기상 예보 및 위성 자료를 이용한 우리나라 산불위험지수의 시공간적 고도화 (Spatio-temporal enhancement of forest fire risk index using weather forecast and satellite data in South Korea)

  • 우리나라는 산림 내 연료 물질 증가와 기후변화 등의 요인으로 산불의 연중화와 대형화가 증가하는 추세에 있으므로 산불 발생 확률에 대한 정보를 제공함으로써 산불 발생을 예방하여 피해를 최소화할 필요성이 대두되고 있다. 본 연구에서는 현 산불예보시스템에서 제공하는 산불위험지수(DWI; Daily Weather Index)를 개선하기 위한 방법을 살펴보았다. 즉, 우리나라 산불위험지수의 시간 및 공간적 정확성 향상을 통한 고도화를 목적으로, 기상청에서 제공하는 동네예보 자료, 위성기반의 가뭄 지수, 산불 다발 지역 지도를 융합하여 5km 격자 형태로 제공되는 새로운 산불위험지수(FRI; Fire Risk Index)를 제안하였다. 산불위험지수는 캐나다에서 현업으로 사용되는 미세 연료 지수를 기반으로 우리나라에 최적화한 미세 연료 지수, 가뭄지수의 곱과 시간 및 공간적 가중치를 통하여 산출된다. 시간적인 정확성 향상을 위하여 산림청에서 제공하는 산불 피해 대장 표를 이용하여 월별 산불 통계량을 통한 월별 가중치를 적용하였으며, 공간적인 정확성 향상을 위하여 산불 다발 지역 지도의 산불 밀도 정보를 이용하여 가중치를 적용하였다. 월별 산불 발생 건수와 제안된 산불위험지수의 시계열을 분석하였을 때 증가 및 감소 경향을 잘 모의하고 있었으며, 5km 격자 형태로 산불위험지수를 제공함으로써 행정 구역 단위로 산불위험지수를 제공할 때보다 상세한 정보를 제공할 수 있었으므로 지역적으로 더욱 정확하고 구체적인 산불 예방에 대한 의사 결정에 도움이 될 것으로 기대된다.

경관협정의 지속성을 위한 성공요소 도출 - 옹진군 문갑도와 수원시 거북시장길 사례분석을 통하여 - (Derivation of Success Elements for the Sustainability of Landscape Agreements - A Case Study on Ongjin-gun Mungab Island and Suwon Gobuk Market -)

  • 본 연구는 경관관리에서 주민의 역할이 점차 중요해지고 있는 가운데, 경관협정이 지속적으로 운영될 수 있는 성공요소 도출 및 이를 추진하기 위한 방향을 제시하는 것이 목적이다. 이에, 1) 문헌조사 및 전문가 인터뷰 조사를 통해 경관협정의 지속성을 고려한 성공요소(안)을 제시하였고, 2) 참여주체 인터뷰 조사 및 문헌분석을 통해 경관협정의 지속적 운영의 성공요소(안)을 선진사례에 적용한 후, 경관협정의 지속성을 위한 성공요소의 최종안과 이에 대한 추진방향을 제시하였다. 그 결과, 첫째, 3개의 대분류와 10개의 중분류, 25개의 세부항목으로 구성된 경관협정의 지속적 운영 성공요소를 제시하였다. 이것은 주민의지, 실현가능성, 행정수단의 실효성, 예산확보, 유지관리, 홍보, 전문가 지원, 전담지원 조직, 참여의 지속성, 주민참여 의사소통방식에 대한 내용이며, 경관협정 체결 준비단계, 체결단계, 유지관리단계에서 전반적으로 고려해야 하면서도 구체적인 세부항목이다. 둘째, 경관협정 지속적 운영의 추진방향을 제시하였다. 경관협정 체결은 주민의지가 높으며 경관협정에 대한 공감대가 형성된 이후에 주민들 스스로 지킬 수 있는 내용 중심으로 하고, 행정 담당자의 업무 지속성, 경관협정 체결준비부터 유지관리단계에 소요되는 자문비 및 활동비의 예산확보 근거 마련을 위한 제도가 필요하다. 그리고 경관협정 체결자인 주민들 간 지속적인 교류 및 역량강화, 이를 위한 주민참여 역량 정도에 맞는 전문가의 단계별 지원과 이를 근거할 수 있는 제도도 역시 필요하다. 셋째, 공공사업과 연계하여 경관협정을 체결하더라도 주민참여 역량이 갖춰져 있는 곳의 대상 지원 여부, 주민참여 경관관리가 가능하도록 행정과 전문가의 지속적 지원 여부가 경관협정의 지속적 운영에 영향을 미칠 수 있다는 것을 알 수 있었다. 본 연구는 사례분석에 있어서 두 곳을 대상으로 한 한계점을 가지고 있으며, 성공하지 못한 사례를 포함한 다양한 사례분석을 통한 보다 더 심층적인 연구는 향후 과제로 남겨두고자 한다.

지역창업 활성화를 위한 청년창업 애로 요인에 관한 연구 (A Study on Difficulty Factors of Youth Startups for Activating Local Startups)

  • 중앙정부는 일자리 창출을 위한 중요한 대안으로 청년 창업지원 정책을 확대하고 있다. 이에 지방정부에서도 청년창업 활성화를 위한 많은 노력에도 불구하고 창업에 다양한 애로요인이 존재한다. 이에 본 연구에서는 지역 청년 창업가들이 현장에서 느끼는 실질적인 애로요인이 무엇인지를 파악하였다. 그리고 지역 청년창업의 애로 요인을 극복하기 위한 대안과 청년창업 활성화를 위한 정책적 시사점을 도출하는데 목적이 있다. 따라서 선행연구 참고, 문헌 조사, 브레인스토밍을 통해 청년창업의 애로사항에 대한 평가요인 5개 항목을 도출하고, 세부 애로요인으로 25개 항목을 도출하였다. 주요 애로 평가요인을 AHP 기법을 활용해 군산지역 청년(19~39세), 남녀, 계층별(대학생, 예비창업자, 기창업자)로 실증분석을 진행하였다. 분석결과 지역 청년들이 느끼는 창업 애로요인은 비즈니스 모델, 경영관리, 창업자금, 창업제도개선, 창업 인식개선 순으로 나타났다. 무엇보다 지역의 청년들은 창업자금보다 자신의 아이디어를 비즈니스 모델 사업화 과정에서 많은 어려움을 느끼고 있었다. 세부요인으로 시장정보획득, 기술사업화, 사업 타당성, 기술개발, 판로개척 순으로 25개 창업 애로 요인이 도출되었다. 성별 비교에서 남성은 여성보다 비즈니스 모델 사업화에서 상대적으로 높은 애로요인이었다. 반면 여성은 비즈니스 모델 애로 요인을 제외한 모든(경영관리, 창업자금, 창업 제도개선, 창업인식개선) 요인에서 남성보다 높게 나타났다. 또한, 청년 계층(대학생, 예비창업자, 기창업자)별로 창업 애로요인이 상대적으로 다르게 나타났다. 결론적으로 지역에서 청년창업 활성화를 위해서 창업자금보다 비즈니스 모델 사업화 애로요인을 적극적으로 해결할 필요가 있다는 시사점을 도출하였다. 또한 일반적인 해결책 제시가 아닌 성별, 계층별 애로요인이 다르기 때문에 맞춤형 창업지원 및 상황별 행정서비스를 전략적으로 지원해야 한다. 본 연구는 지역 청년들이 직면한 창업 애로 요인의 실질적인 우선순위와 도출방법을 제시하였고, 향후 지역 청년창업 활성화를 위한 방안과 개선점을 제시하였다.

방사선종양학과 On-line 통계처리프로그램의 개발 (The Development of On-Line Statistics Program for Radiation Oncology)

  • 목적 : 인터넷을 이용한 국내 방사선종양학과내의 관련정보를 공유할 수 있는 통계처리프로그램을 개발함으로써 방사선 종양학의 발전을 위한 정책적 판단의 기초자료를 제공하고자 한다. 대상 및 방법 : 전국 52개 병원을 대상으로 방사선 종양학과내의 관련정보를 지면을 이용한 설문조사를 통해 통계 처리하던 기존 방식에서, 인터넷을 이용하여 입력한 후 필요한 정보에 대한 전국 통계를 실시간으로 얻을 수 있도록 구성하였다. 통계조사를 위한 서버 환경으로 O/S는 Windows NT 4.0을 기반으로 하였으며 웹서버로는 Internet Information Server 4.0 (IIS4.0)을 이용하였다. 자료를 수집하고 검색하기 위한 데이터베이스로는 $Microsoft^{\circledR}$사의 Access MDB를 사용하였고 데이터베이스를 사용자가 접근하고, 활용하기 위한 실제 프로그램은 Structured Query Language (SQL), Visual Basic, VBScript, JAVAScript 등을 이용하여 구현하였다. 입력된 자료는 사용자의 요구에 따라 연도별, 병원별로 통계처리 되어 표시되도록 하였다. 결과 : 프로그램은 크게 나누어 인력현황, 연구현황, 특수증기 및 특수기술 등을 요하는 치료현황, 외부조사기기에 따른 치료현황, 근접치료현황, 임상통계현황, 방사선 안전관리현황, 시설현황, 장비현황, 방사선 정도관리현황 및 방사성 핵종 보유현황으로 구성되어 있다. 세부항목은 총 38개의 입력창으로 구성되어 있으며, 통계 처리한 결과는 6개의 출력창을 통하여 보여주고 있다. 또한 사용자의 요구에 따라 통계처리결과는 유연하게 확장이 가능하게 되어 있다. 결론 : 전국 방사선 종양학과내에서 이루어지고 있는 모든 자료에 대할 통계 자동화 프로그램을 개발하여 기초자료로 활용할 수 있도록 하였다. 이를 통하여 관련 사용자들이 쉽고 빠르게 자료를 입력할 수 있고, 또 전국적인 통계자료 정보를 필요에 따라 수시로 얻을 수 있게 되었다.

해외근무(海外覲務) 기업체(企業體)에 대(對)한 테러 방지책(防止策) - 최근(最近) 소수민족분리주의운동지역(小數民族分離主義運動地域)을 중심(中心)으로 - (The Preventive Measures On Terrorism Against Overseas Korean Businessmen(A view of recent ethnic minority separation movement))

  • This study concerns possible measures to prevent separatists' terrorist acts against overseas Korean businessmen. Of late, many Korean enterprises are helping a number of foreign countries develop their economy, by building factories and manning regional offices in those countries. But recent development of terrorism especially against Korean businessmen is alarming. This report discusses the need for Korean enterprises heading overseas to prepare themselves with awareness of terrorism and possible protective measures against it, besides their routine pursuance of profits; and for the government and prospective enterprises to refrain from investing in those countries having active separatist movements. If an investment has become inevitable, a careful survey of the region in conflict should be conducted and self-protective measures should be put in place through security information exchange, emergency coordination and training of personnel, etc. This study will first review the past terrorist incidents involving employees of overseas Korean enterprises, and then will focuss on seeking effective measures on the basis of the reported incidents. In carrying out the study, related literature from both home and abroad have been used along with the preliminary materials reported and known on the Internet from recent incidents. 1. The separatist movements of minority groups Lately, minority separatist groups are increasingly resorting to terrorism to draw international attention with the political aim of gaining extended self rule or independence. 2. The state of terrorism against overseas Korean enterprises and Koreans Korean enterprises are now operating businesses, and having their own personnel stationed, in 85 countries including those in South East Asia and Middle East regions. In Sri Lanka, where a Korean enterprise recently became a target of terrorist bombing, there are 75 business firms from Korea and some 700 Korean employees are stationed as of August 1996. A total of 19 different terrorist incidents have taken place against Koreans abroad since 1990. 3. Terrorism preventive measures Terrorism preventive measures are discussed in two ways: measures by the government and by the enterprises. ${\blacktriangleleft}$ Measures by the government - Possible measures at governmental level can include collection and dissemination of terrorist activity information. Emphasis should be given to the information on North Korean activities in particular. ${\blacktriangleleft}$ Measures by individual enterprises - Organizational security plan must be established by individual enterprises and there should also be an increase of security budget. A reason for reluctant effort toward positive security plan is the perception that the security budget is not immediately linked to an increment of profit gain. Ensuring safety for overseas personnel is a fundamental obligation of an enterprise. Consultation and information exchange on security plan, and an emergency support system at a threat to security must be sought after and implemented. 4. Conclusion Today's terrorism varies widely depending on reasons and causes, and its means has become increasingly informationalized and scientific as well while its method is becoming more clandestine and violent. Terrorist organizations are increasingly aiming at enterprises for acquisition of budgets needed for their activities. Korean enterprises have extended their business realm to foreign countries since 1970, exposing themselves to terrorism. Enterprises and their employees, therefore, should establish their own security measures on the one hand while the government must provide general measures, on the other, for the protection of the life and property of Korean residents abroad from terrorist attacks. In this regard, set-up of a counter terrorist organization that coordinates the efforts of government authorities in various levels in planning and executing counter terrorist measures is desired. Since 1965, when the hostile North Korea began to step up its terrorist activities against South Koreans, there have been 7 different occasions of assassination attempt on South Korean presidents and some 500 cases of various kidnappings and attempted kidnappings. North Korea, nervous over the continued economic growth and social stabilization of South Korea, is now concentrating its efforts in the destruction and deterioration of the national power of South Korea for its earlier realization of reunification by force. The possibility of North Korean terrorism can be divided into external terrorist acts and internal terrorist acts depending on the nationality of the terrorists it uses. The external terrorist acts include those committed directly by North Korean agents in South Korea and abroad and those committed by dissident Koreans, hired Korean residents, or international professionals or independent international terrorists bought or instigated by North Korea. To protect the life and property of Korean enterprises and their employees abroad from the threat of terrorism, the government's administrative support and the organizational efforts of enterprises should necessarily be directed toward the planning of proper security measures and training of employees. Also, proper actions should be taken against possible terrorist acts toward Korean business employees abroad as long as there are ongoing hostilities from minority groups against their governments.

상추잎 즙액과 표면에서 Escherichia coli O157:H7의 생장 가능성 (Growth Potential of Escherichia coli O157:H7 in Lettuce Leaf Extract and on Lettuce Leaf Surface)

  • 본 연구에서는 식중독을 일으키는 병원균인 Escherichia coli O157:H7이 주요 소비 엽채류인 상추에서의 생장 가능성과 온도대별 생장변화를 구명하기 위하여 상추잎 즙액 에서 E. coli O157:H7의 생장, 상추잎 표면에서의 생장, 여러 가지 온도조건하의 상추잎 즙액 및 표면에서 E. coli O157:H7의 생장, 초기 접종 농도별 생장패턴을 조사하였다. E. coli O157:H7은 상추잎 즙액에서 20시간 이내에 밀도가 증가하였고 상추잎 즙액의 농도에 따라 병원균의 생장률은 다르게 나타났다. 조사기간 동안 $4^{\circ}C$ 조건에서는 E. coli Ol57:H7 밀도가 크게 변하지 않았고 $15^{\circ}C$ 이상의 조건에서는 10시간 이내에 밀도가 증가승하는 것을 확인할 수 있었다. 상추잎 표면에서도 E. coli Ol57:H7의 밀도는 초기 접종 밀도에 비해 증가하였고, 증가되는 정도는 온도가 높아질수록 증가율이 높은 것으로 나타났다. 상추의 E coli O157:H7 초기 오염 농도가 병원균의 최대 생장 밀도 에 큰 영향을 미치는 것으로 확인되었다. 따라서 본 연구 결과로부터 상추잎에서 식중독세균인 E. coli O157:H7의 생장이 일어나는 것을 확인하였고, 이는 온도의 영향을 많이 받는 것으로 나타났다. 위의 결과에 따라 농식품 안전성 확보를 위해서는 신선 엽채류는 생산 유통 소비 단계 에서 유해미생물의 오염을 예방하는 것이 중요하고 특히 유통과 소비단계에서 저온도 유지가 철저히 이루어져야 할 것으로 사료된다.

치과기공사의 보수교육에 관한 연구(I) -보수교육 실태와 인식을 중심으로 - (A Study on the Continuing Education of Dental Technicians)

  • Since dental prosthesis is made possible only when dental technicians give themselves to the study of knowledge and the acquisition of updated skills, continuing education is of great importance in that it makes up for the efforts of dental technicians. Accordingly, continuing education relates to a system designed to contribute to the enhancement of the talents of dental technicians and the dental health of the nation. Specialized knowledge and information may work as the best weapon to preserve their jbs. This is true of this modern society where no one can expecth to survive without acquiring knowledge and information constantly for work is getting more classified and more divirsifide. This paper is dedicated to take a look at the current condition of the continuing education of dental technicians and to come up with measure to make general evaluation and to improve continuing education. This research resorts to 609 questionnaires among 6433 copies save unfaithfully responded 34 copos with 6.431 dental technicians as the subjects enrolled in the Dental technician Association. The collected questionnaires consist of 365 dental technicians living in Seoul and of 244 ones, Which account for 11.8 percent of dental technicians enrolled in the association. Because dental technicians live more in local areas than Seoul, the generalization of this survey leaves something to be desired. I have come up with the following findings. 1. 6,431 dental technicians, or 36.3 percent of an total of 14,956 licensed dental technicians, were admitted as numbers of the Dental Tachnician Association as of October 31, 1999. In the '98 continuing education. 4,141 dental technicians among 4,711 dental technicians got relevant training, and in the '99 continuing education, 4,075 technicians, or 75.9 percent of 5,365 technicians got relevant training while 1,290 technicians or 24.2 percent, fail to get relevant training. 2. The survey has it that 38.1 percent of dental technicians are ignorant of the laws on continuing education, and that technicians staying in local communities(146 persons, or 61.6%) take more part in education than those living in the capital of Korea(159 persons, or 146%), and that the older they are, the more money they earn, the more carrer they have, the higher position they hold, the more part they take in education 3. According to the survey, those who have the experience of getting training more than three times account for 52 persons(16.8%) in Seoul and 47 persons(22.4%) in local districts(p<0.01). In terms of sanctions in relation to continuing education, 26 dental technicians(4.6%) say that they have ever gotten sanctions, and 533 dental technicians(95.4%) say that they haven't. And those who were absent from continuing education(72 technicians : 13.51%) didn't get any sanction. 4. In terms of the degree of understanding continuing education, local technicians(46.8% : 110 persons) have a higher understanding of continuing education than their countparts staying in Seoul(36.0% : 130). Continuing education is not the ultimate goal itself. It should be changed to motivate those who get education to be willing to take part in contunuing education, and to help dental technicians in a practical and specific way. And the branch societies should be developde to engage in more specialized and classified expert fields. Of course, the curriculum should be so selected that the conceptions of dental technicians may be reflected to the maximum extent, and the ultimate effores should be made to effect diversity in the ways of educational methods and to perfect the preparation of continuing education on the part of instructors. Regulations should be established in relation to continuing education with a veiew to enhancing the participation of continuing education and its effectiveness. The supervision of the Ministry of Health and Welfare is of great importance in this context. The regulation of continuing education is not administrative regulation, but the expression of national will to guarantee the medical service of the nation at highest level. Therefore, it is necessary that the Ministry of Health and Welfare should change their understanding of the needs for the continuing education of dental experts, and that the expertise of government employees in charge of continuing education should be expanded. It goes without saying that the government should suppory continuing education in a financial way so as to supply the person in charge of public welfare and control the quality of national medicine.

중국 대북 접경지역의 북한 노동력 진입 유형과 요인 (Entry Types and Locational Determinants of North Korean Workers in Cross-border Regions between North Korea and China)

  • 본 연구의 주요 목적은 북한 노동력의 대북 접경지역 진출 유형과 요인을 규명하고자 하는 것이다. 특히, 본 논문은 북한 노동력의 대북 접경지역 진출 경로 및 유형을 1) 대북 무역 상인과 북한 대방의 거래를 통한 진입과 2) 조선족 중개업체와 북한 대방의 거래를 통한 진입으로 구분하였으며, 대북 접경지역의 공간적 맥락에서 북한 노동력의 진출 요인을 분석하고자 했다. 우선 북한 노동력의 대북 접경지역 진입 경로 및 유형은 유엔 결의 2094호 이후 대북제재의 성격이 '촉구(call-upon)'에서 '의무화 및 강제화(decide)'로 전환되면서 크게 두 가지 측면에서 변화가 나타났다. 첫째, 중국 기업에게 북한 노동력을 파견할 수 있는 북한 대방과의 거래 주체가 대북 거래 상인에서 전문화된 조선족 중개업체로 전환되었다. 둘째, 중국으로 파견되는 북한 노동력의 성격이 '중화인민공화국입경출경관리법'과 '외국인재중국취업관리규정'에 따라 공식적인 취업 허가증과 취업 거류증을 취득한 공식 노동자에서 북·중 간 '무역비자협정'과 '국경 주민에 대한 통행증 제도'를 이용하거나 단기 방문 및 관광 비자를 취득하여 편법으로 대북 접경지역에 장기 체류하는 비공식 노동자(informal workers)로 전환되었다. 따라서 북한 노동자에 대한 실질적인 제재가 가해진 이후에 이러한 비공식 노동자들의 안정적인 체류와 관리 및 통제를 위한 전문적인 서비스에 대한 수요가 높아짐에 따라 대북 접경지역에 북한 노동자 중개업체가 활성화되고 있다. 이와 더불어 북한 노동력의 대북 접경지역 진입 요인은 세 가지 측면 - 1) 중국 사회보험제도의 개혁에 따른 실질 임금 상승, 2) 대북 접경지역의 취약한 노동시장 구조, 3) 안정적이고 관리 용이한 노동력 활용 -에서 분석했다.

간호교육기관의 실험실습설비 보유실태 조사 (A Survey on the Actual State of Laboratory Facilities and Equipments at Nursing Schools)

  • This study was carried out to examine the standards for evaluation of laboratory facilities and equipment. These constitute the most important yet vulnerable area of our system of higher education among the six school evaluation categories provided by the Korean Council for University Education. To obtain data on the present situation of holdings and management of laboratory facilities and equipment at nursing schools in Korea, questionnaires were prepared by members of a special committee of the Korea Nursing Education Society on the basis of the Standards for University Laboratory Facilities and Equipment issued by the Ministry of Education. The questionnaires were sent to nursing schools across the nation by mail on October 4, 1995. 39 institutions completed and returned the questionnaires by mail by December 31 of the same year. The results of the analysis of the survey were as follows: 1. The Physical Environment of Laboratories According to the results of investigation of 14 nursing departments at four-year colleges, laboratories vary in size ranging from 24 to 274.91 pyeong ($1{\;}pyeong{\;}={\;}3.3m^2).$. The average number of students in a laboratory class was 46.93 at four-year colleges, while the number ranged from 40 to 240 in junior colleges. The average floor space of laboratories at junior colleges, however, was almost the same as those, of laboratories at four-year colleges. 2. The Actual State of Laboratory Facilities and Equipment Laboratory equipment possessed by nursing schools at colleges and universities showed a very wide distribution by type, but most of it does not meet government standards according to applicable regulations while some types of equipment are in excess supply. The same is true of junior colleges. where laboratory equipment should meet a different set of government standards specifically established for junior colleges. Closer investigation is called for with regard to those types of equipment which are in short supply in more than 80 percent of colleges and universities. As for the types of equipment in excess supply, investigation should be carried out to determine whether they are really needed in large quantities or should be installed. In many cases, it would appear that unnecessary equipment is procured, even if it is already obsolete, merely for the sake of holding a seemingly impressive armamentarium. 3. Basic Science Laboratory Equipment Among the 39 institutions, five four-year colleges were found to possess equipment for basic science. Only one type of essential equipment, tele-thermometers, and only two types of recommended equipment, rotators and dip chambers, were installed in sufficient numbers to meet the standards. All junior colleges failed to meet the standards in all of equipment categories. Overall, nursing schools at all of the various institutions were found to be below per in terms of laboratory equipment. 4. Required Equipment In response to the question concerning which type of equipment was most needed and not currently in possession, cardiopulmonary resuscitation (CPR) machines and electrocardiogram (ECG) monitors topped the list with four respondents each, followed by measuring equipment. 5. Management of Laboratory Equipment According to the survey, the professors in charge of clinical training and teaching assistants are responsible for management of the laboratory at nursing schools at all colleges and universities, whereas the chief of the general affairs section or chairman of the nursing department manages the laboratory at junior colleges. This suggests that the administrative systems are more or less different. According to the above results, laboratory training could be defined as a process by which nursing students pick up many of the nursing skills necessary to become fully qualified nurses. Laboratory training should therefore be carefully planned to provide students with high levels of hands-on experience so that they can effectively handle problems and emergencies in actual situations. All nursing students should therefore be thoroughly drilled and given as much on-the-job experience as possible. In this regard, there is clearly a need to update the equipment criteria as demanded by society's present situation rather than just filling laboratory equipment quotas according to the current criteria.

간호 관리 능력 개발을 위한 교육 연구 (Needs on Management Development Program for Head Nurse)

  • The objectives of this study are to identify the actual educational contents of management for head nurse and to propose the educational subjects according to identity the needs of head, charge, and staff nurses. The subjects were investigated the actual Management Development Programs and educational needs of head nurses and prospective nurse manager(charge nurse, staff nurse with a lot of clinical experiences) in general hospitals. The tools were composed of two questionnaires: One was developed from the literature review for making items to measure actual situation. The other was revised Katz's model for measurement of educational needs. The first respondents of actual situation were 27 general hospitals with over 400 beds in Seoul and the second respondents were 89 head nurses, 67 charge nurses and 136 nurses at 3 hospitals by convenient sampling out of 27 general hospitals. Data were collected by telephone interview, mail questionnaire and visiting from 7th of October through 30th of November in 1997. In data analysis, general characteristics of the respondents and actual status of Management Development Programs were analyzed by frequency and percentage. Educational needs according to general characteristics were analyzed by ANOVA The results were as follows: 1. Actual situation of Management Development Program 1) Seven hospitals(26%) had Management Development Program for prospective managers and 14 hospitals (52%) for head nurses. 2) Education Department existed in 14 hospitals (52%). 3) One hospital(4%) had top level managers took part in the Management Development. 4) Two hospitals selected head nurse, who had finished courses of Management Development. Eight hospitals(30%) assessed educational needs. The assessment tools consisted of making a question via questionnaire(75%), determining at department meeting(12%) and interview(13%). 5) Educational programs had 3 types: 10 lecture type, 7 discussion type and 4 role play type programs. 6) One hospital evaluated the change of learner's attitude. 7) Four hospitals scored educational point, but that was measured only by attending. 8) Actual Management Development Programs were as follows. parenthesis indicates the number of hospitals. The results of needs on Management Development subject 1) The educational needs of all respondents on 3 skill domains showed positive agreement to strongly positive agreement. 2) High priority(more than 4.5) items were 12 of 24 Human skill items(50%), 1 of 6 Technical skill items(16%), and 2 of 13 Conceptual skill items (15%). 3) Out of high priority items, 8 items were instituted. 4) All respondents showed high needs on 3 skill domains regardless of 3 positions (head nurse, charge nurse, and nurse). Educational needs of Human skill domain, according to position were 108. S, 108.7, 106.8 (mean score = 72) , needs of Technical skill domain were 26.5, 26.6, 26.I(mean score=18), and needs of Conceptual skill domains were 56.9,56.7, 55.1(mean score=39). 5) Needs of 3 skill domains according to clinical career showed significant difference. Out of respondents, nurses with career of over 16years showed lowest degree of needs in Human skill domains(F=4.47, P=.004) and Conceptual skill domain(F=2.93, P=.034). 6) Educational needs according to educational background were not significant difference. But out of respondents, nurses educated at 3-year junior college relatively showed lowest needs in all of the 3 skill domains. With the above-mentioned findings, further study is necessary for generalization of this study at hospitals with different bed size and location. Also it is needed to study about management skill of nurse and charge nurse, and effective educational method.
