A Study on the Improvement of R&D Tax Support System: Focused on the Tax Credit for Research and Manpower Development Expenses (연구개발 조세지원제도의 개선방안: 연구·인력개발비 세액공제제도를 중심으로)

  • Purpose - This research is intended to analyze the current status and problems of tax benefits in the R&D sector and suggest ways to improve tax credit for research and manpower development expenses when various countries fiercely develop efforts to enhance national competitiveness through increased investment in R&D Design/methodology/approach - This study will examine the current status of the tax support system for domestic and foreign R&D, and suggest improvement measures to expand research and development activities in the future. Findings - First, a plan may be considered to abolish and perpetuate the sunset deadline for tax credit for research and manpower development expenses as in the case of the United States and Japan. This perpetuation can be a proactive measure to actively support long-term R & D investment in companies facing economic decisions under uncertainty. Second, it should be revised to raise the tax credit rate of large corporations, which are shrinking every year, compared to SMEs, so that both large corporations and SMEs can improve their international competitiveness and secure excellent technologies through R & D. Finally, the target technologies for each new growth engine and source technology should be expanded to various fields, including national cybersecurity enhancement technology, aviation engine technology, carbon emission and global cooling technologies, which are areas of interest in major overseas R&D countries, to help active R&D and investment in these areas. Research implications or Originality - This study can find a contribution in comparing and analyzing the national R&D tax support system and presenting improvement measures at a time when the benefits of tax credit for research and manpower development expenses of large companies are decreasing due to frequent tax law revisions and the government's factors of increasing tax revenues. In addition, recent research and development items and research technologies of foreign countries were analyzed by Nature's top 10 major science and technology issues, and advanced technologies that should be applied to target technology areas by new growth engine and source technology were specifically investigated and presented.

In-vitro meat: a promising solution for sustainability of meat sector

  • The in-vitro meat is a novel concept in food biotechnology comprising field of tissue engineering and cellular agriculture. It involves production of edible biomass by in-vitro culture of stem cells harvested from the muscle of live animals by self-organizing or scaffolding methodology. It is considered as efficient, environmental friendly, better ensuring public safety and nutritional security, as well as ethical way of producing meat. Source of stem cells, media ingredients, supply of large size bioreactors, skilled manpower, sanitary requirements, production of products with similar sensory and textural attributes as of conventional meat, consumer acceptance, and proper set up of regulatory framework are challenges faced in commercialization and consumer acceptance of in-vitro meat. To realize any perceivable change in various socio-economic and environmental spheres, the technology should be commercialized and should be cost-effective as conventional meat and widely accepted among consumers. The new challenges of increasing demand of meat with the increasing population could be fulfill by the establishment of in-vitro meat production at large scale and its popularization. The adoption of in-vitro meat production at an industrial scale will lead to self-sufficiency in the developed world.

A Study on Korean Inbound Tourism Market Efficiency Strategy Using Portfolio Theory (포트폴리오 이론을 적용한 한국 인바운드 관광 효율화 전략 연구)

  • The inbound tourism market is recognized as a vital sector of the tourism industry today, but it is highly volatile due to each country's economic, social, and cultural variables. The causes of volatility vary according to the inbound country, and we intend to revitalize the stabilized tourism industry by minimizing risks. In this study, the portfolio theory was applied to derive the optimal combination for each country to achieve the minimum risk level's maximum growth rate. The number of inbound travelers and the average expenditure per person was simultaneously applied. As a result of the analysis, the best mix by country based on the number of inbound travelers was the UK, the United States, Germany, China, and Japan. Based on average spending, each country's best combinations were Thailand, Middle East, Singapore, Japan, Russia, Hong Kong, and Germany. It is expected to be able to establish a plan to operate the Korean inbound tourism market strategically.

Empirical Analysis on Trade Pattern of Korean Motor Industry and Effect of Free Trade Agreement through Panel Gravity Model (패널중력모형을 통한 한국 자동차산업의 교역패턴과 자유무역협정의 영향 분석)

  • This study was done through Panel Gravity Model to analyze the trade pattern of Korean motor industry and empirical analysis was also performed on the effect of regional economies joining to the Korean trade is to draw out some implications. Compared with per capita pattern regarding the income levels of both the countries, the results indicated that trade of Korean motor industry followed GDP pattern in accordance with the overall market. The results of effect on regional economic integration to Korean motor industry reflected 179% and 198% increase in motor trade industry and motor parts trade, respectively. To expand the trade of Korean motor industry at the international competitiveness level, focus should be made on smaller, smarter and greener car with lesser impact on the environment. Hence, the present investigation suggested that government should not delay in retaining the core technology as well as private sector should also aggressively invest in the market.

Effects of Minimum Wage Increases on the Volume of Waged Employment: Evidence from the Economically Active Population Survey (최저임금 인상이 근로자 고용규모에 미치는 영향: "경제활동인구조사" 자료를 이용한 분석)

  • Employing bunching estimators of Cengiz et al. (2019) for data from the "Economically Active Population Survey," this paper estimates the effect of minimum wage increases on the volume of waged employment for the period 2009-2019. A bunching estimator, which exploits yearly changes in the hourly wage distribution due to the minimum wage hike, can be easily applied to the Korean labor market, which adopts the yearly single national minimum wage. The estimation results suggest that an increase in the annual minimum wage during the period from 2009 to 2019 had a negative effect on the volume of waged employment. A 10% increase in the (real) minimum wage leads to a 1.42~1.74% decrease in the volume of waged employment. Disemployment effects of minimum wage hikes are greater in the sector with a higher proportion of minimum wage workers. It is necessary to carefully consider disemployment effects in determining the level of the minimum wage.

A Study on the Visual Descriptions of Landscapes in North Korean Literature (북한 문헌에서 경관의 시각적 서술 경향 연구)

  • This paper interprets the social and cultural significance of the "landscape" in North Korea by exploring the object and context of the text referring to the "landscape" in North Korean literature. To this end, the paper first classified the objects describing "landscapes" in serial publications and newspaper articles by types and grouped them according to trend. As a result, the social and cultural significance of the "landscape" in North Korea can be divided among "Projection Object of Orthodoxy", "Visuality extended to the City" and "Visible Socialist-Fairyland". First, in an article about Baekdusan (Mt. Baekdu), "landscape" was used as a medium to prove the legitimacy of the successor. Next, in the Kim Jong-Un regime, "landscape" was used as a word to describe the visual interactions by human economic activities. Finally, as a way to visualize the achievements in the landscape sector, a term for ranking landscapes such as "Socialist-Fairyland" was adopted during Kim Jong-Un's reign. This can be interpreted as one of the devices visualizing the "landscape" and is clearly distinguished from the past.

  • In line with the current era of the 4th Industrial Revolution, it is necessary to prepare for the future by integrating AI elements in the ship sector. In addition, it is necessary to respond to this in the field of power management for the appearance of autonomous ships. In this study, we propose a battery-linked electric propulsion system (BLEPS) algorithm using machine learning's DNN. For the experiment, we learned the pattern of ship power consumption for each operation mode based on the ship data through LabView and derived the battery status through Python to check the flexibility of the generator and battery interlocking. As a result of the experiment, the low load operation of the generator was reduced through charging and discharging of the battery, and economic efficiency and reliability were confirmed by reducing the fuel consumption of 1% of LNG.

  • Commercialization of public technology is the transfer of government-led scientific and technological innovation and R&D results to the private sector, and is recognized as a key achievement driving economic growth. Therefore, in order to activate technology transfer, various machine learning methods are being studied to identify success factors or to match public technology with high commercialization potential and demanding companies. However, public technology commercialization data is in the form of a table and has a problem that machine learning performance is not high because it is in an imbalanced state with a large difference in success-failure ratio. In this paper, we present a method of utilizing CTGAN to resolve imbalances in public technology data in tabular form. In addition, to verify the effectiveness of the proposed method, a comparative experiment with SMOTE, a statistical approach, was performed using actual public technology commercialization data. In many experimental cases, it was confirmed that CTGAN reliably predicts public technology commercialization success cases.

  • Since the Paris climate agreement, reducing greenhouse gases has been the most important global issue. In particular, it is necessary to reduce fossil fuels in the mobility sector, which accounts for a significant portion of total greenhouse gas emissions. In this paper, we investigated the economic feasibility of green mobility energy supply chains, which supply hydrogen as fuel to hydrogen vehicles based on electricity from renewable energy sources. The design and operation costs were analyzed by evaluating nine scenarios representing various combinatorial possibilities such as renewable energy generation, hydrogen production through water electrolytes, hydrogen storage and hydrogen refueling stations. Simulation calculations were made using Homer Pro, widely used commercial software in the field. The experience gained in this study could be further utilized to construct actual hydrogen energy systems.

  • Using data from a departmental profit and loss management questionnaire survey conducted for a group of hospitals consisting of various establishment entities, this study evaluates the effectiveness of departmental profit and loss management practices, such as break-even analysis, based on objective performance data. The study also examines whether the implementation of departmental profit and loss accounting is still effective in improving profitability in the financial year 2021 and whether the effectiveness of the implementation of departmental profit and loss accounting is robust. This study reconfirmed that the implementation of departmental profit-and-loss accounting has a positive effect on objective financial performance in hospitals and that the effect of improving profitability can be enhanced by implementing it monthly with high frequency and regularity and by using the accounting results more actively. It was also found that the department's implementation of break-even analysis had a positive impact on financial performance, which was enhanced by more active use of the data. Given the current economic climate, a hospital organization's active participation in income statement management, not only for the hospital as a whole but also for each department, would be an effective management activity.
