A Study on the Multiplex Use of Elementary School Facilities for Revitalizing Local Communities (지역 커뮤니티 활성화를 위한 초등학교시설 복합화 방안에 관한 연구)

  • Rapid urbanization has led to the decline of local communities in old city centers and the deterioration of school facilities, resulting in an increased need for school complexes. School complexes are currently growing, with various policies being proposed. However, integrating additional facilities into the existing infrastructure in schools can lead to a range of issues. To mitigate these issues, additional traffic flow paths and complex integration strategies are required. This study categorizes school complex projects into various types based on themes and examines the relationships between each type and community revitalization factors. Through this analysis, the study recommends desirable directions for the implementation of elementary school complex projects to revitalize local communities.

  • 낙후된 도시를 정비하는 방법으로 새로이 등장한 거점확산형 주거환경개선사업은 전면철거방식인 주택재개발사업이내 공동주택 건설방식과 비교하여 지역주민의 재정착 비율이 높고, 기존 도시 조직을 고려하며 점진적으로 개발할 수 있는 기성시가지 정비수법으로 주목받아 왔다. 또한 지역의 침체된 경제를 활성화시키고 황폐화된 구시가지를 회복시키기 위하여 정부에서는 도시의 새로운 경쟁력을 찾고 지역 주민의 삶의 질을 보장하기 위해 지역 주민의 삶의 질을 보장하기 위해 지역 커뮤니티를 근간으로 하는 도시재생사업을 추진하게 되었다. 효과적인 거점확산형 주거환경개선사업을 위해서는 주민참여가 중요하며, 현재에 이르러서는 필수적인 요건이 되었고, 도시계획 역시 주민과 함께 하는 방향으로 변화하게 되었다. 이에 따라 GIS도 주민과 같은 비전문가의 의사결정을 지원하기 위한 도구로 확대되어 활용되고 있다 하지만, 현행 주민참여 방식은 형식적인 수단에 불과하며, 주민 참여도를 높일 수 있는 획기적인 방법은 아직도 연구해야할 과제이다. 따라서 본 연구에서는 커뮤니티의 재생을 목적으로 하는 거점확산형 주거환경개선사업에서 능동적 주민참여를 좀 더 효율적으로 이끌어 내고자 사업정보제공서비스, 주민의사반영 서비스, 쌍방향적 의견교환서비스, GIS 서비스를 제공하는 커뮤니티 재생을 위한 앱 기반 PPGIS 모델을 제안하였다. 최근 스마트폰의 보급률이 급증함에 따라 스마트폰의 활용은 주민들의 관심과 참여 비율의 변화를 크게 가져올 수 있을 것으로 기대되며, 커뮤니티 재생을 위한 스마트폰의 앱 기반 PPGIS 모델은 정책결정자, 전문가 그리고 주민이 서로의 생각을 교환하고 이해하는데 또 다른 유용한 의사소통 도구가 되어 주민의 참여도를 높여 줄 것이라 기대된다 특히, 스마트폰을 많이 사용하고 있는 젊은층의 흥미를 유발하여 참여도가 낮은 젊은층의 참여도를 높이는데 기여할 것이라 여겨진다,

Characteristics of Local-based Community Business in the Early Stages of Urban Regeneration Policy (도시재생정책 초기의 지역밀착형 커뮤니티 비즈니스 특성에 관한 연구)

  • In 2010, Busan Metropolitan City established an organization dedicated to urban regeneration. The Sanbok Road Renaissance Project and Hope Village Project are representative urban regeneration projects. Busan Metropolitan City is a leading local government that has expanded community business through urban policies. This study analyzed the operational status and characteristics of community-based community businesses based in Busan Metropolitan City in the early stages of urban regeneration policy. As a result, the direction of community-based community business is 'community empowerment'. However, the project effects such as 'expansion of opportunities for local residents to help each other' and 'residents' understanding of the local community' were low. In order to operate a community business, it is important to secure sufficient business capital and secure necessary human resources. In order to revitalize community-based community businesses through urban regeneration policies, it is necessary to convert support into functional organizations of urban regeneration projects rather than expanding subsidies and expand opportunities for business participation.

A Study on a Improvement Plan and Resident Assessment for 'Projects to Promote Community Activities' in Seoul (서울시 '아파트 커뮤니티 활성화 사업'에 대한 입주자의 평가 및 개선방안)

  • The purpose of this study is assess the perspectives of residents in apartment complexes regarding the 'Projects to Promote Community Activities' publicly implemented by the Seoul Metropolitan City since 2011 to derive necessary suggestions thereof. For this purpose, community leaders in the 7 apartment complexes selected as leading communities of 2015 were interviewed to determine the application process for participation in such projects and the issues associated with the operation of respective community activities. In addition, 159 residents living in these apartment complexes were surveyed to assess the respective community activities along with changes in the sense of community and community consciousness. The subjects selected for the survey conducted through prepared questionnaires rendered positive assessment(3.82~4.09) on the effects of participation in community activities and in such programs with a higher level of the sense of community. The leaders of community activities also provided positive assessments regarding the projects financially supported by the local government that consequently promoted community activities to the extent they desired. However, the community leaders experienced and appealed difficulties in preparing financial reports according to administrative requirements together with the timing of financial appropriation. They also reported difficulties in preparing a sufficient pool of instructors to cultivate the capabilities of professional community planners.

A Study on Regional Revitalization Effects of Street Improvement Projects through Comparison of the Types of Citizen Participation (거리정비사업의 주민참여방식 비교를 통한 지역활성화 효과 연구)

  • In this study, the effects of street improvement projects in particular regions are carefully scrutinized, classified, and compared based on the types of citizen participation in those projects which are offered as one of several urban regeneration methods. The Wonju and Siheung Street Improvement Projects were selected for case studies, and in-depth interviews and a survey are conducted in both regions. As a result of in-depth interviews, the Wonju project is the community initiative type in which the community has responsibilities and decision-making abilities. On the other hand, Siheung is the community participative type in which the opinions of the community have been limited The survey targeted more than 100 local merchants, and they were asked to answer to the questions which were categorized into 21 items with a 5-point Likert scale. The analysis method was carried out through a reliability test, regression. average analysis on each group, and a T-test by SPSS 18.0. Factor analysis results show four factors: physical, partnership, community, and economical revitalization. These results reveal that the social factor can be sub-divided into a community factor and partnership factor. As a result of revitalization factors by citizen participation type, the resident initiative type is more revitalized than the resident participative type in all four factors, and shows positive responses in physical and economical revitalization factors. In particular, the physical revitalization factor has a big impact on resident satisfaction regardless of type. The community revitalization factor also has an impact on two types. It reveals that the communication is as important as physical improvement. However, it shows that no type of project affects partnership revitalization. As a result of this study, if we considered only physical improvement as project achievement, you can achieve the desired outcome without consideration of residents' participation types. Furthermore, if regional revitalization is the goal of a street improvement project, we must consider other factors such as a partnership and community revitalization.

  • The objective of the present study was to analyze the functions and requirements of CB (community business) centering on the activation of localities based on research and cases in Japan where CB is discussed actively, and to suggest the necessity and plans for introducing CB in Korea. That is, we examined the utilization of CB fittingly for the condition of Korea centering on success factors derived from research and cases in Japan, and attempted to improve the roles of the government and related organizations in introducing CB as an excellent tool for the activation of localities. Analyze the cause of success factors of CB in Japan, success factors is separated institutional dimension from operational dimension. In the institutional dimension, efficient support systems for activating CB have been established in the central government, local governments, and regions. and in the operational dimension, CB leaders are enthusiastic, members participate actively, and intermediary supporting agencies make a great contribution to CB operation.

Putting Seeds of Endogenous Development into the State-led Industrial Cluster : the Case of Gumi IT Cluster in Korea (국가주도형 산업집적지의 내생적 발전 가능성 - 구미 IT 클러스터를 사례로 -)

  • Although industrial complexes have played as an engine of the Korean economy for the last 40 years, the majority of industrial complexes shows limitations to the continuous growth such as a lack of innovation capabilities and social capital, conceived as a key to transforming into clusters of innovation. To overcome those problems, the Korean government embarked on the cluster policy from the mid 2000's, focusing on promoting the endogenous development capabilities of individual industrial complexes. Drawing upon the in-depth case study of the Gumi IT cluster, one of the representative large-scale industrial complexes in Korea, the authors conclude that the cluster policy has contributed to making the Gumi IT cluster enhance the capabilities of endogenous development through the facilitation of self-organizing learning communities within the cluster.

A Study on a Revitalization Plan for Community Projects of Inhabitants Initiative - Focus on a Community Project in Seoul - (주민주도형 아파트 커뮤니티 사업의 활성화 방안 - 서울시 아파트 커뮤니티 활성화 공모사업을 중심으로 -)

  • This study aims to understand the current state of a community project in Seoul and to determine a revitalization plan for community projects of inhabitants initiative. Regarding the research methods, 10 apartments that participated in this activation project in Seoul were selected, 31 residents who participated in community activities were surveyed, and 20 community planners in Seoul were surveyed. The results indicate that community leaders are the most important factor in community programs. community leaders must be able to promote participation and a spirit of service; they must also be capable of managing and implementing programs. To ensure that local community resources are utilized and integrated, it was shown that consultation and human resources are of the highest necessity. Moreover, regarding community education, it was shown that for providing general opportunities and means by which community activities may be implemented, program information and space applications are crucial. Furthermore, financial support and support for public relations activities from the government are necessary. To activate apartment communities, first, community education programs for residents must be provided. Second, a system that facilitates access to and sharing of resources from areas outside the community must be established. Third, financial support should be consistent to support community activities. Finally, the promotion of community vitalization at the government level is necessary.

Development of Safety Map Application for Local Residents (지역 주민을 위한 안전지도 애플리케이션 개발)

  • As community revitalization among local residents is currently emphasized, village regeneration projects and village culture activation projects are being promoted in various ways based on the participation of residents. Community mapping is one of the projects in which the residents of the community propose and improve the problems of the community as subjects. This community mapping draws residents's interest in the village through the process in which residents directly map the major issues in the village and makes it possible to draw the voluntary participation of the residents in deciding village plans and policies. In this study, we used community mapping to develop a safety map application for interactive communication of local residents. The developed app enables local residents to directly upload and share information on local issues and problems. In addition, the purpose is to find ways to share and improve safety related issues and problems of the village with relevant administrative agencies using the developed app.

A Study on the Governance of Urban Regeneration Projects at Waterfront Areas in Korea (한국 수변공간 도시재생사업의 거버넌스 연구)

  • 본 연구는 2016년부터 2017년까지 한국 정부가 선정한 다수의 도시재생사업 중 수변공간 관련 사업을 선별하여 세부내용을 살펴보고 수변공간 도시재생사업의 거버넌스 특성을 분석한다. 도시재생사업에서 거버넌스는 사업의 성패를 가르는 핵심 요소로 대두되고 있다. 특히, 협업을 통한 민간 커뮤니티의 역할과 주민참여는 더욱 중요한 비중을 갖게 되었다. 본 연구는 Tallon(2013)의 도시재생 거버넌스 네 가지 형태-관주도(top-down), 주민주도(bottom-up), 시장주도(market-led), 지주주도(property-led) 재생을 기준으로 도시재생사업 활성화계획의 세부내용을 분석한다. 향후 도시재생사업의 추진 및 시행단계에서 거버넌스의 역할이 제대로 작동할 수 있도록 시사점을 제공하고자 한다. 연구의 공간적 범위를 수변공간을 한정하여 분석한 결과 총 20개의 도시재생사업이 도심 내 하천변과 해안가를 활용하여 추진되고 있었다. 구체적인 사업의 형태로는 (1) 생태하천복원, (2) 역사문화자원을 연계한 수변관광지 개발, (3) 수변네트워크 녹지 산책로 조성 (4) 항구 기반 수변도시개발 및 도심재생, (5) 섬의 이점을 활용한 수변경관사업, (6) 조선업 침체지역재생 등이 있었다. 한국의 수변공간 도시재생사업은 가장 일반적인 도시재생방식인 '관주도'로 진행되고 있었다. 그러나 지역의 권한과 역할을 강화하고자 하는 노력은 우선시되고 있었다. 또한, 관계부처 및 공공기관과의 파트너십 구축을 통한 도시재생사업의 효과성 향상을 도모하고 있었다. 특히, 부산시 영도구와 경상남도 통영시의 도시재생사업에서 협업의 노력이 두드러지게 나타났다. '마을만들기'와 같은 주민주도의 도시재생방식은 '주민참여협의체'를 통하여 일부 반영되고 있었다. 예를 들어, 서울시 도봉 노원구, 인천시 부평구, 경상남도 김해시, 부산시 영도구 등이 해당한다. 그러나 구체적인 실천 방안을 통한 주민주도 도시재생 거버넌스를 구축하는데는 부족함을 보였다. 더불어 민간투자를 유치하는 시장주도의 도시재생 접근은 찾아볼 수 없었다. 도시재생사업의 장기적이고 통합적인 특성을 고려했을 때, 안정적인 도시재생사업 추진을 위한 재원 마련에 대한 지속적인 노력이 요구된다.
