The Korea's automobile safety standards consist of standards for automobiles, automated vehicles, two-wheeled vehicles and auto parts, and there are 157 articles. In connection with the safety standards, the implementation rules stipulated for detailed test methods and procedures are composed of the main body, asterisks and annexes, and have a rather complicated structure. In addition, the test items in the asterisk are specified with the same or similar name as the test items in other asterisks. In this study, the structure of these implementation rules is simplified and the same test items are integrated. This is expected to increase the user's understanding of laws and regulations and efficiency.

Some local government, community rehabilitation center, special school operate buses which can be used by wheel chair user in order to commute. However, there are no regulations or laws for safety management of buses and its wheel chair lifts. To prevent discrimination among the physically challenged people, government of Korea plan to supply buses which wheel chair users are able to on board. Safety management system should be prepared to ensure safe and convenient use of express and intercity buses for wheel chair users. In this study, domestic and international standards and regulations of wheel chair lift are thoroughly reviewed and based on this research, national safety standards for wheelchair lift are suggested for the future.

This thesis suggests ways for ensuring the safety of domestic autogas (liquefied petroleum gas) vehicles by conducting comparison and analysis on the status of market diffusion and safety management scheme in foreign countries as well as in Korea. According to the result of the survey on the status of domestic autogas safety management, the national scheme to secure the safety of autogas vehicles seems neither well-organized nor sufficiently-controlled. Actually, the gas leakage check-ups conducted for 5,000 autogas cars revealed that about 4 percent of them had leakage problems. As a result, it was acknowledged that the autogas safety regulations being operated in advanced countries need to be selectively introduced for the domestic autogas industry. Consequently, in line with the recent permission to use autogas as a fuel for subcompact cars etc., this thesis is recommending some methods to enhance the safety management scheme for autogas cars such as the amendment of facility regulations including the ventilation of underground parking lots, mandatory attachment of labels claiming autogas cars and indicating periodical inspections etc.

과마모 타이어의 사용으로 인한 사고발생의 위험을 미연에 방지하기 위하여 미국, 일본 등에서는 오래 전부터 타이어의 마모한계를 법제화하여 이를 시행하고 있다. 우리나라에서도 자동차보유대수의 급증에 따라 타이어의 결함으로 인한 사고발생율이 높아지고 있는 현실을 감안, 교통부에서는 지난 4월 「자동차안전기준에 관한 규칙」개정시 이에 대한 대책의 일환으로 타이어 관계조항(규칙 제12조2항)을 개정, 타이어 트레드 홈깊이를 1.6mm 이상 유지하도록 규정하였으며, 이 개정된「자동차안전기준에 관한 규칙」의 시행을 눈앞에 두고 있다.<필자주>

Korea is the only country in the world where the regulation of vehicle homologation has been changed from "Type Approval" to "Self-Certification". But there are some regulations that have not been fully changed, so they became double-regulations. In this research, we find out double-regulations in Self-Certification systems focused on "Specification Notice Procedure", and suggest a proposal of amendment to avoid duplication. Through the research, we can reduce unnecessary requirements about homologation, management of vehicle and administrative procedure significantly.

본 연구에서는 전국에 거주하는 20세 이상 남녀 총 2,000 명을 조사대상으로 한 한국소비자원 (2007)의 "국민소비행태 및 의식구조 조사"자료를 가지고 소비자의 안전추구행동을 조사분석하였다. 구체적으로, 소비자안전의식과 가정생활양식 변수가 소비자 안전추구행동에 미치는 요인을 조사하였다. 본 연구의 분석결과를 정리 요약하면 다음과 같다. 첫째, 소비자들은 자동차를 제외하고 농산물 구매에서 안전성보다는 가격, 신선도 등 다른 요인을 중요한 기준으로 고려하고 있어 안전추구행동이 낮은 수준이라고 하겠다. 둘째, 소비자 안전의식은 여성, 젊은 소비자, 가족 수가 3인 인 경우, 농산물 수입개방에 대해 중간적 입장을 취한 소비자의 경우, 미래지향적인 소비자들에게서 높은 것으로 나타났다. 셋째, 대체로 농산물 구매에 있어서 소비자가 환경지향적이고 농산물 수입개방에 대해 부정적인 소비자 일 수록 안전추구행동 수준이 높은 것으로 나타났다. 자동차의 경우 남성, 미혼자, 연령이 낮은 경우, 가족 수가 적은 경우 안전성을 중요한 구매기준으로 고려하고 있었다. 대체로 여성, 미혼, 나이가 많은 경우, 가족수가 적은 경우, 환경의식이 높은 경우 술의 소비가 적었으며, 여성, 고졸이하, 나이가 적은 경우, 가족 건강 여가 지향적인 경우 담배를 전혀 소비하지 않는 것으로 나타났다. 여성, 대졸, 고소득, 가족 건강지향적, 부정적 농산물수입개방 태도의 경우 수입농산물 구매에서 안전성을 제일 중요한 기준으로 삼고 있었다. 끝으로, 여성, 고졸 소비자, 여가 현재 지향적, 환경의식이 높은 소비자의 경우 안전추구행동 수준이 높은 것으로 나타났다. 그러나, 소비자의 안전의식은 안전추구 행동에 직접적 영향을 미치지 않는 것으로 밝혀졌다.

Traffic accidents occur in Korea are calculated with the 「Automobile Accident Negligence Ratio Certification Standard」 prepared by the 'General Insurance Association of Korea' and the insurance company's agreement or judgment is made. However, disputes are frequently occurring in calculating the negligence ratio. Therefore, it is thought that a more effective response would be possible if accident type according to the standard could be quickly identified using traffic accident information prepared by police. Therefore, this study aims to develop a model that learns the accident information prepared by the police and classifies it to match the accident type in the standard. In particular, through data mining, keywords necessary to classify the accident types of the standard were extracted from the accident data of the police. Then, models were developed to derive the types of accidents by learning the extracted keywords through decision trees and random forest models.

전 세계는 온실 가스의 방출을 줄이기 위하여 기존의 화석연료를 대체할 수 있는 에너지를 찾기 위해 연구개발에 박차를 가하고 있다. 이러한 계속적인 연구에서, 전 세계의 국가들은 태양열, 풍력, 지열 및 수소에너지와 같이 화석연료를 대체할 다양한 가스를 조사해왔다. 대체에너지 중 수소 연료는 실제로 배출가스가 없기 때문에 가장 유망한 대안이라고 할 수 있다. 연료전지자동차용 연료로 수소를 사용하기 위해서는 저장합금, 액체 및 압축 상태로 저장할 수 있다. 이 중 세계 대부분의 자동차 메이커 들은 수소를 압축하는 방식을 채택하고 있으며, 주행거리를 확보하기 위하여 고압상태로 수소가스를 저장하는 방식을 사용한다. 수소연료전지 자동차용으로 고압의 수소를 저장할 수 있고, 자동차에 탑재할 수 있도록 가벼운 용기의 개발이 진행되고 있다. 이 중 Type3와 Type4 형태의 용기가 시범적으로 적용되고 있으며, 이러한 용기의 안전성을 확보하기 위한 기준들이 국 내외에서 개발되고 있다. 현재 국제기준 중 UN ECE의 WG.29에서 선진국들을 중심으로 수소연료전지 자동차용 용기의 안전성 평가를 위한 기준을 개발하고 있다. 본 연구에서는 ISO. 15869의 기술기준에 대한 안전성 분석과 미국의 SAE J2579의 기술 보고서에서 제시한 새로운 개념의 안전성 평가 기법을 기준으로 제정되고 있는 UN ECE WG.29의 draft초안을 비교하고, 향후 수소연료전지 자동차용 용기를 위한 국내기준의 방향을 제시하고자 한다.

As motorcycles are getting more widely used recently, motorcycle accidents are gradually increased every year. Although most accidents are caused by human factors, the importance of motor vehicle safety standards cannot be underestimated indeed. A variety of regulations related to motorcycle safety have been issued in many countries such as EU, U.S., and Australia, etc. In order to harmonize the international safety standards, it is necessary to develop or enhance the Korean Motor Vehicle Safety Standards (KMVSS) for motorcycles. In this study, motorcycle safety standards for an exterior rear-view mirror and a tire are investigated. Actual test procedures are expected in sequential studies according to the results provided herein. Also, the findings in this paper can be utilized to ensure the KMVSS for a safer driving.
