The development of ICT are turning information society into smart society which focus on mobile environment. The effect of ICT influence not only technical aspects but also societal and economic aspects. But we can't ignore the side effects of ICT, especially digital divide can cause social elimination. Digital divide is related to redistribution of wealth, so there are too many studies which deal with digital divide. But Most of these studies are focusing on physical accessibility. Also most of digital divide studies address digital divide based on demographic factors such as gender, age, income and education. Of course, these studies are important, but we expect that the aspect of digital divide is different from past digital divide. This paper deal with exploratory discussion for necessity of new digital divide conception by reviewing limitations of existing digital divide research.

The purpose of this study is to study digital divide research trends of LIS fields and other social science fields through the analysis of author keyword network of peer-reviewed journal articles using NetMiner4 software. The author keyword was collected from KCI database. The results of the study were as follows: 1) the digital divide studies were focused on information services provision for information disadvantaged group by the public libraries in LIS fields. However, the studies of other social science fields were focused on the unique characteristics of information society and a new phenomenon of digital divide in the smart era, 2) compared with the other social science fields, there were a few researches about the old among the underprivileged, 3)there was little interest in other types of libraries except public libraries in LIS fields, 4)there is a need to study new types of digital divide in the smart era by LIS scholars.

In current information society, there is a barrier called digital divide. Due to this barrier, the disabled have difficulties to communicate with the world. Recently, with advanced smart techniques, smart devices become necessity for the disabled. Currently improvements of smart application accessibility become a great concern for the disabled. The purpose of this paper is to present some guidelines for enhancing smart application accessibility for the disabled. The enhancement guidelines are developed based on the existing mobile accessibility guidelines and modified for better adaptability for the disabled. Our principles are as follows: minimizing blue light emission from smart devices, automatic focus on input window, action trace, font color change, emergency notification by motion, gesture recognition, control location, scrolling avoidance, auditory service for visual warning, and icon literation.

In this paper, we study the current situation of digital divide caused by accessibility disparity to information in Korea. We investigate leading causes and classes of people of digital divide, and also investigate phenomena which arise from such digital divide. In the investigation, we survey related works and additionally carry out questionnaire study in which we make questionnaire items ourselves. Finally, we discuss various measures to resolve digital divide in Korea based on the study results.

According to NIA (National Information Society Agency) report, digital divide is a vicious circle which makes quality interval of human's life between people who have information and relatively not. Especially in a smart phone society, there is a big problem between disabled people and normal people. This paper suggests a braille keyboard system for the blind to solve these problems. It is designed for portable use, convenience and quick text typing based on bluetooth communication technique. In text input test, all texts (Korean, English, number) were accurately expressed and typing speed was about 22 [c/m](characters per a minute). Especially, we design text2voice function to provide more accurate key input system. Popular applications such as call, alarm, message, kakao talk, internet, music, were performed without carring problems using the proposed braille keyboard system. The proposed technique is thought to contribute to eliminating the digital divide through the expansion of smartphone users.

In this paper, we consider the current status of smart TV and propose a business model established on the smart TV ecosystem. There are two views on the outlook of the smart TV market, one of which takes optimistic prospect and the other one is pessimistic. However, mostly it is believed that the innovation will continue in smart TV technology and the market will expand. In this paper, we proposes a two-way, active and consumer oriented business model for smart TV using subtitle information. Finally, we expect to contributing to reduce the gap of information between countries to spread the Han-Wave.

정보통신기술(ICT)은 우리 일상생활에 너무나 깊숙이 스며들어 이제 정보통신기술 없이는 행정서비스, 경제활동, 사회참여, 문화활동 등을 향유하는데 많은 제약이 따르는 시대로 접어들었다. 정보통신기술에 접근하고 이용할 수 있는 사람과 그렇지 못한 사람들의 정보격차 (Digital Divide)가 경제격차와 사회문화적 격차를 유발하여 사회 불평등을 심화시키고 궁극적으로 사회통합을 저해할 가능성이 크다. 정보통신 접근성(ICT Accessibility)은 신체적, 인지적 제약으로 정보통신기기나 서비스에 접근하는데 어려움이 있는 장애인이나 고령자가 일반인과 차별 없이 정보통신의 유용성을 향유할 수 있도록 정보통신기기나 서비스에 대한 접근을 보장해 주는 것을 의미한다. 우리나라는 미국이나 유럽 등 선진국들에 비해 정보통신 접근성을 위한 법 제도적인 출발이 늦었지만, 최근 수년간 관련 법률의 제정, 정보통신 접근성 보장을 위한 지침 및 표준의 제정 등 다각적인 노력을 경주하여 빠른 속도로 선진국 수준을 향해 나아가고 있다. 지금까지 '한국형 웹 콘텐츠 접근성 지침 2.0', '금융자동화기기 접근성 지침' 등 12개에 이르는 표준을 제정한 바 있으며, 정보통신 보조기기의 개발 보급, 관련 전문인력 양성 및 교육 홍보 등을 통해 정보통신 접근성 수준 향상을 위한 노력을 지속해 왔다. 앞으로도 모바일 시대, 디지털 융합의 스마트 시대에 대응하여 다양한 정보통신기기 및 서비스에 대한 접근성 표준 제정, 관련 기술의 연구 등을 지속적으로 추진하여 모든 사람이 정보화의 혜택을 누리는 디지털 통합 (Digital Inclusion) 시대를 열어나가야 할 것이다.

Despite the rapid increase in the use of mobile Internet, only a few studies examined digital divide issues in the mobile internet environment. Prior studies on digital divide mainly focused on the usage environments of consumers. The present study analyzes mobile digital divide by considering user environments and the cognitive values of users. Therefore, we estimated the cognitive value of users in mobile Internet environments through contingent valuation method (CVM). We also analyzed the digital divide factors that cause this value difference. We found that domestic users perceive mobile Internet value up to 51,723 Korean Won per month. We analyzed the value differences of digital divide factors, such as "accessibility," "competency," and "usability." Based on this analysis, we found that a difference of 31,878 Korean Won was generated due to accessibility. Competitiveness resulted in a difference of 7,736 Korean Won, whereas that of usability resulted in 6,463 Korean Won. Accessibility is the most important digital divide factor that maximizes the difference of cognitive value of users in a domestic mobile Internet environment.

국내 모바일 게임 시장 규모 증가와 사용자들이 지속적으로 증가되고 있으며, 스마트폰을 이용하여 게임을 즐기는 시간도 계속 늘어나고 있다. 최근 스마트폰의 성능이 대폭 향상되면서, 모바일 기기에서 구현되는 게임의 품질 또한 크게 향상 되었으며, 멀티 플랫폼으로 게임이 제작되면서 게임의 구성적인 측면에서도 플랫폼 간의 격차가 현저히 줄어들고 있다. 본 논문에서는 모바일게임의 질적 향상과 테스트 효율화를 위하여 모바일 게임 테스트 자동화 프레임워크를 연계한 환경 구축과 확장을 제안한다.

국내외적으로 스마트러닝은 자기주도형 학습과 같은 새로운 학습모델을 통해 기존 학습과 비교하여 높은 학습 성과를 있다. 그러나 다문화 가정 학부모는 디지털 기기에 대한 접근성과 자료 활용 능력이 일반국민에 비해 현저하게 떨어지는 정보격차로 인해 기존의 교육 콘텐츠의 효과적 활용은 제약점을 갖고 있다. 이 논문에서는 다문화 가정 학부모의 지능형 맞춤 교수학습 지원체제의 주요한 요구사항인 정보격차 해소를 위한 다문화가정 맞춤형 학습콘텐츠 추천 시스템의 설계를 기술한다.
