A Study on the Technology Commercialization Policy for Technology-based SMEs: Case on Daedeok Innopolis (기술집약형 중소기업의 기술사업화 지원정책 연구: 대덕연구개발특구의 사례)

  • The main characteristic of technology commercialization by technology-intensive SMEs is that its success is highly uncertain due to the low maturities of their technology and market. Therefore, in order to find out more effective policy, it is essential to understand the technology commercialization in terms of the institutional support system including innovation policy, rather than an individual firm's strategy. Focusing on the Daeduk Innopolis, where many technology-intensive firms agglomerate, this paper explores SMEs' behavior for technology commercialization and the innovation system in the regional level. Then it points out the limitations and problems of the technology commercialization system in Daeduk innopolis, which might be closely related to the 'system failure' in the transition period. Based on the results of this innovation system approach, this paper also suggests some policy directions and agendas for overcoming those system failures in technology commercialization.

  • Nowadays almost nations try to promote the competition of nation through the development of national science technology. Also Korea has been engaging in this race of through public research & development institute. But recently the commercialization of R&D products appears a poor result in the royalty of technology according weak technology transfer toward IT small and medium-sized enterprises. Even If we have been trying to find the problems and causes, as yet it is true that we don't solve clearly the problem, make a diagnosis about it. This paper analyzes the process of commercialization in public R&D research institute(ETRI: Electronics and Telecommunications Research Institute) through system thinking and researches an interrelationship among government agency, public R&D research institute, and enterprise. This one can find the fact that between research fund and R&D products, transfer technology and royalty, and enterprise's operating profit and active technology transfer like adding technology development is a positive feedback loop. This positive feedback loop in the commercialization of public R&D research institute carries out very important role in examining problems in R&D product's commercialization. Also this paper looks forward to being a guide in the commercialization of public R&D research institute.

  • A plan to promote public technology-based start-ups as a way to enhance the use of public technology has been emphasized. However, the problem of creating commercial value has persisted due to the lack of reproducibility and readiness of public technology. Although gap exists in the linking process between the public and private sector, it is difficult to find objective empirical evidence as most of them are only qualitative research. Our empirical works examine the impact of subsequent support of the public research institute on the commercialization of public technologies. Then, we analyze how commercialization of public technologies affects the growth of technology-based startups using 2-stage least square (2SLS) model. We find that the linkage with the technology subject contribute to the successful commercialization of public technology, and further to the survival and growth of technology-based start-ups. Our finding suggests that knowledge management system, to facilitate interaction between technology developer and consumers, is needed for the success of public technology-based start-ups.

  • National R&D investment has steadily increased, reaching number 5 in the world as of 2018. However, for public technology commercialization, the level of discovery of policy models through various cooperation initiatives between government ministries is insufficient, and the performance system that can spread technology commercialization is also limited. In this respect, in order to create results in public technology commercialization, it is necessary to prepare alternatives to strengthen multi-ministerial policy cooperation and increase policy execution power. In this paper, we analyzed the current state of national R&D projects by major ministries and suggested an optimized technology commercialization plan through analysis of the structure, budget, and form of each project. In particular, an alternative in terms of policy efficiency was suggested by analyzing the problems of policy discovery that have not been studied previously. This study is of great significance in that it diagnosed problems of public technology commercialization in terms of the lack of systematic research on public technology commercialization and suggested policy advancement for the spread of technology use and the strategic direction in terms of commercialization.

  • An empirical analysis study applied to evaluate the effect of critical factors for technology transfer. The research aims to suggest ways of political support in order to facilitate technological transfer and commercialization of public research institute'technology. Based on previous researches, it is determined that five critical factors which effect on technology commercialization. These critical factors are used to derive the order of priority, attribute of the success, and failure factors. The result of this research emphasized on both roles of technology introduction motivation and type of technology transfer. In order to collect data for this research, it is carried out that survey and field study toward to technology user such as manufacturing companies which have contracted with institute A. This research has a meaning in aspects of verification of previous hypothesis through scientific approach and new findings of a significant factor that motivation determines the success or failure of technology commercialization.

Determinants of R&D Commercialization by SMEs after Technology Transfer

  • This study aims to analyze the factors that could influence business decisions of in the commercialization of R&D when technology is transferred from government research institutes (GRIs) to small and medium-sized enterprises (SMEs). We examine 353 such cases of technology transfer. The dependent variable is whether the licensee had the intention of following up with R&D after the technology has been transferred. The independent variables, classified into ex-ante factors and ex-post factors, consist of the involvement of SMEs into GRI R&D, technology readiness level, relatedness to existing technologies, and contribution to sales revenue and level-up of existing technologies. The results of the study show that the contribution to existing technologies has a positive impact on R&D commercialization. However, unlike our expectation, contribution to sales revenue, the involvement of SMEs into GRI R&D, technology readiness level, the relatedness to existing technologies of the technology transferred have no impact on follow-up R&D.

  • This study's purpose is to promote the development of CT industry by analizing the causal relationship between technology factor and commercialization of Tech. in CT SMEs and Ventures. The result is that Only technology experience accumulation among technical factors(technology develpoment cost, technology experience accumulation, technology concentration, technical expertise) has a significant effect on commercialization success or failure and non-technical factors have not a significant effect on.

Nano technology has made significant R&D performances and its commercialization has been remarkably increased. This study has analyzed and conducted research on successful R&D results of NAno technology nin Korea and current status of its commercialization.   • It is well known that entrepreneurial orientation of innovative enterprises influences in a positive way on the performance. As the culture of the organization is innovative and proactive, it can be more adaptive to the environment and more aggressive. According to the prior literature, however, there have been few researches on the effect of entrepreneurial orientation on the technology commercialization, which can be regarded as a precedent factor of the performance of the enterprise. This research aims to analyze the effect of entrepreneurial orientation on the technology commercialization. In addition, we examined if competitive intensity moderate the influence of entrepreneurial orientation on technology commercialization. The findings suggest that entrepreneurial orientation influence technology commercialization. However, the empirical evidence indicates that competitive intensity does not moderate the influence of the entrepreneurial orientation on technology commercialization. The results would be useful for academic and practitioners in understanding the entrepreneurship in the innovative enterprises. Several limitations of the research results were described and further research directions were suggested.

  • Commercialization of public technology is the transfer of government-led scientific and technological innovation and R&D results to the private sector, and is recognized as a key achievement driving economic growth. Therefore, in order to activate technology transfer, various machine learning methods are being studied to identify success factors or to match public technology with high commercialization potential and demanding companies. However, public technology commercialization data is in the form of a table and has a problem that machine learning performance is not high because it is in an imbalanced state with a large difference in success-failure ratio. In this paper, we present a method of utilizing CTGAN to resolve imbalances in public technology data in tabular form. In addition, to verify the effectiveness of the proposed method, a comparative experiment with SMOTE, a statistical approach, was performed using actual public technology commercialization data. In many experimental cases, it was confirmed that CTGAN reliably predicts public technology commercialization success cases.
