A Study on Improvements for Digital Archives Online Services: Focusing on the Development of Search Service Evaluation Factors in Local Digital Archives (디지털 아카이브의 온라인 서비스 개선방안 연구: 지역 아카이브의 검색서비스 평가요소 개발을 중심으로)

  • This study aims to propose considerations for improving search services in local archives. In this study, evaluation areas and factors were derived through the analysis of previous research and case studies of finding aids and archival contents in local archives. Afterward, an interview was conducted with five experts to verify the developed evaluation area and factors. Through the evaluation factors and considerations suggested in this study, it will be possible to objectively identify the search service of the institution. In addition, it is expected that practitioners can use it as basic data in the future, and furthermore, it will help improve the search service.

A Study on the Magazine Farmer's Life and the Daily Archives (잡지 『농민생활』과 일상 아카이브 연구)

  • Magazines also contain the daily lives of contemporary ordinary people. These characteristics serve as the possibility of daily archives. This study aims to build daily archives by analyzing the contents of the magazine Farmers' Life published in Daejeon for those archival values. To do that, it classified the articles that were published in Farmers' Life for 14 years from 1954 to 1967, it analyzed personal and organizational information, and also it implemented the daily life of farmers and rural society. The conclusion of the analysis on Farmers' Life summarized into following five points. First, the value of Daejeon private archives proved. Second, the personal information of people who were active in various fields of the society identified, and It classified by professional occupations such as politician, professor, agricultural scholar, doctor, and cartoonist, etc. Third, information on the organizations in the agricultural sector was able to collect that of some government organizations, public-private organizations, U.S. aids and 4H organizations. Fourth, certain evidence presented that help to correct the records that recorded wrongly or omitted or in need of speculation in the Christian Magazines, Literature and Art Fields. Fifth, the daily life of rural society and farmers classified into the series and organized into daily archives. This paper presented as a basic database to perceive the rural society and farmers' daily life in the 1950s and 1960s.

The Collection and Transfer of Public Records and the Role of the Archivist (공공기록물의 수집·이관과 아키비스트의 역할)

  • The collection and transfer of records is a very basic stage in the whole process of records and archives management. However they are regarded as an non-professional art of work in records management that are performed easily by everyone. Therefore they have been treated not properly in the scholarly discussion of archival sciences in Korea. The collection and transfer of records play an active role in the making of effective administrative system, in accumulating and sharing the knowledge and informations of political, economical, social and cultural values. On the basis of proper collection and transfer of records our democracy can operate regularly and our daily experiences can be preserved as historical resources. For the optimal-functioned collection and transfer of public records the archivists for this task must have a comprehensive understanding of whole process of records management and possess suitable professional skills. Moreover there are many sorts of preliminary works needed for this task, as follows: an accurate defining of administrative organizations and their tasks, thorough understanding of records management institutions on their own competence and ability, and the establishment of technical standards for their tasks. Additionally the archivists are able not only to consider the present informational and evidential values of the records, but also the historical values. It can be said that the collection and transfer of records is a "synthesis of records management skills" exerted by an archivist. According to the newly established law of public records management, the collection and transfer of public records must be registered at first electronically. Through this procedure the whole contents of produced and transmitted records, which are to be transferred, can be reported in detail. By means of this report the archival institutions and the archivists can trace back the each items of records(archives) and the result of their arrangement to identify a certain object. There are also new storage strategies employed to increase the whole sum of stored informations, i. e. records and archives, in spite of reducing the storage costs. It will be achieved by differentiations of the preservation methods for each sorts of records by the criteria of storage-period, -place, and -method. Many supplementary methods are also prepared to help the collection of important records(archives) in a complete structure and form. To let this new concept and system of collection and transfer of records operate properly, a number of professional archivists should be posted in the needed places throughout the whole administrative body. Their training must be also updated for the newly defined task of collection and transfer of records.

The study on the policy of systematical management of the records collected from abroad (해외소재 한국학관련 역사기록의 정보화 방안 연구)

  • Korea was highly successful in maintaining a strong tradition of record preservation. However, Japanese imperialism and the Korean war over this century has seen a huge quantity of these once plentiful records either destroyed or relocated overseas. Many of Korea records remain in the custody of foreign archival institutions. Additionally, many records of foreign states concerned with korean affairs, for example, records of the Department of state, in the U.S.A., are of great relevance to Korean modern history. These records which exist in foreign countries are a necessary and invaluable resource in the advancement of Korea studies. After the 1980s, as research interest in Korean modern history increased gradually, much historical material related to Korea was extensively introduced, removed, collected from the U.S.A., Japan, Russia and China etc. by the efforts of pioneering scholars and institutions. Several attempts at collating and publishing this material have been made. Despite this encouraging result, individual scholars and institutions's efforts face problems in relation to removal of records. Firstly, it is repeated nonproductively to remove and collect the same records, for we didn't establish a comprehensive information system, through which the condition of foreign record removal and management is able to be administrated. Secondly, there is no system for arrangement, preservation, use of removed records. For example, finding aids, such as inventory, register, description, isn't prepared for user. A user may usually not understand an accurate context of their creation, preservation removal. Thirdly, almost institution has arranged the removed records among other materials and books. Each institution has a different classification criteria, too. These conditions seem to make a difficulty in national management. This study investigated how the materials for Korea history which has been removed from foreign countries should be managed for effective preservation and use. For these purpose, we investigated the present conditions of removal and management of these materials. Also, we investigated examples of the foreign state, U.S.A. and Japan to have a idea for removal and management policy. Then, This study propose a establishment of information network system as management policy. To administrate removing and managing records effectively, an idea that records belong to the public should be accepted commonly. The policy for management of the record is followings. Firstly, unification of classification is necessary. The records which were removed from foreign countries had better to be classified according to their origins of states and institutions. Secondly, Finding aids should be prepared for user. There are many accession aids such as catalog, register, inventory for user in archives. This will be a efficient method for management. When a record is removed, a card for description of contents must be composed. Thirdly, a digital input and network system establishment is necessary. It will help to manage a condition of removed records. A digital input and management system establishment is not just a project of digitalizing records. At present, various finding aids need to be introduced to make a database for records and archives. An search using only 'search engine' may make a difficulty in finding materials because such method is apt to have too much or little result. So, classification, arrangement, description, response-service should be integrated in these system. The recent technical advancement give a opportunity to realize this idea. Above all, these procedure should be archival process.

Implementing a Model for Developing Participatory Labor Archives for Shipbuilding Labor Digital Archives in Young-do, Busan Metropolitan City (참여형 디지털 아카이브 구축 실행 방안 부산 영도 지역 조선(造船) 노동 아카이브 구축을 위하여)

  • This study aims to implement a model for developing participatory labor archives for shipbuilding labor archives in young-do, Busan, and to find possibilities of building digital labor archives as participatory ones. The methodology of locality documentation has been applied, and locality archives accepting participation of people with experiences from shipbuilding industry have been examined. Omeka was applied because it is an open-source software and provides additional functions which support various user participations and web-publishing. Following the the model, firstly, a preliminary investigation was conducted and research of participatory agents and records was proceeded. Secondly, it collected and described information of the agents and records by institutions with records and provenance. Thirdly, it developed archival contents specific to events, persons and workplaces in association with archival information. For the follow-up study, plugins were installed and tested to apply for further experiment with participation.

An Analysis on the Revision Process and Main Contents of the International Standard ISO 16175 Sets (국제표준 ISO 16175의 개정과정과 주요내용 분석)

  • The purpose of this study is to promote future research and practical application in the field of records systems by informing the revision of the ISO 16175 standard set and analyzing its main contents, which was widely used as a record management functional requirements. Based on the experience of participating in the developing process of this International Standard since 2015, this study analyzed the context and process of revision, and the main contents of the standard, and sought to draw limited implications and proposed follow-up researches connected to the practice of the Korean records systems. The previous ISO 16175 sets had been produced as ISO 16175-1, 2, 3 in 2010-2011, and which were restructured and revised into new ISO 16175-1, 2 in 2020 in line with the revision of ISO 15489 and changes in the digital environment. Main title of the International Standard is processes and functional requirements for software for managing records, and Part I provides high-level functional requirements and associated guidance for applications that manage digital records, Part II provides guidance for selecting, designing, implementing and maintaining software for managing records. This standard assumes that the records system does not necessarily have to be a single system or software solely for records management and that it should be able to perform record management function in any forms.

  • This study traces the evolution of the compilation of foreign relations of the United States series and analyzes its archival issues from its historical development. The study examines the purposes of publishing the compilations of the diplomatic documents, an issue of making a balance between secrecy for national security and accountability of diplomacy, neutrality in compiling historical materials, and methods and principles of the compilation. To analyze these records issues, the study examines the contents and contexts of the compilation, historical evolution of the compilation, and the political and records issues of the compilation in the U.S. political history. The declassification issue for the historical compilation was also examined because the issue was a major obstacle to the timely publication of FRUS.

A Study of Metadata for Long-Term Preservation of Digital Research Outcome (디지털 연구성과물의 장기보존을 위한 메타데이터에 관한 연구)

  • This research designed and proposed metadata elements for the long-term preservation of digital research outcomes collected and managed in electronic file form. Metadata structure of both domestic and foreign agencies that manage research outcomes and CERIF and PREMIS-preserved preservation metadata were referred to design the metadata elements. The metadata design was divided into research information, bibliographic information and archival information. Research information is divided into project, name and institution, and composed of eight top-level elements and 29 sub-level elements. Bibliographic information is composed of 13 top-level elements as the source of research reports. Archival information is composed of 18 top-level elements and 62 sub-level elements as the elements for context, structure, contents and management process of the electronic records.

A Study on the Current Status of an Archive Village Project and Its Improvement Plan: The Case of I County (기록사랑마을 운영현황 및 개선방안에 관한 연구 - I군 기록사랑마을을 중심으로 -)

  • In 2008, the National Archives of Korea initiated the Archive Village project for the purpose of protecting valuable private records and enhancing the awareness of archival culture. To justify the expense of the government-supported project and determine its future direction, it is necessary to analyze the current status of the project. To do that, the researchers visited an Archive Village in I county and examined its accessibility, exhibition contents, facilities, equipment, etc., through observation. Interviews were also conducted with the person in charge of the project in the National Archives of Korea, as well as eight residents and three persons who were involved in building and managing the Archive Village in I county. Based on the results of the observation and interviews, the study suggests recommendations to improve the operation of the Archive Village in I county. The findings of the study will help other villages plan acquisition and management, as well as how to make important private records in local areas available.

Plan to Improve the System According to the Change of Records Preservation Place : Focused on the Regulation for Public Records (기록물 보존장소 변경에 따른 제도개선 방안 공공기록물법령을 중심으로)

  • It becomes possible to conserve and manage the records also which the Head of Archives(National Archives of Korea) designated at the Records Center(Special Records Center) based on the amendment of the Article 30 of the Enforcement Ordinance of the Public Records Management Act on Nov. 2014. However, the right for the decision for above is given to the National Archives of Korea and other operation and preservation management system different with existing ones such as that relevant Records Centers prepare preservation countermeasure of subject for the amendment and additionally perform all sorts of works about the management should be prepared when the amendment treatment is executed. However, there is only the contents about the change of the preservation place is regulated in the Enforcement Ordinance of the Public Records Management Act and no legal basis to support the repositories for these change, so additional improvement is necessary. In this paper, present condition of preservation place change of the National Archives of Korea and the operation condition of relative records centers and suggest the supplementary and improving items with the Public Records Management Act.
