Effects of Initial Shoot, Root Length, and Acclimating Substrates on Survival Rate of Plantlets Regenerated from Somatic Embryos of Larix kaempferi (일본잎갈나무 체세포배 유래 식물체의 초기 신초와 뿌리 길이, 순화용 기질이 생존율에 미치는 영향)

  • We analyzed the growth characteristics of each cell line and acclimating substrate of Larix kaempferi plantlets regenerated from somatic embryos, with the goal of increasing the survival rate during the acclimation phase. Somatic embryos from three embryogenic cell lines (L14-66, L16-18, and L17-B4) were used, and the acclimating substrates were commercial soils for Larix species (Larix-Soil) and horticultural corps (Hort-Soil), Elle-pot, and Peat-plug. The average initial shoot and root length was shortest in L14-66 and longest in L17-B4. The average survival rate by cell line was highest (87.0%) in L17-B4 and lowest (64.3%) for L14-66. Survival rates by substrate were highest in Elle-pot (88.5%) and Peat-plug (88.9%). The initial shoot length of the L14-66 plantlets was highly correlated with survival rates in the Larix-Soil (r = 0.852), Hort-Soil (r = 0.692), and Elle-pot (r = 0.867) substrates, but not in Peat-plug with high total nitrogen content. The initial shoot length of the L17-B4 plantlets was not correlated with the survival rate in any of the substrates. The initial root length of the L14-66 plantlets was highly related to survival rates in the Larix-Soil (r = 0.986), Elle-pot (r = 0.846), and Peat-plug (r = 0.802) substrates, and the survival rate of the plantlets was higher as the initial root length was longer. The initial root length of the L17-B4 plantlets was related to survival rate only in the Larix-Soil (r = 0.896) and Elle-pot (r = 0.696) substrates. In conclusion, to increase the survival rate of plantlets, root length should be considered over shoot length, and it is recommended to use substrates with high nitrogen content, such as Peat-plug, or to add fertilizer, during the acclimating process. In addition, in order to increase the survival rate, lines with high initial growth should be developed.

  • 삼림(森林)의 물, 흙 보전기능(保全機能)의 관점(觀點)에서 임지(林地)의 초지(草地)(방목지포함(放牧地包含)) 전용(轉用)의 영향을 종래(從來) 발표(發表)된 관계문헌(關係文獻)을 종합(綜合)하여 고찰(考察)한 요약(要約)은 다음과 같다. 1) 방목지(放牧地)에 있어서 낙엽(落葉) 등 지피물(地被物)을 건중량(乾重量)으로 비교할 때 금목구(禁牧區)에 비하여 중목구(重牧區)는 1/3, 경목구(輕牧區)는 1/2로 감소(減少)되었다. 2) 방목구(放牧區)의 토양경도(土壤硬度)는 전반적(全般的)으로 경화(硬化)되었으며, 침투강도(浸透强度)는 저하(低下)되었다. 특히 이 경향은 소의 휴식지(休息地)에서 현저하였다. 3) 초지(草地)의 연토양침식량(年土壤浸蝕量)은 0.10~0.02mm 범위로서 임지(林地)와 같다. 4) 초지조성(草地造成)의 전제(前提)로서의 개간지(開墾地)의 연토양침식량(年土壤浸蝕量)의 비율(比率)은 임지(林地), 전면벌채지(全面伐採地), 전면벌채(全面伐採)와 발근지(拔根地)에서 각각(各各) 1:10:78로 나타났다. 5) 임지(林地)의 초지전용(草地轉用)은 식생연속(植生連續)의 후퇴(後退)이며, 지력(地力)을 저하(低下)시킨다는 설(說)이 있다. 6) 초지조성(草地造成)의 문제점은 초지조성자체(草地造成自體)보다 조성(造成)뒤의 부실관리(不實管理)로 인한 토지(土地)의 황폐화(荒廢化)에 있다.

Study on Conversion Permission Standard considering the Topography and Ecological Location of the Mountain Areas (산지 지형 및 생태적 입지를 고려한 산지이용기준 개발에 관한 연구)

  • In Mountainous Districts Management Act of Korea Forest Service, slope and elevation criteria are operated to regulate the indiscriminate use of risky land parcels when forestland is converted to other land use types. However, there is a limitation in considering topographical variation with only such two indices in the land parcel. Therefore, in order to supplement insufficient criteria, the slope type standard was developed using Catena, and the ecological condition improved terrain standards. Firstly, the ratio of 'risky slope' in a target forestland parcel was defined to decrease the risk of disasters such as landslides. Secondly, the standard of the ecological location condition was proposed as ecological score by integrating age, diameter and soil depth classes in the target forestland parcels. Thereby, we could prepare reasonable standards that can reduce forestland disasters and ecological damages, as suggesting new topographical and ecological assessment methods for forestland use conversion.

산림 내 산불 피해 시설 구분을 위한 연구

  • 산림 내 시설은 산불 발생 시 접근성의 제한과 인접된 환경의 위험성으로 인해 큰 피해가 예상되는 시설이다. 또한 이러한 시설은 문화적 가치가 높은 문화재이거나, 사회적 파급효과가 큰 사회 간접 시설이 많아 이에 대한 효율적인 관리 방법의 제시가 필요하다. 본 연구에서는 이러한 산림내 시설의 정의와 위험성 구분을 위해, GIS를 이용하여 산림 내 시설의 지형적 환경을 분석하였다. 따라서, 수치 지형도에 의해 335개소의 산지 전용 가능 시설물을 추출한 뒤, 이를 통해 고도, 경사, 능선상의 위치를 분석하였다. 분석 결과, 문화재와 광산시설, 장례시설이 산불로부터 취약할 것으로 예상되며, 시설물의 분류 시설물 중 30%가 산림 내 시설물로 분석되었다. 보다 향후 추가적인 연구와 사례 검증을 통한 연구를 통한 지속적인 보강이 필요할 것으로 사료된다.

LAND COVER CHARACTERISTICS OF MOUNTAIN REGIONS IN NORTH KOREA (북한 산악지역의 개간지 및 산림 특성에 관한 연구)

  • 현재 북한 토지피복 특성 중의 하나인 과도한 산지의 농지로의 전용은 홍수 등 자연재해를 일으키는 원인이 되고 있지만 북한에 대한 참조자료의 부족으로 피해규모나 상황에 대한 이해가 부족하다. 본 연구는 북한 양강도 산간지역을 대상으로 개간농지와 산림의 토지피복특성을 가을시기(2005 년 10 월 25 일) Quickbird (<0.6m) 위성영상의 육안분석과 분광특성을 이용하여 정확한 토지피복분류에의 기초 정보를 제공하는 것을 목적으로 한다. 토지피복 유형별 Training area 의 ROI(Region of Interest)의 면적은 2500pixel 로 하였고, 이것을 다시 .shp 파일로 변환하여 GoogleEarth 에서 표고 및 경사 등 보다 자세한 지형지물을 확인하였다. Quickbird 영상의 NDVI 분석을 통해 0.2 정도에서 식생과 농경지로 구분하는 임계값(Threshold)을 추정할 수 있었지만 늦게까지 추수를 끝내지 않은 농작물이나 이모작 농작물의 경우는 산림과 혼재되어 나타나고 있었다. 또한, 산림의 북사면은 수역 다음으로 낮은 NDVI 값을 나타내어 지형의 영향이 나타나고 있음을 알 수 있었다.

Study on Forestland Conversion Demand Prediction based on System Dynamics Model (System Dynamics 기반의 산지전용 수요 모델 개발에 관한 연구)

  • This study was performed to predict change of forestland area in future to 2050 based on System Dynamics Model which is based on feedback loop by causal relationship. As forestland area change in the future depends on potential forestland conversion demands, each demand type of forestland conversion such as agricultural, industrial, public and residential/commercial use was modeled using annual GDP, population, number of household, household construction permission area (1981~2019). In results, all of conversion demands would have continuously decreased to 2050 while residential and commercial land would be reduced from 2034. Due to such shortage, eventually, total of forestland in South Korea would have decreased to 6.18 million ha when compared to current 6.29 million ha. Moreover, the forestland conversion to other use types must be occurred continuously in future because most of forestland is owned privately in South Korea. Such steady decrement of forestland area in future can contribute to the shortage of carbon sink and encumber achievement of national carbon-neutral goal to 2050. If forestland conversion would be occurred inevitably in future according to such change trends of all types, improved laws and polices related to forestland should be prepared for planned use and rational conservation in terms of whole territory management. Therefore, it is needed to offer sufficient incentive, such as tax reduction and payment of ecosystem service on excellent forestland protection and maintenance, to private owners for minimizing forestland conversion. Moreover, active afforestation policy and practice have to be implemented on idle land for reaching national goal 'Carbon Neutral to 2050' in South Korea.

Indonesia's REDD+ National Strategy between Ideal and Reality (인도네시아 REDD+ 국가 전략의 이상과 현실)

  • The Cancun Agreements under the United Nations Framework Convention on Climate Change require developing countries aiming to undertake REDD+ activities to develop a national strategy or action plan, addressing the drivers of deforestation and forest degradation, a measurement, reporting and verifying (MRV) system including forest monitoring system, and safeguards to ensure equity and co-benefits for local communities and indigenous peoples, and biodiversity. The Government of Indonesia and the Government of Norway established REDD+ cooperation through signing a 'Letter of Intent' in May, 2010. Indonesia agreed on 'a two year suspension on all new concessions for conversion of peat and natural forest'. In turn, Norway agreed to support Indonesia's REDD+ implementation efforts up to one billion United States dollars. Indonesia's REDD+ national strategy (June, 2012) accepted most of the requests included in the 'Letter of Intent'. The REDD+ national strategy, however, does not reflect requests of the Cancun Agreements which noted identification of the drivers of deforestation and forest degradation and guarantee of real greenhouse gas emissions reductions. Indonesia lays emphasis on Norwegian requests which includes expected financial support rather than the Cancun Agreements which have a weak legally-binding requirements.

A Preliminary Review of REDD Mechanism for Rehabilitating Forest Degradation of North Korea (북한 산림황폐지 복구를 위한 REDD 메커니즘 사전 검토)

  • Preliminary feasibility of REDD mechanism to combat forest degradation in North Korea is reviewed as a means of cooperation between South Korea and North Korea. North Korea has not established a national REDD+ strategy and a forest monitoring system which are required to implement REDD+ under the United Nations Framework Convention on Climate Change. Credible statistical data of forest resources is a necessary condition for implementing REDD mechanism in the developing countries. However, other than forest area data using satellite images, statistical data of forest resources of North Korea are mostly estimated based on simple hypothesis rather than transparent and robust results from national forest inventory. The review of statistical data of forest resources of North Korea shows that North Korea is in a pre-stage of REDD readiness. The study suggests that following research and cooperation agendas should be considered to implement REDD mechanism in North Korea: 1) detecting land use change since 2000, measuring carbon stock change, and identifying causes of deforestation and forest degradation; and 2) establishing a national REDD+ strategy' and a national forest inventory system in North Korea.

Economic Feasibility of REDD Project for Preventing Deforestation in North Korea (북한 산림전용 방지수단으로서의 REDD 사업의 경제적 타당성 분석)

  • This study aims to verify the economic validity of the REDD project in North Korea by estimating the potential carbon credits and the cost of REDD project. The REDD potential credits of North Korea are estimated based on the international statistics of forest area and population from 1990 to 2010, and the cost of REDD project is estimated indirectly by annual land opportunity cost of agriculture assuming that South Korea will aid the food production per area in North Korea. When the 25% reduction scenario was applied to the annual deforestation rate in North Korea, the potential REDD credits were estimated to be $4,232million{\sim}5,290milliontCO_2eq.$ for 20 years. It would account for 28~35% of South Korea's national medium-term greenhouse gas reduction target. On the other hand, the break-even price of REDD project was calculated as the profit of agriculture in the land available by forest conversion in North Korea. It was estimated to be 19.19$/$tCO_2eq.$ when the non-permanence risk of forest conserved through a REDD contract is assumed to be 20%. This price is higher than the price of REDD carbon credit 5$/$tCO_2eq.$ dealt in the 2010 voluntary carbon market, leading to no economic feasibility. However, REDD project provides co-benefits besides climate mitigation. As previous studies indicate, the break-even price is lower than 20$/$tCO_2eq.$, which is the social marginal cost of greenhouse gas emissions by loss of forest. Therefore REDD in North Korea can be justified against the social benefits. The economic feasibility of REDD project in North Korea can be largely influenced by the risk percentage. Thus, North Korean REDD project needs a strong guarantee and involvement by the government and people of North Korea to assure the project's economic feasibility.
