All of the fire fighting officials are given heavy duties in bad circumstances, and so are the team of rescue service. The rescue service team, taking charge of some emergency medical system, do a fire fighting inspection as a non-duty service, though they are scanty of sleep due to prevention and protection services of the fire fighting service team. But, they can not engage in rescue services completely and have to deal with miscellaneous duties. So they can not offer professional emergency medical services. But now, almost every fire fighting organization, belonging to National Emergency Management Agency, are separating rescue services, which shows a lot of good results. People recognize rescue services to get better and better gradually and the demands for this rescue services increase. So, this is the best time when rescue service teams should offer qualitative services rather than quantitative services. The people will recognize this rescue service team to be an organization sacrificing and serving for them. However well institutes and operation systems should be established, the rescue service team can not come true their aim without strong wills that they will serve and sacrifice themselves for people from their hearts. • The purpose of this study is to quantitatively examine the perception of fire officials for college students who need to prepare and choose fire officials, and to identify and present practical and specific improvement measures along with raising awareness of fire officials. In order to achieve the basic purpose of the study set above, we tried to find out whether there are differences in the general level of awareness of fire officials, the working environment of fire officials, and group welfare according to the gender, major, grade, family or relative of college students. The subjects of the study were 600 students enrolled in a four-year university in the Department of Firefighting, and 513 valid questionnaires were used. The survey contents were divided into three categories of perceptions of firefighting officials and consisted of 20 questions, and the frequency and percentage were calculated and compared using the SPSS/win (Ver10.0) program. As a result, first, compensation for awareness improvement and the expansion of safety facilities and equipment are necessary. Second, it is necessary to improve working conditions, such as guaranteeing appropriate working hours and raising and replenishing wages. Third, the results of the establishment of a national fire hospital and the need for psychological counseling were derived. Based on these results, we suggest that national-level laws and systems, and administrative and legislative support should be provided for firefighters.

  • Under the Act amended on August 4, 2011, a special fire-fighting investigation was conducted by the relevant person (owner, manager, oil refineries), and the responsibility was also given to the relevant person. Instead of directly entering all existing fire-fighting targets and investigating the maintenance and management status of fire-fighting facilities, the fire-fighting agency selects and visits some targets every year, checks the maintenance and management status of fire-fighting facilities, corrects them, and imposes fines, etc. Reasons for the introduction of the system were the establishment of a private autonomous correction system by strengthening the responsibility of officials, lack of firefighting professionals, possible corruption due to frequent public contact, and responsibility of fire agencies. However, many problems arose even after the introduction of a special fire investigation system. A special fire investigation, one of the fire safety systems, checks whether related public officials and especially fire officials are properly installed, maintained and managed in accordance with relevant laws. Special firefighting investigations were introduced as firefighting inspections at the time the firefighting law was enacted in 1958, and have undergone a revised process more than 30 times until recently. Firefighting Facility Installation, Maintenance and Safety Management Act", the existing firefighting inspection was changed to a special firefighting investigation and accepted. At the time of enactment of the Fire Service Act in 1958, a special firefighting investigation was introduced as a firefighting inspection, and until recently, more than 30 revisions have been made. In 2003, as the existing fire fighting system was divided into four laws, it was approved by changing the existing fire fighting inspection to a special fire fighting investigation in the "Fire Fighting Facility Installation, Maintenance and Safety Management Act".
