A Study on the Weighting of Open Access Maturity Stages of Domestic Academic Organizations Using AHP: Focusing on Korea Institute of Science and Technology Information (AHP를 활용한 국내 학술단체 오픈액세스 성숙단계 가중치 부여 연구 - 한국과학기술정보연구원을 중심으로 -)

  • The purpose of this study is to establish a weighting system for the diagnostic criteria of the KISTI Open Access Maturity Model. The maturity model consists of three dimensions, 12 sub-dimensions, and 28 measurement questions. Weighting was performed for the three dimensions and 12 sub-dimensions to determine their relative importance. The results showed that 'Institutionalization of OA' (48%) was the most important factor in the three dimensions. Among the sub-factors of "institutionalizing OA," "enacting and revising relevant regulations" (64%) was important, and "financing" (39%) was important for "OA sustainability. Submission and review (23%) and author rights (22%) were identified as important elements of "journal openness".

Domain Analysis on the Field of Open Access by Co-Word Analysis (동시출현단어 분석 기반 오픈 액세스 분야 지적구조에 관한 연구)

  • Due to the advance of scholarly communication, the field of open access has been studied over the last decade. The purpose of this study is to analyze and demonstrate the field of open access via co-word analysis. The data set was collected from Web of Science citation database during the period from January 1998 to July 2012 using the Topic category. A total of 479 journal articles were retrieved and 8,643 noun keywords were extracted from the titles and abstracts. In order to achieve the purpose of this study, network analysis, clustering analysis and multidimensional scaling mapping were used to examine the domain and the sub-domains of open access field. 18 clusters in the network analysis are recognized and 4 clusters are shown in the map of multidimensional scaling. In addition, the centrality analysis in the weighted networks was used to explore the significant keywords in this field. The results of this study are expected to demonstrate and guide the intellectual structure and new approaches of open access field.

Analysis of Crisis and Alternative in Scholarly Information Communication (학술정보 유통위기 및 해소전략의 해부)

  • The scholarly communication crisis is not a journals crisis, but rather a broader crisis in information communications. It is the loss of access to the scholarly research literature, as the rising cost of STM journal subscriptions far out-strip academic library budgets. Now, the open access as alternatives to traditional journal subscription model are emerging for STM scholarly information. There are basically three forms for OA strategies : Open Access Journals(OAJ), Author Self Archiving(ASA), Academic Institutional Repositories(AIR). This paper describes the current trends and analyses potentially serious limitations and obstacles or various issues of the OA strategies, including the notion of scholarly information as a public good, myths of free access, author pay model, holder of copyright, etc.

An Analysis on Scholarly Communication Characteristics of Domestic Researchers in High Energy Physics Focused on SCOAP3 Open Access Journals (고에너지 물리학 분야 국내 연구자들의 학술 커뮤니케이션 특성 분석: SCOAP3 오픈 액세스 학술지를 중심으로)

  • This paper analyzed SCOAP3 journals, which have been evaluated as successful open access models, to understand the characteristics of scholarly communication among domestic researchers in the field of high energy physics (HEP). As research methods, a quantitative analysis using statistics and a network analysis of authors' affiliated institutions and academic journals were conducted to understand collaboration and research activities of domestic researchers in the HEP field. The results of the study revealed that, among the 10 SCOAP3 journals in which Korean researchers participated, the proportion of articles in which Korean authors participated was 8.0% of the total. The proportion of papers with more than 1,000 co-authors per paper was 28.7% of the total. The results of this analysis proved that Korean researchers were actively collaborating in the HEP global network. From the results of the network analysis to understand the cooperative relationship centered on the affiliated organization, the cooperative network could be divided into three clusters: a cluster centered on S universities, a cluster centered on K research institutes that provided researchers a cooperative infrastructure with CERN, and a cluster centered on I research institute. Through the network analysis for research institutes and journals, it was found that JHEP, PRD, and PLB among academic journals were highly participating journals, and universities and researchers were also participating in the writing of open access papers. The results of this study can be used as a basic resource for understanding researchers and building a research information environment in libraries.

A Study on the Current Status of the Adoption of Creative Commons Licenses in Korean Citation Index Journals (KCI 등재지의 CCL 적용 현황 연구)

  • This study aimed to understand the application and types of Creative Commons Licenses (CCL) in Korean journals and to increase understanding of the state of open access in South Korea. The study collected and analyzed CCL-related information from the websites of 2,097 KCI journals and compared the findings with DOAJ journals and previous research. The results of the study are summarized as follows. Firstly, 18% (377 journals) of the KCI journals adopted CCL, and among them, approximately 90% (337 journals) were in the field of STEM. There were few academic journals applying CCL in humanities and social sciences fields. Secondly, the types of CCL adopted by KCI journals were NC licenses (90%), with CC BY-NC (85%) being the most common. This is a significant difference from DOAJ journals, where 52% of academic journals applied CC BY or CC BY-SA. However, fewer journals applied licenses of the ND licenses than DOAJ journals and Spanish journals. Thirdly, 44% (167) of the 377 academic journals that applied CCL were simultaneously for free in public databases and sold for a fee in commercial databases. 33% (125) were publicly available for free in public databases, and 9% (33) were sold in commercial databases.

  • 최근 정보기술(IT)의 급속한 발전, 코로나19(COVID-19)로 인한 글로벌 팬데믹 현상 등으로 오픈 액세스(OA), 오픈 사이언스(OS), 개방형 동료평가(Open Peer Review, OPR)와 같은 새로운 학술출판 관행이 과학기술분야 학술연구 현장에도 영향을 미치고 있다. OPR 시스템의 도입과 같은 새로운 학술연구출판 관행과 제도는 가치, 동기, 수단, 라이센스, 인센티브 등과 서로 밀접하게 연결되어 있다. OPR의 개념과 실체가 무엇인지는 기존 연구들을 통하여 최근 어느 정도 정립이 됐다. 하지만 OPR을 통해 연구자 개인이나 학회, 출판사 등에 새로운 기회, 도전 과제 및 미래 전망에 대하여 어떠한 영향을 미치는 가에 대한 연구는 중요하지만 제한적이다. 특히 학술연구출판 관행에 대한 다양한 연구가 국내외에서 진행되었지만 국내에서 학술지를 발간하는 학회차원에서 학술연구출판 관행, 특히 OPR에 대한 구체적인 조사분석은 거의 진행되지 않았다. 그렇기에 OPR에 대한 학술출판 생태계의 다양한 참여 주체들의 관점을 자세히 탐구할 필요성이 있다. 이에 본 연구는 과학기술분야 학술지의 학술연구출판 관행과 관련하여 학회 차원에서 새로운 학출연구 출판관행, 특히 OPR에 어떠한 인식을 가지고 있는가에 대한 연구를 진행하고자 한다. 본 연구는 한국과학기술정보연구원(KISTI) 학술연구논문투고심사시스템(ACOMS)를 활용하는 학회를 중심으로 설문조사를 통하여 수집된 OPR 관련 학술연구출판 관행과 제도 변화에 대한 인식을 분석했다.

  • This study analyzes a copyright possession of scholarly journal papers which is published from academic society. There are three ways where the author transfers the copyright to a society, the author has the copyright, and the author and society own jointly the copyright. These ways are analyzed with their strong and weak points and then presented the desirable plans.

A Study on Factors which affect Immediacy Indexes for Biology Journals (생물학 학술지 즉시성지수(Immediacy Index)의 영향 요인에 관한 연구)

  • This paper examined what factors affect the immediacy index showing the average number of times an article is cited in the year it is published. Not only Seventy-one immediacy indexes for subject field biology on JCR 2008 edition were gathered, but also many characteristics of scholarly journals that may influence the indexes directly or indirectly were aggregated. Simple correlation coefficient analysis, factor analysis, and regression analysis were performed on the paper. Therefore factors such as physical volume, availability, forthcoming issue, age and language explaining 67.64% of total variance were identified. After regression analysis using these factors as independent variables, the results were statistically significant. The results showed physical volumes, the total pages of publication, have an influence upon immediacy indexes obviously, although it is expected that journal reputations may affect immediacy indexes. Generally open access journals had high immediacy indexes. High ranked journals on immediacy index were apt to be issued frequently, uploaded very often on PMC, and published in major countries including United States and United Kingdom.

  • This study discusses the current state and challenges of global scholarly communication and the internationalization of scholarly journals. This study defines journal internationalization from the viewpoint of global scholarly communication and examines how the pursuit of knowledge universality, inclusiveness, and bibliodiversity, as well as scholar-led global scholarly communication, are being impeded. It proposes no-fee OA and repository-based OA journal publishing models and the development of multilingual scholarly information systems as a means to foster healthy global scholarly communication. Additionally, the study discusses the significance of international and national support and policy development, the roles of university libraries and library consortia, and the awareness of researchers, universities, and learned societies in promoting global scholarly communication.

  • Researchers' performances have been evaluated by contributing to the academic journals officially, and academic journals expanded both quantitatively and qualitatively since academic societies, publishers, and universities has concentrated on publishing journals. Recently, access and usage of academic information was restricted due to commercialization strategies and sudden rising of prices, and against this situation, OA movement came out arguing that academic information should be open to everyone freely. This article studies the case of KOASAS which is based on DSpace, one of the typical institutional repositories, and intends to show up the necessity to construct repositories in institutions universities and suggest the method to make full use of repositories.
