Trends and Socio-Economic Factors Impacting on Married Couples' Childlessness Among Korean Provinces : 1990~2010 (무자녀율 변화 추세 및 변화에 영향을 미치는 사회·경제적 요인에 관한 연구: 1990~2010)

  • This study aims to describe childlessness trends and examine the factors impacting on the childlessness of married couples among Korean provinces between 1990 and 2010. The results are as follows: There have been differences in childlessness rates among provinces and over time as well. Furthermore, social development, transportation, women's status, and economic development have statistically significant positive impacts on ASMCR. It turns out that age-specific marital childlessness rate is rather accurate measurement than general marital childlessness rate in terms of exploring the factors influencing on the childlessness among Korean provinces. Korea's government policy to aid the married couples who are suffering from in-fecundity is strongly recommended to maintain its policy and extend its subjects in order to increase married couples' fertility rate. Furthermore, campaigns to change married couples' recognition and attitudes from unfavorable against childbearing to favorable toward childbearing so that the married couples would be willing to have childbearing in terms of fertility rate increase.

  • Flooding is an unavoidable natural disaster for the city. Flood disasters seriously undermine the city's economy, safety, and sustained development. In the course of development and construction of waterfront space in the same city, the construction of basic disaster prevention facilities cannot be avoided completely even if huge amounts of capital are invested to reduce the economic damage of flooding. The cost of rebuilding the city after the disaster is much higher than the cost of building disaster prevention facilities. In recent years, the theory of elasticity in urban reconstruction and so on has been a subject of city problem solving, creating widespread discussion and attention in academia. In other words, how to transform the concept of elasticity into practice based on theoretical and empirical factors is a real problem facing urban disaster. Through theoretical literature on the waterfront (space) buffer zone of a city (flood-weak area) and the case study of the city's practice, this paper tries to clarify the element of 5R, the theory of elastomeric fire prevention, and present detailed measures accordingly. In addition, the following two problems are addressed while emphasizing the feasibility of implementing the urban waterfront (space) plan of the elastomeric element around the urban water buffer zone. First, the means of disaster prevention planning are used to mitigate conflicts between individual utility of urban waterfront and disaster prevention functions in waterfront buffer zones, and second, the waterfront buffer zone can respond to flood-causing problems in terms of disaster prevention as much as possible through the elastic disaster prevention plan.

  • The integrated basin-wide flood mitigation planning has a numerous individual proposals with different characteristics. So, it makes difficult to develop the optimal alternative that combines such elements. To develop the optimal alternative, it's necessary not only to assess the flood damage but also to define a tolerable degree of damage. Such a definition is made in a way, dubbed the 'social consensus' in a broad sense; but initially, it requires the analysis of the economic efficiency within a scope, which is technically achievable. This study aims to propose the alternatives development method so that the combination of the individual proposals could be economically efficient. To this end, this study defined the flood mitigation projects as the economic production activities carried out by inputs and outputs, and proposed the optimal project size as the principle of developing alternatives. This study may have the worth in improving the alternatives development method by considering the optimal project scale from the economic viewpoint while the existing method depending on engineering aspect. Such approach is expected to correspond to the current government's policy that avoids the passive flood mitigation focused on channel-wide planning but pursues the basin-wide flood mitigation planning focusing on damaged area, thereby provide efficient tools to come up with the solution.

  • The national R&D performance evaluation system in Korea has been influenced by 'New Public Management' since the 1980s. The 1997 IMF crisis in Korea has necessitated the overhaul of S&T policy strategies in Korea. Reflecting this, effective distribution and utilization of S&T investment and resources has emerged as a crucial policy agenda, while expansionary investment in S&T maintained. During the period of 1999-2005, the R&D evaluation has been more focused on the input side and execution processes than on the results of R&D. Evaluation results were to be reflected in the budgeting of national R&D, but there were some disputes over how to make use of evaluation results between the budgeting ministry and the evaluation agency partly because they were two separate entities. After the advent of the new government(1998-2003) which advocated 'science and technology-oriented society', the national R&D evaluation system has evolved through a new legislation, the Performance Assessment Act, and the establishment of Science & Technology Innovation Agency to build up the unique framework for national R&D evaluation differentiated from the assessment system for general government investment programs. Most recently, due to 'Comprehensive Improvement Plan' in 2013, various components of national R&D evaluation seem to move on a new evolutionary track. For example, different types of evaluation are being developed and tried in accordance with differing evaluation goals, and the individual ministries and the research councils has got more enhanced autonomy and responsibility regarding R&D evaluation. So-called 'tailored' evaluation methods, taking into consideration the characteristics of programs and institutes / organizations to be evaluated, are now being tried. Competences of evaluation experts and agencies has also to be improved and strengthened.

A Path-Based Traffic Assignment Model for Integrated Mass Transit System (통합 대중교통망에서의 경로기반 통행배정 모형)

  • Seoul's transportation system was changed drastically starting the first of June in two thousand. This policy includes integrated distance-based fare system and public transportation card system called smart card. Especially, as public transportation card data contains individual travel, transfer and using modes information it is possible to catch the characteristics of path-based individuals and mass transit. Thus, public transportation card data can contribute to evaluate the mass transit service in integrated public transportation networks. In addition, public transportation card data are able to help to convert previous researches and analyses with link-based trip assignment models to path-based mass transit service analysis. In this study, an algorithm being suitable for path-based trip assignment models is suggested and proposed algorithm can also contribute to make full use of public transportation card data. For this, column generation algorithm hewn to draw the stable solution is adopted. This paper uses the methodology that is to take local approximate equilibrium from partial network and expand local approximate equilibrium to global equilibrium.

Development of BIM-based Work Process Model in Construction Phase (시공단계의 BIM기반 건설사업관리 업무절차 모델 개발)

  • BIM can be utilized variously in construction management(CM) in the respect that it helps to manage comprehensively the construction information and make reliable decisions, but the adoption of BIM is insufficient in the CM area. The purpose of this study is to develop work process models and their guides in order to utilize BIM effectively in CM work at construction stage. This study defined BIM functions as 'BIM converting design', 'Model review', 'Data extraction', 'Automatic estimate', '4D simulation', 'Drawing creation', 'Engineering sector linkage analysis' through literature search, and generated CM works applicable to BIM by analyzing the CM work and process. This study developed BIM-based CM work process models by reconstructing the existing work process in connection with BIM function through an analysis on the relationship between BIM function and CM work, and reconstructing the role of each project participants. In order to improve the usefulness of the developed models, guides that described the BIM works of project participants were prepared through interviews and case studies. To validate the utilization of the models, a comparative analysis on the BIM process of precedent studies was also made and a survey was conducted on experts. This study can contribute to increasing the utilization of BIM in the CM area and can be helpful for CM companies to develop an in-house BIM guide. In the future, it will be necessary to make an assessment on the models from a business perspective through case applications and constantly update BIM-based CM work process model in consideration of the expansion of CM work due to the application of BIM.

Development of a Model and Methodology for the Analysis of the $CO_2$ Emissions Reduction Effect through the Introduction of the G2B Systems in e-government : ECRE Approach (전자정부 G2B 시스템 도입에 따른 탄소저감효과 분석을 위한 모델 및 방법론 개발)

  • As a part of efforts to reduce the global emissions of greenhouse gases, the Kyoto Protocol was signed by major developed countries ("Annex I" countries). According to the Kyoto protocol, the Emission Trading Scheme that derives a trading market of the $CO_2$ emission rights is appeared. It causes that business institutions give lots of efforts to reduce $CO_2$ by using new environmentally sound technologies or increasing efficiency in production. On the while there have been several studies trying to develop a methodology to measure the effect of $CO_2$ reduction and its monetary value. In this research we suggest ECRE (Evaluation of $CO_2$ Reduction in E-transformation) model which can measure the $CO_2$ reduction effect through the introduction of G2B system. ECRC model was developed based on the IPCC methodology. ECRC model measures the two major effects of the $CO_2$ reduction which are '$CO_2$ reduction effect from transportation' and '$CO_2$ reduction effect from the decrease of paper use'. In this paper, we calculate the economic effect of $CO_2$ reduction with the case of the G2B system in Korea. This research suggests a basic methodology to measure the $CO_2$ reduction performance for the e-transformed institution.

A Study on the Calculation of $CO_2$ Emission and Road Freight Environmental Index for Logistics Companies (물류기업의 온실가스 배출량 및 도로화물환경지표 산정에 관한 연구)

  • In order to reduce Green House Gas(GHG) reduction in the road freight sector and thus establish green logistics, running efficiency of goods vehicles is of paramount importance. Providing effective transportation infrastructure can contribute to achieve the green logistics by reducing empty running of heavy goods vehicles and van, increasing the average payload on the vehicle, and shifting the transportation mode. In order to reduce the environmental impact from the road freight sector, it is essential to quantify the amount of environmental loading from the sector. However, any systematic survey on the environmental loading from the logistics companies has not been carried out in Korea. In this study, the environmental index for the road freight sector is defined as the amount of $CO_2$ emission per ton km generated from goods vehicles. The computational analysis shows that the average $CO_2$ emission per ton km generated by the logistics companies in Korea is $363g-CO_2/ton{\cdot}km$. Compared to UK (=$130g-CO_2/ton{\cdot}km$) and France (=$97g-CO_2/ton{\cdot}km$), the efficiency of logistics in Korea is 2.8 and 3.7 times as low as in the advanced countries. It also indicates that the main reasons for the low efficiency are mainly due to the high rate of empty operation of goods vehicles and the low payload.

공기업문제(公企業問題)에 대한 경쟁정책적(競爭政策的) 접근(接近)

  • 공기업(公企業) 비효율성(非效率性)의 근본원인을 소유구조상(所有構造上)의 문제, 경쟁부재(競爭不在)의 문제, 지나친 정부규제(政府規制)의 문제로 이해할 때 그동안 공기업관련(公企業關聯) 정책(政策)이 소유구조상의 해결책인 민영화정책(民營化政策)에만 지나치게 편중됨으로써 경제력집중(經濟力集中)이나 증시문제(證市問題) 등으로 인해 공기업(公企業) 비효율성(非效率性)의 치유가 오히려 지연되고 있다는 시각에서 본고는 출발하고 있다. 시장기능(市場機能)의 활성화를 통한 효율성제고(效率性提高)가 공기업정책(公企業政策)의 궁극적인 목표라고 할 때 공기업의 비효율성(非效率性) 문제는 공기업관련(公企業關聯) 산업(産業)의 경쟁정책적(競爭政策的) 차원에서 문제점들을 파악하고 해결책을 모색할 필요가 있다. 따라서 공기업분야에 시장기능(市場機能)이 정착되기 위해 민영화(民營化), 경쟁도입(競爭導入), 규제완화(規制緩和) 등의 효율성 제고수단들의 총체적이고 유기적인 연계가 필수적이다. 이러한 시각에서 본고는 민영화 등 공기업관련(公企業關聯) 경쟁정책(競爭政策)중 구조적(構造的)인 측면을 주로 살펴보고 있다. 공기업(公企業)의 비효율성(非效率性)을 공기업 자체의 내적(內的) 비효율성(非效率性)과 시장에서의 배분적(配分的) 비효율성(非效率性)으로 구분할 때, 내적 비효율성 못지않게 배분적(配分的) 비효율성(非效率性)이 심각한 것으로 보인다. 한국통신(韓國通信) 등 대표적 공기업 6개와 10대(大) 민간(民間) 대기업집단(大企業集團)의 수익률(收益率) 비교(比較) 등에 따르면 이들 공기업이 독점적(獨占的) 시장구조하(市場構造下)에서 민간독점기업적(民間獨占企業的) 행태를 취해 왔다고 판단된다. 한편 상대적으로 경쟁도입이 활성화되고 있는 통신산업(通信産業)의 경우 요금의 변화추이는 경쟁도입(競爭導入)이 배분적(配分的) 효율성(效率性)을 증진시키고 있는 것으로 나타나고 있어 시장구조(市場構造)를 경쟁적으로 변화시키는 것이 공기업정책(公企業政策)에서 절실하다고 판단된다. 구조적(構造的)인 경쟁정책(競爭政策)을 다루기 위해 본고는 사업다각화(事業多角化)라는 시각에서 6대(大) 공기업관련산업(公企業關聯産業)의 산업련관분석(産業聯關分析)을 통해 공기업이 상당한 전후방효과(前後方效果)를 갖고 있기 때문에 단순 민영화에 따른 수직적(垂直的) 독점력(獨占力) 확산을 고려하면서 구조적(構造的) 정책(政策)을 취할 필요가 있음을 지적하고 있다. 따라서 독점공기업(獨占公企業)을 민영화함에 있어서 시장구조를 보다 경쟁적(競爭的)으로 전환시킬 필요성이 크다고 판단된다. 1993년 민영화계획(民營化計劃)의 범위가 불충분하고 그 계획조차 지연되는 현상황을 고려할 때 민영화정책의 보다 강력하고 광범위한 실행이 필요할 뿐만 아니라 공기업분야에 경쟁적(競爭的) 시장구조(市場構造)가 정착될 수 있도록 유도하는 것이 공기업 관련 구조적(構造的)인 경쟁정책(競爭政策)의 핵심이라고 본다. 또한 본 논문은 공기업이 원래의 설립목적(設立目的) 이외의 다른 사업분야에 진출하는 것을 허용할 것인가에 대하여 구조적(構造的) 경쟁정책차원(競爭政策次元)에서 기본방향을 제시하고 있다.

Strategy for Improving Forestland Classification System in Korea (산지이용구분제도의 개선방안 연구)

  • The objective of this study was to analyze 'Forestland Classification System' in Korea and to develop a strategy for its improvement. A survey was conducted in this study based on the Delphi technique, one of the interactive survey method relying on a panel of experts. The result indicated that the existing 'Forestland Classification System' was initiated for reasonable management of forestland, but now it turned into one of the most strict management restrictions. To improve forestland management in Korea, it was suggested to adopt 'Forest Function System' in this study. Moreover, to avoid indiscreet landuse conversion that might be occurred by substituting the 'Forest Function System' for the 'Forestland Classification System', it was suggested to adopt 'Forestland Conversion Propriety Assessment System'. In fact, landuse conversion has been regulated by the 'Environmental Impact Assessment System', but this system appeared inadequate to be applied to the forested area. Illegal acts for having permission of landuse conversion for reserved forests was another big issue in the forestland management. For example, alteration of the reserved status of forests or partition into patches smaller than the size limit has been attempted. Thus in this study, it was strongly recommended to take sanction against such illegal acts. In order to enhance the efficiency of forestland management, it was also suggested to integrate administrative agencies related to the landuse conversion or to take over the charge to local governments.
