GIS Interoperability Issues for ITS Services : Map Datum and Location Referencing

  • Two GIS and/or OGIS issues for ITS interoperability have been proposed and reviewed with some implications to Korean setting. They are location referencing and ITS map datum. The former must support ITS communication and data sharing. Therefore, an introduction of location referencing and other related issues have been addressed along with the Oak Ridge National Lab.'s (ORNL) location referencing scheme. The latter, proposed by ORNL, is a planned network of anchor points across the nation, that could potentially serve as a positional reference for ITS application (Gottsegen, 1997). It is composed of a set of nodes and links in a standard non-plannar network at a coarse scale for the entire nation for referencing purposes. To provide case of real time traffic information and to guarantee the seamless interoperability, we do need to develop the core ITS map datum as a national infrastructure, and the location referencing scheme should also be either developed or borrowed and localized to meet the domestic needs. Some institutional issues are also addressed along with the future research agenda.

An Evaluation of Accountable Care Organization in USA and Policy Implications for Korean Health Care System (미국의 책임의료조직(Accountable Care Organization) 운영현황 분석과 국내 의료정책에서 정책적 함의 평가)

  • Background: As a reform plan of health care system, Accountable Care Organization (ACO) has became an object of attention in the United States after Patient Protection and Affordable Care Act was enacted. ACO is a group of various health care providers and provide coordinated care to its assigned beneficiaries. If ACOs improve the quality level and reduce the cost of care, they can get financial incentives. Under the discussion for a quite long time and demonstration projects, ACO has been established. We aimed to analysis and discuss the history, policy mechanism, contents, status and outcomes of ACO. Also, we intended to suggest political implication Korean health care system with regard to ACO. Methods: We searched the articles related ACO in PubMed and selected several available papers about ACO. Total 56 studies were reviewed and categorized three parts; demonstration projects for formation of ACO, policy mechanism and agenda, empirical results of ACO performance. Results: As a result, establishment of ACO was successful partly in the US. It seems to be due to various project and pilot test for verification in the long time. The empirical effect of ACO was also identified in a few study but it needs more evidences to judge its positive effect. Conclusion: In Korea, there are arguments for the application of ACO. However it is difficult to implement a ACO by different political conditions between Korean and US. Nevertheless ACO proposed us the necessity of paradigm shift in our health policy and could be significant to national policy orientation in the future.

  • According to the importance of greenhouse gas emissions, it grows day by day, the goverment is promoting to prepare the specific policy implementation to enhance building energy-saving design standars as the development agenda. In this study, the statistical analysis was performed by Descriptive statistics, Regression analysis, and Hypothesis testing to collect to generate and storage energy usage data in real time to settle parameter setting to affect energy consumption under energy-guzzling apartment not single building. This study is expected to be utilized as the basis for the optimum energy-saving design of the future of the building or facility energy costs rise and the demand for energy-efficient and stable management.

  • The purpose of this paper is to implement a GIS and expert system based integrated computing environment for urban facility management, especially with an emphasis on transportation facilities. GIS has been utilized for constructing and managing the database of various transportation facilities, while expert system for executing human expert's role of making priorities, budgeting, and other functions associated with facility management Focusing on roadway sign system, the integrated system proposes new concept of managing sign facilities which leads to the birth of effective decision support system that may be used in local government like Seoul. The proposed concept and system, if supplemented with more functions required by local governments, can be a low cost solution for such facility management tasks. Son discussion and future research agenda have also been addressed.

Analysis of Hotel Customer Complaint and Recovery Strategy Using Critical Incident Technique (결정적 사건기법을 이용한 호텔 고객불평과 복구전략 분석)

  • A critical incident technique(CIT) was employed to show the results of empirical findings regarding hotel services. The major purpose of this study was to describe and analyze service failures from the customers' point of view and thus suggest strategic implications for hotel service providers. Four-hundred sixteen service failure anecdotes from hotel customers were classified using Hoffman et al.'s(1995) approach. The CIT data showed the three major categories and eleven sub-categories and revealed that, in general, tangible recovery(e.g., upgrade, free meal, discount) was more effective than intangible one(e.g., explanation, canned apology, manager's apology). Interestingly, however, sincere apology seemed to be a better recovery strategy than other types of tangible recovery. Furthermore, the results showed that severity of service failure had its own impact on customers' perception regarding hotel's service recovery efforts. In particular, irrespective of service recovery, severity of service problem was negatively related to intention to repurchase. Managerial implications and future research agenda was also discussed.

Factors Influencing Suicidal Ideation among Lower-income Group Participating Self-sufficiency Program in Gangwon Province, Korea (저소득층의 자살생각에 영향을 미치는 요인 -강원도 자활근로사업 참여자를 중심으로-)

  • Using 1,419 lower-income group participating self-sufficiency program in Gangwon Province, this study investigated what would affect suicidal ideation of low-income. For the purpose showed significant differences in suicide ideation, as living status, subjective economic status, family friends neighbors contact frequency, using social services, chronic disease or not, drinking frequency, depression, the suicide of a family or someone close, suicide attempt by setting the independent variables was performed logistic regression analysis. The results showed that neighbors contact frequency, depression, the suicide of a family or someone close, suicide attempts affect suicidal ideation. It was an unusual result in lower-income group participating self-sufficiency program do not appear as factors affecting suicidal ideation. Based on the findings, this study provides suggestions to prevent suicide of lower-income and future research agenda.

Analysis of National R&D Commercialization Policy: An Out-bound Open Innovation Perspective (유출-개방형 기술혁신으로서의 기술사업화 정책 분석)

  • Up to present science and technology (S&T) policy in Korea has focused on producing academic papers and patents through the increase of investment on research and development (R&D). However, as the role of science and technology on boosting national economy has been emphasized and the current government has established 'creative economy' as a main policy agenda, 'technology commercialization' has been moving onto the center of S&T policy. Technology commercialization policy encourages R&D outcomes of public R&D institutions to be utilized in private firms for their new business development, and this concept is in line with out-bound open innovation, in the sense that it involves the flow of technological knowledge from public R&D institutions to private firms. Based on this understanding, this paper analyses government technology commercialization programs and attempts to suggest policy implications. The results suggest that future technology commercialization policy (1) be specialized in a way of reflecting the characteristics of each government ministry, (2) strongly support technology licensing-out, (3) strengthen the linkage between each programs, and (4) nurture expert groups, such as accelerators who can help and foster technology start-ups.

ITU-R Study on Frequency Sharing for Mobile Satellite Services (ITU-R의 이동위성업무 주파수 공유 연구 현황)

  • Recently, preparations for 6G have led to the increasing interest in integrated or hybrid communication networks considering low-orbit satellite communication networks with terrestrial mobile communication networks. In addition, the demand for frequency allocation for new mobile services from low-orbit small satellites to provide global internet of things (IoT) services is increasing. The operation of such satellites and terrestrial mobile communication networks may inevitably cause interference in adjacent bands and the same band frequency between satellites and terrestrial systems. Focusing on the results of the recent ITU-R WP4C meeting, this study introduces the current status of frequency sharing and interference issues between satellites and terrestrial systems, and frequency allocation issues for new mobile satellite operations. Coexistence and compatibility studies with terrestrial IMT in L band and 2.6 GHz band, operated by Inmassat and India, respectively, and a new frequency allocation study (WRC-23 AI 1.18) are carried out to reflect satellite IoT demand. For the L band, technical requirements have been developed for emission from IMT devices at 1,492 MHz to 1,518 MHz to bands above 1,518 MHz. Related studies in the 2 GHz and 2.6 GHz bands are not discussed due to lack of contributions at the recent meeting. In particular, concerning the WRC-23 agenda 1.18 study on the new frequency allocation method of narrowband mobile satellite work in the Region 1 candidate band 2,010 MHz to 2,025 MHz, Region 2 candidate bands 1,695 MHz to 1,710 MHz, 3,300 MHz to 3,315 MHz, and 3,385 MHz to 3,400 MHz, ITU-R results show no new frequency allocation to narrow mobile satellite services. Given the expected various collaborations between satellites and the terrestrial component are in the future, interference issues between terrestrial IMT and mobile satellite services are similarly expected to continuously increase. Therefore, participation in related studies at ITU-R WP4C and active response to protect terrestrial IMT are necessary to protect domestic radio resources and secure additional frequencies reflecting satellite service use plans.

A Systematic Review on Concept-based Image Retrieval Research (체계적 분석 기법을 이용한 의미기반 이미지검색 분야 고찰에 관한 연구)

  • With the increased creation, distribution, and use of image in context of the development of digital technologies and internet, research endeavors have accumulated drastically. As two dominant aspects of image retrieval have been considered content-based and concept-based image retrieval, concept-based image retrieval has been focused in the field of Library and Information Science. This study aims to systematically review the accumulated research of image retrieval from the perspective of LIS field. In order to achieve the purpose of this study, two data sets were prepared: a total of 282 image retrieval research papers from Web of Science, and a total of 35 image retrieval research from DBpia in Kore for comparison. For data analysis, systematic review methodology was utilized with bibliographic analysis of individual research papers in the data sets. The findings of this study demonstrated that two sub-areas, image indexing and description and image needs and image behavior, were dominant. Among these sub-areas, the results indicated that there were emerging areas such as collective indexing, image retrieval in terms of multi-language and multi-culture environments, and affective indexing and use. For the user-centered image retrieval research, college and graduate students were found prominent user groups for research while specific user groups such as medical/health related users, artists, and museum users were found considerably. With the comparison with the distribution of sub-areas of image retrieval research in Korea, considerable similarities were found. The findings of this study expect to guide research directions and agenda for future.

A Study on Necessity and Possibility of Specialized Research Institute for Local Education Autonomy (지방교육자치 전문연구기관의 설립 필요성과 가능성 탐색)

  • The purpose of this study is to explore the necessity and possibility of establishing a research institute for local educational autonomy where the importance and necessity of institution establishment and operation are increasing with the decentralization and educational autonomy. The necessity of establishing a local educational autonomous research institute was examined in terms of both external and internal necessities, and the possibility of establishment in terms of the form of establishment, financial resources, and legal basis. In order to effectively cope with common issues by leading the nation's educational autonomy policy and legal agenda, and to support regional policy research and development by linking and cooperating with regional educational policy research institutes, local educational autonomous research institutes are established. This is an urgent point. Considering the publicity, professionalism, economic feasibility, and stability of specialized research institutes, the form of foundation corporation seems to be appropriate, and, like the case of specialized research institutes in general local autonomy, legal grounds for the establishment of special law should be prepared. In the future, it is necessary to conduct collaborative discussions and academic discussions with the Ministry of Education and the National Council for Superintendents of Education.
