  • Although recently vigorous studies on environmental crime have contribute criminal respects to be advanced in our country, most of them are focused on German discussions about the theory of environmental crime or environmental criminal law. As each countries in criminal legislation for environmental protection have some distinctive characteristics not found in others, the study which is more helpful to regulate environmental crime can be extend to other country in the view of comparative law. Thus this Article overviews especially the environmental criminal enforcement program involving civil and administrative enforcement in the United States. Notwithstanding that enforcement is an evolving phenomenon that only recently appeared on the scene, there is widespread public support for it. Once viewed as mere economic or regulatory offence lacking an element of moral delict, environmental crimes now provoke moral outrage and prompt demands for severe sanction and strict enforcement. Many major provisions of modem environmental acts that imposed criminal liability have been added or significantly restructured during the last decade. Notable among them are the imposition of the felony penalties for federal environmental crimes and the enactment of the endangerment crime in federal environmental law. This Article approaches the characteristics of environmental criminal enforcement form introducing major federal environmental acts. It develops the result that, considering the difference that exist between Korea and United States in environmental criminal law, our proper environmental regulatory framework can be constituted.

  • KICS is intended to facilitate the computerization of the criminal justice process and realize a quick and transparent criminal justice process. Thus, it has been operating in the field of criminal justice by establishing criminal justice portal for the empowerment of the people. While in 2008 the opposition by the Court concerns the independent function of the judiciary and privacy violations presented in conjunction with its own operating system between the judiciary and other institutions. KICS improve office productivity by creating documents in a single criminal justice agencies to reduce costs, and costs of document exchange between criminal justice agencies. Secondly, the decision-making process is simplified by using the electronic documentation system and speed up, bind and document handling procedures ranging from preserving documents received are reduced dramatically contribute to the competitiveness of the organization through business improvement. Third, The use of an electronic document stored in the information is easy, and it is possible to easily access a variety of information can facilitate the realization of an open state by smoothly to provide information about the people. Finally, KICS building a network of criminal legal systems to maximize the benefits and the electronic integration effect it is being evaluated to improve the overall efficiency of the criminal legal system.

  • Purpose: The purpose of this study is to examine the path of money laundering of criminal proceeds through cryptocurrency using criminal script analysis and to devise measures to prevent and prevent criminal justice agencies from doing so. Method: Based on the results of a prior study on the profit path of cryptocurrency through money laundering and criminal cases in Korea, the path of money laundering was analyzed using criminal script techniques. Result: Most of the cryptocurrencies that have been launched are converted into criminal proceeds, which are re-launched and cashed or have a vicious cycle of being used as criminal funds are used. According to the script, the route of money laundering is mainly converted to criminal proceeds from cryptocurrency exchanges using anonymity, which is repeated several times, making it very difficult to find the money using cryptocurrency in criminal justice institutions. Conclusion: As the method of money laundering using cryptocurrency is becoming more sophisticated, legal sanctions and preventive institutionalization should be prepared for the prohibition or confiscation of cryptocurrency transactions for money laundering after understanding the flow.

A Study on the Effects of Criminal Investigators' Job Satisfaction and Organizational Commitment (수사경찰의 직무만족과 조직몰입에 관한 연구)

  • This study examines the degrees of criminal investigators' job satisfaction and organizational commitment and investigates which factors determine the variations in them. In the first step of analysis, independent variables of criminal investigators' job satisfaction consist of work itself, achievement, responsibility, safety, stability, interpersonal relations, recognition, supervision, and opportunity of growth. In the second step, job satisfaction is a mediating variable and organizational commitment is a defendant variable. Organizational commitment is classified into three types - "affective", "continuance" and "normative". According to the structural equation model analysis, responsibility has a great influence on job satisfaction, and job satisfaction affects affective commitment and continuance commitment. This study suggests that job satisfaction should be increased to improve criminal investigators' organizational commitment. And responsibility is necessary for the improvement of job satisfaction. Despite the professional detective system operating in Korea since January 1, 2005, the level of criminal investigators' recognitions of safety, stability and opportunity of growth turn out to be low. Based on these findings, this study presents four ways to reform measures which are listed below. First, to improve a! n economical circumstance of criminal investigators, any expense associated with criminal investigation should be paid by organizations. Second, to improve safety of criminal investigators, it is necessary to develop and supply enough police equipments. Third, criminal investigators' working hours should be shorten. Fourth, to improve criminal investigators' responsibilities, criminal investigators should be allowed to conduct criminal investigation independently from the prosecution.

  • To deal with the modem intellectual criminal acts, various efforts are tried. Especially, it is not difficult to watch the recent activities to analyze the criminal characteristics spatially using computing and GIS technology In this study, the spatial features and patterns of crime are investigated. The crime is reconstituted with respect to assault, larceny, robbery, and rape, then the variables are derived based on the theory of criminology. The kernal density analysis are performed to investigate the criminal distribution, and the correlation between the main criminal causes and the criminal outbreak is examined by buffering analysis. In addition, the land price and land usages are correlated with social-economic factors of criminal patterns.

A Study on the Effectiveness of Criminal Profiling (범죄자 프로파일링의 효용성 평가)

  • Criminal profiling, also known as offender profiling is designed to predict the characteristics of unknown criminal perpetrator through an analysis of the crime scene. Until now, there has been conflict about the effectiveness of criminal profiling among academics. In this study, 113 police investigators', working in serious crime divisions, were interviewed about their experiences with criminal profiling, and their belief about its effectiveness. 63.7% of the respondents agreed that criminal profiling is a valuable investigative tool and 62.8% agreed that profilers are valuable to criminal investigations. A total of 31.8% agreed that profilers help the police identify offenders and 15.0% agreed that there is no risk of profiler misdirecting and investigation. 61.5% of the respondents who had reported using a profile agreed that profiling is helpful and 71.4% told that they would use profiling again in the future.

  • Recent technological advances provide the opportunity to use large amounts of multimedia data from a multitude of sensors with different modalities (e.g., video, text) for the detection and characterization of criminal activity. Their integration can compensate for sensor and modality deficiencies by using data from other available sensors and modalities. However, building such an integrated system at the scale of neighborhood and cities is challenging due to the large amount of data to be considered and the need to ensure a short response time to potential criminal activity. In this paper, we present a system that enables multi-modal data collection at scale and automates the detection of events of interest for the surveillance and reconnaissance of criminal activity. The proposed system showcases novel analytical tools that fuse multimedia data streams to automatically detect and identify specific criminal events and activities. More specifically, the system detects and analyzes series of incidents (an incident is an occurrence or artifact relevant to a criminal activity extracted from a single media stream) in the spatiotemporal domain to extract events (actual instances of criminal events) while cross-referencing multimodal media streams and incidents in time and space to provide a comprehensive view to a human operator while avoiding information overload. We present several case studies that demonstrate how the proposed system can provide law enforcement personnel with forensic and real time tools to identify and track potential criminal activity.

  • Online cybercrime has various causes. The criminal guilty language, Criminal lingo is active in the shaded area with the bilateral aspect of the word on cyber. It has been continuously producing massive risk factors in cyberspace. Criminals are shared and disseminated online. It has been linked with fake news and aids to suicide that has recently become an issue. Thus the criminal lingo has become a real danger factor on cyber interface. Recently, Criminal lingo is shared and distributed as cyber hazard information. It is transformed that damaging to the youth and ordinary people through the internet and social networks. In order to take action, it is necessary to construct an expert system based on AI to implement a smart management architecture with block-chain technology. In this paper, we study technically a new smart management architecture which uses artificial intelligence based decision algorithm and block-chain tracking technology to prevent the spread of criminal lingo factors in the evolving cyber world. In addition, through the off-line regular patrol program of police units, we proposed the conversion of online regular patrol program for "cyber harem area".
