School Libraries are facilities which support teachers and students in their teaching and learning activities and help to fulfil the school curriculum. Recently the Ministry of Education & Human Resources and Development is emphasizing ‘self learning’and it means that the problem solving ability of students can be improved through resource based learning & self learning. The resource based learning is closely connected with school libraries. School libraries are basic organization among all kind of libraries in all parts of th country and they can not develop without the systematic support of the government. The school libraries are just nominal because education in schools is centered on entrance examination and the government is indifferent to them. Therefore, it is urgent to constitute the related regulations and systems to rescue school libraries. The present school libraries laws should be revised toward the direction of effectiveness and it is possible to revise them after School Library Promotion Acts are constituted in public. All kinds of system and organization can develop only when they attach great importance to people Even though we constitute good laws and have good systems, they can not develop without the support of administrative organizations. They can develop when the administrative organizations have the strong will to develop them and are affectionately interested with them. The development of school libraries are under the control of strong interest and will of the people who are in charge of the systems and apply the related regulations.

During the Joseon period, space, organization, and personnel were essential in order to perform the administrative work for local governance. For that reason local government records were created, managed, and stored as the results of its administration. Buildings and spaces of local government office can be divided in 3 sections such as 1) administrator's space for governance and living; 2) petty officials' administrative space; 3) granary space for store rations and grains paid as tax. Because of its grand scale, a local government office had considerably complex organizational structure. In order to survey the types and forms of local government records, focusing on six transition documents (junggi, 重記) in the 19th Century Yeongnam Region, this study selected the record type documents in the item lists of the transition documents, then, classified the record type documents which were managed by the organizations in local government offices with several types: program of items (jeolmok, 節目), list of personnel or land (an, 案), register (daejang, 大帳), certified copy (deungnok, 謄錄) and muniment (wanmun, 完文), and examined these documents.

To establish efficient e-government and to improve the quality of public services, online public services are in operation in every administrative organization. However, due to the lack of analysis and connection between each government organization, the satisfaction of the civil users has not been improved very much. This research presents the core components of Integrated Management Model for Public Services, which can minimize the time for processing public services and the expenses for administrative procedure, based on the example of N Ministry. For this purpose, it analyzes current process of the public services to find out underlying problems, deduces requirements for improvement, presents and implements the design principles of Integrated Management System for Public Services. The efficiency of this Integrated Management System was proven with the analysis from the viewpoints of civil users, internal service representatives, and their managers.

The environment of the modern library is changing rapidly with advancements in information technology, massive increse in information, and with the changing needs of users for information in order to keep up with developments in science and technology. The library should also be in a constant state of change in accordance with the changing environment. But the current situation is that library organizations in Korea do not show any change. Here arises the need to diagnose the health of these organization. Organizational innovations can be achieved either by change in the organizational structure or administrative methods or in personal attitudes. In making organizational innovations, however, it is not sufficient only to change the organizational structure or the administrative methods without changing personal attitudes. The purpose of this thesis is to diagnose the health of university library organizations in Korea and to suggest prescriptions based on the results of this diagnosis, by means of organization development theory. In this study, the action research model and the diagnostic model were developed for the health of university library organization in Korea. The action research model consisted of 3 steps: diagnosis, intervention and evaluation. The diagnostic model comprised diagnostic criterion and diagnostic indicators. The health of an organization was selected as the diagnostic criterion. Diagnostic indicators were divided into 3 levels: personal job-satisfaction at the individual level, cohesiveness at the group level, and the organizational climate at the organizational level. Both the interview and the questionaire were used as diagnostic methods. The questionaire form was designed according to the Likert typle 5-point scale. For the investigation, 10 university libraries were selected from the private universities in Seoul, and questionaire sheets were sent to their 156 librarians and responses were received from 116 persons. An interview was carried out with a selected chief of departments of the library concerned. The results of the diagnosis show that the average personal jobsatisfaction was 3.57, the group cohesiveness was 3.15 and organizational climate was 2.93, and accordingly the comprehensive health indicator was 3.22. The health of university library organizations in Korea was generally on the decline at all 3 levels. In particular, the organizational climate was in a very weak state. Most problems concern dissatisfaction with personnel policy, communications and non-professionally qualified directors. As the prescriptions, the following was suggested: institutionalization of the staff meeting for resolving problems with communication, appointement of professional directors, performance appraisal, conferring faculty status for librarians, and a suggest system. And for the improvement of the organizational climate, managerial grid training was suggested as one of the educational strategies for organizational development.

The purpose of this study is to investigate the importance and validity of the unified policy of the administrative system for the public library through the analysis and evaluation of the outcomes and plans about the policy on the first and second Comprehensive Library Advancement Plan. In addition, this study seeks to the strategies for the public library administrative system unification by reviewing the issue details of the unification strategies. The first Comprehensive Library Advancement Plan was found to be just proclamatory without concrete and practical results through its performance analysis. The policy tasks were evaluated to lack in feasibility and specificity in the second Comprehensive Library Advancement Plan which was performed on a group of library professionals. Policy decision to determine who would be responsible for the unification into the local government was found to be valid by the results of previous research findings, policy evaluation by experts and in-depth interview survey for field practitioners. Substantial and detailed action-oriented strategy rather than bluffing and macro policy is necessary for the unification of the library administrative system. It is because we have found there exist significant issues in terms of unified approach, structure of the organization, personnel transfer and grade adjustment, property transfer, etc. through the analysis.

The purpose of this study is to research digital twin policies for the use of administrative services. The study was conducted through a mobile survey of 1,000 participants, and the results are as follows. First, in order to utilize digital twin technology, it is necessary to first identify appropriate services that can be applied from the perspective of Gyeonggi Province. Efforts to identify digital twin services that are suitable for Gyeonggi Province's field work should be prioritized, and this should lead to increased efficiency in the work. Second, Gyeonggi Province's digital twin administrative services should prevent duplication with central government projects and establish a model that can be connected and utilized. It should be driven around current issues in Gyeonggi Province and the demands of citizens for administrative services. Third, to develop Gyeonggi Province's digital twin administrative services, a standard model development plan through participation in pilot projects should be considered. Gyeonggi Province should lead the project as the main agency and promote it through a collaborative project agreement. It is suggested that a support system for the overall project be established through the Gyeonggi Province Digital Twin Advisory Committee. Fourth, relevant regulations and systems for the construction, operation, and management of dedicated departments and administrative services should be established. To achieve the realization of digital twins in Gyeonggi Province, a dedicated organization that can perform various roles in project promotion and operation, as well as legal and institutional improvements, is necessary. To designate a dedicated organization, it is necessary to consider expanding and reorganizing existing departments and evaluating the operation of newly established departments. The limitation of this study is that it only surveyed participants from Gyeonggi Province, and it is recommended that future research be conducted nationwide. The expected effect of this study is that it can serve as a foundational resource for applying digital twin services to public work.
The fire organization of civil servant is a specified public official job which traditionally is characterized by conservative attributes, highly emphasized with a hierarchical culture and the order from higher position. Such a special condition of the fire organization is seemingly regarded as a prerequisite of the occurrence especially prevalent of the systematic discord rather than the other system of a civil servant such as a common administrative job. The conflict among fire officials which is caused by the variety of effort that has been input in pursuit of making a desirable structure does not in progress or even though it dose, weakened by a counterbalance. Therefore, the goal of this research is inducing a plan to revitalize the fire organization through the corroborative analysis of the conflict between indoor duty and outdoor service ones. That is the reason of the disagreement, the device of getting rid of discord and so on.

This study is aimed at examination and analysis of current status of university library's line and staff organization especially the private university's. Motivation for this study is based on the following facts : First, the library work now is changing from the conventional one to automated one. Second, librarians in the front line must be trained in the newly set work because of the separation of work process in automated libraries. Methodologies of this study, apart from theoretical aspects, were visiting and interviewing librarians at 30 university libraries, examining the current status and problems of the line and staff organization of the university libraries. The result from the study is as follows: First, interviewing reveals that 35% of the 75 private university library is having 'associate directorship by librarian' system. Benefits from this system are described, recommending other University libraries adopt this system. This system su n.0, pplements the weak point of concurrent director's office of lay professor, as well as encourages librarian's morale by promotion. Second, the current organization of the university libraries are to be reformed. Namely, 1) the name of each division must be newly and a n.0, ppropriately set of changed suiting for the work of automated library, thus reforming the division. This must be conducted via collection of opinions of the Korean Library and Information Science Society' and associated organizations. 2) Newly formed division(for example, administrative division or division of operation and management, division conducting digital library work, etc.) must be added to the line and staff organization. 3) For information service division, there must be a certain number of subject specialists. 4) Status of the directorship of university library, librarianship, issue of renaming of university library are also described.
This study has performed to find the effective method of human resource management in the hospital organization through the relationship between organizational attitude and individual inclination, where nurses, medical technician and administrative staff of hospital with labor intensive and relationship oriented organization were analyzed. According to the results, the lower individual inclination with changeable level of hospital employees, the higher of outer level and the higher of goal-oriented level, the organizational attitude was shown to be amicable, especially was most highly influenced by changeable level. Therefore, the hospital organization was recommended to find the following methods properly; no only to strengthen the active and logical outgoing tendency, the careful words and actions through the emotion control for the goal orientation, but also to minimize the changeable tendency such as not amicable human relation, the change and delay of decision.
In this study, to figure out the demands for learning, a survey was conducted on learning organization agents participating in learning organization project supported by public fund, through measuring their awareness level of the role and tasks drawn from the precedent study. This questionnaire was developed with four roles and twenty competencies drawn from the precedent study. After conducting the survey on over 200 small and medium corporations participated in learning organization project, the data was analyzed about the role and competency from 123 answer sheets collected. The results were as following First, the awareness of role importance was higher(4.36) than present level(3.73), and was important in order of innovator, operator, spreader, promoter. Second, in competitive importance of learning organization agents, the role of spreader was high, that of promoter was low. Third, in awareness level of learning organization agents, the demand level was generally high(4.1), but acquired level was generally low, so there was a wide gap between the demand level and acquired level. Forth, From the analysis result of those data about work competency of learning organization agents, learning organization promoter and learning leader, KMS operator ability and outcome were come out to be necessary, and next administrative ability about organization changes were come out to be necessary.
