This paper closely examines the relation between ‘how the local residents' involvement in a tourist industry and their perception of tourist development have an influence on tourism' and also 'how the understanding of a tourist effect has an influence on the local residents' participating intention in the tourist policy'. The local residents' involvement in the tourist industry was influenced by economical and socio-cultural factors among the influencing perceptions on local festivals, but, statistically, was not influenced by an environmental factor. The local residents' perception of tourist development has influenced on each local festival, and for the rate of influence, the environmental factor was the highest, and in the next order, the residents' intention to participate in tourist policy, the socio-cultural factor, and the economical factor followed. In the relation between local residents' perception of tourist influence and their participating intention, only the factor of socio-culture had a plus(+) influence on the participating intention in the tourist policy. It is expected that this result will be different from the tourist influence of tourist development. Therefore, a study of the perception on the influence of tourist development will be required in the future.

La situation de la $r{\acute{e}}gion$ rurale et maritime de la province de Jeollanam-do en $Cor{\acute{e}}e$ du sud se $caract{\acute{e}}rise$ par une relative $p{\acute{e}}nurie$ de population. Le projet 'Ces ${\hat{I}}les$ que l'on aime visiter', $g{\acute{e}}r{\acute{e}}$ par la province de Jeollanam-do, s'articule autour de villages insulaires lieux de bien- ${\hat{e}}tre$ pour viser une augmentation de la population. Il s'agit de $d{\acute{e}}velopper$ le tourisme durable en s'appuyant sur la $beaut{\acute{e}}$ des paysages naturels, l'histoire, la culture et les traditions de cette $r{\acute{e}}gion$ insulaire. Pour cela, la participation active des habitants est essentielle. Cette ${\acute{e}}tude$ a pour but de $r{\acute{e}}fl{\acute{e}}chir$ aux moyens de $d{\acute{e}}velopper$ la participation des habitants en se fondant sur une $enqu{\hat{e}}te$ $men{\acute{e}}e$ dans la campagne. Nous avons mutuellement $analys{\acute{e}}$ entre les moyens de la participation des habitants et l'apanage $d{\acute{e}}mographique$ ${\grave{a}}$ cause de leurs $r{\acute{e}}sultats$ $diff{\acute{e}}rentes$. Voici les moyens de la participation des habitants $fond{\acute{e}}s$ sur la $caract{\acute{e}}ristique$ communautaire: $l^{\prime}activit{\acute{e}}$ $r{\acute{e}}mun{\acute{e}}ratrice$ communautaire; $l^{\prime}am{\acute{e}}lioration$ de l'habitat; les loisirs dans la $r{\acute{e}}gion$. Nous proposons plusieurs exemples pour $d{\acute{e}}velopper$ des programmes $fond{\acute{e}}s$ sur la participation des habitants de $l^{\prime}{\hat{i}}le$ de Nangdo, d'un rite communautaire maritime et des programmes ${\acute{e}}ducationnels$ d'explication touristique.

This article was examines an attitude towards Tourism Development that has relevance to social psychological differences of individuals in terms of social psychological research on Tourism Development. It used the self-monitoring scale developed by Snyder(1974) who focused on individual behavior, which has been recently paid attention in the field of social psychology. It is considered that the result of this study contributes to academic world from two extensive points of view. One is that this study was conducted without any previous studies on self-monitoring and was performed to arrange the concept of Tourism Development Attitude in the stream. Another one is that this research proved the influence of self-monitoring on the citizen's propensity towards Tourism Development Attitude toward economic impact, Tourism Development Attitude toward social impact and with the tendency of participating in tourism development. Finally, Tourism Development Attitude that has relevance to social psychological differences of individuals.

The purpose of this paper is to examine the activation of harbor city renovation projects through analyzing the measures of residents participation and urban marketing, based on case study of Busan North Harbor Redevelopment Project. The main results of this study are as follows. Firstly, according to questionnaire survey, public opinion surveys, citizen advisory committees are more effective as the methods collecting residents' opinion. Especially, residents' opinion is most important on the stage of deciding final alternative. Secondly, according to questionnaire survey about urban marketing, respondents prefer local government as a main agent of urban marketing. They prefer improving urban infrastructures as a main issue of urban marketing. They also prefer enhancing positive image of havor city and promoting the city for foreign tourists, as effective measures of urban marketing. As a result, activation of harbor city renovation projects will be activated through the residents participation and urban marketing, because those may stimulate creative and distinctive development ideas.

This study aims to analyse the relationship between the sense of community and resident online participation. To solve a variety of social problems in localities, both resident participation and the sense of community have been getting more important. Online voting is a project that is being implemented by the city of Seoul to expand the participation of residents. We surveyed residents living in the apartment complex in Seoul that was participating in with the pilot program for online voting. The empirical analysis shows the sense of community was, indeed, positively related to resident online participation. In particular, shared emotional connection, a component of the sense of community, was the most important factor for the resident online participation.

This study verifies a simple research question such as how the core factors of social capital impact the citizen's participation in the regional festival and suggests some agenda related to this issues. The result of this study show the necessity of some effective policy to help regional festival operating more citizen-oriented way which could lead citizen more corporative to the festival. Also Strengthening regional social capital could be the core factor to establish sustainability of regional society. Well-established social capital make regional festival more successful and regional economy more affluence. So Local Government have to make her various efforts to establish and activate social capital in regional level.

베트남은 도이 모이 (Doi Moi) 개혁 정책이 1996년에 도입된 이후, 산림분야에서는 분권적 관리 체계를 받아들였고 국가 경제는 정부의 관리 체제하에 시장지향형(market-oriented)으로 변화하였다. 이러한 상황에서 경제 분야에서는 임업활동을 수반할 수 있게 되었고 지속가능한 임업 발전을 위하여 임야와 토지가 개인, 가정 그리고 사회경제적 조직들에게 분배되었다. 지역사회의 주민들은 임업활동에 더 적극적으로 되었고, 사회임업은 베트남에서 점차적으로 발전하며 사람들에 의한 사람들을 위한 임업으로 자리잡고 있다. 지역사회 산림(community forest)의 근본적인 특징은 전과정에 있어서 농민과 지역주민의 참여를 유도한다는 데에 있다. 지역주민에 의한 산림 관리는 새로운 산림 관리 방식으로 각 가정에 의해 관리되는 농업에 있어 급속한 변화들이 나타나는 것과는 대조적이다. 본 논문은 지역사회 산림의 현황과 임업 발전에 있어서 지역주민 참여의 이점과 문제점을 SWOT(Strengths, Weaknesses, Opportunities, and Threats) 분석을 통해 구명하고자 하였다.

Community recently pays attention to participation, network, and partnership of local residents and community stakeholders for the purpose of solving community problems and issues. This is the typical characteristics of local governance as an institutional setting to solve the problems which communities face with. The aim of this study is to attempt an analysis of local governance from the perspective of community welfare. To do that, it especially focuses on 'Gwangju Greenway' as a case. Participation of and communications among local residents strengthen their community's capabilities to deal with problems and seek better solutions. Above all, networking and cooperation between local government and local residents are required to improve the quality of local residents' participation at the process of planning and policy-making in the area of community welfare. 'Gwangju Greenway' is a good example of community welfare in that local residents actively seek to solve their own problems and realize common good within their local community through the improvement of social interaction and solidarity among local residents, thus resulting in good quality of life.

The purpose of this study was to identify the influence factors on understanding the financial structure and activating of citizen participation budgeting system, which is implemented local governments. And Identify the factors that will influence participation intention of citizen participation budgeting system The activating citizen participation factors previously classified as sub-factors in the Edbon & Flanklin's(2006) design of the budget process was constituted independent variables to accomplish research purpose. the results were as follows in summary. First, The significant affecting variables for activating the citizen participation budgeting system were found to the policy perception, the committee representation, the fairness of the selection process, the budget project adequacy for regional development, the methods of budget allocation. Second, The significant affecting variables for understanding financial structure were found to the policy perception, the committee representation, the fairness of the selection process, the guidelines given by the local government. Finally, The Activating citizen participation budgeting system and understanding financial structure also showed the significant variables to the participation intention. However, It was the Limitation of this study that it's results did't represent all regions because of operating citizen participation budgeting system in Jeju.

This paper is investigated to awareness and assessment by festival participants' to significance of lacal festival in "Andong International Mask Dance 2011". As results, first, demographic characteristics of festival participants' in case study are that dominated participants' were tewnties to fourties consisting consanguine and graduates. There is almost same rate in demographic characteristics. Second, the results of questionnaire for characteristics of local festival are that positive responds was dominated at degree of using and respect of local culture resources and main theme reflected to festival. Third, questionnaire items of the significants of local festival are participation desire and real participation rates of citizen to local festival, contribution rate of citizenry reconciliation, effects of regional marketing and increasing regional image, local economy development and rate of improving people's quality of cultural life. In these item, effects of reginal marketing is most positive response by Andong citizen and outsiders. And positive response of economical effects is higher outsiders then citizen. However, the contribution rate of citizenry reconciliation is lower then other items to positive response. Therefore, methods of regoinal embeddedness of case festival are evaluating life quality of local citizen by local festival and leading active participation of local people to local festival.
