  • Climate change is tough global issue with human being to tackle in cooperative manners, because climate change affects globally and has long-term detrimental impacts. To get a clue to this intricate problem, vertical governance (global, regional, national, and local) with horizontal governance should be well orchestrated. In this research, we analyzed about 24,000 articles in Korean daily newspapers from 1990 to 2018 to find out vertical and horizontal governance characters of Korean climate change. The result showed that Korean government followed the global issues but lacks relations with neighbor countries. and found a little actions in local government. In horizontal governance aspect, Korean government approached the climate change as a tool for economic development and lead the issues without communication with other two player which are market and civil society. We proposed to use market mechanism to facilitate the participation and Climate Change Framework Act to setup the mechanism for cooperation.

In this study, cases using living labs were drawn based on the current status of industry-academic cooperation at the level of regional innovation and its policy implications were sought. Local governments are making various attempts to solve regional problems and enhance the linkage effect of securing mutual competitiveness through co-prosperity cooperation autonomously. In particular, an effective approach has been continued by activating the Living Lab Network, a problem-solving mechanism, focusing on pending regional issues. Above all, one of the strategies for regional development should be linked to the establishment of a cooperative system for win-win cooperation and policy means to support it. The activation of cooperative programs with local universities, companies and local governments and the case of problem-solving using living labs. • Recently new town development projects are increasing including more than one local government such as provincial government new town and Wirye new town. Institution improvement for the development and management of complex boundary new town is necessary because present urban development institution is based on the new town of single local government. The concept of multi-level governance provide good conceptual frame in recognizing conflict issues and searching for a collaborative solution in Wirye new town. The purpose of this study is recognizing the conflict issues in the process of development and management and providing the collaborative management method using the conceptual frame of multi-level governance in Wirye new town. For this, we did interviews for the related persons and experts, reference research and professional forum. We drew some implications from the references about urban development and similar cases such as free economic zones. The main results of this study is as in the following. First, we categorised the main conflicts in the development and management in Wirye into 4 sectors, such school, administrative service, utility facilities and urban infrastructures. Then, we analysed the conflict issues of each categories and composed a conflict-structure of Wirye new town. Second, the structure of conflict in Wirye new town is composed of the confrontations between separated management and integrated management and between wide area management and local management. Third, for the cooperative management of Wiyre, we should construct multi-level governance in three dimensions of administrative council, local government association, and special management organization.

  • It is increasing the necessity of technology cooperation between nations, in the world, more and more. The international cooperation for the technology development have the dissipating effect of costs and risks and encourage efficient use of the knowledge and eventually help the firms better access overseas market easily. The S&T diplomacy of Korea is, at present, on international S&T cooperation to secure technologies to strengthen base of science, technology and innovation. This tendency is closely related with the governance issue in international S&T cooperation. And This international S&T cooperation is connected with the internationalization of firms. But it is getting more difficult for a firm, especially smaller firm like Korean SME to sustain the technological advantage over any significant period. The small and medium sized enterprises as Korean SME, internationalization of R&D is difficult just to think in terms of one framework with the limited accumulation of informations and experiences. So against that situation, this paper shows a new concept 'SME co-ordinator' as the role client(or player) reinforcing international S&T cooperation, sustaining the technological advantage for Korean SME. And 'SME co-ordinator' leads Korean SME to progress 'open innovation' not 'close innovation' as well as serving adequate information about appropriate partners and capable employer to help manage the international S&T cooperation for Internationalization of Industrial R&D for Korean SME.

  • This paper considers critically the conceptual development of international environmental security, and to explore some limitations which seem to have made difficult the construction of regional environmental governance among North-East Asian countries. The recently emerging concept of environmental security has turned the traditional or realistic meaning of security to the neo-liberal and the political-economic one. On the basis of a reconsideration of these newly developed meanings of security, this paper has reviewed critically some work which have focused on the concepts of environmental regime and of environmental governance. To formulate a true environmental governance, it is suggested that we need a theoretical analysis on the economic and political contexts and a practical development of civil society. From this point of view, the economic structure of labour division, the political tension and military opposition in the region, and the immaturity and exclusiveness of civil consciousness can be pointed out as some limitations of environmental security to be constructed in the North-East Asian region. A true environmental security in this region requires formation of reciprocal economic relationship, development of regional institutions for political trust among countries, and improvement of interaction between non-governmental organizations (NGOs).

  • This study aims to investigate Marseille's Euromméditerranée project and provide policy implications for revitalizing domestic urban regeneration projects. First, we identify Euroméditerranée as a pivotal urban regeneration effort, executed by EPAEM-an organization fostering governance-driven project advancement through collaboration and investment from both central and local governments. This endeavor has significantly contributed to revitalizing Marseille, enriching the quality of life for its residents. Second, this urban regeneration project has the following notable features: consolidated approach with combination of full redevelopment and rehabilitation, integrated regeneration covering hardware-like physical regeneration and software-like economic, cultural, and environmental regeneration; government-type urban regeneration project structure. Finally, we suggest that policymakers should consider the economic scale in urban regeneration projects, national-level government organizations, and efficient public-private partnerships.
