중소기업 중대재해 예방에 관한 연구: 화물운송차량를 중심으로 (A Study on the Prevention of Serious Accident in Small Business: Focusing on Cargo Transport Vehicles)

  • Since 2024, small business are also going to be ruled under the Serious Accident Punishment Act. As the scope of the law expands, the small logistics companies are required to pay more attention on preventing serious accidents on the field. Freight vehicle accidents can cause personnel accidents and cargo accidents which are the two serious accidents that the Serious Accident Punishment Act is trying to prevent. The purpose of this research are to study the factors that cause the serious accidents that happens in the small logistics companies and to suggest preventive. The results of the study shows that fall prevention is the top-priority and then driving experience, safety management, and cargo driving hours. However, the gaps between the evaluation values of each are not huge, which means all the preventives are significant.

  • 고용노동부가 최근 발표한 '2020년 12월 말 산업재해 현황'에 따르면 산업별로 산업재해 대상이 되고 있다. 건설업별 사고사망자 수, 사고유형별 사고사망자 수, 사업장 규모별 사고사망자 수는 5~49명으로 소규모 건설현장에서 추락사고가 대부분 발생한 것으로 나타났다. 따라서 도시형 생활주택은 소규모 건설현장으로 낙상사고 발생 확률이 매우 높다. 재해 발생을 위한 가을 모의훈련은 공공부문의 대형 건설 발주기관 위주로 실시되며 소규모 건설현장에서 주택건설업체가 실시하는 것은 국내 최초다. 본 연구는 도시생활주택의 정의, 시공특성, 안전관리 실태 등을 분석·제시하고 추락사고 발생시 긴급구호절차 매뉴얼을 개발·확산하여 사망을 최소화하였다.

Fall Risk Assessments Based on Postural and Dynamic Stability Using Inertial Measurement Unit

  • Objectives: Slip and fall accidents in the workplace are one of the top causes of work related fatalities and injuries. Previous studies have indicated that fall risk was related to postural and dynamic stability. However, the usage of this theoretical relationship was limited by laboratory based measuring instruments. The current study proposed a new method for stability assessment by use of inertial measurement units (IMUs). Methods: Accelerations at different body parts were recorded by the IMUs. Postural and local dynamic stability was assessed from these measures and compared with that computed from the traditional method. Results: The results demonstrated: 1) significant differences between fall prone and healthy groups in IMU assessed dynamic stability; and 2) better power of discrimination with multi stability index assessed by IMUs. Conclusion: The findings can be utilized in the design of a portable screening or monitoring tool for fall risk assessment in various industrial settings.

우리나라의 교통사고사상률(交通事故死傷率)(WHO $E_{800{\sim}866}$)에 관(關)하여 (An Observation on the Mortality Rates of Transport Accidents in Korea)

  • This paper describes the incidence of transport accident for the period, 1955-1965. Transport accidents were classified into three categories, viz. railway(WHO Classification of Diseases, E-802), watercraft (E 550-E 858) and motor vehicle accidents(E810-E835, E840-E841, E844-E845). Crude data on the subject were collected from the various souces of Government Statistical Books including Statistical Year Books edited by the Central Office of Economic Planning Board, Annual Police Reports by the Ministry of Home Affairs, and the national and local associations for road traffic safety. From the data incidence and mortality rates by year, month and local province were computed and other variables relevant to the epidemiology of accidents were observed. The following summary could be drawn: 1. Death rates due to transport accidents per 100,000 population were 12.3 for 1955 and 9.7 for 1965. The incidence of injury due to the same cause were 34.0 for 1955 and 35.9 for 1965. 2. Death rates by transportation vehicle showed 9.0 due to motor vehicle accidents, 1.7 due to water-crafts, and 1.6 due to railway trains for 1955. In 1965 death rates were 6.0 due to motor vehicles, 1.2 to water-crafts and 2.4 to railway. 3. Seasonal distribution of transport accidents revealed that car accidents occur more frequently in spring and fall fall seasons while ship accidents do in winter and train accidents more in summer. 4. Both car and ship accidents slightly decreased during the past decade, 1955-1965, whereas the accidents of railway trains showed a tendency of increase. 5. Although the survey on railway accidents excluded the injuries of passengers or railway employees corresponding to WHO classification of diseases, E 801, due to inaccuracy of data, it is roughly estimated that the same number of casualities as the incidence among pedestrians or any other than passengers or employees assumed to be at work(E 802).

열화상 카메라를 이용한 3D 컨볼루션 신경망 기반 낙상 인식 (3D Convolutional Neural Networks based Fall Detection with Thermal Camera)

  • This paper presents a vision-based fall detection system to automatically monitor and detect people's fall accidents, particularly those of elderly people or patients. For video analysis, the system should be able to extract both spatial and temporal features so that the model captures appearance and motion information simultaneously. Our approach is based on 3-dimensional convolutional neural networks, which can learn spatiotemporal features. In addition, we adopts a thermal camera in order to handle several issues regarding usability, day and night surveillance and privacy concerns. We design a pan-tilt camera with two actuators to extend the range of view. Performance is evaluated on our thermal dataset: TCL Fall Detection Dataset. The proposed model achieves 90.2% average clip accuracy which is better than other approaches.

건설현장 작업발판에서의 재해 특성에 관한 연구 (A study on characteristics of accidents involving working platforms at construction sites)

  • Construction victims have increased year by year. Disaster proportion is also increasing continuously. Looking over the causes of disasters by each type of work, fall from working platform indicate the highest rate above all so that it is urgently required to set up safety measures. This study is to grasp the present status of construction accidents, to identify areal characteristics of the top 20% accidents on the basis of working platforms with the highest accident rate, to grasp the causes of accidents after their analyses, and to present methods to reduce casualties related to working platforms. As measures to reduce construction disasters, this study proposes to improve safety management and training on working platforms, to complement safety regulations, and to better performance including the development and expansion of certified products suitable for safety regulations.

고령 근로자의 추락 재해 예방에 관한 연구 (A Study on the Prevention of Fall Accidents for Elderly Workers)

  • 건설현장에서 추락으로 인해 사망하는 근로자는 전체 사망자의 약 40%를 차지하며 사망사고 주요 발생 형태로 나타나고 있다, 또한 우리나라 인구구성이 점차 고령화됨에 따라 건설현장에서도 고령화 비율이 점점 높아지고 있으며 신체기능 저하 인지능력 저하 등에 따른 추락재해가 점점 증가추세에 있다. 이에 따라 고령 근로자 추락에 미치는 요인에 대하여 설문조사를 실시하였으며 재해 당사자인 고령 근로자에 초점을 맞춰 보다 근본적인 추락 예방대책을 제시하고자 한다.

Management of Thoracic Aortic Injury after Blunt Trauma: Nine Cases at a Single Medical Center

  • Purpose: Traumatic aortic injuries are rare, but life threatening condition. They usually occur after high velocity impact on the chest or abdomen such as traffic accident or fall. We report the experiences of the traumatic aortic injuries at a single center. Methods: We retrospectively reviewed the medical records of nine patients with aortic injury resulting from the blunt trauma from Jan. 2010 to May. 2016. Results: The mean age was $51.1{\pm}20.8$ years old, and ten (90.9%) were men. The mechanisms of injury were traffic accidents in seven patients (motorcycle accidents; 3, car accidents; 4), and four in fall injury. Most common injured sites were thoracic aorta (9, 81.8%). Aortic injuries were repaired by endovascular approach in four patients, and by open graft surgery in four. Two patients were managed conservatively. Nine patients survived without any complications. Conclusion: We had experienced different approaches for management of aortic injuries after blunt trauma according to locations and severity of lesions.

Danger Estimation with HIC and Risk Curve in Passengers Falls from Running Rail Cars

  • In 2001, an independent official board was constituted in Japan to investigate aircraft and railway accidents. In the past 10 years, many accidents and serious incidents have been investigated and these official reports were published by the board, on which the author had sat for 9 years as boarding member. In the interim, there were several train disasters which mocked our trust in railways and also many apparent trivial incidents. In recent years, serious incidents, which a door of running rail cars opens suddenly with some trouble, happen 2 or 3 times in a year. For the past 10 years, such incidents have happened 14 times and 13 cases of them were closed by the board mentioned above. In these 13 cases, no one fell off the rail car, so that the death toll was none luckily. In this paper, these 13 serious incidents are picked up among all the reports published by the board and outlined using some tables. Especially, fall accidents of passengers are discussed mainly from the view point of impact force and duration time. Then, the equation of HIC (Head Injury Criteria) and the risk curves in terms of the HIC are dealt with properly.

중·고령자의 최소발끝높이 특성에 따른 걸려 넘어짐 위험성 (The Risk of Trip and Fall by Characteristics of the Minimum Toe Clearance in the Middle-aged)

  • Fall accident is the most frequent accident type of occupational accidents. As the age of workers increases, trip and fall accident increases more than other types of occupational accident in the middle-aged group. In this study, the gait characteristics of 25 middle-aged participants (mean ages 47.4, S.D. 5.8) were studied to analyze the trip and fall risks. The Minimum toe clearance(MTC) against the floor surface was measured in the variable conditions of gait speed by a motion capture system. In the 50s age group, the MTC decreased and the MTC tended to reduce the variation with increasing walking speed in the level walking. Therefore, the trip and fall risks for the 50s age group is higher than the 40s age group. Especially, the faster walking speed will increase the trip and fall risks even more.
