  • There are life-style and many different cultural differences between countries. Among them, food is different from other areas. Especially, if Food Tools are used by food type, even though the design factor is same, the function is different. Therefore, research and development of a Food Tool design is necessary to use a Universal Food Tool between countries. The purpose of this research is to develop a behavior analysis process for food, finding similarities and differences by food type; and cultural differences between countries; and to propose a design Food Tool design that can be used between countries. This research on methods and content is for the development of the consumer behavior analysis process about food, grafting theoretical studies about behavior analysis and working behavior analysis on the spot, to develop a food action analysis process. Second, do comparative analysis process of food order and evaluation between countries; and think about the problems and symptoms, then propose methods to resolve the problems. Third, each process is divided by category, to find the features by each category of foods between countries. Results may be obtained through research and the comparative analysis of each country's, foods, behavior and restaurant types. • Science and technology(S&T) are not only advancing, but also the number of stakeholders in those fields are increasing, and so the demands of S&T strategy for a particular field are increasing. In Korea, especially, this tendency is remarkable, and is evidenced by the fact that more than one hundred of S&T strategies have been established and implemented. However, academic attempts to clarify scientific methodologies for establishing S&T strategy have so far been rare. In this paper, a methodology to establish S&T strategies in a particular field is proposed and examined through a case study to determine its usefulness. First, through an analysis of the literature, previous studies on the establishment of a national S&T strategy and its related concepts are reviewed. Also, a representative framework plans, in accordance with relevant legislation and regulations, are reviewed. Meanwhile, the methodology, PEST-SWOT-AHP, is proposed and the features and applications are identified. For the case study, the strategy establishment of a fusion research and development program is performed. In order to apply the PEST-SWOT-AHP tool, an environmental analysis based on the fusion R&D roadmap is conducted. To examine the usefulness of the proposed framework, a national fusion R&D strategy applying PEST-SWOT-AHP is derived. As a result of the case study, four strategies were derived. Those are be the first mover, promotion of basic research and cultivation of manpower, boost commercialization and public acceptance and reinforcing international cooperation.

  • This study examined the effects of the R&D project managers' leadership on the product development performance. A survey was carried out empirically on a group of 175 experts associated with project management R&D operations in the field of manufacturing, construction engineering, shipbuilding, plant, and IT. The survey results showed that the effects of the R&D project managers' leadership on the product development performance were not significant, and the mediating effects of the project sponsor roles were significant. This means that the leadership of leaders, which requires efficient control and management based on complicated intergroup relationships and roles, is important in a project involving experts from the professional field. This suggests that the efficient leadership of leaders can improve the performance through the cooperation of members in the organization and aggregation of their core competencies in a limited time. Overall, the key results of this study mean that project leaders should play an active mediating role to maximize their leadership and enhance the role of project sponsors. In addition, the mediating role of project sponsors has an effect on the leadership of project managers, affecting the project performance quality.

  • Against Nonaka's seminal work in 1999, this study aims to investigate various influencing factors on knowledge-transfer channels of Korean academics. To do this, we surveyed 20,000 Korean academics in science and engineering with regard to factors involved in their formal and informal collaborative activities with firms. In particular, we focus on the individual characteristics of the academics when the channels are changed from informal channels (e.g. consulting) to formal channels (e.g. licensing), as the codification of knowledge is important when it is spilled over. According to the results, male academics with a longer career and in the field of applied disciplines in a big laboratories are likely to join the transformation of the channels. Interestingly, application capacity as measured by the number of patent application is significantly and positively related to the participation of formal channels. In contrast, scientific capacity as measured by the number of papers is significantly and negatively, or in some case weakly, related to the participation. Finally, based on the findings, some policy implications are put forwarded.

  • As the post-cold war era and globalization go on, national security problems which were not traditional national security problems such as terrorism, crime, environmental disasters, economic crises, cyber-terrorism, diseases, and energy problems threat humanity and nations and demands changes. Also, with the change, the concept of "big government" has emerged as the role of nation expanded. The modern society sees every country change from small government to big government in order to realize the establishment of welfare state. A comprehensive interpretation of security is needed in order to comprehensive protection of citizens beyond outside invasion such as crime, new disaster, terrorism. In Korea, incidents such as Cheonan-Ham, Yeonpeyong-Do, foot-and-mouth disease, Ddos terrorism, pirates hostages, mad cow disease, AI are happening and the humanitarian support for North Korea and the summit of South and North Korea are at a standstill. Also, National emergency management system, comprehensive emergency management center, countrol tower, national security system, cooperation with citizens, establishment of legal and institutional system are needed. The importance of this research is on the reestablishment of new national security and emergency management system according to the comparison between the national security and counter-terrorism system of Korea and that of the United States which is a leading country in this field. Also, the establishment of national emergency management act is needed as a statute for effective function as currently various laws and administrative organizations are dispersed.

  • South Korea's socioeconomic status is high enough to support services for the protection of crime victims. Until now, the Ministry of Justice was the only institution to protect and support the victims, but recently the national police is included. This is considered preferable, since the police is the one to contact the victims first- they can provide immediate support after the incident. Several limits in current laws and crime protection system exist. Therefore, given the importance of protecting victims, model of public-private joint forms should be considered. In premise of establishing a new relationship between the public-private joint system of justice and the maintenance, the range of police's involvement with crime supports will be determined. In the case of developed countries, the police and private organizations maintain close cooperation, appearing as substantial care and support for crime victims. Therefore this study reviews the problems in crime victim protection, assistance from the police stage, and suggest the improvements as follows. The first is to redefine the role of the police who first contacted in the crime victims protection support, the second is to establish a permanent cooperation framework, such as victims specialized police, victims protection agency, the third is to develop services for victim protection available from the police stage, and the fourth, opening Victim Support Center functioning as a temporary accommodation or safety zone for the personal protection of victims. The fifth is to regularize solution conference for victims' protection, and the sixth is to divide of roles in state organization government in charge of victim's protection and local government responsible for victim's support.

  • Some Volunteer Fire-Fighting Teams (VFFTs) play an important role in Civilian Volunteer Disaster Prevention by being managed effectively, but the others do not. There can be many cause-analyses about this difference. VFFTs aren't a profit-making organization and are a group which has no compulsion. So it is important that who the leader is, and what type of leadership he has. Furthermore VFFTs have hierarchy like fire-fighting teams and so the leader's command and judgement bring about the actual distinction in the organizational operation. Under this background, the survey has been carried out on the trust of leader and leadership type which may maximize the organization commitment. Consequently, to make efficiency of District Disaster & Volunteer Aid Network increase by augmenting organization commitment. The leader of VFFTs should get the transformational leadership rather than transactional leadership and have paternal or democratic leadership in the decision-making process. Especially we have to create a traditional and unique korean Volunteer fire-fighting organization culture through paternal leadership. Additionally, the trust on leaders should be recognized as a fundamental factor to obtain more performances beyond expectation by increasing the success and output of the team, mutual understanding and cooperation.

Abstract It has been assumed that all application agents in a multi-agent system are pre-invoked and remain active regardless of whether they are actually used. Although this kind of static agent invocation simplifies the management of agents, it causes several problems such as the system overload and a waste of resources, especially in the areas of the workflow management and the electronic commerce that consist of tens and even hundreds of application agents. A solution for these problems is the scheme of dynamic agent management that selectively invokes only agents that are actually requested and terminates them when they are no longer needed. This method prevents a waste of system resources and alleviates the complexity of agent communications. This paper proposes an agent management system implemented in Java that supports interactions between application agents that are developed using different languages. Dynamic agent invocation is accomplished by Java Native Interface(JNI) that links two heterogeneous methods, and by KQML language interface that facilitates the communications between heterogeneous agents. This scheme of dynamic agent management provides efficient resource usage, easy extensibility, dynamic adaptibility to changes in the environment, and improved cooperation.

  • Maesil began to grow in Gwangyang after the old Mr. Yulsan Kim Oh-cheon brought 5,000 trees of maesil(Prunes mume) from Japan in 1931. Today, Gwangyang maesil comprises approximately 25% of total national output. Gwangyang produces a variety of foods, manufactured foods and beverages using maesil. Besides, numerous tourists came to the 15th Gwangyang International Ume Flower Culture Festival to enjoy the festival and appreciate blossoming ume flowers. More than 1.9 million people visited Blue Ume Flower Farm in Gwangyang in the year of 2010. As many visitors came to the city simultaneously, however, there occurred confusion. So, it is thought that the following measures are necessary to enhance the tourism value of Gwangyang maesil. First, a symbolic story for Gwangyang maesil or maehwa(ume flower) needs to be created. Second, snack foods for sightseers need to be developed. Third, diverse attractive elements to prolong tourists' stays are worth developing. Fourth, it is necessary for Gwangyang to hold competitions for ideas to activate tourism through maesil. Fifth, Gwangyang needs to promote collaborative development of tourist items and collaborative tourism marketing in close cooperation with neighboring cities and counties. Finally, it is worthwhile for Gwangyang to host an international fruits and seeds exposition or exhibition and it needs to strengthen active promotion and marketing suitable for the Smart Age.
