The Recent Practice of Evaluation of Government-sponsored Research Institutes(GRIs) in Korea : From Retrospective to Forward-looking perspective (이공계 정부출연(연) 기관평가모형개발 및 적용사례 연구)

  • The interest in the evaluation of government-sponsored research institutes (GRIs) has increased markedly in Korea in 1990s; this is mainly because of the increasing needs 1) to improve the quality of R&D at GRIs, and 2) to reorient the GRIs' strategic position in Korean national innovation systems due to the enhancement of R&D capabilities of private companies and universities during last decade. As a first attempt to diagnose the managerial and strategic issues of GRIs, a Multi-Ministerial Evaluation Committee was established as an ad hoc task force under the Prime Minister's Office in 1991. According to the recommendations of the committee, the Ministry of Science and Technology (MOST) to which most of GRIs were affiliated, made it a rule to evaluate the annual performance of GRIs since 1992. This paper examines the recent experience of MOST's evaluation of Government-sponsored Research Institute in Korea. After several years'efforts of Science & Technology Policy Institute(STEPI) to build prospective evaluation systenL MOST decided to apply two supplementary approaches for the evaluation of GRIs; one is summative annual evaluation and the other is formative 3-year evaluation. The annual evaluation system that is designed as a temporary measure is to monitor and to guide the self-evaluation activities of GRIs. In the process of annual evaluation, MOST tries to minimize its direct involvement, and allows each GRI to develop self-evaluation system that is most appropriate for the unique characteristics of the institute. If there exist urgent issues under scrutiny, however, it can be incorporated and examined by a group of external experts as special issues in the annual evaluation system. The aim of 3-year evaluation is both to examine the past performance of each GRI and to investigate whether the strategic role of each GRI is viable in the future. Its major focus, however, lies not on auditing past performance but on strengthening future strategic position of each GRI. The MOST designates a group of evaluation experts with appropriate knowledge and competence as members of the General Evaluation Committee for one year. With the help of STEPI, a specialized research institute for R&D evaluation, the General Evaluation Committee develops methodology and procedures for the actual evaluation of GRIs. Based on the evaluation reports and recommendations from the General Evaluation Committee, the MOST develops various policy measures for strengthening GRIs.

Secondary School Science Teachers' Actual and Preferred Types of Assessment (중등 과학교사의 과학 평가 실태와 지향)

  • In this study, we investigated secondary school science teachers' actual and preferred types of assessment with focus on the purpose and the method of assessment. Participants were 92 secondary school science teachers. We developed a questionnaire asking science teachers about the types of assessment they have actually used and the preferred types of assessment for hypothetical situations that have been generally reported as the prototypical examples of constructivist assessment. The characteristics of the science teachers such as teaching career, experience on in-service training about assessment, and perspective toward constructivist assessment were also examined. The analysis of the actually implemented assessments in their responses revealed that most science teachers tended to aim at traditional purposes such as summative assessment, and that multiple-choice was the most prevailing assessment method followed by experiment, report, and essay. For hypothetical assessment situations, science teachers exhibited their preferences for various types of constructivist assessment methods, whereas their purposes of the assessment still remained to be traditional. The science teachers who have had a relatively constructivist perspective toward assessment showed a statistically significant preference for using formative assessment than their counterparts in the hypothetical assessment situations.

  • Timelapse which was appeared Georges Mellieoseu in 1897 was not familiar to people and was not popular in film or broadcast industry in spite of long history. But about 5 years ago, timelapse has become distinguished in all around image art, because it show us aesthetic extraction of time and variation of color in Vimeo and Youtube which neve been seen before. So nowadays latest camera has come out with default menu which can shoot timelapse. But popularity of timelapse seem not development of cinematography technique or appearance of new function but production of image which reflects ages of present with fully accept digital media property. This study is approached from two formative characteristics. First it is strengthen of time which is showed timelapse and analog media from a comparison angle. Second, it is how to extend their sense and imitate images through resolution which can be possible high quality image and color especially with Raw data Through these methodology, this study defines correlation of character of digital media and artistic value of images in timelapse. And also it cleary assures the era of penetrating art has not only visual amusement as known but, also representative value of our ages and technology of media.

Considerations on Wolfgang Weingart's Typography based on Syntactic Characteristics (볼프강 바인가르트의 구문론적 특성에 의한 타이포그래피 고찰)

  • The foundation of the development in modern typography is based on the era of International Typographical Style and Modern Typography that valued morphological functionality and rationality to achieve an accurate conveyance of meaning. However, with the advance of postmodernism, the view that the aesthetic and conceptual aspect must be included in its interpretation rather than its rational functionality was prominent. Indeed, the works of Dan Friedman and April Greiman, two graphic designers that are known to be the most representative of the post-modernistic era, displayed that graphic design works can also serve as a method for a more free artistic expression, unlike works of Modern Typography. This move towards aesthetic graphics was first started by Wolfgang Weingart. His various attempts at expanding the concept of typography had a significant impact on the development of New Wave and his experimentalist attitude brought about a ground-breaking change to the functional design and formative expression of modern typography. However, this thesis will consider the theoretical background of the typographical designs displayed in Wiengart's works and the experimental methods thereof, and will not attempt to evaluate Weingart's pioneering role and achievements. Furthermore, this thesis will shed new light on the argument that the Weingart's works are not based on the authorship view of post-modernistic typography and are rather utilized to expand the concept of typography based on a syntactical approach.

The Methodological Standpoint and the Meaning of "Discourse Study" in Social Policy Research (사회정책연구에 있어 담론연구의 위상과 의미)

  • The purpose of this essay is to explore the methodological standpoint and the meaning of 'Discourse Analysis' in policy science. I discussed it in three dimensions including: 1) the ontological point of view, 2) the epistemological perspective, and 3) researcher's position in policy research. 1) From the ontological standpoint, I explained the policy as a text, context, discourse, and ideology, that is focused on being constructed by the formative power of language. 2) The ontological standpoint produced "the argumentative turn" in the policy analysis, and many policy analysts emphasize the argumentative process of policy making and evaluation. This argumentation process includes the interpretative and critical viewpoints as well as the normative and ethical characteristics of policies in the discourse analysis. We should reexamine reality critically because discourse is ultimately influenced by the prevailing cultural and social norms. Therefore, an interpretative and critical viewpoint is an epistemological perspective in the discourse analysis. This critical approach creates an awareness of the limitations on our thinking under the particular major discourse, and requires the self-reflection within and beyond the discourse. This process leads to the human emancipation. 3) In order to achieve this emancipation, the last approach suggests that we need to scrutinize "the subject" as a researcher, who is also influenced and subjectified by the major discourse and, thus must deconstruct his or herself. Last but not least, we should emphasize the researcher's role as a listener of the minor voice(discourse) and even the silence of the clients.

Study on the Characteristics of Materials and Production Techniques of Clay Seated Vairocana Buddha Triad of Seonunsa Temple, Gochang (보물 제1752호 고창 선운사 소조비로자나삼불좌상 재질특성 및 제작기법 연구(1): 소조불상 주요 구성재료 분석)

  • In this study, to conserve the clay seated Vairocana Buddha triad in Seonunsa temple, Gochang (Treasure 1752), the primary materials employed for creating the clay Buddha statues were scientifically analyzed. By analyzing the soil layer constituting the Buddha statues, it is observed that the said layer comprises sand having particle size greater than that of medium sand and soil having particle size smaller than that of fine sand, which were used in a ratio of 7:3, along with the bast fibers of paper mulberry (Broussonetia kazinoki). Hence, the aforementioned soil layer is composed of a mixture of sand and weathered soil, along with bast fibers to prevent scattering. By analyzing the tree species, it is found that the wooden materials constituting the bottom board and the interior of Buddha's sleeves of the Amitabha Buddha statue, Vairocana Buddha statue, and Medicine Buddha statue are hard pines (Pinus spp.). Additionally, three layers are found in the cross section of the gold layer. Furthermore, each of the hair sections of the Buddha statues is composed of earthy materials such as quartz, albite, microcline, mica, and magnetite, and the hair surface was painted by incorporating black materials containing magnetite.

Features and Issues of the Wooden Chamber Tomb Covered with Stone in Gyeongju Jjoksam-Site (경주 쪽샘유적 적석목곽분의 특징과 과제)

  • This paper analyzes the characteristics of the ancient tombs discovered in the Gyeongju site and discusses the direction of the excavation. There are six special features of the wooden chamber tomb covered with stone in Gyeongju. First, confirmation of the above-ground type and the underground type burial mound. Second, confirmation of the construction such as the partition of mound and the pile of stone structure. Third, confirmation of the frontal part structure of the protect stone such as pebble-stone layer, boundary stone. Fourth, confirmation of the relationship before and after the mound. Fifth, the circumference and boundary of the confirmed(before 1990s) burial mounds were discovered, resolving the uncertainty. Sixth confirmation of the crowd unit tombs. By summing up these six features, it is possible to clearly divide the individual units and the crowd units of the Silla tombs. Confirmation of individual units and crowd units can clarify the size and scope of the tombs located by the concatenation and overlap. It is possible to get a glimpse of the formation process through the interrelationships between the two sides. The tombs are located in the upper-and-lower layer structure of the tombs and show selective site selection. When this formative process is rearranged, it is understood that the Gyeongju Silla Cemetery is formed through the course of four stages. It is anticipated that it will be possible to make selective projects in the excavation survey based on the confirmation of the individual unit and the crowd unit of the Silla ancient tombs and the formation process.

  • In this study, a student participation-centered class based on student mathematical thinking as a the meaningful subject was called a student thinking-based math class. And as a way to support these classes, I paid attention to lesson design. For student thinking-based mathematics classes, it is necessary not only to anticipate student thinking and teacher feedback, but also to plan in advance how to properly arrange and connect expected student responses. The student thinking-based lesson design template proposed in this study is a modified three-step(introduction, main topic, summary) lesson design template. The reason for revising the existing design template is that it has limitation that it cannot focus on mathematical thinking. Using the conceptual framework of student thinking-based mathematics lesson as a lens, the difference between the three-step lesson design prepared by pre-service teachers and the students' thinking-based lesson design prepared by the same pre-service teachers was analyzed. As a result of planning lessons using the student thinking-based lesson design, more attention was paid to the cognitive and social engagement of students. In addition, emphasis was placed in the role of teachers as formative facilitator. This study is of significant in that it recognizes the importance of classes focusing on students' mathematical thinking and provides tools to plan math classes based on students' thinking.

Sound Visualization based on Emotional Analysis of Musical Parameters (음악 구성요소의 감정 구조 분석에 기반 한 시각화 연구)

  • In this study, emotional analysis was conducted based on the basic attribute data of music and the emotional model in psychology, and the result was applied to the visualization rules in the formative arts. In the existing studies using musical parameter, there were many cases with more practical purposes to classify, search, and recommend music for people. In this study, the focus was on enabling sound data to be used as a material for creating artworks and used for aesthetic expression. In order to study the music visualization as an art form, a method that can include human emotions should be designed, which is the characteristics of the arts itself. Therefore, a well-structured basic classification of musical attributes and a classification system on emotions were provided. Also, through the shape, color, and animation of the visual elements, the visualization of the musical elements was performed by reflecting the subdivided input parameters based on emotions. This study can be used as basic data for artists who explore a field of music visualization, and the analysis method and work results for matching emotion-based music components and visualizations will be the basis for automated visualization by artificial intelligence in the future.

Systematization of food and nutrition education content based on national kindergarten curriculum: a qualitative formative study (유치원 교육과정 기반 영양·식생활 교육 내용 체계화: 질적 기초 연구)

  • Objectives: This study is intended to develop a curriculum for kindergarten food and nutrition education aimed at preschool children, reflecting government policy and meeting the demands of preschool settings. Methods: Existing educational materials were analyzed, and key elements of the 2019 Revised Nuri Curriculum ("Nuri Curriculum") and Guidelines for Nutrition and Food Education in Kindergartens, Elementary, Middle, and High Schools ("Guidelines") were examined as foundational information for developing the curriculum for food and nutrition education. Results: Basing ourselves on the five domains of the Nuri Curriculum, "Physical Activity and Health," "Communication," "Social Relationships," "Art Experience," and "Natural Science Inquiry," we integrated three areas from the Guidelines, namely "Dietary Habits and Health," "Dietary Habits and Safety," and "Dietary Habits and Culture," to structure the curriculum for kindergarten food and nutrition education. Three specific domains, "Nutrition and Health," "Food and Culture," and "Safe Dietary Practices," were tailored for preschool children, each comprising core concepts, content elements, and educational materials. In the "Nutrition and Health" domain, core concepts such as "nutrition" were addressed through content elements such as "balanced eating" and "vegetables and fruit," while "health" included elements such as "eating regularly" and "nutrients for disease prevention," each with two educational content components. The "Food and Culture" domain focused on "food" with content on "local foods (vegetable-garden experience)" and "food culture" with content on "our dining table (rice and side dishes)," "our agricultural products," "global cuisine (multiculture)," and "considerate dietary practices," each with four educational content components. The "Safe Dietary Practices" domain included core concepts such as "hygiene" with content on "hand-washing habits" and "food poisoning management," and "safety" with content on "food labeling." Conclusions: The systematized curriculum for kindergarten food and nutrition education aligns with the Nuri Curriculum and is interconnected with the Guidelines. This curriculum can be used as foundational material for developing educational resources tailored to the characteristics of preschoolers, contributing to effective implementation in early childhood education.
