship characteristics of firms and public research institutes based on the study of existing industry-university-institute cooperation. These factors include the willingness of the industry-public research institute cooperation, firm's R&D capabilities, and the firm's perceived public research institutes competence. The relationship between these factors, their relationship characteristics, and the performance of the industry-public research institute cooperation was studied using six hypotheses. In order to test this research model, we conducted a survey on industry-public research institute cooperation firms and received responses from 116 companies. Partial Least Square-Multi Group Analysis (PLS-MGA) was used to test the research model. The results of the empirical analysis show the following results. First, the willingness of the industry-public research institute cooperation, firm's R&D capabilities and firm's perceived public research institutes competence have a positive impact on the relationship characteristics of firms and public research institutes. Second, the relationship characteristics of firms and public research institutes have a positive impact on firm performance in the industry-public research institute cooperation. Third, firm's R&D capabilities and firm's perceived public research institutes competence directly affect firm performance in the industry-public research institute cooperation. These results provide policy and practical implications for enhancing firm performance of the industry-public research institute cooperation.

  • The purpose of this study is to analyze the factors affecting cooperation between industry and public research institutes, in addition to the effects of cooperation between them; on technological and economic performance of firms. Based on existing research relating to the factors affecting industry-university-research institutes cooperation and the relationship between them and firm performance, this study selected the competence of government-funded research institutes, R&D capabilities and organizational characteristics of firms, and support of government and local governments; as factors influencing cooperation between industry and public research institutes. This study sets seven hypotheses on the relationship between the factors promoting industry-public research institute cooperation, technological performance and economic performance. A questionnaire survey was used to collect data for hypothesis testing and 116 questionnaires were completed and used in this research. The PLS-MGA was used as a method for hypothesis testing. In the analysis results, we found that the competence of government-funded research institutes, organizational characteristics of firms, and the support of government and local governments have a positive impact on cooperation between industry and public research institutes. We also found that the collaboration between industry and public research institutes, positively affects firms' technological performance. In addition, we found that the technological performance of a firm, positively affects a firms' economic performance. On the other hand, firms' R&D capabilities have no significant effect on cooperation between industry and public research institutes, and industry-public research institute cooperation does not directly affect the economic performance of firms.

Especially, the academic entrepreneurship for university spin-offs and wealth creation is being emphasized. And therefore, the importance of industry-academy-research institute cooperation for technology transfer and commercialization is increasing more and more. According to that, government have made various legal system and support the university activities for their autonomous and practical technology use, and one of that core means is to make university establish the special organization for technology transfer and commercialization, and support its activities systematically. This paper aims to study legal system on the special organization for university technology transfer and commercialization in korea. Especially, it is layed emphasis to search the problems and find out the improvement ways about the special organization. For this purpose, the legal system and necessity of special organization in university and other research institute are reviewed in domestic and abroad, the type and operation methodology of special organization in the existing laws are investigated in korea, the operation effects of several organization are analyzed, and lastly the improvement methods for activating the organization are studied and suggested.

  • Until recently, Pacific equatorial tropical island states were subject of only very limited interest by scientists, government officials, industry and policy makers of Korea. And, comprehensive information and data on these island regions is not very detailed to help better understand their social backgrounds as well as their natural environment. However, these island regions are now in the middle of diplomatic tug-of-war among super powers as well as becoming nucleus of various science-based ocean issues including marine biodiversity, shifting ecosystem, global environmental change including sea level rise and ocean acidification, fisheries, etc. Therefore, rising political and scientific importance of these areas call for better understanding of these regions, in social aspects as well as natural scientific knowledge of the region. To be provocatively prepared to more actively role in these regions, "A study on Establishing Research Infrastructures in the Tropical Pacific" has been supported during 2012-2013 as a mission-oriented in-house project of the KIOST. This project aims to provide various research infrastructure for Pacific island states, to reinforce cooperation with these nations, and to enhance Korea's national prestige. This special issue contains 10 research articles based on the studies conducted in 2012~2013.

  • After the participatory government began, various cluster policies in explicit and tacit forms had been promoted. However, an opinion of coming up with new policy alternative different from the existing one is recently brought up for strengthening the competitiveness of industrial agglomerations. This research attempts to discuss the ways in which both a smart specialization strategy and a triple-helix innovation system approach, as an alternative approach to regional industrial policy, are theoretically associated with the existing cluster policy. Through this discussion, it highlights that post-cluster policy should be not just based on regional specificity, but also facilitated by establishing the consensus space of innovation on the bassis of voluntary cooperation among industry, academy and government. It also stresses that it is necessary to focus on nurturing a new industry by systematic and intensive investment and the diversification of industrial cluster for reinforcing competitiveness of local universities and revitalizing practical cooperation between industry and university.

  • The influence of the central axis and the strut supporting the helical ribbon was investigated in a helical ribbon impeller mixing tank through experiments and visualization. As a result, the strut, which is in the transverse direction, turned out to have a significant adverse effect on the mixing performance such as the occurrence of incomplete mixing region from the change of the liquid level. In contrast, the central axis, which in the longitudinal direction, did not show much adverse effects.

  • The morphology and infraciliature of three newly recorded Aspidisca species in Korea, two collected from the eastern coast and one collected from Jeju Island, were investigated in vivo and after protargol impregnation. The three species are as follows: A. dentata Kahl, 1928, A. hexeris Quennerstedt, 1869, and A. polystyla Stein, 1859. The three species are characterized by having a "polystyla-arrangement" of frontoventral cirri: 1) A. dentata is characterized by having a broadly rotund body shape, a distinct peristomial spur, and a dorsal thorn; 2) A. hexeris is characterized by a broadly oval body shape, four projections along the left margin of body, and the single peristomial spur; and 3) A. polystyla has the broadly rotund body shape, transverse cirri each split into several parts (especially in vivo), and lacking of the peristomial spur. Among them, A. dentata and A. polystyla are poorly known and lack morphological description based on silver staining. In the present study, we provide a brief diagnosis, remarks, and photomicrographs.
