Determinants of Profitability of Regional Public Hospitals in Korea - Focusing on the COVID-19 Pandemic Period - (지역거점 공공병원의 수익성 결정요인 - COVID-19 유행기간을 중심으로 -)

  • Purposes: We analyzed the profitability determinants of regional public hospitals during the entire period between 2010 and 2020 and the period before and after COVID-19. We intended to provide fundamental data for developing publicness evaluation index and task of establishing and expanding regional public hospitals. Methodology: The financial and non-financial information of the regional public hospitals were used as the main analysis data; The financial data was established by the Center for Public Healthcare Policy of National Medical Center, and the non-financial data by the Health Insurance Review and Assessment Service. T-test and regression analysis were used. Findings: The results can be summarized in two. First, the main determinants of profitability of the regional public hospitals were appeared to be the total asset turnover rate and the labor cost rate. Second, during the COVID-19 pandemic in the regional public hospitals, the number of sickbeds, the number of isolation rooms, the total asset turnover rate and the labor cost rate appeared to be the factor worsening the profitability. Practical Implication: The results of this study suggests that the management of the regional public hospitals is not aiming for the profit making, but it performs the functions as the community healthcare safety net such as controlling infectious diseases.

  • In the fintech field, financial transactions with smart phones are actively conducted. User authentication technology is essential for safe financial transactions. PIN authentication through the existing security keypads is convenient to input but has weaknesses in security and others. The biometric authentication technique is secure, but there is a possibility of false positive and false negative authentication. To compensate for this, two-factor authentication is used. In this paper, we propose the 1.5-factor authentication that can increase convenience and security through PIN input with biometric authentication. It provides the stability of fingerprint authentication and convenience of two or three PIN inputs, and this makes safe financial transaction possible. Since biometric authentication is performed at the same time when entering PIN, while security is required by applying fingerprint authentication to the area touched while entering PIN. The User authentication is performed while ensuring convenience to input through additional PIN input in situations where high safety is required, and Safe financial transactions are possible.

A New Approach to Statistical Analysis of Electrical Fire and Classification of Electrical Fire Causes

  • This paper aims at the statistical analysis of electrical fire and classification of electrical fire causes to collect electrical fires data efficiently. Electrical fire statistics are produced to monitor the number and characteristics of fires attended by fire fighters, including the causes and effects of fire so that action can be taken to reduce the human and financial cost of fire. Electrical fires make up the majority of fires in Korea(including nearly 30% of total fires according to recent figures), The incorrect and biased knowledge for electrical fires changed the classification of certain types of fires, from non-electrical to electrical. It is convenient and required to develop the standardized form that makes, in the assessment of the cause of electrical fires, the fire fighters directly ticking the appropriate box on the fire report form or making an assessment of a text description. Therefore, it is highly recommended to develop electrical fire cause classification and electrical fire assessment on the fire statistics in order to categorize and assess electrical fires exactly. In this paper newly developed electrical fire cause classification structure, which is well-defined hierarchical structure so that there are not any relationship or overlap between cause categories, is suggested. Also fire statistics systems of foreign countries are introduced and compared.

An Analysis of Influential Factors and their Prioritization in Association with the Loss from Construction Disasters with a Focus on Uninsured Categories (건설재해손실 영향요인 및 우선순위 분석 - 비보험비용 항목을 중심으로 -)

  • With a view to analyzing the influential factors and their prioritization in association with the loss from construction disasters, this study has presented relative weighted value and importance for each category of loss by making a systematic classification of costs for non-insured categories (indirect costs) and conducting AHP analysis based on results of a survey of specialists. Through the study, first, I have divided the larger classification of loss factors into human loss factor, financial loss factor, special cost factor, and managerial loss factor, and, second, have presented prioritization of loss categories by allotting scores based on weighted values after calculating weighted value through pairwise comparison of loss levels. Based on these results of the study, we should be able to qualitatively calculate the loss costs that construction disasters inflict on business, promote rational decision-making and efficiency in spending related to a disaster, and compare it against safety investment designed to reduce disaster loss from the perspective of business strategy.

  • It is difficult to expect the service improvements such as increased number of sailing and making new ship due to financial difficulty this is caused by deterioration of island dwellers. In addition, the safety of ship operation is also a problem with the supply of good sailors difficult problem of low wages and lack of safety working environment. T It is necessary to ensure the introduction of public operating system in coastal passenger shipping business to secure the public and safety. There are many practical constraints but if we obtain public sea ways, it will be possible to improve the operating system through the implementation from a subsidized line and taking off business licenses of an insolvent enterprise by enhancing safety control.

New evaluation of ship mooring with friction effects on mooring rope and cost-benefit estimation to improve port safety

  • To ensure safe port operations around the world, it is important to solve mooring problems. In particular, the many ports that face open seas have difficulties with long-period waves. As a countermeasure, the installation of a breakwater is proposed for mooring safety. However, this often cannot be put into practice because of financial issues. Instead, port terminals control berthing schedules with weather forecasting. However, mooring problems remain unsolved, because of inaccurate wave forecasting. To quantify the current situation, numerical simulations are presented with ship motions, fender deflections, and rope tensions. In addition, novel simulations for mooring ropes are proposed considering tension, friction, bending fatigue, and temperature. With this novel simulation, the optimal mooring method in terms of safety and economic efficiency was confirmed. In terms of safety, the optimal mooring method is verified to minimize dangerous mooring situations. Moreover, the optimal mooring method shows economic benefits and efficiency. It can help to reinforce the safety of port terminals and improve the efficiency of port operations.

Safety Accidents which Baby-Sitters Caring Children Have Experienced (베이비시터가 경험한 아동의 안전사고)

  • The main purpose of this study was to survey baby-sitters who have experienced safety accidents of children ; the causes of safety accidents, wounded parts of the body caused by safety accidents and how to handle emergency situation. The research participants consisted of 31 baby-sitters who have experienced safety accidents of children and have been participating in Baby-Sitter Programs at S university, in Suwon Kyunggi Province. The data were collected from June 13th to July 4th, 2007 using open questionnaires on semi-structure. The data were analyzed using a SPSS PC+ statistical program. The results of this study were as follows ; First, according to the general demographics, it has indicated that 32.2% of baby-sitters who participated in this research are mostly the age group of between 41 and 50years old. And 48.3% of baby-sitters are graduated from high school. In addition, 83.9% of baby-sitters go married and 41.9% of them have only one child. Second, in terms of experiences about baby-sitting, 51.6% of baby-sitters mostly do their jobs in the afternoon. They usually cared 1 or 2years old babies in the afternoon time. 48.3% of baby-sitters experienced baby-sitting for less than 6months. And the financial support was the main reason why they decided to do baby-sitting jobs. Third, the causes of safety accidents while caring children, included 'falling down(22.6%)', 'baby-walker(19.4%)'. Also, it was found that 61.3% of children who had accidents were male. When safety accidents occurred, the baby-sitters had been doing 'feeding milk(29.1%)', 'going out(16.1%)' and 'self-care(16.1%)'. Also, it has shown that the accidents mostly occurred in the afternoon(64.5%). Fourth, the parts of the injuries in safety accidents, predominantly involved the parts of arms(38.7%), legs(25.8%) and head and neck(12.8%). In conclusion, this research was intended to provide the basic data in safety accidents of children who were cared by baby-sitters. In the further research, it is suggested that studying for safety accidents of children and safety education programs for baby-sitters should be necessary.

A Study on the Influencing Factors of the Sales and Surplus Companies of the Townbuses in Seoul (서울시 마을버스 매출액 및 흑자업체의 영향요인에 대한 연구)

  • Unlike the semi-public system of city buses, Seoul's townbus are operated on a private operating system, which is poor condition to the changes in the environment. Sales decreased due to a decrease in the number of passengers due to COVID-19 and a demand for conversion due to the advent of competitive transportation methods, and the financial support of Seoul Metropolitan Government is continuously increasing. In this study, to analyze the characteristics of townbus operated by a private operating system, the townbus sales and surplus companies were analyzed by what factors were affected. For the analysis data, townbus financial statements of Seoul in 2018 were used, and townbus sales and surplus companies were applied as dependent variables, and townbus operation system, satisfaction survey, humanities and social variables, and subway and public bicycle characteristics were applied as independent variables. As a result of the analysis, the sales is affected by operating hours per vehicle, in-vehicle safety, the number of households, the number of elderly people, and public bicycle variables, and surplus companies are affected by in-vehicle safety, reliability, and public bicycle variables. In particular, public bicycles, a competitive means of transportation, had an impact on industry sales, and the townbus business environment is expected to become more difficult as time goes by. The industry is seeking self-rescue measures, and Seoul is required to strengthen financial support so that townbus can operate stably.

Overview of Food Safety Issues in School Foodservice Operations in the United States

  • Millions people in the US suffer from foodborne illnesses each year. In the US, multiple government agencies work separately or together to ensure the nation's food safety for different audiences. FDA plays a key role in ensuring food safety in foodservice operations by providing the Food Code. School foodservice operations must follow the FDA guidelines on food safety and make sure that foods produced in school foodservice are safe. Despite the continuous efforts, school foodservice operations were responsible for numerous foodborne outbreaks. Currently, school foodservice operations serve younger children (<5 years) and children with medical conditions which make the food safety extremely important. There are many programs that foodservice operators can use to train and educate their employees. ServSafe$\^$ⓡ/tate or local food safety education programs, Serving It Safe, and HACCP workshop are common programs that can be used to train their staff. HACCP is a preventative program that can prevent foodborne illnesses before they occur. Although there are many benefits of utilizing HACCP and training programs, a majority school foodservice directors and managers still did not implement HACCP nor perceived their food safety training is adequate. Most reasons why not implementing HACCP program are lack of trained personnel, time, and financial resources in the school foodservice systems. The gap between what people know and what people do is another challenge identified as an obstacle food safety programs. Despite safe food sources in the US, continuous training is necessary to remove human errors and ensure food safety in the school foodservice systems. Future research is recommended to reduce gap between food safety knowledge and behavior. Foodservice operators and researchers may apply the systems developed in the US to their food systems.

A Basic Study on Analysis of Influencing factor of Bus Accidents in Bus Lane Section (버스전용차로 구간 유형별 버스사고영향요인 분석 기초연구)

  • Various social problems such as traffic congestion, car accidents and environmental problems(air pollution, noises etc.) have been happening in the Seoul metropolitan area that has the car oriented traffic system providing cars continuously. Along with this, the financial burden caused by current oil price anxiety made paradigm shift from caroriented to public transportation-oriented. Its typical example is an arterial branch bus system changing(bus lane through the center of main road) started in Seoul in July, 2004. But study on safety analysis of bus lane and characteristic of accidents are not sufficient enough to now. The bus lanes are expanded to provide roads for better traffic operation and accidents between buses and pedestrians or ordinary vehicles are considered main problems. This study divided each bus route of median bus lane(bus-only lane through the center of main roads) and bus lane at roadside by intersection and collected and analysed data about influence variables of bus accidents chosen in each section. We constructed a logistic model using collected data. As a result, bus lane at roadside are used by both buses and other kinds of vehicles differently from median bus lane and showed such characteristic in accident influence. Therefore access management to factors causing conflict and improvement of operation management are required. In case of median bus lane, the more buses moving general vehicle lane and traffic volume of section were, the more accidents happened. In case that stop line of center lane is not backward, view blocking of vehicles turning left caused accidents.
