The subject of the national new Technology certification system is in which domestic enterprise have competition above international market. Rep. of the korea Government, Ministry of Information and communication(MIC), Ministry of science and technology(MOST), Ministry of Commerce, Industry and energy(MOCIE), ministry of Construction and Transportation(MOCT), Ministry of Marin and fishery(MOAf) excutive the certification Regulations. These Ministry have the new Technology certification rules each of the scope of the their main job. These rules same the subject, proposal qualification and the property, but difference certification reference. So, this article suggestions about new Technology certification system.

The Russian government is expanding strategic cooperation with foreign countries, including production partnerships, in order to secure civil aircraft manufacturing technology and advanced materials, with the aim of becoming the world's third-largest civil aircraft producer. In addition, the Russian government supports the development of the aircraft manufacturing industry and reorganizes the aircraft certification organization to pursue systematic aviation safety and make great efforts in international cooperation and certification activities for the export of aviation products. Establishing a cooperative system for safety and certification of civil aircraft between countries requires a process of mutual understanding and trust in the overall certification system. Therefore in this study, we wanted to analyze Russia's aircraft certification organization, law system, certification procedures to help Russia understand its aircraft certification system.

With the global climate changes, a global concerns on building energy uses and $CO_2$ emission to improve the environment friendly has been increasingly growing. To achieve this global goal, the Korea government has been seeking an environment-friendly and sustainable development. As the results, the government started Green Building Certification Criteria system. however the certificate system has still been at the basic stage. To upgrade and advance it's level, it's necessary to identify the current status. This study aims to pick out the items requiring improvement for the Ecology of Education Facilities. We expect that the results of this study will be helpful for the next design works of certificate system.

Japan launched its regulatory certification system for organic foods based on the amended JAS laws in June 2000, followed by the implementation of regulations on organic agricultural products and organic processed foods in January 2001 and with the implementation of the standards on organic animal husbandry and organic feed by the Ministry of Agriculture, Forestry & Fisheries in 2005, organic foods have been under integrated and systematic supervision. Certification of organic foods can be undertaken by registered accredited bodies (private certification bodies) or legal entities conforming to the regulations of the Ministry of Agriculture, Forestry & Fisheries. However, with the amendment of the JAS laws in March 2006, only legal entities conforming to the regulations of the ISO/IEC GUIDE 65 are eligible as certification bodies. Foreign organic products imported to Japan must be certified organic under JAS regulations and must be manufactured or produced by foreign manufacturers certified by local or foreign registered accredited organizations and distributed with the Organic JAS Mark affixed or through importers certified by local registered accredited organizations and distributed with the Organic JAS Mark affixed on the products. It can be implied from the Japanese case study that it necessary to reform the diverse agricultural products certification systems to set up an integrated certification system, and the restructuring of government organizations, reforms of environmentally-friendly agricultural products certification system and the integration of the organic food certification systems are needed in order to integrate the control of the standards and certification systems.

Airworthiness is a term used to dictate whether an aircraft is worthy of safe flight. It is illegal in most countries to fly an aircraft without first obtaining an airworthiness certificate from the responsible government agency. For developing an aircraft, the design modifications and upgrades are considered a high financial risk proposal for most Program Managers(PMs). However Design-to-Certification Integrated System can be a great help in achieving a good design solution in an acceptable amount of time and flight test. In this paper, we present a method to construct database for the Development of Design-to-Certification Integrated System. By using this database, the human designer could manage and find the regulation and requirements related with his concern effectively.

A person who intends to become a maritime pilot shall have sea experience as a master, pass the apprentice pilot test and pilot test, and obtain a license from the Minister of Oceans and Fisheries. In Korea, the government limits the number of pilot licenses, considering the demand for pilotage. An inherent problem exist in the apprentice pilot test system as it conducts a relative evaluation based on test scores without an absolute evaluation standard. The purpose of this study is to identify problems of the current pilot test system and to suggest ways to improve the pilot certification system. In this study, the history of amendments of the pilot certification system in the Pilotage Act was investigated, and implications were derived by examining international standards for pilot certification, and a survey was conducted on 77 incumbent pilots. Consequently, a plan to improve the domestic apprentice pilot test and a step-by-step implementation plan for pilot certification system improvement were presented. The results of this study are expected to be utilized not only for the development of the government policy on pilot certification and for related academic basic data.

The objectives of this study were to analyze present status and to suggest for the future upbringing programs for informal environment educator of Environmental NGOs in Korea. Based on the findings from reviewing environmental educators’ certification systems in Environmental NGOs, the following suggestions should be considered for improving the certification systems. 1) Government and environmental NGOs should adopt a certification system by implementing qualifying examination for employing specification of informal environmental educator. 2) Applicants to obtain a certification of informal environmental educator in environmental NGOs should be qualified through standard processes including taking required curriculum and programs. They must be evaluated informal environmental educator’ ability accurately through their portfolio, teaching ability, professional responsibilities and so on. 3) Standardized curriculum and programs should be adopted by government for the initial preparation of environmental educators reflecting the guidelines from the KOSEE (The Korean Society for Environmental Education) and NAAEE (North American Association for Environmental Education) in the future.

Today, it is a time when self-help efforts are being made to increase the demand for international certification by domestic and foreign railway orderers and develop excellent railway systems for railway system and railway construction projects. Since 2011, cases of obtaining international certification related to the domestic railway system/products have been collected and analyzed through literature and Internet data and based on the analysis results, evaluation results on the acquisition of international certification in Korea are presented. Through these results, the government, research institutes, and industries will be practical reference materials for international certification-related work.

This study aims at the introduction to the recall system and its defence strategies for the automobile industry according to the rights and interests protection for consumers, the trade pressure solution of the United States and government's will for the self-certification. Therefore, I make the following proposal in view of the low technological level of Korea's automobile industry, the imperfect means of recall system, the insufficiency of the social recognition and the worst management condition under the IMF system : First, introduction to three steps for self-certification in case of changing the present pype-approval system into the self-certification and its overall operation after 2003. Second, the defence plan of the automobile industry after analyzing the problems coming from the domestic automobile industry.

It is very important to evaluate how the functions of products, facilities, and spaces affect human life. The evaluation of these actions has legal regulations such as certification, inspection, and diagnosis, and the degree of quality, safety, and excellence of the results is announced. This study sought to secure safety through efficient system operation by reviewing safety-related certification systems established and implemented by each government department in Korea and analyzing the characteristics of each system and similarities between systems. There was also an aspect of cross-checking safety through the certification and diagnosis system implemented by each ministry, but it was confirmed that the efficiency of the system should also be considered in terms of overlapping application. Therefore, when securing safety is confirmed based on each safety-related law, active alternatives such as exemption, substitution, delegation, etc. should be presented.
