The occurrence of complicating, multilateral social condition demands the strategy for facing many social state and consolidating public security against criminal loss. The lacking ability of local police for preventing crime can't satisfy the demand of security and can't get rid of fear of crime. At last, it brings a distrust of public confidence and became a factor of serious social crisis. We have problems - not only making an alternative plan for preventing crime, but also introducing CPTED(Crime Prevention Through Environmental Design) by environmental design, to expect crime prevention and to select systemic crime prevention system and the most suitable model. And we have a goal - to recognize the importance of guard activity for local crime, analyse public safety activity in community & focusing guard activity as a strategy for them, apply CPTED in police and private security company as a local crime prevention & setting effective model, and, make it as an index for preventing & dealing with intellectual, brutal crime. The rapid growth in the guarding-activity field lighten the burden of police for crime-prevention. But the misjudgement of some people blocks it to be settled institutionally. It needs to reconsider what is the effective crime-prevention method, at this point of time when the all parts of a nation changing into unlimited competitive, private self-control system.

This study presents a plan of construction for cooperating crime prevention system between public police and private security to provide positive safety, and crime prevention activity for clients. A method of this study, this paper used statistics analysis and literature study. This study, an introduction is at the chapter I , a role of public police and private security at the Chapter II, the realities of private security industry of korea at the Chapter III, the police service relating with private security and operating realities at the ChapterIV, the problems and a plan of construction for co-operating crime prevention system at the ChapterV, and conclusion at the ChapterVI. In conclusion, It is needed a public information strategy, partnership between the police and guard, establishment of special office for private security, and the improvement of the quality in security corporation.

This article investigates intelligent security integrated platform for real-time crime response and preventive crime prevention. This study analyzed intelligent crime prevention platform elements by analyzing crime prevention system/platform research, intelligent crime prevention research, and case study of municipality integrated operation center crime prevention system. Through this, we developed a practical intelligent security platform, and suggested a linkage with existing municipalities and smart city integrated platform system considering scalability. This enables CCTV monitoring, which is used only for existing post processing, to cope with real-time crime. It is expected that it will be able to solve the incidents in golden-time by grasping the precise position of the complainant not only in the outdoor but also indoors. It is also possible to provide citizen-centered crime-prevention social safety net information sharing service by enhancing citizen participation as well as improving control efficiency. The intelligent security platform has advantages that it is easy to spread the municipality because it is developed considering existing municipal system, smart city integration platform, and linkage and expansion with other security services.

Since the Fourth Industrial Revolution, important technologies such as big data analysis, robotics, Internet of Things, and the artificial intelligence have been used in various fields. Generally speaking it is understood that the big-data technology consists of gathering stage for enormous data, analyzing and processing stage and distributing stage. Until now crime records which is one of useful big-sized data are utilized to obtain investigation information after occurring crimes. If crime records are utilized to predict crimes it is believed that crime occurring frequency can be lowered by processing big-sized crime records in big-data framework. In this research the design is proposed that the smart system can provide the users of smart devices crime occurrence probability by processing crime records in big-data analysis. Specifically it is meant that the proposed system will guide safer routes by displaying crime occurrence probabilities on the digital map in a smart device. In the experiment result for a smart application dealing with small local area it is showed that its usefulness is quite good in crime prevention.

This study is trying to analyse the private security prevention role of citizen, For this analyse the public opinion survey on the crime prevention of the private security was carried in Kyungnam area about the crime prevention system and the storage and institution, the role of the crime prevention of private security etc. So that, we have experimented a fact-finding survey about civil consciousness. The result of this fact-finding survey about crime prevention system is on the hand pointed out the circumscription of the police power, and the other hand they have the age-old ceremonies on the dependence about police system. Because the public security order needs the compelling power to maintenance the peace and this power is exercising only by police. They don't have the trust about the role of the private security as the crime prevention institution. But, they consider the private security is just for anyone in particular and special class by their demand. And also, they consider the private security is very expensive to utilize for their security in the everyday life. There for, some people have trust for the private security and if they have a chance for the security, they consider to utilize the private security for their safe life as an security agency. The private security has a powerful experts and so many high-tech equipments for the security. Thus, we have to find a solution to get the best out of it. Because the private security is also a part of crime prevention institution as the police agency.

Recently, with more severe types felonies such as robbery and sexual violence, the importance of crime prediction and prevention is emphasized. For accurate and prompt crime prediction and prevention, both a classification model of crime with high accuracy based on past criminal records and well-designed system interface are required. However previous studies on the analysis of crime factors have limitations in terms of accuracy due to the difficulty of data preprocessing. In addition, existing crime monitoring systems merely offer a vast amount of crime analysis results, thereby they fail to provide users with functions for more effective monitoring. In this paper, we propose a classification model for types of crime based on random-forest algorithms and system design factors for real-time crime prediction. From our experiments, we proved that our proposed classification model is superior to others that only use criminal records in terms of accuracy. Through the analysis of existing crime monitoring systems, we also designed and developed a system for real-time crime monitoring.

This paper is dealing with the effectiveness to the crime prevention by the combined security system of the private security and the public security(the Police). In the western countries the public and the private security have well co-operated each other in terms of the job distribution. But our country's The private security has not much serviced in the crime prevention. The public security system has in limited capability to prevent the crime, therefore the co-production through with the private security industry and the community network are required to prevent and reduce the crime we are facing on. The followings are the result of survey on the prevention of crime through The combined security system(co-production) of The police, the private security and the community network; 1) The private security could be a big help to the police work if the two system can be co-operated smoothly. 2) The crime prevention could be not good worked out if police work would only be in the upper level class. 3) The job satisfaction is a positive if the co-operation between the police and the private security is on well.

In this study, we proposed the social map system prototype for intelligent crime prevention. For developing the social map system prototype, functional requirements were derived through the analysis of related cases and preceding studies. Derived requirements are providing a variety of map-based safety information, using crowdsourcing data such as SNS, connecting to intelligent CCTV. To satisfy these requirements, the prototype is developed with four main menus: the integrated search menu including social media data, the safety map menu providing a variety of safety and danger information, the community map menu to collect safety and danger information from users, and the CCTV menu providing the link to intelligent CCTV. The social map for intelligent crime prevention in this study is expected to greatly enhance the safety of local community with the provision of prompt response to risk information, safe route, etc. through actual service and user participation.

The image processing technique is very sensitive to the variation of external environment, so it tends to lose a lot of accuracy when the external environment changes rapidly. In this paper, we propose a vehicle detecting and tracking system for crime prevention suitable for an external environments with various changes using the image processing technique. Because the vehicle camera detector for crime prevention extracts and tracks the vehicle within one lane, it is important to classify a characteristic region rather than the contour of a vehicle. The proposed system detects the entrance of the vehicle using optical flow and tracks the vehicle by classifying the headlights, the bonnet, the front-window and the roof area of the vehicle. Experimental results show that the proposed method is robust to the environmental changes such as type, speed and time of a vehicle.

The purpose of this study is to examine the possibility of crime prevention in consideration of urban physical environment by analyzing the spatial distribution characteristics and pattern using actual crime occurrence data of the case city. The crime data was rebuilt by transforming them into geographic information system to analyze the spatial aspect of crime occurrence. The findings are as follows: a change from 2008 to 2011 is indicated with similar trend. But the local movements of crime hot spots are found. Moreover crimes were happening along the roads in linear pattern rather than inside of blocks in commercial area. This indicates the importance of environmental improvement of roads and open spaces. In addition it was found that the crime occurrence in a dangerous district can be reduced and prevented through the physical environment design and urban planning. The findings will contribute to promoting fundamental crime prevention as the physical environmental improvement in a city and to building a safe community as its result.
