Marine traffics near Ulsan approaching waters are crossing and converged at the diverging point of No.1 route-No.2 route and No.1 route-No.3 route and are also concentrated at near No1. route approaching area and the headland of Gawn-Jel. Because the number of berth will increase to 78 from 49 until 2011 due to additional developments, minor modification is expected for the water utilities. This study examined environmental conditions, marine accidental data, marine traffic capacity, traffic flow survey and fisheries zone status near Ulsan approaching water area. Finally, a questionaire survey was carried out for experts and users to propose new plan

The purpose of this study is to evaluate port use and the distribution of risk factors in 15 major ports in Korea, delineating the risk of each port after classifying the ports into four risk groups based on estimated risks. The placement of response vessels is then analyzed accordingly. Based on the results, danger was estimated to be especially high in ports where large-scale petrochemical facilities are located, such as Yeosu Gwangyang ports (1.85), Ulsan port (1.33) and Daesan port (1.25). The ports showing the next highest degree of danger were Pusan (0.95) and Incheon (0.83), which have significant vessel traffic, followed by Mokpo (0.71) and Jeju (0.49), which expanded their port facilities recently and saw an increase in large vessel traffic. Next is Masan (0.44), for which many fishing permits in the vicinity. When the relative ratios of each port were graded based on the Yeosu Gwangyang Ports, which showed the highest risk values, and risk groups were classified into four levels, the highest risk groups were Yeosu Gwangyang, Ulsan, Daesan and Pusan, with Incheon, Mokpo, Jeju, and Masan following. Pyeongtaek Dangjin, Pohang, Gunsan, and Donghae Mukho were in the mid-range danger group, and the low risk groups were Samcheonpo, Okgye, and Changsungpo. Among these, all response vessel placement ports specified by current law were above the mid-range risk groups. However, we can see that ports newly included in mid-range risk group, such as Mokpo, Jeju, and Donghae Mukho, were excluded from the pollution response vessel placement system. Therefore, to prepare for marine pollution accidents these three ports should be designated as additional response vessel placement ports.
Global warming due to climate change is one of the biggest challenges in the 21st century. Global warming is not only a disaster that threatens the global ecosystem but also an opportunity to reduce logistics costs and develop mineral resources by commercializing Arctic routes. The Arctic paradox, in which ecological and environmental threats and new economic opportunities coexist, is expected to have a profound impact on the global environment. As the glaciers disappear, routes through the Arctic Ocean without passing through the Suez and Panama Canals emerged as the 'third route.' This can reduce the distance of existing routes by 30%. Global warming has also brought about changes in the geopolitical paradigm. As Arctic ice begins to melt, the Arctic is no longer a 'constant' but is emerging as the largest geopolitical 'variable' in the 21st century. Accordingly, the Arctic, which was recognized as a 'space of peace and cooperation' in the post-Cold War era, is now facing a new strategic environment in which military and security aspects are emphasized. After the Cold War, the Arctic used to be a place for cooperation centered on environmental protection, but it is once again changing into a stage of competition and confrontation between superpowers, heralding 'Cold War 2.0.' The purpose of this study is to evaluate the strategic value of the Arctic Ocean from geopolitical and geoeconomic perspectives and derive strategic implications by analyzing the dynamics of the New Cold War taking place in the Arctic region.

The status and changes of water quality of national fishing harbors and designated ports in East Coast of Korea were analyzed to support establishment effective water environmental management. COD (Chemical Oxygen Demand) concentration was satisfied to designated water quality criteria in most areas, but TN (Total Nitrogen) and TP (Total Phosphorus) exceeded the criteria frequently. Also, peak concentration was summer in COD and SS (Suspended Solid), but winter in TP. Eutrophication index of Ganggu and Pohang (old) area were the highest. Pollution index by function of COD, TN, and TP of Ganggu, Pohang, Jumunjin, and Guryongpo was high with gradual increasing recently, on the contrary, that of Samcheok, Imwon, and Chuksan was decreased. Pollution index involving multi-indictors relation to organics and inorganics was necessary for water quality assessment. Designated water quality criteria needed to be improved because the criteria of Jukbyun and Chuksan was applied more strictly compared to the other regions although without difference of environmental characteristics. Furthermore, the criteria notified lately needed to be related to management pollutants from land-based sources. The continuous diagnosis and monitoring on sediment quality within the study area were necessary for prevention of water pollution and eco-friendly disposal of dredged sediment. Especially, monitoring of Designated Ports was implemented partially, however monitoring ratio of National Fishing Har-bors was 7% to whole part. Therefore, systematic and integrated environmental monitoring for ports and harbors with charge of national management was reestablished by strengthening and securing a legal basis.

This study is attempted to establish the concept of Byeulseo Scenic Spot that the definitions of Byeulseo and Scenic Spot would be presented first followed by clarifying the basis, reason and justification that Byeulseo would be called as Byeulseo Scenic Spot that the following is the major results formulated herein. First, the concept of scenic spot under the Cultural Property Act is the reference to the famous site with the building improvement well known for its great scenery or the point where splendid scenery is viewed that has the artistic value along with the trace of human lives in this cultural heritage that, although the scenery is important but the attention has to be on discovery of historic resources with the story telling in the subject site. Second, the criteria of designation on the Scenic Spot in Korea would be natural scenery, animal and plant site with well-known scenery, view point of scenery, famous building or garden and important places with legend that there lacks diversification. In this aspect, the intent of the concept of Scenic Spot would be facilitated to expand the designation of the Byeulseo Scenic Spot as the Scenic Spot of living style. Third, from the foreign cases, particularly, in Japan, it is needed to note that Byeulseos and housing gardens are designated for 196 places of Scenic Spot, reaching 55.4% of entire Scenic Spots. Laws, regulations, systems and designated criteria on the cases of designating the foreign Scenic Spots would be studied and quoted. Fourth, the classification work for each type to designate as cultural heritage has to be continued as the Scenic Spot of subject site with even more emerged for the value as the Scenic Spot in garden, original site and the like classified as historic site, important folk data and the like. Fifth, the designation of Scenic Spot of Byeulseo garden with splendid scenery as the living Scenic Spot has to be expanded. The pavilion existed now nationwide would be approximately 1,500, and these pavilions are the place where the scholars stay in the famous site, and this is the central space of Byeulseo to study, and if there is clear one that has written and record of deed to create the stories to people with the value for publicity campaign, it would be the subject of Scenic Spot. And sixth, for the case of view point with splendid scenery in Byeulseo Garden, it cannot be the subject of designation that the designation of Scenic Spot has to be expanded. In the event of the Byeulseo garden in Korea, there are many cases of having outstanding view points, and there is a few case of designating the subject site with great view point as a Scenic Spot.

The anchorage among harbour facilities should ensure sufficient water surface area for safe anchoring. A general method is to consider the L.O.A of the target ship and the depth and bottom quality of anchorage to calculate the water surface area of anchorage. However, the gross tonnage is used as a unit of the ship capacity standard of anchorage based on the detailed rules for harbour facilities operation in Korea. In this study, the gross tonnage is converted to L.O.A to calculate the actual anchoring radius of the target ship. This actual anchoring radius exceeds at 25 anchorages (among 90 anchorages) compared with the designated water surface area. Therefore, as an improvement plan of the ship capacity standard for anchorage, L.O.A should be used as a unit for anchorage based on the detailed rules for harbour facilities operation and related Korean maritime laws.
This paper deals with the waterfront development in Gwangyang Port (GP), Korea. This study aims to identify the waterfront development type and suggest its policy direction of international GP, Korea. It consists of three main sections: basic theory of port waterfront development, analysis of the experiences in port waterfront development, and the type and its policy directions of waterfront development in GP. This research is mainly based on a review of current reports / papers, an analysis of secondary data and a consultation with related experts. Incheon Port urgently requires designation of a free trade zone to pursue development linked with the port hinterland while promoting continuous growth of the port. This study aims to evaluate the optimal location and derive policy implications for the designation of a free trade zone and analyzed factors property divided by groups. This study used the Consistent Fuzzy Preference Relation (CFPR) analysis technique to derive a practical construction direction by quantifying and evaluating linguistic measures. As a result, the Incheon New Port hinterland showed the highest location competitiveness among the four candidate areas of Incheon New Port hinterland, Aam Logistics Complex 2, North Port hinterland, and Gyeongin Port hinterland. Among the eight evaluation factors consisting of qualitative and quantitative factors, the Incheon New Port hinterland ranked no. 1 in all the four qualitative factors and one quantitative factor and received the highest total score. Also, Group 1 presented 'possibility to attract tenant companies' as first. Group 2 was 'complex size' and Group 3 was also 'possibility to attract tenant companies'. This study has the implication for suggesting the factors and evaluation structure of Free Trade Zone. Future research requires detailed empirical studies, such as expanding the subject of study or selecting factors that reflect the interests of each group.

According to the Maritime Safety Act, there are all 34 routes including 5 traffic safety zones, 3 traffic separation schemes, 26 routes designated by regional maritime affairs departments in the Republic of Korea. In the SOLAS convention, the route information should be is effectively used for the safe navigation. However, the route information is complicatedly composed of the location of the route, the navigation rule by each route, the restriction of the navigation, and the anchorages. Moreover, the present method of providing information using the navigational chart and other publications is not effective for users to grasp the navigational information. Therefore, it was conducted to study the design of the S-100 based routing information data model developed by the International Hydrographic Organization to find ways to more effectively provide route information. To do this, the analysis of route requirement, selection of items, encoding test and users' review were carried out. Through expert user review, it was evaluated that the study on the design of the route information data model can be utilized as a good basic data for the route information integration service. Future research on the development of route information data models is expected to provide integrated route information services.
