  • 수자원과 관련된 많은 분쟁 및 갈등들은 국내뿐만 아니라 전 세계적으로 발생하고 있다. 따라서 분쟁 및 갈등해결을 위한 많은 연구들이 진행되고 있지만 수자원과 관련된 분쟁들은 대부분 원활한 해결을 이루지 못하고 있으며, 특히 국내의 경우에는 더욱 심각하다 할 수 있다. 따라서 제한된 자원인 수자원을 둘러싸고 수자원분쟁이 일어나는 것은 당연한 일이라 할 수 있으며, 분쟁의 양상도 다양하다. 댐 건설로 인한 상류지역과 하류지역의 갈등, 수로의 건설로 인해 수자원을 빼앗기는 지역과 수자원을 얻게 되는 지역 간의 갈등, 새로운 공단이나 개발로 인하여 하류지역에서 수질악화를 우려하여 반대하는 경우 등 여러 종류의 수자원으로 인한 분쟁이 있다. 수자원을 둘러싼 갈등이 쉽게 해결이 되지 않고, 또한 갈등 및 분쟁이 쉽게 발생되는 이유도 주체자들간 입장 차이에서 오는 성격이라 할 수 있겠다. 수자원과 관련된 분쟁에서 오는 여러 가지 갈등들은 사회적으로 많은 문제들을 발생시켜 수자원의 원활한 공급이 저해될 수 있다. 이로 인해 사회적으로 수자원과 관련된 분쟁 해결에 들어가는 많은 시간과 노력, 비용을 생각해 볼 때, 효과적인 갈등 및 분쟁의 해결은 국가적 발전에 있어서 영향을 줄 수 있다. 그러므로 갈등 및 분쟁의 원활한 해결이 국가적 발전에 많은 비중을 차지 한다고 할 수 있다는 것은 이런 이유들 때문이라 할 수 있다. 본 연구에서는 국내 수자원과 관련된 분쟁사례들을 하천의 기능에 따른 분류, 발생 원인에 따른 분류, 분쟁주체에 따른 분류 등을 유형별로 구분하여 수자원분쟁의 여러 가지 사례들을 조사하였다. 또한 분쟁 및 갈등을 해결하기 위한 방안으로 거버넌스 시스템을 적용하였고 분쟁의 원활한 합의 조정방안 및 문제점을 제시하기 위한 외국의 시민참여 모델을 특징 및 특성을 분석하였다. 또한, 공영시각모형, 게임이론, 제도설계이론의 공학적 모형을 바탕으로 물분쟁의 해결을 위한 대안을 모색할 수 있는 과학적 접근 방안을 제시하여 향후 여러 가지형태의 국책사업 시행 시 발생 할 수 있는 분쟁의 해결 및 조정을 위한 방안으로 활용할 수 있는 토대를 마련하고자 한다.

  • Digital platforms play crucial roles in terms of enabling and sustaining online communities. However, who really benefits from digital platform development, and what are the benefits digital platforms provide for the development of smart communities. This paper explores this question, the goal was to understand the links between digital platforms and smart communities, using the clustering methodology process to have a better understanding of characteristic of each digital platform, Twenty nine digital platforms is clustered and used as a study case. This paper explores how the categorization of digital platform characteristics encourages participation by a smart community, thus improving information and service delivery. On another side, the rise of digital platforms brings new challenges for policy maker to foster a smart community and firms the digital platform also offer benefits to giving effective and efficient service.

Are Giving and Volunteering Multiplicative Behaviors or Compensatory Behaviors? (기부행동과 자원봉사활동은 중복적 보완관계인가? 보충적 대체관계인가?)

  • In the modern society, a growth in the non-profit sector and a decrease in the government budget on social welfare result in a greater need of individual giving and volunteering. Therefore, in order to manage non-profit organizations effectively, it is necessary to encourage citizen participation in giving and volunteering through identifying various factors affecting giving and volunteering. In order to identify what factors are affecting participation in giving and volunteering and whether the relationship between giving and volunteering is multiplicative or compensatory, this study uses multinomial logistic regression analysis by categorizing four groups based on the participation types of giving and volunteering. The research findings confirmed that common factors such as religion and satisfaction with leisure time were still significant, and specific factors were also found among factors affecting participation in giving and volunteering. Especially, this study identified that factors affecting giving and volunteering differ according to household income, education level, employment status, gender and social relationship satisfaction. The findings confirmed that giving and volunteering are compensatory behaviors. Finally, the implications of this study were discussed. A differential strategy for giving and volunteering is needed to encourage citizen participation in non-profit organizations.

  • The Smart City Living Lab is becoming important as a local innovation platform to develop urban solutions. In January 2018, the 4th industrial innovation committee, which was a direct subordinate from the president, empathized citizens' participation and their roles within the Smart City [Urban Innovation and Future Growth Engine-Creating Smart City Strategy]. This was the starting point of the living lab. The central government and local governments have been promoting various types of living labs to encourage citizens to participate. On the other hand, due to the lack of systematic concepts and theories for practicing and structuring living labs, the practice is not performed well. This study aimed to develop systematic approaches and implementation methods of the public-led Smart City Living Lab. The Full-cycle Smart City living Lab model was designed by integrating smart city living lab work processes, as suggested in the standards of the national land plan, double design diamond framework, which is a type of innovative design methodology, and design thinking process. The entire cycle Smart City living lab model requires four components to practice the living lab, such as framework, module, process, and methodologies. In the future, this model is expected to be incorporated in the Smart City Living Lab.

  • This study focuses on citizen-driven regional agenda and improvement projects, with a specific emphasis on the Yokohama Shimin Machi-bushin Project. The research aims to categorize the scope of citizens' thoughts and the objects for improvement, shedding light on the Analysis Methodologies of citizen-driven proposals for living environment improvement. It also highlights the diverse factors influencing citizens' perceptions of regional issues and the different approaches to addressing them. The paper discusses potential challenges and obstacles in implementing citizen-driven initiatives for community improvement and suggests ways to address them effectively. Overall, the study underscores the significance of citizen participation in community development and the need to understand their perspectives and thought processes in proposing and implementing community improvement initiatives.

A Critical Review on the Study of Online Political Participation: Focused on the Demestic and International Issues (온라인 정치참여: 국내·외 연구동향)

  • We explore the issues on online political participation study in Korea compared with international one. More specifically, we characterize Korea's study trends as focusing on "who" is participating while international studies center on what the new "forms" of online political participation are. In other words, domestic studies try to show that online media play a role as a factor promoting bottom-up model of civic participation. Moreover, this function of online media is stimulated by the rapid growing of civic participation during democratization and citizens' deep disapproval of political institutions since then. However, previous studies are more interested in the expansion of participants, in particular, ordinary people. Therefore, the themes on conceptualizing and categorizing the online political participation seem to have been treated lightly. In this perspective, we need to view online political participation in a more multidimensional manner. In addition, we should pay attention to "those who do not participate" as well as "those who participate" in politics. Because the current media environment more tends to provoke citizens' political indifference than ever before. If it comes to that, we will be likely to face the circumstances worrying the democratic divide beyond the digital divide.

Different Perceptions of Motivational Factors between Sharing Economy Service Types (공유경제 서비스 유형별 동기요인 분석)

  • IT innovation, cultural revolution based on smart and social networks diversified sharing economy services. Due to the rising of business utilizing the sharing economy concept, it is important to better understand the motivational factors that drive and deterrent sharing economy services in the marketplace. Based on responses from 809 adult users, 3 drivers and 2 deterrents affecting intention to use of sharing economy services were identified. Then this study categorized sharing economy services as three types of segments based on consumer perceptions and subjectivity, and analyzed differencies of perceptions on motivational factors between groups. As a result, redistribution market group has shown meaningful different average scores on economic benefit, sustainability and social risk with other groups. Based on the empirical evidence, this study suggests several propositions for future studies and implications for sharing economy businesses on how to formulate optical strategies and manage users.

A Study on the Changes of the Landscape Cognition in Yong-In City (용인시에 대한 경관인식 변화 비교)

  • This study was to analyze the changes made in the landscape cognition in Yong-in City for the past 10 years. For the analysis, the landscape plan in 2001, and the survey data collected for the new 2012-landscape plan were used. The questions on the survey covered the cognition of the current landscape status, the evaluation of landscape depending on the types of landscape, the understanding of each element on the landscape, the residents' cognition, etc. In the evaluation of the status on current landscape, Everland was ranked outstandingly high as a symbol and a representative place both in 2001 and 2012. The image of the overall city landscape was changed from the image of unique, diverse, grand-scale and well ordered in 2001, to the image of wide, disordered, common and realistic. As the evaluation of individual landscape types such as the view of the mountain, the surroundings of the tourist attractions, colors, etc, has improved overall. The image of the city has been evaluated to improve gradually, especially in the level of individual element. In the study of participating the willingness of residents, despite the interest in landscape has been continued, the attitude for the actual participation in the action plan or the restriction of property right has been changed into a negative side. For the direction of the landscape plan, the residents are more interested in the detailed subjects : such as the financial support, the night landscape plan, the improvement of the problems, etc. During the last 10 years, the changes on the landscape cognition in Yong-in City have changed more in detail and specifically, the cognitions on the local government and developers changed positively. However the reducion of the participants' willingness suggested a review on the policies and the projects of the landscape.

A Study on the Roles of Public Libraries as Community Public Spheres: Focused on the Case of Seongbuk Public Libraries in Seoul (지역사회 공론장으로서 공공도서관 역할에 대한 연구 - 서울 성북구립도서관 사례를 중심으로 -)

  • The research was undertaken to explore the role of the public library as a public sphere. For this, the characteristics and meanings of the library's role were examined by analyzing the public spheres operated by the public library. Data were collected through interviews with librarians at Seongbuk Public Libraries in Seoul. Data collected were coded using NVivo for thematic analysis. As a result of the study, the characteristics and meanings of the library's role in the public sphere were identified in the following five types; 1) A place for meeting, communication and interaction of citizens, 2) Supporting citizen learning and growth through information services and discussion on the subject, 3) Expanding civic participation in the community and strengthen civic power, 4) Strengthening citizens' experience of democracy, 5) Improving citizens' perception of libraries and expanding the library's influence on citizens. In particular, it was found that information services enhance citizen interaction and spread of public opinion on the agenda. The results of this study can be used as a basis for developing and supporting libraries as community public spheres.

  • Social, economic and environmental problems caused by rapid urbanization have been recently overcome by various civic participation projects. Local governance and resident - led partnership through field - based cooperative operating systems from urban regeneration to village projects are considered success factors. Among these, the village greening project which directly affects the residents and requires spontaneity requires the role and cooperation of the various participating actors due to the sharing of public space and private space. Social capital plays a key role in the sustainability and participation of the above - mentioned business as a relational capital centered on trust and participation, network and norms. Therefore, empirical research is needed. In this study, basic research was carried out to build a formation model of social capital in participation - type greening project expanding urban green space system to living area. We analyzed the elements of participation, the components of business progress, and the factors of social capital formation through literature review and in - depth interviews with participating experts. The purpose of this study is to provide basic data of social capital formation model for analyzing sustainability and activation strategies in the future.
