The need for total enterprise management that covers from accepting orders, design, cost, procurement, manufacture, and delivery has been recently raised in order for efficient project management of small and medium size plant construction enterprises. This trend is reflected in the introduction of EPM(Enterprise Project Management) solutions by some shipbuilding enterprises and large construction corporations. In step with the trend, small and medium size plant construction enterprises are enabled to provide knowledge base in terms of reducing cost and production period and managing portfolio for accepting orders and attaining contract by inducing customized EPM This study presents a design of customized EPM based on a case study of a company. It exhibits a collaborative/collaboration resource-supply model which can be universally applied to small and medium size job-order production enterprises. The research discusses that under the assumption that information is shared internally between departments on planning, supply, manufacture, and quality control in order to create collaborative environment and close participation is created externally between suppliers and orderers, productivity can be improved in cost reduction through planning efficient collaborative supply model.
Outsourcing is procuring of outside resources, other than core resources for core competence, by a contract, from which a corporate can focus its core resources on core business. The outsourcing strategies of Korea tourist hotel business are in a rudimentary stage, which has been limited in simple work areas such as housekeeping services, room maid services, parking control services, security services, janitor services, laundry services, facility management, shuttle bus services, and sterilization services and their purposes are mainly to retrench a burden of employment or firm-fixed expenses. Therefore, the outsourcing strategies of Korea tourist hotel business have the following problems. First, their outsourcing has introduced only for the purpose of retrenching expenses. Second, it tends to deteriorate service quality, due to lack of pre-training. Third, it tends to concentrate their attentions only on simple repetition works. Fourth, their outsourcing is slow adjusted to the needs of business cultures. Outsourcing services in Korea tourist hotel business have never contributed to their basic concepts such as 1) maintenance or enhancement of core competences, 2) promotion of business efficiency through service quality improvement and expense retrenchment, and 3) achievement or enhancement of competitive advantage through enlarging their specialties, cultivating their market, learning new knowledge, and developing their asset. Therefore, this study is to insist on fife necessity of overcoming simple repetitive service outsourcing in tourist hotel business. In order to build a core competence and/or achieve a competitive advantage, the scopes of outsourcing services should be enlarged in Korea tourist hotel business.
It was maintained that successful establishment and accomplishment of outsourcing might be possible only when those eating-out companies re-establish their concept of management strategy, identify core competencies through value-chain analysis, make a through cost analysis, select cooperative companies via overall screening, expand the area of outsourcing, enhance partnership to improve service quality, harmonize bilateral organization culture, remove the ambiguity of contract terms, protect core competencies of the rest area, continue with evaluation and control, and spinoff or invest to a new specialized business. Then, it was suggested that highway rest area business construct the core competencies and introduce outsourcing from a future-oriented viewpoint so that they can concentrate the competencies to competitive area and expand outsourcing scope to professional area such as finance and accounting, general affairs, personnel affairs, logistics, marketing, and R&D. They need to make out the problem of productivity reduction resulted from many years working employee's old age, refine human resource, and maintain the standards of skill so that they can improve service quality of the rest area, streamline each organization currently having so a large manpower, reduce manpower, and improve the productivity.
As the government announced Real Estate Policies on August 02, most areas except for Seoul cities face increasing business risks. Moreover, the government control over financial sectors' loan leads to the highly possible contraction of new distribution markets. The market trend could bring about the reduction of new demand in PF (Private Financing) business that large construction companies mainly concentrate on, and even the business already obtained has a high risk of being distributed, which could result in substantially low profitability. The currently unstable financial structure of most construction companies is caused by the hike of the prime cost of foreign plants except for that of a few construction companies. If PF (Private Financing) business also faces a difficult situation in such a financial condition, even large construction companies come to have the high possibility of a deficiency in credit rating. Accordingly, the major business that large construction companies concentrate on needs the sufficient business review. It is desirable to make a bid for business guaranteeing stability rather than business solely in consideration of profitability, when participating in a competition for a new construction contract.

Hydro-electric power generation from multi-purpose dams has been playing important roles in the electric power supply network in Korea. Although the total share of hydro power in national electricity supply now becomes very small, the peak-shaving and frequency control capability of hydro power helps the power company enormously in maintaining the quality of power. But since the company that builds and operates the multi-purpose dams in Korea has to sell all the electricity produced to the monopolistic utility, there have been various problems in justifying the investment, designing pricing mechanism, and controlling operations of the power plants. In addition, economic evaluation of the hydro power has been distorted by a variety of reasons and hence it has been very difficult to encourage effective development and utilization of national water resources. To make the problem worse, both parties are public companies with X-inefficiency problems. Thus, changing environment requires to reengineer the system that governs hydro power generation. We address the problems of Korean hydro-electric power generation system in four areas: the investment justification process, the operations decison right of the hydro power plants, the pricing of the purchased-power, and the negotiation of contract revision. Then we propose improvement directions of new hydro-electric power system in view of static and dynamic efficiency, X-inefficiency and equity.

The differentiated services(DiffServ) architecture provides packet level service differentiation through the simple and predefined Per-Hop Behaviors(PHBs). The Assured Forwarding(AF) PHB proposed as the assured services uses the RED-in/out(RIO) approach to ensusre the expected capacity specified by the service profile. However, the AF PHB fails to give good QoS and fairness to the TCP flows. This is because OUT(out- of-profile) packet droppings at the RIO buffer are unfair and sporadic during only network congestion while the TCP's congestion control algorithm works with a different round trip time(RTT). In this paper, we propose an Adaptive Regulating Drop(ARD) marker, as a novel dropping strategy at the ingressive edge router, to improve TCP fairness in assured services without a decrease in the link utilization. To drop packets pertinently, the ARD marker adaptively changes a Temporary Permitted Rate(TPR) for aggregate TCP flows. To reduce the excessive use of greedy TCP flows by notifying droppings of their IN packets constantly to them without a decrease in the link utilization, according to the TPR, the ARD marker performs random early fair remarking and dropping of their excessive IN packets at the aggregate flow level. Thus, the throughput of a TCP flow no more depends on only the sporadic and unfair OUT packet droppings at the RIO buffer in the core router. Then, the ARD marker regulates the packet transmission rate of each TCP flow to the contract rate by increasing TCP fairness, without a decrease in the link utilization.

The purpose of this study was to examine the influence of the resilience of families of middle-aged married men upon the perception of family stress. The subjects were 301 married men age 40.54 living in Seoul and Gyeonggi Province, Korea. Participants were selected using a purposive sampling method and a convenience sampling method. The data were statistically processed using the SPSS 18.0 program. First, participants who perceived family stress less and had higher family resilience tended to be better educated, have higher average family incomes, have permanent employment, be religious, and have no experience of unemployment. Participants who had low-paying, physical labor-based jobs or who were contract workers perceived family stress more and had lower family resilience. Second, among the variables that affected family resilience, those that most influenced the perceptual extent of family stress were the sense of belief system's family control, having a positive perspective, flexibility with regard to morality, religion, and organizational patterns, connectivity, family resources, communication-oriented mutual cooperative problem-solving, and emotional response. Third, the influence of family resilience upon the perception of family stress measured at 44.2% based on regression analysis and was statistically significant (F=4.606, ***p<.001).
The increasing application of electronic equipment has heightened the interest in power quality in recent years because there are economic impacts on utilities, customers, and suppliers of load equipment. In this paper the authors propose some functions to be considered and system configuration to monitor the associated power quality elements in developing the web based power quality monitoring system.

The paper provides 4 important things.
