A Study on Economic Analysis of Improvement of High Accident Locations in Highway(Focused on Safety Facilities) (고속도로 사고다발지점 개선사례 경제성 분석에 관한 연구(안전시설물 중심으로))

  • The rapid economic growth in Korea raised the increase of transportation demands about the passengers and the goods, and caused the concentration on cities. By the rise of a nation's income level, a automobile is necessary in our modern life. However, the traffic delays and traffic accidents that are raised by automobiles decrease the evaluation about a nation's economy and then the government practices the traffic safety improvement project. In this study, by performing the improvement project, we expect to achieve the following objectives. First, this study analyses the degree of effectiveness whether or not success in the improvement. Second, to supply the data on the effectiveness of the improvement and to inform the necessity of improvement. Third, to supply the information on the improvement project to the parties concerned. In this paper, through the study about identification of high accident locations, the effectiveness for the number of accidents and accident rates before-after the improvement is analyzed. Also, the B/C analysis about this locations is performed. This study shows that the number of accident and accident rates are decreased after the improvement, and there is economic validity about improvement of high accident locations.

An Analysis of The Effect of a Port on The Living Conditions of Its Neighborhood Area (항만이 인근지역 생활여건에 미친 영향 분석)

  • This study aims to reveal how a port affects the living conditions of its neighborhood area with a case study of Pusan New Port and to suggest several implications to port policy. PLS-SEM reflective measurement model satisfies the criteria on reliability and validity, and also structural model meets the criteria in terms of R2, path coefficients' significance and predictive relevance(Q2). The results of PLS-SEM support the hypotheses of this study: The expansion of Pusan New Port contributes to the improvement of living conditions of Gangseo-gu(nearby area) through its significant and sequential effects on the employment and population increase of Gangseo-gu. The originality of this study can be found in enunciating that a port plays a role as a driving force of the betterment of living conditions of its nearby Gu-level area. In terms of policy, central and local governments and port related companies should cooperate with each other to reinforce the acceptability of port policy through the improvement of the living conditions of port neighborhood area. To evaluate comprehensively the influence of a port on its neighborhood area, a further study needs to identify how a port affects the quality of life of the area or what kinds of socio-economic effects a port has on the area.

Development of Community Design Evaluation Index from the Perspective of Sustainability (지속가능성의 관점에서 본 커뮤니티디자인 평가지표 개발)

  • The purpose of this study is to develop community design evaluation factors for sustainable urban regeneration and to suggest considerations for sustainable community design by analyzing excellent community design cases. Through literature review, previous studies on the concept and core items of sustainable urban regeneration, and the concept and components of community design were considered. In addition, evaluation indicators for sustainable community design were developed in the socio-economic, physical, environmental, historical and cultural dimensions through the analysis of the linkage with the evaluation factors of community design through the analysis of previous studies. The evaluation index consists of 3 evaluation items and 9 items including social performance and participation at the social level, economic feasibility at the economic level, environmental characteristics at the physical and environmental level, accessibility, contextuality, locality at the historical and cultural level, identity, and artistry. Includes dog evaluation factors. Reliability and effectiveness are secured through the developed evaluation index and detailed description and expert verification. Exploratory factor analysis and expert interviews were conducted through the survey, and as a result of the analysis, the stability and Cronbach'α coefficients were verified, and the validity of the community design evaluation index considering sustainable urban regeneration was recognized through expert interview. The results of this study are considered meaningful in that they can provide basic data for the improvement of community design for sustainable urban regeneration in the future.

A Study on the Development of Global Maritime Logistics Hub Index Model (글로벌해상물류허브지수 모델 개발에 관한 연구)

  • This study presents an innovative framework for comprehensively evaluating the competitiveness of maritime logistics hub cities through the development of the Global Maritime Logistics Hub Index(GMLHI) model. This model departs from traditional cargo volume-centric assessments, establishing a balanced evaluation system that encompasses various dimensions including shipping, ports, logistics, urban competitiveness, and sustainability. The Delphi survey method applied in developing the GMLHI model significantly enhanced its validity and practicality by systematically incorporating expert opinions from diverse fields. This approach enabled an objective assessment of the index composition's appropriateness and the importance of each indicator, while fostering consensus among experts to improve the model's reliability. Furthermore, the use of data from reputable international organizations such as the OECD, UNCTAD, and the World Bank strengthened the objectivity and reliability of the evaluation. This contributed to ensuring consistency in comparisons between cities and countries, while laying the groundwork for future time-series analyses. The results of this study can serve as valuable foundational data for objectively diagnosing the current competitiveness of global maritime logistics hub cities and formulating future development strategies. In particular, by enabling a multifaceted understanding of each city's strengths and weaknesses, it supports policymakers in making decisions based on more accurate situational analyses. Moreover, this research is expected to provide important evidence for developing concrete and effective policies to enhance the global competitiveness of major domestic maritime logistics hub cities. By offering useful insights in various aspects such as setting investment priorities, establishing a foundation for international cooperation, and promoting sustainable development, it can ultimately contribute to national economic development.

Development and Validation of the Korean Wellness Scale (한국형 웰니스 척도(KWS) 개발 및 타당화)

  • This study developed a measure to measure wellness-seeking behavior in important areas of life for general adults in Korea and verified its validity. For the development of the wellness scale, 31 factors derived through literature review, expert interviews, in-depth interviews, open questionnaires 1 and 2, and 182 questions were selected as the final 10 factors and 99 questions. Through exploratory factor analysis of the results of the preliminary survey of 351 adults in Korea, 58 questions of 10 factors were derived, and some of the questions reflecting important concepts in each factor were revised, and this survey was conducted with 63 questions of 10 factors. In this survey conducted on 667 people, to verify the validity of the composition concept of this test, the entire sampling was divided into two groups, one group was subjected to exploratory factor analysis, and the other group was subjected to confirmatory factor analysis. As a result of exploratory factor analysis, 63 questions of 10 factors (work, community, family, others, economic power, self-esteem, leisure, physical health, spirituality, and self-growth) were finally derived, and confirmatory factor analysis using the structural equation model verified that the model fit criteria were met. Convergence validity was verified using the K-MHC-SF and Wellness Index for Workers to verify whether the derived wellness scale and its sub-factors actually measure wellness. As a result of analyzing the relationship between the variables and factors of the Subjective Happiness Scale and Life Scale to verify the validity related to the criteria, it was found to be a significant correlation. As a result of confirming the significance of each path through multiple regression analysis, the 'self-esteem' on the wellness scale was identified as the most important factor influencing subjective happiness and life satisfaction. Finally, discussions on this research process and results, academic significance and practical significance, limitations, and future research directions were presented.

A Study on Floating Offshore LNG Bunkering System and its Economic Analysis (해상부유식 LNG 벙커링 시스템 R&D사업의 경제성 분석)

  • The business performance of port industry is steadily getting worse due to international environmental regulation. The port industry should be prepared according to ambient condition change. IMO(International Maritime Organization) is tightening up environmental regulation of vessel and maritime industry field. ECA(Emission Control Area), starting with the Baltic, has initialized and has been expanded. Korea must strengthen the control of vessel in accordance with IMO's restriction, if Korea is designated as emission control area. These situations cause the expansion of LNG-fuelled ships. Add to the larger trend of ships, Korean government should be done a preemptive action against LNG bunkering industry. This study proposes the concept of floating offshore LNG bunkering system and is conducted its economic feasibility evaluation based on empirical analysis. We examine the theoretical foundation and basic information via "A Planning Study on the Engineering Development of Floating Offshore LNG Bunkering Terminal" in 2013 and we evaluate the business potential by using the report above mentioned. The results of this study are as follows. The values of B/C analysis are between 0.679 and 2.516 depending on market share and R&D contributiveness. In case of 10.9%(market share), if market share are 50% and 60%, the value of B/C analysis are 0.697 and 0.837 respectively. Except in two cases, all remaining values are over 1.0. Moreover, the research is conducted sensitivity analysis to remove the project uncertainty. In order to maintain economical validity, a project manager have to establish business strategies which are not to cause increase of expense and sustain market share and R&D contributiveness in the scenario with normal levels.

Economic Feasibility of REDD Project for Preventing Deforestation in North Korea (북한 산림전용 방지수단으로서의 REDD 사업의 경제적 타당성 분석)

  • This study aims to verify the economic validity of the REDD project in North Korea by estimating the potential carbon credits and the cost of REDD project. The REDD potential credits of North Korea are estimated based on the international statistics of forest area and population from 1990 to 2010, and the cost of REDD project is estimated indirectly by annual land opportunity cost of agriculture assuming that South Korea will aid the food production per area in North Korea. When the 25% reduction scenario was applied to the annual deforestation rate in North Korea, the potential REDD credits were estimated to be $4,232million{\sim}5,290milliontCO_2eq.$ for 20 years. It would account for 28~35% of South Korea's national medium-term greenhouse gas reduction target. On the other hand, the break-even price of REDD project was calculated as the profit of agriculture in the land available by forest conversion in North Korea. It was estimated to be 19.19$/$tCO_2eq.$ when the non-permanence risk of forest conserved through a REDD contract is assumed to be 20%. This price is higher than the price of REDD carbon credit 5$/$tCO_2eq.$ dealt in the 2010 voluntary carbon market, leading to no economic feasibility. However, REDD project provides co-benefits besides climate mitigation. As previous studies indicate, the break-even price is lower than 20$/$tCO_2eq.$, which is the social marginal cost of greenhouse gas emissions by loss of forest. Therefore REDD in North Korea can be justified against the social benefits. The economic feasibility of REDD project in North Korea can be largely influenced by the risk percentage. Thus, North Korean REDD project needs a strong guarantee and involvement by the government and people of North Korea to assure the project's economic feasibility.

  • It is noted that the paper mapping system for University Building Facility has many limitations in terms of data maintenance, real-time GIS data acquisition, and economic efficiency. The aim of this research was to evaluate an operational potential of an on site real-time mobile GIS technique to resolve the problem faced in the university. The idea is based upon the recent trends in the field of 'Telecommunication and Information Technology' that uses a PDA (personal Digital Assistants), wireless network computing, mobile computing, etc. A real time mobile GIS approach has been adopted, in which a PDA is linked to a wireless internet and field workers record data on the computer at the site and analyse data on site. While there should be a considerable number and variety of factors associated with real-time mobile GIS quality, this research focuses on three criteria that are identified as fundamental to customer requirements; (1) data quarry (2) spatial analysis (3) real-time GIS database building. 'Art--empirical study for a case study facility has been conducted to confirm the validity for the system. The system has been checked experimentally, enabled the field users to quarry the data required simply and execute spatial analysis (buffer, overlay etc.,) accommodating versatile alternatives on the site. Detailed visual maps can be generated over large areas quickly and easily. The PDA interface, in particular, were ideally suited for field users to interactively displaying positional information with attribute data. This system has shown to be quite convenient to maintaining a highly reliable database since it could playa crucial role in documenting at real-time basis temporal and spatial changes occurred in the facilities. It is anticipated that this research output will greatly serve to introduce the reliable and cost-effective facility mapping system in the university by overcoming serious constraints suffered from the past non-real time mobile GIS approach.

Analysis of the Feasibility and Reliability of Models Measuring National Innovative Capability: with a Focus on the IUS of the EU (국가혁신역량 측정모형의 신뢰성과 타당성 분석: 유럽연합의 IUS를 중심으로)

  • National Innovative Capability (NIC) is an important decisive factor where economic growth is concerned. As such, it is very important to measure and manage NIC. The composite index approach is one of the widely used approaches to measuring NIC, but there have been insufficient reviews of its feasibility and reliability. This paper conducted an analysis of the feasibility and reliability of the report on the last three years (i.e. 2011 through 2013) of the Innovation Union Scoreboard (IUS) of the EU, which is the most representative means of measuring NIC. It turned out that its reliability meets the recommended criteria as a result of Chronbach's alpha-based test of the models of IUS-related composite index. However, neither the absolute fit index nor the incremental fit index was found to meet the recommended criteria in a construct validity analysis. It also turned out that predictive validity is very low as a result of panel linear regression analysis of sectors and items of IUS-related composite index. This paper presents a number of considerations to be made when measuring national innovative capability using the composite index approach, as well as major policy suggestions based on the results of the analysis.

Validity Assessment of Self-reported Smoking Status: Results from the Korean National Environmental Health Survey (KoNEHS) 2009-2011 (흡연상태에 관한 자가보고 설문의 타당도 평가: 제1기(2009-2011) 국민환경보건기초조사 자료 분석)

  • Objectives: The purpose of this study was to assess the validity of self-reported cigarette smoking status and investigate factors associated with the accuracy self-reported and measured urinary cotinine in Korean adults. Methods: We used data from the $1^{st}$ Korean National Environmental Health Survey (2009-2011) among adults aged ${\geq}19$ years (N=6,246). The survey examined self-reported smoking status, and urinary cotinine was regarded as the biomarker of exposure to tobacco smoke. Urinary cotinine was analyzed using a gas chromatography-mass spectrometry (GC/MS) and data analysis was conducted using IBM SPSS version 20.0, which uses the sample weight and calculates variance estimates to adjust for the unequal probability of selection into the survey. Results: We calculated a cut-off point (53.3 ug/L) by using a ROC (Receiver Operating Characteristic) curve. The smoking prevalence was 24.6% based on self-reported data and 28.2% based on urinary cotinine concentrations. When we assessed the agreement between self-reported and urinary cotinine, we found an average agreement of 97.7% among self-reported smokers and 94.5% among self-reported non-smokers. Among self-reported smokers, factors affected the discrepancy were age, household economic status and average number of cigarettes smoked per day. On the other hand, gender, former smoking experience, and exposure to SHS (second hand smoke) were associated with discrepancies among self-reported non-smokers. Conclusion: These results suggest that self-reported data on smoking status provide a valid estimate of actual smoking status. In future research, we will conduct a continuous monitoring study for reliability verification of the data to reduce potential interpretation errors.
