How to Improve the Welfare of Science & Technology Personnel: Based on the Construction of Comprehensive Welfare Town for S&T Personnel (과학기술인의 종합복지 제고 전략: 과학기술인 종합복지타운 건립을 중심으로)

  • Science & Technology(S&T) personnel have been Playing a major role to develop our country since S&T is the most important factor in enhancing national competitiveness in the 21st century, As S&T activities are done by S&T personnel, it is essential to improve the welfare of S&T personnel in order to increase the performance of S&T activities. We should motivate them to pour their efforts and energy in S&T activities. However, the issue of S&T personnel's welfare has not been discussed sufficiently not only in academic research, but also in actual S&T policies. It has caused many social problems, for example, avoidance of S&T areas by young generation, low social recognition of S&T community, and so on. Under this background, this paper aims at investigating how to effectively improve S&T personnel's welfare. In this paper, we will suggest the 'Comprehensive Welfare Town for S&T personnel' as an effective instrument for improving of S&T personnel's welfare. In particular, we will discuss the detailed aspects of the comprehensive welfare town : objectives, strategies and budgets.

CacheSCDefender: VMM-based Comprehensive Framework against Cache-based Side-channel Attacks

  • Cache-based side-channel attacks have achieved more attention along with the development of cloud computing technologies. However, current host-based mitigation methods either provide bad compatibility with current cloud infrastructure, or turn out too application-specific. Besides, they are defending blindly without any knowledge of on-going attacks. In this work, we present CacheSCDefender, a framework that provides a (Virtual Machine Monitor) VMM-based comprehensive defense framework against all levels of cache attacks. In designing CacheSCDefender, we make three key contributions: (1) an attack-aware framework combining our novel dynamic remapping and traditional cache cleansing, which provides a comprehensive defense against all three cases of cache attacks that we identify in this paper; (2) a new defense method called dynamic remapping which is a developed version of random permutation and is able to deal with two cases of cache attacks; (3) formalization and quantification of security improvement and performance overhead of our defense, which can be applicable to other defense methods. We show that CacheSCDefender is practical for deployment in normal virtualized environment, while providing favorable security guarantee for virtual machines.

Real-time comprehensive image processing system for detecting concrete bridges crack

  • Cracks are an important distress of concrete bridges, and may reduce the life and safety of bridges. However, the traditional manual crack detection means highly depend on the experience of inspectors. Furthermore, it is time-consuming, expensive, and often unsafe when inaccessible position of bridge is to be assessed, such as viaduct pier. To solve this question, the real-time automatic crack detecting system with unmanned aerial vehicle (UAV) become a choice. This paper designs a new automatic detection system based on real-time comprehensive image processing for bridge crack. It has small size, light weight, low power consumption and can be carried on a small UAV for real-time data acquisition and processing. The real-time comprehensive image processing algorithm used in this detection system combines the advantage of connected domain area, shape extremum, morphology and support vector data description (SVDD). The performance and validity of the proposed algorithm and system are verified. Compared with other detection method, the proposed system can effectively detect cracks with high detection accuracy and high speed. The designed system in this paper is suitable for practical engineering applications.

A Study on Operational Performance Evaluation of Marine Forest Creation project by BSC, AHP and IPA (BSC-AHP-IPA를 활용한 바다숲 조성사업의 운영성과 평가에 관한 연구)

  • This study focuses on developing a theoretical framework for evaluating Operational Performance of the Marine Forest Creation project on a balanced and comprehensive perspective by using BSC, AHP, and IPA. Also, the purpose of this study is empirically to analyze operational performance of the project and to suggest the future improvement plan. For this purpose, We will first determine the critical success factors(CSF) and key performance indicators(KPI) required for evaluating the performance of the Marine Forest Creation project from the four perspectives of BSC. And, After determining the weight for each of CSF, KPI, and four perspectives of BSC by using AHP, we will measure the project performance. We will also conduct IPA analysis to propose the direction of improvement of the Marine Forest Creation project. The results of this study are as follows. First, this study has drawn 8 critical success factors and 16 key performance indicators for four BSC perspectives based on the theoretical considerations and expert interview survey. Second, as a result of deriving relative importance of BSC perspectives using AHP, customer perspective was the highest, followed by financial perspective, learning and growth perspective, and internal process perspective. Third, as the results of analyzing the importance and performance of BSC perspectives using IPA, customer perspective was the maintenance reinforcement category, financial perspective was the key improvement category, internal process perspective and learning and growth perspective were gradual improvement category. This study has a great academic significance in terms of BSC first tried to evaluate the performance of the Marine Forest Creation project. The results of this study are expected to lead to various discussions for a balanced and comprehensive verification of Marine Forest Creation project performance.

Sustaining Effect of Reading Comprehensive Strategy Program for Underachieving Gifted Students (중학교 미성취영재를 위한 읽기 이해 전략 프로그램 효과의 지속성 탐색)

  • This study examines the sustaining power of program effects of Reading Comprehensive Strategy Program, for underachieving gifted students in middle schools, which was developed and applied by Choi(2015). The study was a kind of follow up study of Choi(2015) as this study traced and collected all data from the same samples that Choi(2015) used since Choi(2015) stopped his program and data collection from 31 participants for 9 to 12 months. As the results, Among 11 subjects, who overcome underachievement through Choi(2015)'s Reading Comprehensive Strategy Program, 5 subjects could consistently maintained their performance level. However, 3 subjects could not maintain their performance and went back to the underachieving level, and another 3 showed instability as they went up and down around the border line. And among 20 subjects, who could not help the underachieving level through Choi(2015)'s program, 5 subjects could reach the achieving level. But 15 subjects still remained in their underachieving level. In conclusion, we may say that at least 16.1%(5 among 31) of underachieving gifed students could overcome their underachiving issue by Choi(2015)'s program even in the most pessimistic view, and 51.6%(16 amoung 3) in the most optimistic view. After all, at least about 50% cases could not be explained only by cognitive factors such as absence of reading comprehensive strategy. We suggest that we should handle the underachieving issues of gifted students by more comprehensive approaches.

  • The comprehensive performance of the water-proofing materials which are sealer, liquid and preformed membranes were investigated as basic experimental data for guide line of field workers. The water-proofing performance, shear strength and bond strength were tested under the ambient temperature of $20^{\cire}C$ and after 60 cycles of freezing and thawing ($-17.8^{\cire}C$~$4^{\cire}C$, 6cycle/day). The performance includes workability, permeability, cost and the influence of water-proofing materials to environment.

Durability Characteristics of Blended Cement Mortars (혼합 시멘트 모르타르의 내구특성)

  • In this study, durability performance of blended cement mortars is evaluated when various mineral admixtures are used with the cement. A comprehensive evaluation of the effects of mineral admixtures on the mortar performance was made. The properties of fresh and hardened blended mortars investigated include slump flow and compressive strength. The durability characteristics of cement materials incorporating the mineral admixtures under various physical and chemical causes of deterioration was investigated. The laboratory test results indicate that mechanical and durability properties of blended cement mortars have superior performance rather than ordinary cement mortars.

Effect of ginger extract ingestion on skeletal muscle glycogen contents and endurance exercise in male rats

  • [Purpose] Skeletal muscle glycogen is a determinant of endurance capacity for some athletes. Ginger is well known to possess nutritional effects, such as anti-diabetic effects. We hypothesized that ginger extract (GE) ingestion increases skeletal muscle glycogen by enhancing fat oxidation. Thus, we investigated the effect of GE ingestion on exercise capacity, skeletal muscle glycogen, and certain blood metabolites in exercised rats. [Methods] First, we evaluated the influence of GE ingestion on body weight and elevation of exercise performance in rats fed with different volumes of GE. Next, we measured the skeletal muscle glycogen content and free fatty acid (FFA) levels in GE-fed rats. Finally, we demonstrated that GE ingestion contributes to endurance capacity during intermittent exercise to exhaustion. [Results] We confirmed that GE ingestion increased exercise performance (p<0.05) and elevated the skeletal muscle glycogen content compared to the nonGE-fed (CE, control exercise) group before exercise (Soleus: p<0.01, Plantaris: p<0.01, Gastrocnemius: p<0.05). Blood FFA levels in the GE group were significantly higher than those in the CE group after exercise (p<0.05). Moreover, we demonstrated that exercise capacity was maintained in the CE group during intermittent exercise (p<0.05). [Conclusion] These findings indicate that GE ingestion increases skeletal muscle glycogen content and exercise performance through the upregulation of fat oxidation.

Diagnostic Framework for Performance Measurement Practices of Public Broadcasting (공영방송 성과측정관행의 진단 틀)

  • An organizational performance measurement practice is a function of performance measurement system and performance management system they are currently employing, and its quality is determined by evaluating the followings in a comprehensive manner: first, if they are measuring right things; second, if they are measuring in a right way; third, if they are actively facilitating a process of data collection, structuring, analysis, interpretation, and dissemination; and fourth, if they are using performance measurement results for the primary purposes of performance measurement. This study proposes a diagnostic framework for evaluating the performance measurement practices of public broadcasting which include the qualities of performance measurement and performance management, and develop a structured questionnaire for that purpose. The framework proposed in this study does not serve only as a useful tool for public broadcasting to revise their respective performance measures and performance measurement systems, but it also make their respective performance measurement practices a strategic management tool as well as an operational management one.
