The Cost Monitoring of Construction Projects through Earned Value Analysis

  • In construction industry, the term 'procurement' is considered as a project based job where clients and contractors are always keen to observe performance indicators. These indicators represent financial and non-financial efficiency of project activities. Among these, the monitoring of financial indicators such as cost monitoring is an ongoing process and its importance cannot be undermined during the project life cycle. It can be monitored by using traditional approach of direct reporting of actual cost against budget. However, the comparison of budget versus actual spending does not indicate the worth of the work which is completed at any given time. This approach does not represent the true cost performance of the project. Because of these limitations, this paper discusses the applications of Earned Value Analysis (EVA) for cost monitoring of construction projects in Malaysia. Besides traditional approach, EVA is a three-dimensional approach that compares three cost indicators i.e. the budgeted value of work scheduled with the earned value of physical work completed and the actual cost of work completed. Therefore, cost monitoring by EVA is an objective measure of actual work performed. This paper uses a case study, an example application of EVA as a cost monitoring tool. This case study reaffirms the benefits of using EVA for project cash flow analysis and forecasting.

An Analysis of Effect and Limitation when Adapting Earned Schedule Method for Schedule Management and Estimation in Korean Defense Research & Development Projects (한국 국방 연구개발 프로젝트 일정 관리 및 예측을 위한 Earned Schedule 기법의 적용 효과와 한계 분석)

  • Earned Value Management(EVM) has been used to manage and forecast defense project schedule and cost over the last two decades in the world. However to support the lacking ability of schedule analysis in traditional EVM, earned schedule(ES) has been introduced as a tool to more accurately estimate schedule performance. This paper compares which method EVM or ES, provides more accurate schedule predictors in 32 Korean defense research and development projects. As a result of comparison, the ES method can predict the future schedule more reliably than the EVM method. We also analyze early warning function of schedule performance index considering project duration extension point. Through the analysis results, we confirm that both the EVM and the ES method lack the ability of the early warning in terms of the current schedule management criterion.

  • As buildings and especially eco-friendly facilities are increasing, maintenance of the aged buildings are interested by many maintenance companies. Therefore, a lot of companies are increasing by the maintenance form. These Earned Value should try to minimize the increasing forms. Therefore, this study has an effort to gather data related to earned value of building facility maintenance and analyze the data in terms of local dimension, used duration dimension, building types dimension and so on in order to prevent the building deterioration.

Forecasting Project Cost and Time using Fuzzy Set Theory and Contractors' Judgment

  • This paper presents a new method for forecasting construction project cost and time at completion or at any intermediate time horizon of the project duration. The method is designed to overcome identified limitations of current applications of earned value method in forecasting project cost and time. The proposed method usesfuzzy set theory to model uncertainties associated with project performance and it integrates the earned value technique and the contractors' judgement. The fuzzy set theory is applied as an alternative approach to deterministic and probabilistic methods. Using fuzzy set theory allows contractors to: (1) perform risk analysis for different scenarios of project performance indices, and (2) perform different scenarios expressing vagueness and imprecision of forecasted project cost and time using a set of measures and indices. Unlike the current applications of Earned Value Method(EVM), The proposed method has a numberof interesting features: (1) integrating contractors' judgement in forecasting project performance; (2) enabling contractors to evaluate the risk associated with cost overrun in much simpler method comparing with that of simulation, and (3) accounting for uncertainties involved in the forecasting project cost.

  • EVMS(Earned Value Management System) is a project management method for analysis of current state of project and estimation of future state by the periodic tracking of schedule and value that activated by the project manager of government and contractor. Some countries, such as U.S.A and Austria, require the use of an EVMS for all major defense R&D project and many cases have proved that EVMS ensures that cost, schedule, and technical aspects of the contract are truly integrated and estimated, and actual progress of the project can be identified. However, the recent implementation of EVMS on Korean defense R&D project has shown number of challenges. In this paper, we defind the cancept of EVMS and analyzed EVMS implementation m order to conduct their problem.

  • It is lately issued studies on EVMS(Earned Value Management System) throughout construction industry, which is management system integrating cost and schedule effectively. So identifying importance and circumstance of introducing EVMS, CPI(Cost Performance Index) and SPI(Schedule Performance Index), which are critical components on schedule introducing EVMS, calculate and it intends to analyze the trend and problem of cost and time throughout project management, applying various statistical data analysis method.

  • The System Engineering(SE) and the Earned Value Management System(EVMS), as parts of the scientific project management methodology, have been applied to Surion Helicopter R&D Program. The concept and application process of SE methodology, requirements management and applications output by DOORS program are described in this study. The concept and application process of EVMS, analysis results of schedule/cost variance for Surion RF equipment are also discussed in this study. Though the Surion R&D program is still on-going, it is found that the measures of effectiveness of SE and EVMS applications are verified.

Developing a Bayesian Network Model for Real-time Project Risk Management (실시간 프로젝트 위험관리를 위한 베이지안 네트워크 모형의 개발)

  • Most companies have been increasing temporary work projects to maximize the usage of their resources. They also have been developing the effective techniques for analyzing and managing the state of the projects. In order to monitor the state of a project in real-time and predict the project's future state more accurately, this paper suggests the Bayesian Network (BN) as a tool for discovering the causes of project risk and presenting the failure probability of the project. The proposed BN modeling method with consideration of the Earned Value Management (EVM) method shows how to induce the predictive and conditional probability of the risk occurrence in the future. The advantages of the suggested model are (1) that the cause of a project risk can be easily figured out via the BN, (2) that the future value of the project can be sufficiently increased by updating relevant components of the project, and (3) that more credible prediction can be made in the similar and future situation by using the data obtained in current analysis. A numerical example is also given.

  • In the construction industry, IT has been an alternative for the enhancement of productivity and technical advances through a paradigm shift. While it has been recognized that the IT system will have a substantial influence on the industry, a quantitative valuation has been very limited. This paper has chosen EVMS (Earned Value Management System), which supports the integrated management of cost and schedule by utilizing IT tools, and which is the largest trend in the construction IT industry in Korea, in order to suggest an analysis model for the valuation of IT. The CVM (Contingent Valuation Method) is used to quantitatively measure intangible value of IT application. Then, a valuation and analysis model were suggested for the quantitative valuation of the effect of IT adoption. In terms of willingness to pay for EVMS, the expected benefits from the adoption of EVMS were US$ 584.52 per man annually. This research should be helpful for construction companies evaluating their investment to Project Management Information System.

  • The EAC(Estimate at Completion) among existing methods, which estimate cost and time effectively, help managers anticipate changeable several results at the point of $15{\sim}30%$ in the project progress. However, this method may cause such some problems as not to consider the periodically changing circumstances caused by construction risks or uncertainties which can affect the cost and time in the project, and to regard collected and accumulated data only as a single value when predicting the results on the progress. Accordingly, it is very difficult to accept the even small range of variability based on the anticipation of EAC. Consequently, the study focuses on the possibility methodology to anticipate time and cost accurately on the way to utilize EVMS(Earned Value Management System), and also suggest the way to perform the right estimation of EAC as considering various risks and uncertainties in construction projects.
