An Urbanization Effect of Ruralto-Urban Land Conversion Under the Uruguay Round Agricultural Free Trade Policy : The Case of Korea (UR농산물개방에 따른 도.농 토지전용의 공간적 파급효과)

  • This study begins with a question of what spatial impact international trade policy would have following the Uruguay Round, particularly focusing on agricultural trade liberalization in Korea. Based upon the neoclassical urban economic model, it first identifies the channel in which agricultural market opening can ultimately affect both rural and urban are as; $\circled1$ Free trade will depress domestic price of agricultural products, $\circled2$ which will in turn depreciate agricultural land price. $\circled3$ The decrease in marginal supply cost for urban land will then facilitate urban sprawl, provided that the government relaxes restrictions on urban-rural land conversion. Theoretical analysis is further refined by empirical considerations that distinguish agricultural land value solely for production purpose from that for future urban, uses, and that distinguish the urbanization effect caused by the fall in the supply cost of urban land from that caused by the existing high level of demand. Utilizing the estimate of bid-price for paddy field derived from the revenue-cost relationship of rice production, simulation results show that the urban-rural boundary under trade liberalization can expand outward up to 70-85km radius in the Seoul metropolitan area, suggesting the emergency of a metropolis or even a megalopolis which extends from Seoul to the central part of the country. Since the geographic extent of urbanization effect can vary depending upon the urban spatial structure, however, it is recommended that the redevelopment option in the built - up area should always be tied up with the issue of whether to deregulate rural-to-urban land conversion.

  • This study aimed at framing alternative urban planning scenarios reflecting urban planning factors, performing urban climate simulation and evaluating eco-friend and low energy characteristics of each scenario on the viewpoint of urban temperature and energy savings on the target of the costal city including Haeundae District in Busan The results are as follows. 1)The fact that urban higher temperature is approximately 2.5 times higher in the building constructed area than whole urban area was represented severe higher temperature phenomenon in the built-up area. Ground greening, water scenario and soil scenario could be expected peek air temperature alleviating effect in order. Especially water scenario had significant effect(maximum $2.5^{\circ}C$) on lowering of air temperature.

Conjugation of Landsat Data for Analysis of the Land Surface Properties in Capital Area (수도권 지표특성 분석을 위한 Landsat 자료의 활용)

  • In order to analyze the land surface properties in Seoul and its surrounding metropolitan area, several indices and land surface temperature were calculated by the Landsat satellites (e.g., Landsat 5, Landsat 7, and Landsat 8). The Landsat data came from only in the fall season with Landsat 5 on October 21, 1985, Landsat 7 on September 29, 2003, and Landsat 8 on September 16, 2013. The land surface properties used are the indices that represented Soil Adjusted Vegetation Index (SAVI), Modified Normalized Difference Wetness Index (MNDWI), Normalized Difference Wetness Index (NDWI), Tasseled cap Brightness, Tasseled cap Greenness, Tasseled cap Wetness Index, Normalized Difference Vegetation Index (NDVI) and Normalized Difference Built-up Index (NDBI) and the land surface temperature of the area in and around Seoul. Most indices distinguish very well between urban, rural, mountain, building, river and road. In particular, most of the urbanization is represented in the new city (e.g., Ilsan) around Seoul. According to NDVI, NDBI and land surface temperature, urban expansion is displayed in the surrounding area of Seoul. The land surface temperature and surface elevation have a strong relationship with the distribution and structure of the vegetation/built-up indices such as NDVI and NDBI. While the NDVI is positively correlated with the land surface temperature and is also negatively correlated with the surface elevation, the NDBI have just the opposite correlations, respectively. The NDVI and NDBI index is closely associated with the characteristics of the metropolitan area. Landsat 8 and Landsat 5 have very strong correlations (more than -0.6) but Landsat 7 has a weak one (lower than -0.5).

Feasibility of Green Network in a Highly-dense Urbanized Area by Introducing Urban Gardens (도시정원 도입을 위한 고밀 시가화지역 내 녹지 네트워크 구축 가능성 평가)

  • This study aims to analyze the landscape ecological characteristics of green spaces within built up area of high density and evaluate the potential applicability of green patches, thereby introducing urban garden for generating green networks in residence areas. To this end, Yeoksam-Dong was selected as the site area since it is classified as both green initiative zone and alienated area of park service in Seoul. First, the current condition of green spaces in Yeoksam-Dong was identified by five categories: Street trees, private garden, public pocket garden, rooftop garden, and park. Then, the landscape index analysis through FRAGSTATS and connectivity assessment via multi-buffer zone analysis were carried out for analyzing the green networks and evaluating the potential value of green space. The results showed that the degree to which green areas in the site were distributed is arranged in the order of street tree, private garden, public pocket garden, park, and rooftop garden. In case of the street trees whose total core area (TCA, $1,618m^2$) is as high as the park's ($1,128m^2$). Private garden has potential for green network in built up area of high density by gardening since the shape of the patches are irregular (ED = 78.1m/ha) and the average distance among the patches is close (ENN=33.9m). Public pocket garden has also potential for gardening according to the result that it was found to be distributed evenly (LPI=5.7%, SHEI=0.9) with exposing external disturbance ($TCA=66m^2$). For the green network, 84% of all the study site is covered by small green network in 50m butter range of connected green area. The effect of green network was expected through gardening in public pocket garden (27%) and street tree (26%). Accordingly, it is encouraged to actively utilize street tree, private gardens, and rooftop gardens and to establish the urban gardens like local-based community gardens in public pocket garden where a variety of activities can be carried out near residential areas. By doing so, green networks can effectively be established in built up area with high density. The results of this study can contribute positively to fostering the creation of various types of urban gardens.

A Study of Electro-foaming Fusion Wrap for Polyethylene Sewer Pipe (폴리에틸렌 하수관 연결용 전기발포융착 이음관에 관한 연구)

  • A electro-foaming fusion wrap fitting for polyethylene sewer pipe was built and foaming mechanism has been studied. A foaming sheet, supporting sheet and clamping band is assembled into a all-in-one structured electro-foaming fusion wrap fitting. To specify foaming and fusion of electro-foaming fusion wrap for PE sewer pipe, series of fusion tests were performed in various conditions. A parallel plate compression test up to 50 % of inner diameter deflection has been performed to check integrity of fusion quality and it was found that there were no visible signs of crack in wrapped area of fitting. Also air tightness test based on KS M 3511-2 has been performed to evaluate perfectness of wrap fusion quality and we found there were no pressure drop up to 10 times higher value than KS standard regulation.

  • The study set up the models of a general standard apartment house and a super high-rise standard apartment house, which were based on the 5 floor plans of the assessment reference houses of the "green homes" provided by the government; such main construction materials as to account for more than 80% of the entire amount of $CO_2$ emission in a construction work were selected; a database was built up for evaluating the environmental loads of the main materials according to the house types that were different from each other in area, block type, combination of living units or floor; and using the database, an attempt was made to develop the technology to assess $CO_2$ emission from the production of construction materials used in the stage of construction.

An Analysis of the Temperature Change Effects of Restoring Urban Streams in Busan Area (부산지역 도심하천 복원에 따른 기온변화 효과 분석)

  • This study is conducted to estimate the air temperature decreasing effects by restoring urban streams using WRF/CALMET coupled system. The types of land use on covered streams are constructed with the land cover map from Korea ministry of environment. Restoring covered streams changes the types of land use on covered areas to water. Two different types of land use(CASE 1 and CASE 2) are inputted to the WRF/CALMET coupled system in order to calculate the temperature difference. The results of the WRF/CALMET coupled system are similar to the observed values at automatic weather stations(AWS) in Busan area. Restoring covered streams causes temperature to be decreased by about $0.34{\sim}2^{\circ}C$ according to the locations of streams and the regions that temperature is reduced are widely distributed over the restored area. Reduction of temperature is increased rapidly from morning and maximus at 13LST. Natural restoration of streams will reduce the built-up area within urban. With this, temperature reductions which are the cause to weaken the urban heat island appear. Relief of urban heat island will help to improve the air quality such as accumulation of air pollutants in within urban area.

LAS-Derived Determination of Surface-Layer Sensible Heat Flux over a Heterogeneous Urban Area (섬광계를 이용한 비균질 도시 지표에서의 현열속 산정)

  • A large aperture scintillometer (LAS) was deployed with an optical path length of 2.1 km to estimate turbulent sensible heat flux (${\mathcal{Q}}_H$) over a highly heterogeneous urban area. Scintillation measurements were conducted during cold season in November and December 2013, and the daytime data of 14 days were used in the analysis after quality control processes. The LAS-derived ${\mathcal{Q}}_H$ show reasonable temporal variation ranging $20{\sim}160W\;m^{-2}$ in unstable atmospheric conditions, and well compare with the measured net radiation. The LAS footprint analysis suggests that ${\mathcal{Q}}_H$ can be relatively high when the newly built-up urban area has high source contribution of the turbulent flux in the study area ('northwesterly winds'). Sensitivity tests show that the LAS-derived ${\mathcal{Q}}_H$ are highly sensitive to non-dimensional similarity function for temperature structure function parameter, but relatively less sensitive to surface aerodynamic parameters and meteorological variables (temperature and wind speed). A lower Bowen ratio also has a significant influence on the flux estimation. Overall uncertainty of the estimated daytime ${\mathcal{Q}}_H$ is expected within about 20% at an upper limit for the analysis data. It is also found that stable atmospheric conditions can be poorly determined when the scintillometry technique is applied over the highly heterogeneous urban area.

Study on Environmental Deteriorations of Trail and Use Impacts in Moaksan Provincial Park (모악산도립공원 등산로의 환경훼손 실태 및 이용영향에 관한 조사연구)

  • The object of this study was to examine and analyze the environmental deterioration of three major trails and around peak area of Moaksan Provincial park in 1996. Trails are mostly made up at ridgeline and the slope of them is gentle. Mean trail width is 3.6m, and total length of branch trails is 982m in survey area. The environmental deterioration is derived from trail extension. Maximum eroded depth and cross-section area loss are 89cm and 14,050cm2 respectively, and gully erosion type appears at many sites. The environmental deterioration of trails is very heavy at the sections from Khui to Moaksan peak and from Moakchong to ascent part around the peak. The entire width, branch trail, maximum depth, cross-sectional area loss and surface roughness, as the indexes of trail conditions, are significantly greater at the more heavily used trails. Amount of erosion is influenced by eroded depth, longitudinal slope, runoff influence and entire width in descending order as well as the amount of use. Safety and protection facilities on the trail such as stone and soil stairs, rope handrail, stone channel and soil ditch work are built, but they are very deficient. Bared lands about 4,900m2 and fill slopes are caused and formed by recreation activities and constructions around peak area. It is required to carry the recess system and to conserve and rehabilitate the destroyed trail sites and bare fill slopes as soon as possible, before the environmental deterioration becomes critical because of increased used amount in consequence of construction of recreation parks.
