Analysis of Economical Benefit in Close-to-Nature Stream Using Contingent Valuation Method (조건부가치평가법을 이용한 자연형 하천의 경제적 편익 분석)

  • 자연형 하천은 사용가치 뿐만 아니라 비사용적 가치를 포함하고 있기 때문에 비용편익분석에 비사용적 가치를 포함시켜야 한다. 그러지 못할 경우, 자연형 하천이 경제적 편익을 제공함에도 불구하고 경제적으로 타당성이 없는 것으로 판단될 수 있다. 본 연구는 자연형 하천의 경제적 편익을 분석하기 위하여 조건부가치평가법(CVM)을 이용하여 자연형 하천으로 조성된 전라북도 순창에 위치한 경천에 대하여 경제적 편익을 분석하였다. 연구방법은 가상적인 상황을 설정하고 여러 조건을 달아 자연형 하천에 대해 어느 정도 지불할 의사가 있는지를 설문을 통하여 분석하였다. 설문은 기본적인 속성과 환경용수, 생태계, 하천유지, 수질개선으로 구분하였고 순창읍 주민들을 대상으로 하였다. 자연형 하천으로 정비된 경천에 대해 경제적 편익을 분석한 결과 년간 약 11억원의 편익이 발생하는 것으로 추정되었다. 이와같은 결과를 이용하면 자연 친화적인 하천 정비사업을 시행할 때 합리적인 경제적 편익을 평가할 수 있으므로 사업의 타당성 평가에 이용할 수 있다.

Freight Transport Demand and Economic Benefit Analysis for Automated Freight Transport System: Focused on GILC in Busan (인터모달 자동화물운송시스템 도입을 위한 화물운송수요 및 사업편익분석 - 부산 국제산업물류도시를 중심으로-)

  • This study aims to analyze the freight transport demand and benefit for the introduction of an automated freight transport system focusing on the Global Industry and Logistics City (GILC) in Busan. In pursuit of this aim, four alternatives were calculated - using the freight volume estimating methods and included, the number of businesses, the number of employees set up, future estimated cargo volume, and switched volume from other transport modes into the GILC. Economic benefits were analyzed against social benefits and costs accordingly. The result of the freight transport demand forecast found, the cargo volume of "Alternative 2-1" to be the most advantageous, applying the number of employee unit method and proportion of employees in Gangseo-gu, Busan. In addition to the conventional analysis of direct benefit items (reduction of transport time, traffic accidents and environmental costs), this study also considered additional benefit items (congestion costs savings, and road maintenance costs in terms of opportunity cost). It also considered advanced value for money research in guidance on rail appraisal of U.K, Federal Transport Infrastructure Plan 2003 of Germany, and RailDec of the United States. The study aims to further contribute to estimating minimum cargo transport demands and assess the economic feasibility of the introduction of new intermodal automated freight transport systems in the future.

  • 우리나라에서는 치수사업을 추진하기 위한 경제성 분석으로 간편법과 개선법을 사용하여 오다가 현재는 2004년도에 개발된 다차원법(다차원 홍수피해 산정방법(Multi-Dimensional Flood Damage Analysis))을 이용하고 있다. 다차원법은 도시와 농촌 등의 구분없이 일반적으로 이용할 수 있도록 개발되었다. 본 논문에서는 도시지역에 적합하도록 다차원법의 홍수피해산정 요소들을 보정하여 적용하고 다차원법과 비교하였다. 본 방법을 도림천의 지하방수로 사업의 비용-편익비를 산정하여 비교한 결과, 다차원법을 이용한 경우 5.51, 본 연구에서 제시한 비주거지역 자산과 공공시설물의 피해율을 이용한 경우는 6.75의 비용-편익비를 추정할 수 있었다. 이는 피해액 항목들중 공공시설물피해 항목에 의한 영향의 크기 때문인 것으로 판단된다.

  • Nowadays, it is planning to establish a coastal VTS in Korean southern coastal waters in order to enhance the safety of vessel traffic and to protect the marine environment. But, it surely needs over ten billions Won to establish, operate and maintain the above mentioned coastal VTS. Therefore, this paper proposes the VTS cost-benefit analysis model to confirm the reasonability and decide the priority of the project. This model has three distinct processes. Fist, it is the identification in qualitative terms of the effects of a given proposal. Second, it quantify the specified effects in physical terms. Third, it is the evaluation of the total effects of project. The proposed model in this Paper will contribute to the confirmation and the priority of the project in future.

  • R&D institutes, supporting development in industry, are required to provide an economic basis of their R&D investments. In this paper, we apply prospective cost-benefit analysis to evaluate the economic impact of R&D investments. We compute main metrics with cost and benefit estimated via counter-factual evaluation model. Among many projects of KRISS to improve measurement reliability, three projects are evaluated by applying prospective cost-benefit analysis.

The Effect of Social Discount Rate Manipulation on the Economic Feasibility Tests: Focusing on the Environmental Public Investment Projects (사회적할인율 조정이 공공투자사업의 경제성 평가에 미치는 영향: 환경투자사업을 중심으로)

  • Unlike general public investment projects, when it comes to environmental public investment projects, there is a gap between those who pay the costs, and those who receive the benefits. This is because of the long term nature of environmental investments, which entails that the majority of the costs are paid by the current generation, while the benefits are reaped by future generations. Because of this, when the social discount rate is set at a standard, singular rate, an issue of relative underestimation of the benefits reaped by future generations may occur during the analytic process. This paper begins with the recognition of this problem, and attempts to estimate a suitable social discount rate that can be applied to environmental investment projects. Taking into account recent economic situations, the social discount rate is currently being estimated at between 2.9 ~ 4.9%. Also, this paper used preliminary feasibility studies that took place so far, to analyze the standard pattern of benefit generation. This revealed that alterations in social discount rates can bring significant changes in economic feasibility test results. Simulation results showed that roughly 6% of B/C ratios could be increased by 1%p. resulting in a decrease in social discount rates. Also if we use hyperbolic discount rates, instead of using the current singular rate, there would be a meaningful increase in the benefits for the future generation.

Assessing an Economic Feasibility of Coastal Marine Ranching Project in Uluengdo (울릉도 연안바다목장사업의 경제적 타당성분석)

  • A coastal marine ranching project in Uleungdo had been conducted for 5 years from 2013 to 2017 with investment costs of 5 billion won, for the special purpose of the deployment of artificial reefs, the release of young fishes. The paper focuses on an ex-post analysis of the economic feasibility for the project after completing the project, which is apart from a preliminary viability. For economic analysis, the economic benefits are derived from direct benefits including increasing effects of fisheries income and saving effects of harvesting costs, and indirect benefits including increasing effects of recreational fishing and preservation effects of coastal marine ecosystems while economic costs include releasing and purchasing costs of artificial reef and juvenile fish, R&D costs, maintenance costs and harvesting costs. The result shows that the project should not be accepted according to NPV=-0.125 billion won, IRR=4.5% and B/C ratio=0.98 under Scenario 1 which considers direct benefits and indirect benefits excluding the preservation values, while the project should be accepted under Scenario 2 indicating NPV=30.9 billion won, IRR=11.3% and B/C ratio=1.49 which considers the direct benefits as well as the indirect ones including the preservation values, based on 4.5% of the social rate of discount.

A Study on Cost-Benefit analysis for Geographic Information Systems in Local Governments (지자체 GIS사업을 위한 비용효과분석 연구)

  • Because efficiency of the 1st-phase NGIS investment(1995-2000) has not been clearly measured, the action taken in the 2nd-phase NGIS project requires NGIS budgets to be evaluated in terms of effectiveness. Especially, the effective investments in local governments are critical for the NGIS projects, because they execute the much larger amount of budgets in total than other GIS projects. As indicated, for the successful NGIS implementation, it is important to obtain continuous political and financial supports from decision makers. As a persuasion measure for the budget appropriation, CBA(Cost-Benefit Analysis) and CEA(Cost-Efficiency Analysis) can play an important role for the decision makers. The major concern of this paper is how to measure the costs and benefits of the GIS implementation by considering important characteristics of the GIS projects in local governments, and existing theories are reviewed for this concern. The GISs in local governments can have different stages in terms of its evolution and the effectiveness of the applications can be represented variously. To identify categories for measuring costs and benefits of the various GISs, case studies and success stories are reviewed from both the foreign and domestic research. The categories of costs and benefits are determined from the tangible and intangible aspects. The categories for the quantitative and qualitative measure are proposed to evaluate the GISs in local governments. After measuring costs and benefits, three key evaluation methods in cost-benefit analysis are suggested as follows: 1) the benefit: cost ratio (B/C), 2) Internal Rate of Return (IRR), and 3) the net present values (NPV) of the costs and benefits. The sensitivity and uncertainty analysis are also helpful to make a decision for the GIS budget appropriation in local governments. In conclusion, although cost-benefit analysis is not an easy undertaking, it is certain that it can play an important role in the future for the GIS funding decisions in local governments.

  • While many success stories are reported in the area of RFID applications, actual RFID deployments in industry are being realized a lot slower than expected. One of the main reasons for that is the lack of decision makers' understanding on the RFID ROI. In this research we drew a comprehensive list of cost and benefit items regarding RFID deployments especially for distribution and retail industry. In addition, we mapped these cost/benefit items to corresponding SCOR processes so that users can easily utilize the suggested cost-benefit analysis model when they want to improve their own processes using the RFID technology. The developed cost-benefit analysis model was implemented as a software tool for convenient use. Our research results can be used not only for those who want to evaluate the RFID technology prior to actual deployment but also by the researchers in this area.

Overcoming the Braess' Paradox in Feasibility Study (경제성 분석의 브레이스 파라독스 극복 방안)

  • In the feasibility analysis, Braess' Paradox results in the negative social benefit in spite of adding transportation facilities. Consequently, it has been difficult to judge on the investment of SOC projects. This research aims to analyze the Braess' Paradox in the feasibility analysis and to seek a remedy for the Paradox. Several experiments were conducted on the simple network under the various conditions. From the experiments, following findings were validated: Braess' Paradox occurred only if travel demands met within certain intermediate range. In terms of traffic assignment method, the SO was more likely to reduce the effect of the Braess' Paradox than the UE. However, the Braess' Paradox in the benefit of operating cost saving occurred in all cases and the paradox in the total benefit continued. In order to solve the problem, new link cost function considered travel time and operating cost simultaneously were suggested. As a result, the negative benefit was significantly decreased in the UE case and total negative benefit was no longer shown in the SO case through the analysis.
