This paper proposes a new concept of coordinating green this which controls 10 traffic intersection systems. Therefore, in this paper to improve average vehicle speed and reduce average vehicle waiting time, we created optimal green time using fuzzy rules and neural network. Computer simulation results proved reducing average vehicle waiting time proposed coordinating green time better than electro-sensitive traffic light system. The purpose of this study is to correct data on 3 intersection ranging from Kwangchun INT. to Nongsung INT. by the means of VTR recording and site survey and to measure the responsiveness of performance index by diversifying the platoon dispersion factor in signal progression simulation. The results are as follows : 1. The value of platoon dispersion factor was 0.28-0.33. The value in up stream is lower than that of in down stream even on the same intersection. 2. The platoon index showed big changes, though performance index didn't according to platoon dispersion factor. Therefore the value of platoon dispersion factor which is inner variable in T7F can be fixed for 0.34. 3. There was only little divergence in performance index changes according to platoon dispersion factor in designing the progression or T7F model.
In relation with economical efficiency analysis on investment evaluation of transportation system, among vehicle operating cost saving benefit that is applied to general preliminary assessment guidelines and investment evaluation guidelines, oil expense calculated data which concentrated and analyze on the relationship between oil consumption amount on running state and running speed. For uninterrupted flow which does not have stopped delay due to traffic signal, consideration for reduction benefit is possible due to the changes of running speed and travel time however, for interrupted flow which the stopping occurs due to signal control on actual signal intersection has no consideration for stopping delay time reduction and stopping rate improvement thus reflection of reality on improved effect analysis is difficult. Therefore, this research makes a framework to analyze benefits that reflects the features of signalized intersections by benefits associated with decrease of stopping delay time with existing research and developing vehicle operating cost calculation model formula. Vehicle operating cost has been redefined considering the stopping delay time by applying the oil consumption amount at idling and the economical benefit between conventional model and newly developed model when applied for the optimization of traffic signal system on the two roads in Seosan city has been analyzed comparative. While the importance of traffic system maintenance is being emphasized due to the increase of congested areas on roads, it is expected to assist in more realistic economical analysis which reflect the delay improvement through the presentation of an economic analysis model that considers the features of signalized intersections in signal optimization system improvements and effect analysis of congestion improvement projects`.
내부순환로의 진출램프 중 성산, 홍은, 홍제, 길음, 마장 진출램프에서는 램프의 지체가 심각하여, 진출차량의 대기행렬이 내부순환로 본선에까지 이르는 대기행렬 역류현상이 발생하고 있다. 이러한 본선으로의 대기행렬 역류는 본선의 혼잡을 가중시키고 교통사고의 위험도 증가시킨다. 본 논문에서는 이러한 도시고속도로의 진출램프 혼잡을 개선하기 위해 진출램프 제어전략을 개발하였다. 진출램프 제어전략의 목표는 진출램프의 대기차량이 본선으로 역류하지 않도록 하는 것이다. 대기행렬의 역류를 막기 위해서는 진출램프의 차량이 인접한 간선도로로 원활하게 진행하도록 해야 하며, 간선도로와 진출램프의 대기행렬을 제어정책에 따라 관리할 수 있어야 한다. 이를 위해서 진출램프 진출부에 신호를 설치하여 간선도로차량의 흐름을 제어하고, 진출부 하류부 교차로와 연동제어를 하여 진출공간을 확보하였다. 또한, 대기행렬의 관리를 위해서는 대기행렬 관리계수를 정의하고 이 값에 따라 현시를 결정할 수 있는 제어식을 유도하였다. 진출램프 제어전략은 과포화 신호제어 기법을 응용하여 개발하였으며, 그 중 Equity offset과 내부미터링 기법을 연동제어에 응용하였고, Imbalanced split 기법은 대기행렬 관리계수에 따라 현시가 결정되는 제어식의 개발에 응용하였다. 진출램프 제어전략을 평가하기 위하여 진출램프의 혼잡으로 인해 본선으로 대기행렬 역류가 발생하는 내부순환로의 홍은, 홍제 진출램프를 선정하였으며, NETSIM을 통해 진출램프 제어전략의 효과를 분석하였다. 분석결과 진출램프의 혼잡이 크게 개선되며, 운영자의 관리목적에 따라 대기행렬의 관리가 이루어지는 것을 볼 수 있었다. 진출램프 제어전략은 내부순환 도시고속도로뿐만 아니라 진출램프 제어가 필요한 타도시고속도로에서도 적용을 하면 좋은 효과를 얻을 수 있을 것으로 예상된다.
Most existing progression bandwidth models maximize the single or multi weighted sum of bandwidths in the both directions to improve traffic mobility on an arterial, but they cannot be applied to general networks. Even though a few models formulating a looped network problem cannot be applied to networks have not loops. Also they have some defects in optimizing phase sequences. Therefore, the objective of this study is to develope a mathematical formulation of the synchronization problem for a general traffic network. The goal is achieved successfully by introducing the signal phasing for each movement and expanding the mixed integer linear programming of MAXBAND. The experiments indicate that the proposed model can formulate the general traffic network problem mere efficiently than any other model. In conclusion, this model may optimize signal time to smooth progression in the general networks.

Even thought the firefighters have to hurry to the scene to extinguish the blaze, the fire engines could not rushed out due to the worst of traffic condition. Traffic signal control is one of the most important methods to minimize the fire engines's travel time. The focus of this paper is to develop a traffic control strategy, which is emergency vehicle preemption algorithm considering pedestrian in order to reduce travel time of emergency vehicle. This algorithm also includes recovering strategy after preemption signal to minimize the other vehicle's delay. In order to estimate the effectiveness of traffic control, traffic simulation was performed using VISSIM micro simulation tool for two different kinds of networks, which were non-coordinated corridor and coordinated corridor. The differences of travel time and average delay between emergency vehicle and ordinary vehicle were respectively estimated under pre-existed pretimed signal and preemption traffic control at two respective networks. The results of the simulation for the emergency vehicle, travel time was reduced to 36.8~43.3% under "Add or Subtract" method whereas it was reduced to 30.7~46.0% under "Dwell" method. In addition, in non-coordinated corridor case of ordinary vehicle, average control delay of "Dwell" method was increased 33.5% whereas it grew 0.5% under coordinated corridor. And "Add or Subtract" method was confirmed that average control delay of ordinary vehicle was increased 0.7% under non-coordinated corridor whereas it swelled 4.5% under coordinated corridor.

Recently in Korea, in the case of metropolis, the urban signalized intersections are controlled by traffic information center or ITS center. Cheon-an City also established traffic information center through the 1st.-$\sim$3rd. ITS public construction and has managed this center that includes bus information service, traffic information collection and providing service, parking information service, and traffic responsive control system. In the Cheon-an metropolitan traffic signal operation, traffic signal controllers were grouped by the each main traffic flow axes and performed with coordinated signal timing for the signalized arterials, and also cycle and split changed by realtime traffic demands. Cheon-an urban traffic responsive control system was evaluated by intersection delay and speed, then it was verified that the delay decreased and vehicle speed improved. However, the rural signal control system to connect adjacency town was evaluated to have lower status than urban area due to the unimproved TOD (Time of day) plan. Therefore actuated signal control was examined for substitutive control system in isolated signal intersection. The aim of this article is to compare actuated signal control with TOD mode in the rural intersection of Cheon-an and to fine superiority of these two control mode, with evaluation of vehicle delay by using HCM(2000) method and by micro-simulation CORSlM. The result of field test show that actuated signal control gave better performance in delay comparison than the existing TOD signal control. And simulation outcome verified that non-optimized TOD has higher delay than optimized TOD mode, non-optimal actuated mode, and optimal actuated signal control mode. Particularly, these three modes delays had not different values according to the paired sample t-test. This is because small traffic demands were loaded in each links. This suggested actuated signal control is expected to be more effective than TOD mode in some rural isolated intersections which frequently need to survey for traffic volume.

The presidential council on national competitiveness and the national police agency have initiated a national project to refresh the road traffic control and operation systems to increase operational efficiency at signalized intersections. It would reduce the number of stops and delay of vehicles at intersections and thus mitigate congestion and emission. Although significant reduction of carbon is expected as a consequential result, such effects has yet been studied since traffic operation was behind of interest in the field of green transportation where planning was mainly involved. This paper delivers the macroscopic effects of carbon reduction of the selected items of the national project: the ones managed by the police agency. The results showed that the studied items yield significant reduction of carbon: pedestrian push button operation, flashing signal operation, progression, lagging left turns, permitted left turn, and actuated left-turn operation would reduce 12.31%, 3.27%, 2.44%, 0.97%, 0.81%, and 0.72% of the total amount of carbon emitted a year in a whole transportation sector, respectively.
