The Korean government is aiming to strengthen industrial and national competitiveness through the promotion of cooperation between universities, public research institutes and industry and vitalization of technology transfer. In 2013 and 2014, the Ministry of Trade, Industry and Energy and Ministry of Science, ICT and Future Planning have announced policies to support SMEs by public research organizations. In addition, in 2015, the 'Korean Fraunhofer support system', which pay government subsidies according to the amounts of private R&D funds was adopted. However, there are some concern about the government's policies. There is yet disclosed how these policies affect technology transfer because industrial R&D funding has not been activated in Korea unlike German. Therefore this paper analyzes effects of relationship between universities, public research institutes and external organizations on performance of technology transfer based on the Triple Helix Model. Empirical results show that the relationship with the government has a significant impact on the resource security and the relationship with the industry has a significant effect on the diffusion of the performance. In addition, a public research institute was selected and case analysis was conducted to suggest policy implications for improving the technology transfer performance of universities and public research institutes.

This paper limited the participation of large corporations in the mass information market by revising the Software Industry Promotion Act in order to increase business opportunity, equality of opportunity, and capacity building for small and medium sized IT companies. However, it is a fact that the medium and small SW companies have insufficient business capacity and expose various problems such as quality degradation of public information business, inadequate risk management, and deterioration of schedule management. In order to solve this problem, this paper derived the factors of quality deterioration in the system integration project and proposed to carry out the project by using some activities of VISUALIZATION, rigorous test management and Agile Methodology as a solution. Applying these measures to healthcare IT projects developed by midsize / small-sized IT companies has improved communications, improved quantitative progress management and improved project visibility. In addition, it contributed to minimizing defect resolution time, improving the requirement coverage ratio, and shortening unnecessary meeting time.

This paper aims to examine the adoption of several management tools & techniques(MT&T) by the Strong Small Business Enterprises (SSBE) in Korea, In addition, the paper examines the impact of the adopted MT&T techniques on a company's overall performance. The paper used a questionnaires survey method to gather the required data. The paper used descriptive statistics, correlation and regression techniques to analyze the data. The paper found that benchmarking, BSC, IMS and TQM are among the MT&T techniques widely adopted by SSBE. In addition, the paper found that the adoption of MT&T techniques significantly influenced the companies' overall performance. More specifically, the paper found that the adoption of BSC significantly influenced that the companies' profitability, customer satisfaction, market position and sales growth for exisiting services and products. The findings this paper provide could be considered important and useful for advancement of companies adopting MT&T techniques to improve their performance.

Multi-product mass production small and medium enterprise factories have a wide variety of products and a large number of products, wasting manpower and expenses for inventory management. In addition, there is no way to check the status of inventory in real time, and it is suffering economic damage due to excess inventory and shortage of stock. There are many ways to build a real-time data collection environment, but most of them are difficult to afford for small and medium-sized companies. Therefore, smart factories of small and medium enterprises are faced with difficult reality and it is hard to find appropriate countermeasures. In this paper, we implemented the contents of extension of existing inventory management method through character extraction on label with barcode and QR code, which are widely adopted as current product management technology, and evaluated the effect. Technically, through preprocessing using OpenCV for automatic recognition and classification of stock labels and barcodes, which is a method for managing input and output of existing products through computer image processing, and OCR (Optical Character Recognition) function of Google vision API. And it is designed to recognize the barcode through Zbar. We propose a method to manage inventory by real-time image recognition through Raspberry Pi without using expensive equipment.

Recently, product design innovation to improve user experience has been perceived as a core element of enterprise competitiveness due to the fierce market competition and decrease of the technological gap between companies, but there is insufficient services to support the product experience evaluation of small and medium-sized companies (SMCs). The aim of this study is to develop a web-based product user experience evaluation and certification system supporting product design practices for SMCs. For system interface design, we conducted systematic functional requirement elicitation methods such as user survey, workflow analysis, user task definition, and function definition. Then main functions, information structure, navigation method, and detailed graphic user interfaces were developed with consideration of user interactions and requirements. In particular, it provides the databases for evaluation efficiency to support the evaluation process above a certain level of performance and efficiency, and knowledge databases to utilize in the evaluation and product design improvement. With help of the developed service platform, It is expected that the service platform would enhance SMCs' product development capability with regard to the user experience evaluation by connecting the consulting firms with SMCs.

This paper examines the complexity of recent SW development such as the 4th industry to apply the requirement engineering and redimimn application to the project to solve the difficulty of scope management during project management of medium and small businesses. These engineering techniques were applied to mid-sized and small-sized SW development projects. It was verified through supervision of 15 SW development projects. As a result, we observed about 30% reduction in related issues. In addition, Redmimn was introduced to SW development projects involving medium and small sized companies, and it proved that it has the effect of shortening delivery time through requirement management and tracking management. In order to secure the safety of the SW system development project, it is necessary to apply the required engineering techniques and tools, and it is necessary to continuously cultivate professional manpower to carry out this.

This study aim to analyze the effect of the technology support program satisfaction on below ICT Small and Medium-sized Enterprises(below SMEs)'s technological performance. For the empirical analysis, we used the data collected from ICT SMEs technology support program conducted by ETRI - a government funded research institute. Among 153 beneficiaries, 141 companies participated in the survey and we used 102 of them for our analysis. Then, we used the mediation regression analysis. In our research model, we set the program satisfaction as a independent variable, the amount of technology support as a mediator variable and the technological performance as a dependent variable. Results show that program satisfaction has positive and significant impact on both amount of technology support and technological performance and amount of technology support has complete mediation effect on product innovation while has partial mediation effect on technological innovation. Our findings imply that more ICT SMEs technology support programs that satisfying the beneficiaries should be developed until the rest of ICT SMEs could become the hidden champions.

In Korea, small and medium sized domestic enterprises(SMEs) play an pivotal role in the national economy, accounting for 99.9% of all enterprises, 87.9% of total employment, and 48.3% of production. and SMEs was driving a real force of the development of national economy in many respects such as innovation, job creation, industrial diversity, balanced regional development. Despite their crucial role in the national development, most of SMEs suffer from a lack of R&D capabilities and equipments as well as funding capacity. Public R&D institutes can provide SMEs with valuable supplementary technological knowledge and help them build technological capacity. so, In order to effectively support SMEs, government and public R&D institutes must be a priority to know about the factors influencing the performance related to technology transfer and technological collaborations. In particular, SMEs are not only taking up a large portion of the national economy, but also their influence in politics and economy so strong that raising the competitiveness of small and medium-sized companies is a national policy goal that must be achieved in order to achieve sustained economic growth. For this reason, it is necessary to look specifically at the relationship between concepts such as the environment, strategy, and organizational culture surrounding the enterprise to enhance the competitiveness of SMEs. The paper analyzes 665 companies to find out which organizational culture affects their performance by classification and type of business of SMEs. This study demonstrated that when SMEs seek consistency in their external environment, strategies, and organizational structure to maintain their continued competitiveness. According to three-way analysis of variance (3-way ANOVA) indicates that classification of industries in SMEs has statistically significant main effects, but the type of business and organizational culture do not have significant effects. However, the company's organizational performance (operating profit) of SMES were found to differ significantly in comparison between groups according to classification standards of industries, and therefore adopted some parts. In addition, an analysis of the effect of interaction between the three independent variables of small and medium-sized enterprises has shown that there are statistically significant interaction effects among classification, types of business, and organizational cultures. The results shows that there is an organizational culture suitable for each industry classification and type of business of an entity, and is expected to be used as a basis for establishing promotion policies related to the incubation and commerciality of small and medium-sized venture companies in the future.

Cause of the technology leakage and trade secrets can be leaked to the lack of infrastructure, lack of coping skills of SMEs. In addition, small businesses can avoid technology outflow and re-experience the same half of the damage, even when the external leak developed after the fact and does not demonstrate such technology leakage time for the technology and situation which did not take any action, security, infrastructure investments difficult, work-related knowledge, lack of security, trade secret protection dedicated staff, inadequate legal and institutional measures have been identified as such complaints to date. For subcontracting, etc. mid-sized transactions, hinder the growth of SMEs, SME cross-technology leakage to the increase in unfair practices, including useful, and this has been accompanied by growth-based business-to-business it weakened.
